Thank you very much OP. Also the people that detest Ajimobi's governance are mostly the market women, who are bittered with the fact that he rejected their trading on roadsides and he ordered the evacuation of their shops that are built under tension lines. Other people are Ogbomosho people who will rather support their son at the detriment of the state development. The thugs and stomach infrastructure subscribers are also his major critics. Sokoto State Governor, Aliyu Wamakko has said President-elect Muhammadu Buhari will unfold the All Progressives Congress master plan on job creation and social security related issues on May 29. Wamakko disclosed this on Wednesday while addressing supporters of the All Progressives Congress during a thank you visit in Tambuwal, headquarters of Tambuwal Local Government Area of the state. He said the master plan would also address the security concerns in the country. The governor, who is also a senator-elect, said that the President-elect would ensure good governance through the implementation of people-oriented programmes designed to meet the expectations and yearnings of Nigerians. He said Buhari’s presidency would restore the confidence of Nigerians in governance through the implementation of programmes that would enhance the socio-economic and political development of the country. “We as progressives are in the system to bring about a responsible change in all aspects of governance, ” he said. Wamakko said Nigeria as a nation was blessed with abundant natural and human resources necessary for effective economic growth and development. He expressed confidence that Nigeria under Gen. Buhari would achieve greatness and prosperity. Wamakko, however, called on the people of the area to come out en-masse to cast their votes to all APC candidates in the April 11 elections. He commended APC supporters for defending their votes during the March 28 Presidential and National Assembly elections and urged them to do the same in the last round of the elections. Wamakko said that the APC-led administration would continue to initiate policies and programmes aimed at moving the state forward. “We have done a lot in the areas of health care delivery, education, road construction, agriculture, job creation, among others,” he said, adding that the incoming administration would continue with the laudable programmes. He also called on party supporters to shun violence and provocation in order to ensure peaceful conduct of the April 11 polls. The House of Representatives said on Sunday that the Federal Government’s yearly expenditure was “over N20tn,” contrary to the N4.6tn (2014) or N4.3tn (2015) disclosed to Nigerians as the country’s annual public budget. Its Public Accounts Committee, which made the disclosure in Abuja, noted that, an ongoing examination of the finances of government and its 601 agencies showed that the N4.3tn given as the total spending budget for this year was a “far cry” from the reality. The Chairman of the committee, Mr. Adeola Solomon-Olamilekan, who spoke on the issue, explained that, unknown to Nigerians, the N4.3tn, for example, did not include the expenditure of many “statutory and extra- ministerial departments” of government. He added that his committee found out that these other agencies not captured in the regular budget, generated and spent their money as it pleased them without seeking the approval of the National Assembly. The lawmaker put the budget of these other bodies at over N16tn. Solomon-Olamilekan explained further, “The N4.9tn, N4.6tn or N4.3tn, as the case may be, is the budget that the whole Nigerians are listening to but in the true sense of it, the budget of other statutory and extra-ministerial departments put together is about N16tn. “So, the total overall budget year in year out is over N20tn, which the executive arm operates, but nobody is asking questions as to the implementation of all these budgets. “Nobody is bringing information on the implementation of all these budgets; and this is one area Nigerians need to start asking questions in order to move this country forward.” Solomon-Olamilekan stated that though the Fiscal Responsibility Act, 2007, made adequate provisions on how these bodies should be held accountable, the law was observed in breach. He cited the “stifling” of the Office of the Auditor-General of the Federation as one of the ways to shield government agencies from opening their books to scrutiny. Solomon-Olamilekan said this was done by starving the office of funds “over the years” to a point where it no longer had the financial power to effectively audit the accounts of the implementation agencies of government and its extra-ministerial departments. For instance, he revealed how the government cut the capital budget of the AGF’ office from N1.9bn to a “meagre” N100m in 2015. The lawmaker said his committee was at a loss on how the AGF’s office would audit the accounts of 601 agencies with N100m and the country’s 144 foreign missions. The PAC chairman added, “How can we imagine that the capital budget of the office of AGF for the year 2015 was reduced from N1.9bn to N100? “Can you also imagine an office of the AGF that has 144 foreign missions to audit and as we speak, between 1999 to date, that office has not audited up to 30 of these foreign missions while three quarter of these foreign missions are also revenue generating agencies? “So, there is nobody to audit the revenue generated and the expenditure they incur. “The office of the AGF has been short-changed and the budget has been reduced to nothing. As such, the government of the day is having a field day to carry out whatever its wants to do because they know they have an office that is not functioning.” The PAC has also been saddled with the responsibility of retrieving the full report on the audit investigation into