To some of them, it isn't even about, why Jonathan didn't favour the South West, but why he favoured the South East.

INEC handed the cards out to Emirs and district heads to distribute. Our problem in the South is over sabi and over adherence to rules. The INEC official in the south who will refuse to give a woman whose husband travelled out for work her husband's PVC, is a southerner. On the other hand, the northern INEC staff doesn't mind dumping the remaining PVCs with the emir for the people to collect when they want.
