Nigeria’s Gross Domestic Product (GDP) grew by 2.55%(year-on-year) in real terms in the fourth quarter of 2019, according to a recently released report by the National Bureau of indicated a real growth of 2.27%, compared to 1.91% in 2018 while the real GDP grew by 5.59% quarter on quarter. “Nigeria’s Gross Domestic Product (GDP) grew by 2.55%(year-on-year) in real terms in the fourth quarter of 2019. Compared to the fourth quarter of 2018 which recorded a growth rate of 2.38% this represents an increase of 0.17% points and an increase of 0.27% points when compared with the third quarter of 2019.” The report indicated that the growth represents the highest since the 2016 recession. “In Q4 2019, aggregate GDP stood at N39,577,340.04 million in nominal terms. This was higher than the fourth quarter of 2018 which recorded an aggregate of N35,230,607.63 million, representing year on year nominal growth rate of 12.34%.” The 2019 real growth rate surpassed the prediction of the International Monetary Fund (IMF). Recall that in April 2019, the IMF effected an upward review of Nigeria’s economic growth rate projection to 2.1%, a second review by the Bretton Woods institution on the forecast. Earlier in January last year, the fund had reviewed the statistics downwards to 2.0% from initial figure of 2.3%, referencing challenges in international oil prices. – Oil Sector – “During the fourth quarter of 2019, average daily oil production of 2.00 million barrels per day (mbpd) was recorded, indicating a rise of 0.09mbpd over the daily average production of 1.91 mbpd recorded in the same quarter of 2018. “However, it was –0.04mbpd lower than the production volume of 2.04mbpd recorded in the third quarter of 2019. Nevertheless, it is notable that oil production remained consistently at or above 2.0mbpd all through 2019 “Real growth of the oil sector was 6.36% (year-on-year) in Q4 2019 indicating an increase of 7.98% points relative to the rate recorded in the corresponding quarter of 2018.” – Non-oil Sector – “The non-oil sector grew by 2.26% in real terms during the reference quarter (Q4 2019). This was lower by –0.44% points compared to the rate recorded in the same quarter of 2018 but 0.42% point higher than the third quarter of 2019. This sector was driven, during the fourth quarter of 2019, mainly by Information and Communication (Telecommunications), Agriculture (Crop Production), Financial and Insurance Services (Financial Institutions), and Manufacturing. In real terms, the Non-Oil sector contributed 92.68% to the nation’s GDP in the fourth quarter of 2019, lower from shares recorded in the fourth quarter of 2018 (92.94%) but higher than the third quarter of 2019 (90.23%). The annual contribution of the non-Oil sector stood at 91.22% in 2019.” – Crude Petroleum and Natural Gas – Crude Petroleum and Natural Gas under Mining And Quarrying sector grew by 4.59% in full year 2019 from 0.97% in 2018 and 4.69% in 2017. |

The Kaduna State chapter of the Nigerian Union of Pensioners (NUP) has commended Governor Nasir El Rufai for raising the minimum pension payment in the state from N3,000 to N30,000 monthly. The union noted that Malam El-Rufai is the first governor to announce the payment of minimum pension, and that this shows his concern for the senior citizens in the state. A statement by Muyiwa Adekeye, Special Adviser on Media and Communication to Governor El-Rufai, said the union’s commendation was conveyed in a letter signed by its state chairman, Alhaji Abdu Ramalan Kwarbai. According to the NUP, Governor El-Rufai’s decision to raise pension “shows the level of your concern for the aged and senior citizens of Kaduna State.” The pensioners’ union also acknowledged that Malam El-Rufai is the first governor to pay the new national minimum wage. It will be recalled that the governor promised to raise pension to N30,000 during alive media chat he recently hosted at the Sir Kashim Ibrahim House, Kaduna. According to El-Rufai, he was surprised that some pensioners on the old defined benefits scheme receive as low as N3,000 to N7,000 stipend monthly, saying that he considers that as unacceptable. The governor therefore promised that the proposed increase will be tabled before the State Executive Council meeting, and that the payment of the new pensions will commence once the approval is secured. El-Rufai said that although the new minimum pensions will increase the wage bill of Kaduna state by N200 million, the state government believes that it is important to let pensioners receive decent pensions. |