the $20bn reportedly ‘missing’ from the accounts of the Nigerian National Petroleum Corporation from the Minister of Finance, Dr. Ngozi Okonjo-Iweala. Nearly 1,000 Muslims in Norway have formed a human shield called the “Ring of Peace” outside the only active synagogue in the capital, Oslo, to demonstrate solidarity with Jews in the country. The Saturday demonstration came following a series of recent attacks against Jewish citizens in Europe. A group of Norwegian Muslims organized the event in a show of solidarity with the country’s Jewish community, forming what they described as a Peace Ring around the Jewish synagogue. Jews are a tiny Norwegian minority with a population of only 1,500. There are only two Synagogues in Norway. The Muslim demonstrators said they sought to reassure fellow Norwegian Jews of their support. The event participants stated that Muslims and Jews in Europe are both victims of hate crimes and should be supporting each other. Organizer of the Peace Ring demo, a 17-year-old college student named Hajra Arshad, said during an address to the event that it is the Islamic teachings of love and respect toward others that motivated her to arrange the demonstration. This is while critics state that any action of solidarity with Jews can be mistaken by some as support for the Israeli regime. Arshad, however, insisted on the importance that people learn to distinguish Jews from Israelis. “I think it’s really, really, really important that people can distance Israel from Jews because there are a lot of Jews that are not taking any sides of the politics in Israel,” said Arshad. Norwegian Muslims and Jews often meet in several interfaith harmony events but this is being hailed as a unique event organized by Muslim youths not belonging to any particular denomination and organizations. Europe’s Jewish population has been steadily declining over the past decades following World War II. While in 1960 their population was registered at nearly 3.2 million, by 2010 only 1.4 million had remained across the continent – nearly 0.2 percent of Europe’s population, according to the US-based Pew Research Center. NIGERIAN FEDERAL CHARACTER: A BLESSING TURNED CURSE “An unjust law is no law at all"—St. Augustine The federal character principle is an innovation, born amidst the fight for true federalism and the eradication of marginalization, that beclouded the future and productive capacity of some regions after independence. The Gowon-led military administration, following the domination of the federal civil service and government parastatals by some major tribes, saw a threatened republic, and aptly combatted the scourge by establishing the federal character principle, as a tool that would ensure fairness, fiercely discontinue the overwhelming predomination of some ethnic groups in government offices, and prevent subsequent hegemony. Sequel to the adoption of the 1979 Constitution, the federal character principle has since then been enshrined in Nigeria's Constitution, to ensure that appointments to public service institutions fairly reflect the linguistic, ethnic, religious, and geographic diversity of the country. It was in fact adopted to counteract the nationality question that was bedeviling the polity. The post-Second-Republic period thus witnessed a huge transition to national integration, when not only the majorities, but the minorities were employed, appointed, and provided the chance to serve in public offices. Federal character was a positive reaction to correct public management practices which tended to exploit the diversities of the country. With the federal character principle, no tribe, ethnic group, or religion was deprived the opportunity to serve Nigeria. Standards were lowered, and preference was given to the less-privileged, even with little or no formal education, people were recruited. All in the spirit of fairness and true federalism. It was a changeover indeed. Decades after, with the nation developing, the unity of the country is still threatened, unemployment rate soared, the public service continued to be dominated by some ethnic groups to the exclusion of others, corruption became widespread, and professionalism is subdued. "The federal character principle once a blessing turned a curse." The principle eroded the colonial legacy on meritocracy and professionalism. It introduced a quota system where not the bests are preferred but priority is given to the character composition of the country, over excellence. The principle invaded the integrity and standards of public bureaucracy and other government bodies that normally require safeguards—merit from the ravages of politics. It led to poor appointment and enhancement mediocrity rather than merit. Most radical and damaging application of it has been in the educational system. The Nigerian political system is in shambles because the federal character has been morphed into the bad practice of politicization. More importantly, federal character consciously laid a ground that discourages competition. With a charter that caters for equal representation and fairness, the post-colonial morale built to challenge and innovation soon disappeared. Fifty-four years into Nigeria's independence, federal character, introduced to foster national unity for economic development now induces division amongst Nigerians, and has thus become a drag on sustainable development. It allows ethno-regional patrons and their clients to exploit and misappropriate state resources without contributing to any meaningful development. This has caused national disintegration and consequent canonical underdevelopment. To overcome the shortcomings of the federal character principle application, there is a need to tinker with the current practice of federalism, with an eye on restructuring; restructuring based on merit, professionalism