The outgoing Kano State governor, Rabiu Kwankwaso, is reportedly leaving ove​​r ​N​200 billion debt, an official of the state’s treasury department has said.

The official, who spoke on the condition of anonymity for fear of victimization, said the state is virtually broke as it has over ​N​200 billion ​​vouchers to pay to individuals and companies.

“We have a dicey situation at hand more especially against the dwindling income, and we seem helpless because all these mess would be transferred to the incoming administration,” the official said.

He said the state has a bill of over ​N​200 million as unpaid advert bill to media houses and added that there has been nothing done to suggest the money will be paid before the expiration of Mr. Kwankwaso’s tenure.

The treasury, the official said, is inundated with daily approval of money to be disbursed, and most of the bills affect the governor directly.

The bulk of the debt are liabilities that are abandoned projects scattered across the state, including 92 abandoned road projects in the municipal area​.

Top in the list of abandoned project are the two kilometre Sabon Gari flyover, Wuju Wuju Jakara road projects, Gadon Kaya under – pass road projects and five kilometre road construction in each of the 44 local government areas.​

Most of these projects that were awarded at several billion​s​ of ​n​aira by Mr. Kwankwaso’s administration have only reached 10 percent completion​.​

Penultimate week, the Kano State Indigenous contractors under the leadership of Auduwa Maitangaran, revealed that Mr. Kwankwaso’s administration owed them over ​N​60 billion.

Similarly, the Chairperson, North West zone of the Independent Petroleum Marketer Association of Nigeria, Lawan Danzaki, decried the numerous abandoned project by the outgoing administration of Kwankwaso.

Mr. Danzaki who addressed a press conference in Kano last week, said Mr. Kwankwaso has systematically left the state with bad debt that his successor will spend the next four years working to complete the abandoned projects he left behind.

The Nigeria Extractive Industries Transparency Initiative (NEITI) on Monday explained how efforts to push forward the frontiers of accountability in activities within Nigeria’s hydrocarbon industry are being held back by government-inspired checks on access to critical industry information.

NEITI stated at a pre-validation workshop in Abuja to educate stakeholders in Nigeria’s extractive industry on the upcoming re-validation of the country by the global EITI that the seeming refusal of the federal government to mandate its relevant agencies to open up registers of licensed entities and contractual engagements in the her oil and gas sector to the public is undermining the drive to shine more light on the industry.

NEITI’s Executive Secretary, Mrs. Zainab Ahmed told reporters that this singular act of indecision by the government pushes NEITI to regularly manoeuvre, albeit the hard way, to get information from operators in the process of preparing its audit reports on the sector which, pundits say, operates opaquely.

She explained that countries with less experience and capacities in managing extractive industries like Ghana, Liberia and the Gambia were ahead of Nigeria in opening up licensed registers and contracts to the public.

“The major challenge we have in Nigeria in implementing EITI is our inability to open up the licensing registers of the oil and gas companies; it is our inability to open up and put in the public domain operating contracts for the oil and gas sector.

Those are our major challenges but what we have done in NEITI with the guidance of the National Stakeholders’ Working Group (NSWG) is that we have looked at the standards and said OK, standards are not really in the public but what did the requirements ask for?,” she said.

Nigeria Police have transferred the 11 suspected cult group leaders arrested in Edo to Abuja to face prosecution. Some of the cultist were in possession of the All Progressives Congress membership cards, the police said.

But the police did not state if they cultists are members of the political party.

Police spokesman, Emmanuel Ojukwu, who presented the suspects to newsmen in Abuja on Monday, added that, 109 suspects had been arrested so far in connection with cult-related crimes.

Ojukwu said the 11 suspects played ignoble roles in acts of terror and vicious inter and intra-cult conflicts that had led to avoidable loss of lives and property in the state.

According to him, cult membership in Edo is not limited to students but included civil servants, public office holders, artisans, businessmen and other professionals.

Ojukwu said some items recovered from some of the suspects included 15 international passports, 17 APC membership cards and 34 APC membership registration forms.

He said others were one stunt gun, a number of ATMs, cheque booklets and cult membership registration forms.

He said they would soon be charged to court.

The police spokesman also said that 30 of the cult members arrested recently in connection with the murder of one Constance Iyoha, a 23-year-old interior decorator-apprentice on May 12, were mostly students.

He said they killed the apprentice after a fracas among them at a hotel in Aviele, Auchi in the state, where they had met for initiation.