The Kano state governor Dr Abdullahi Ganduje has commenced the payment of N30,600 minimum wage in December 2019 in fulfilment of a promise he made to adopt the new wage regime in the state. With the latest development in the state, the basic salary for civil servants in Kano is now even N600 more than the debated N30,000 minimum wage. The new salary scale is officially supposed to have commenced from April 2019 based on the agreement reached between the state government and the Joint Public Service Negotiations Council (JNC), thereby leaving behind eight months arrears. Some workers who spoke to Vanguard expressed appreciation with the governor’s fulfilment of his promise, though late, describing the move as encouraging and hoping that the arrears be paid. “I am a health worker under the state government and I am impressed that the governor has been able to commence the payment of the N30,000 basic salary system with an increase of N600 even though it is supposed to be from April 2019. This is highly encouraging when compared to other states. We don’t know now whether they will pay arrears or not. We also hope he fulfils the promise he made of free and compulsory education as well” Bashir Yusuf, a government health worker stated. Responding to questions on the new development, the state Commissioner for Information and Internal Affairs Malam Muhammad Garba said “Governor Abdullahi Umar Ganduje had, right from the commencement of negotiation between the federal government and organized labour, indicated his administration’s readiness to pay the restructured minimum wage which has begun from this December. “Workers in the state are smiling home with their new pay from their respective banks.” On whether the government would pay the arrears of the past eight months, the commissioner said: “Workers in the state should be rest assured that based on the agreement reached between the state government and the Joint Public Service Negotiation Council, arrears of April–November 2019 would be paid in instalments over time.” However, he appealed to civil servants to reciprocate the gesture by dedicating themselves to their duties so as to improve service delivery. He also called on workers, particularly those in the revenue-generating entities to make an extra effort by ensuring that taxable individuals and corporate entities always pay their dues so that government continues its laudable development programmes for the teeming populace. |

The federal government has disclosed that the Nigerian Customs Service (NCS) is now generating a daily revenue of N8 billion since the closure of its land borders three months ago. The Minister of Information and Culture, Alhaji Lai Mohammed, announced the figures on Monday during an assessment tour of the Nigerian side of the border with Niger Republic in Magama Jibia, Katsina State. Mohammed said the figure was over 30 per cent increase in revenue, since the launch of Exercise Swift Response on August 20, 2019 to secure Nigeria’s maritime and land borders. He also noted that before the closure, the borders contributed nothing to the revenue as the NCS was recording about N4.5 billion daily. A delegation that also included the Minister of Industries, Trade and Investments, Hajia Maryam Katagum, and Minister of State for Budget and National Planning, Clement Agba, was on the tour of the North-west Sector 4. The ministers had a closed-door session with the Sector 4 Coordinator, National Border Drill Operation, Assistant Comptroller General Bashir Abubakar. While addressing the community led by the District Head of Jibia, Rabe Rabiu, and Chief of Dadara, Usman Usman, the information minister assured them that the federal government would continue to engage Niger and other neighbouring countries to ensure that all concerns that warranted the border closure were fully addressed. However, he noted that the closure of the Magama Jibia border post had also drastically reduced cases of cattle rustling, kidnapping and banditry, which were predominant in the North-west zone as the bandits and terrorists were finding it difficult to procure arms and smuggle it through the land border. Mohammed added that of all four sectors affected by the lock-up, the North-west sector 4 had recorded the highest success in terms of the reduction of illegal migration. “Smuggling of petroleum products out of Nigeria has been greatly reduced. The closure of filling stations along the border is a huge success. There are hundreds of filling stations along the border. We counted many as we drove to the border this morning. They were set up purposely for smuggling. They don’t sell the fuel consignment they receive to the public. About 50 per cent of them are owned by foreigners. Now that they are closed, we have recorded over 30 per cent in domestic fuel consumption,” Mohammed said. He insisted that the land borders were locked to protect the country against transnational security concerns, while also adding that it was not targeted at any country nor designed to cripple businesses in any part of the country. “As a matter of fact, since the exercise commenced over three months ago, local businesses across the country have continued to thrive, as farmers and rice millers in particular are now having turnover on investments. The border closure has curbed the smuggling of foreign rice into the country, in addition to other prohibited items; increased the monthly import revenue by over 15 per cent; led to significant seizures with estimated monetary value of over N3,500,000,000; reduced local fuel consumption by 30 per cent as well as reduced the importation of arms, ammunition and drugs,” he noted. |