and experience. If Nigeria must exist as a nation, it must exist without the consideration of its dividing factors. Religion, language and tribe must not matter. If we are Nigerians, we should be Nigerians. I am getting old. I don't know how I could have forgotten this story, given its relevance to the Nigerian tragedy (a tragedy which shall prevail until we make some progress in rewiring the atrocious psychology of the Nigerian). My brother from another mother, Bayo Emm , reminds me of something that happened during our days at the University of British Columbia in the 1990s. Those were our wild oats graduate student days of crawling the nightclubs of Vancouver and getting our beering right between intra and interracial dating. Coming from strong Christian homes back in Nigeria (Christian in the traditional sense of what is known as the old orthodox churches in Nigeria, not the nightmare called Christianity in Nigeria today), we ended up infrequently in church on Sunday - after heavy clubbing on Saturday - just to satisfy the perfunctory conscience business of not being too many miles away from the truth when you told your parents on the phone that you were still going to church. If you went to Church two or three times a year, technically you weren't lying by reassuring Mama Adesanmi on the phone that you were still her "church going son". You added a "Hail Mary" here and a "We Fly to Thy Patronage" there to reassure her that your prayers could still flow effortlessly. But I doth digress too much. So it happened that one of our buddies ended up in church with his white Canadian girlfriend. He had the misfortune of taking her to one of those Nigerian churches. Africans tend to ghettoize their Christianity a lot in Euro-America. You leave Nigeria and attend a Church in Euro-America peopled exclusively by Nigerians reproducing and photocopying Nigeria on Sunday. Ditto for Ghanaians, Congolese, etc. Sometimes, some Churches try to reproduce the African Union by drawing membership from across the continent. But those are the exception. The dominant trend is the ghettoized Christianity that hardly mixes beyond the national boundaries and denominations it is photocopying abroad. You are Mountain of Fire in Nigeria, you are Mountain of Fire in Canada. If care is not taken (as we say in Naija), a Congolese Mountain of Fire may even have to find other Congolese Mountains of Fire to reproduce their own national Mountain of Fire in Canada. Little or no mixing across Africa's colonial boundaries on Sunday - even abroad. Ah, another digression. Where was I? Ehen, so this guy takes his Canadian girlfriend to a Nigerian church. You guessed right: one of these prosperity pentecostal churches. Praise worship, prayers, testimony, seed, miracles. The Pastor began to rain miracles furiously into the lives of his sheep. Rapturous amens in the hall. Nigerian decibel levels. Then the Pastor asked the students in the room to stand up as well as all those who had recently graduated. He began to rain miracles into their lives. "Anyone among you whose life is shackled by the spirit of student loans, I come against that spirit! Your student loans shall be written off!" "Amen!!!!" "I say your student loans shall be forgotten!" "Amen" "I say Canada shall wake up tomorrow and find your name missing in the student loans register" "Amen" Our Nigerian buddy noticed that his Canadian girlfriend had become really really uncomfortable so he asked that they step out. "Baby what's the matter?" "Your Pastor. What he is saying about student loans ain't right. That is so wrong. When you take the loan, it is your responsibility to pay it back for the education of the next generation. You don't go about praying for miracles to cancel it. It ain't right." Yeah. True story between a Nigerian buddy and his Canadian girlfriend in Vancouver in 1998. The difference between the psychology of this Canadian lady and the Nigerian psychology that is so tragically often on the display on social media is civics. That Canadian girl has one head, two hands, and two legs like you. But her society did not destroy civics so she grew up understanding the necessity of civic and secular responsibilities to the said society. 99.9% of the miracle prayers and testimony hour rants in Nigerian churches are about ways to cheat the Nigerian state successfully and deprive the coming generation a future of possibilities. When next you are awarded a contract worth billions of naira and your Pastor prays for you to keep the money without doing the job, remember what the Canadian lady said - that ain't right. When next your Pastor obtains a building permit for a two storey building and illegally adds four more storeys to make blood money, remember what the Canadian lady said - that ain't right. When next your Pastor uses his chumminess with government to obtain import waivers and avoids paying duties worth billions, money that could be used to build schools and hospitals for the poor, remember what the Canadian lady said - that ain't right. When next you steal money meant for roads and hospitals and the EFCC lets you off the hook due to the legendary incompetence of Ibrahim Lamorde and his boys and your Pastor says it's a miracle - remember what the Canadian lady said - that ain't right. Whenever I'm in Nigeria, I always try to attend pentecostal churches for my own learning experience. I am a student of Pentecostalism in Africa. Their testimony hour is often my target. I wince and shake my head as people reel out tales of getting away with cheating Nigeria in all spheres of her existence to thunderous applause. Miracle. Miracle. Miracle. 