Ojukwu said police would intervene in any state of the federation and deploy special team whenever the need arose just as just done in Edo.

However, two of the suspects denied being cult members but said they belonged to registered organisations which had helped the police to address cultism in the state.

They claimed to have been arrested at a meeting summoned by the police in Edo to discuss and find ways of tackling cult and violence-related crimes in the state.

It will be recalled that the I-G dispatched a special squad to Edo to tackle the spate of cultism, kidnapping, robbery and other related crime and arrested the 11 suspects.

Minister of Communication Technology, Dr. Omobola Johnson, has disclosed that Nigeria recorded 52 per cent growth in the usage of Internet in 2014.

The minister disclosed this at a press briefing to mark the 2015 World Telecommunications and Information Society Day and the 150th anniversary of the International Telecommunications Union in Abuja on Monday.

Represented by the Director of e-Government at the ministry, Mr. Tope Fashedemi, the minister also said telecommunications has remained a key driver of the Nigerian economy since it was liberalized in 2001.

According to her, the 52 per cent growth rate recorded in 2014 was an improvement on the 11 per cent growth rate recorded in 2013. She added that government Ministries, Departments and Agencies, MDAs, are increasingly adopting the use of Information and Communications Technology to automate some of their operations and processes.

She said: “Before August 2001, Nigeria had a combined fixed and mobile telephone subscription of just over 400,000 lines since independence in 1960, but in just 14 years after the licensing of the mobile operators, Nigeria’s telephone subscription, which is dominated mainly by mobile lines, is over 148 million connected lines with a tele-density of 96.8 per cent.

“Similarly, there has been significant growth in the use of Internet within a short period. Nigeria recorded Internet growth from 11 per cent in 2013 to 52 per cent in 2014 and currently has 29 per cent share of Internet usage in Africa.”

“Telecommunications and ICTs have become pervasive and recognised the world over as drivers of innovation from the purview of social, economic, commercial and cultural development of a country.

“ICT is a modern tool for wealth creation, employment generation, improving efficiency and increasing productivity for better life and economic empowerment for a sustained socio-economic development of the people of the world.

“There is no doubt that advancement in technology, especially in telecommunication and ICTs over the past two decades, have helped in accelerating the creativity and innovations we are witnessing in the diverse sectors of our economy and in shaping the way we live.”

According to the minister, the National Frequency Management Council has approved the allocation of portions of the radio frequency to the Nigerian Communications Commissions, NCC, so they can auction to operators in order to further deepen the use and penetration of broadband to communities in the country.

A High Court of the Federal Capital Territory in Apo, Abuja, on Monday ordered the Guaranteed Trust Bank Plc to refund N5.3bn illegally withdrawn from the account of one its customers, Dr. Ted Iseghohi Edwards.

Justice Valentine Ashi in his judgment ordered that the N5.3bn should attract 10 per cent interest from Monday, when judgment was delivered, till the time the money was paid back to the owner.

The court also ordered that the money should attract another 21 per cent interest from December 12, 2014 when GTB illegally withdrew the money, until the fund was eventually paid back to Edwards.

The judge, while reviewing the case, in his judgment held that the bank did not have any defence to its action of the withdrawal of the total sum of N5,240,516,186.21 from the customer’s account and thereby ordered the bank to pay the money to the owner through his Zenith Bank Plc account.

Edward, a lawyer of Edwards and Partners Law Firm, had initiated the suit, FCT/HC/CV/939/2015, in January 2015 following the alleged illegal withdrawal of the money on December 12, 2014.

The money was paid into the plaintiff’s law firm’s account with the GTB on January 2, 2014 by the Accountant-General of the Federation, Jonah Otunla.

The money was said to be for the settlement of a judgment got by his clients, Impecca Services Limited and His Royal Highness, Eze Ezekwo, against the Association of Local Government of Nigeria, as cost of consultancy services they rendered to the 774 local governments.

But in his judgment on Monday, Justice Ashi struck out the Central Bank of Nigeria, the Accountant General of the Federation, Minister of State for Finance, Anaocha Local Government Area and the Incorporated Trustees of ALGON from the suit as defendants on the grounds that they were not necessary parties.

The plaintiff stated, in the suit’s originating processes, that shortly after the money was paid into his account on behalf of his clients, GTB made some disbursements from the account as directed, but that he was only informed on December 12 by an official of the bank that the Central Bank of Nigeria had withdrawn the N5.3bn.