President Muhammadu Buhari will depart Abuja on Friday for Malabo, Equatorial Guinea, to participate in the 5th Gas Exporting Countries Forum (GECF) Summit. The Senior Special Assistant to the President on Media and Publicity, Garba Shehu, said in a statement in Abuja on Thursday that the one -day meeting would be attended by leaders of major gas-producing nations of the world including Algeria, Egypt, Equatorial Guinea, Libya, Bolivia, Iran, Qatar, Russia, Trinidad and Tobago, United Arab Emirates, Venezuela, Kazakhstan, and Norway. According to him, countries accounted for 70 percent to 80 percent of global gas reserves and production respectively He said: “The idea of the GECF was first mooted in 2001 with the First Ministerial Meeting held in Tehran, Iran, while the First GECF otherwise called Gas Summit, took place in Doha, Qatar in 2011 with Nigeria represented at the highest level. “Indeed, President Buhari attended the Third Gas Summit in Tehran in November 2015. “This Fifth Gas Summit in Malabo is the first time the biennial meeting will be hosted in Africa.” |

PRESIDENT of the Senate, Senator Ahmad Lawan on Thursday reiterated that the Senate will only deal with the board members of the Delta Development Commission, NDDC it screened and confirmed this month. Speaking shortly after the Senate Leader, Senator Yahaya Abdullahi, All Progressives Congress, APC, Kebbi North read the Executive Communication on the 2019 and 2020 Budget Estimates of the NDDC that the Senate do consider of President Muhammadu Buhari. President of the Senate who refereed the request to the Senator Peter Nwaoboshi, Peoples Democratic Party, PDP, Delta North led Committee on Niger Delta Affairs to return back at Plenary in two weeks. Lawan said, ” I want to reiterate for emphasis that you deal with the Governing Board that this Senate approved.” Recall that President of the Senate had on Tuesday read a letter from the President on the 2019 and 2020 budget estimates of NDDC. The President of the Senate said, ” I believe that the executive arm of government will attend to that quickly so that we have the right people to come and defend the Appropriation request of Mr. President.” Lawan had read the President’s request at plenary which is contained in a letter dated November 21, 2019 and addressed to him on the approval of the budget proposals for the NDDC. . The letter reads : “Pursuant to Section 18(1) of the Niger Delta Development Commission (NDDC) (Establishment) Act, I forward herewith, the 2019 and 2020 Budget Estimates of the Niger Delta Development Commission, for the kind consideration and passage by the Senate. “While I trust that the Senate will consider this request in the usual expeditious manner, Please accept, Distinguished Senate President, the assurances of my highest consideration Recall that President of the Senate, Senator Ahmad Lawan had said in Tuesday that the onus was now on the President to do the needful by inaugurating the Dr. Pius Odubu led NDDC following the confirmation by the Upper Chamber in consonnance with the Constitution of the Federal Republic of Nigeria. Also recall Lawan hadbsaid that those it screened and subsequently confirmed as Chairman and board members of the Niger Delta Development Commission, NDDC are the only rightful people that will come and defend the budget of the Commission before its Committee on Niger Delta Affairs. The Senate had also urged President Muhammadu Buhari to as a matter of urgency, swear in the Dr. Pius Odubu led NDDC Board. Recall that the Senate in the first week of November, confirmed President Muhammadu Buhari’s nominees for the board of NDDC. The former Deputy Governor of Edo State, Dr. Pius Odubu, was confirmed by the Senate as Chairman of the NDDC Board, just as a nominee from Delta State, Chief Bernard Okumagba, was also confirmed as the NDDC Managing Director. The confirmation followed the presentation and consideration of the report of the Senate Committee on Niger Delta Affairs by its Chairman, Peter Nwaoboshi, Peoples Democratic Party, PDP, Delta North Also confirmed were Otobong Ndem who is now the Executive Director, Projects and Maxwell Oko as Executive Director, Finance and Administration. The Senate had also confirmed Prophet Jones Erue (Delta), Chief Victor Ekhator (Edo), Nwogu Nwogu (Abia), Theodore Allison (Bayelsa), Victor Antai (Akwa Ibom), Maurice Effiwatt (Cross River), Olugbenga Elema (Ondo), Hon. Uchegbu Chidiebere Kyrian (Imo), Aisha Murtala Muhammed (Kano), Ardo Zubairu (Adamawa) and Amb. Abdullahi Bage (Nasarawa).