17 killed, 35 injured in Yobe mosques attacks; Some parts of Potiskum town of Yobe State in North East Nigeria boiled on Tuesday night as no fewer than 17 worshippers were killed by suspected insurgents, who launched attacks on two separate mosques in the town. The mosques were located at the Kalli Alkali area, around the Emir of Fika’s Palace, and the Sakafa Mosque close to the Potiskum central market. Our correspondent gathered that the worshippers were targeted in the two separate attacks during the evening prayer at about 7:30pm. Sympathisers, who besieged the two mosques immediately after the attacks, were said to be horrified by the mutilated bodies of some of the victims as they littered the mosque premises. Residents also besieged the Potiskum General Hospital to identify those affected as well as commiserate with them. Although hospital authority declined comments, our correspondent learnt that 17 bodies were brought from the scenes of the two attacks while 35 others, affected by the blasts, were currently receiving treatment at the Potiskum hospital. Some of the victims, were as of press time, being referred to other hospitals. One of those involved in the rescue operations, Bala Afuwa of Isma Medical Initiatives, confirmed that 17 people died in the attack while 35 were currently on admission. “We were involved in the rescue operation from the beginning up to this time and I can confirm to you that 17 people were killed in the separate blasts while 35 others sustained varying degrees of injuries. Many of those on admission will be referred to either Nguru or neighbouring Azare for treatment,” he said in Hausa. The Emir of Fika and chairman Yobe State Council of Chiefs, Alhaji Mohammadu Idris, who also visited the scene of the two blasts, condemned the attacks, describing it as callous and inhuman. He called on the people to be vigilant at all times in the fight against terrorism. Earlier on Monday, suspected Boko Haram members had sacked a military base in the Birni Yadi area of the state before killing no fewer than eight people. Let me proveA showdown is looming between the Central Bank of Nigeria and Christian and Islamic leaders across the country over the freezing of their accounts on the orders of the apex bank. CBN Governor, Lamido Sanusi, had two weeks ago directed banks to commence the updating of the accounts of designated non-financial businesses and professions with evidence of registration. The CBN circular, which was obtained by Saturday PUNCH, stated that the DNFBPs include religious and charitable organisations, dealers in jewellery, precious metals and stones, cars and luxury goods, audit firms, tax consultants, clearing and settlement companies, lawyers, notaries, other independent legal practitioners, chartered accountants and trust company service providers. Others include hotels, casinos, supermarkets, real estate agents, non-governmental organisations, Federal Ministry of Trade and Investment or appropriate regulatory authorities. It said, "In consideration of some challenges encountered by the Special Control Unit against Money Laundering as a result of the number of persons seeking to enjoy late compliance, the CBN has decided to further extend the second deadline of April 30, 2013 by eight months to December 31, 2013." The bank warned DNFBPs that were yet to register to take advantage of the extension or risk losing their accounts. Under the new regime, the designated institutions are required to fill forms listing their shareholders and directors. Religious organisations are registered under Act C of the Companies and Allied Matters Act which is for non-governmental organisations while the new regime has placed them under Act F, which applies to businesses. They are also required to get their forms endorsed by the Economic and Financial Crimes Commission, as part of CBN's ongoing tracking of sources of funds for Boko Haram and other terrorist groups in the country. Sources said the Christian Association of Nigeria had directed churches not to fill any form in any bank. It has also asked affected members to forward evidences of the freezing of their accounts to their respective state secretariats for onward transmission to the national secretariat. CAN's Public Relations Officer for the 19 Northern states and Abuja, Mr. Sunny Oibe, confirmed the development to Saturday PUNCH on the telephone on Friday. He said, "We are preparing our grounds in CAN for that and we will respond in a big way. What has the church got to do with the issue of Boko Haram? Churches are not profit-making organisations and so how can somebody now begin to equate churches with business that doesn't concern them? "They know those who are sponsors and financiers of Boko Haram and the people through whom this money are paid. "We are therefore pleading with President Goodluck Jonathan to caution the CBN Governor." When contacted, the media aide to the President of CAN, Mr. Kenny Ashaka, said, "For now, we don't want to make any comment on the issue. We will act as at when due." The General Overseer, Evangelical Ministries, Lagos, Bishop Steven Ogedengbe, described the CBN order as a "distraction that will not last." Ogedengbe said his church's account was not affected but called on affected religious organisations to resist the move. The Secretary-General, Nigerian Supreme Council for Islamic Affairs, Prof. Ishaq Oloyede, said the organisation was worried about whether bank officials and security agents involved in the matter would be transparent, sincere and avoid sentiments. In a telephone interview with Saturday PUNCH on Friday, Oloyede said, "I do not have any objection to it. I have seen the form. It is not limited to churches and mosques. It has a lot of people on the list. "From what I see, it is for transparency. As far as Islam is concerned, we do not do anything under the table so why are we afraid? The only fear I have is those who are involved and claim to be doing for the government or security agencies should be transparent in the way they do |