He said that when he enquired from the bank why it made deduction from his account without his consent, he said GTB only insisted that the withdrawal was made in obedience to CBN directive, which it could not disobey.

Justice Ashi held in his judgment that GTB betrayed the banker-customer relationship between it and the plaintiff.

The judge held that it was wrong for GTB to have made withdrawal from the customer’s account without the customer’s knowledge and consent.

The judge held that GTB’s claim that it was helpless and that the withdrawal was at the instance of CBN was of no moment.

A group of five married men have vowed to trek from Nigeria to Saudi Arabia to celebrate the victory of the president-elect, General Muhammadu in the March 28 presidential poll.

Speaking with newsmen in Bauchi on Sunday, the men; viz. Mohammed Inuwa, 45, Dahiru Aminu, 33, Abdullahi Usseini, 45, Abubakar Danjuma, 45, and Kabiru Saleh , 35, explained that their decision to embark on the foot journey was fueled by the undying love they have for the incoming leader.

Speaking on their behalf, Mohammed Inuwa said, “He has tried to be president for 12 years but Allah did not make it to be possible. We believe he always won because he had the support of the majority. This time around Allah has given him the power and so we decided to trek to
Mecca by road to register our unflinching support to General Buhari”


They said they were ready to give their lives for the mission but, “we pray Allah will protect and guide us because we are committed to show our appreciation to General Buhari.”

They disclosed that they have consulted widely with families and friends and have made adequate preparations for the journey which they estimated will take them at least, three months and will see them transverse countries of Chad, Sudan before reaching their destination in Mecca.

The men said that they hope to begin their trek on May 30, a day after the swearing-in of the incoming administration and asked Nigerians to pray for them to succeed in their mission.

Employees of the Nigeria Petroleum Development Company in Benin, the Edo State, have begun an indefinite strike over the alleged failure of the management of the company to reverse the alleged sale of one of the country’s priced oil blocks, OML 42.

It was gathered that the workers, under the aegis of Petroleum and Gas Senior Staff Association and the National Union of Petroleum and Natural Gas Workers, are calling for a reversal of the sale of the asset claiming that, contrary to reports that the NPDC did not have the capacity to run the facility, it was competent enough to operate the oil block.

The aggrieved employees, it was learnt, had expressed fears that the sale would jeopardise the future of the industry.

It was also gathered that the industrial action, if allowed to persist, might affect the power sector as NPDC supplies at least 30 per cent of gas required to generate electricity.

One of the workers, accused the Ministry of Petroleum Resources of ignoring the input of NPDC employees in the decision and vowed that it would not stand.

“We are taking directive from our executive council of PENGASSAN and NUPENG. We are on strike and we are going to shut down all of our fields by midnight today,” the striking worker told our correspondent on Friday.

‎But a management staff of the company explained that the strike had resulted from “a breakdown in communication” between the management of the company and the workers, as the said oil block was not sold but rather placed under a proposed joint operation with a private company.

The source, who pleaded anonymity‎, said although the NPDC held 55 per cent ownership of the asset, while the private firm has 45 per cent under the current structure, the proposed model of operation might cede major ownership to the latter, a situation the source said the workers had rejected

The source said, “NPDC is a joint venture with a private company and NPDC was the operator of the joint venture.

“NNPC is proposing a new model, Joint Operating Model, from what we heard and that model is what the workers are protesting. It’s a new idea that would make the private company to be involved more in operation.

“The workers also feel that the OML 40 may follow suit and have gone on strike. But the management is planning to meet with them (workers) to do a proper negotiation maybe within the month.‎‎”‎

The Nsukka Platform Asaba, a socio-cultural organisation, has appealed to the President-elect, Gen. MuhammaduBuhari, to appoint an indigene of Nsukka to represent Enugu State in his cabinet when he assumes office come May 29.

According to them, they have been so marginalised that since the country returned to democracy in 1999, no person from Nsukka has been appointed a minister.

Consequently, The group of professionals resident in Asaba said in a statement in Asaba that Nsukka area, the Enugu North senatorial zone should produce a minister in the incoming administration.

The group lamented their marginalisation in the state insisting the area had not produced a minister since the country’s return to democracy in 1999.

The statement signed by the Chairman of the organisation and Secretary, Dr Pius Ike and Dr Leo Abonyi respectively said the five ministers appointed from the state since 1999 hailed from Enugu East and Enugu West senatorial zones.

“It is on record that since 1999 when the country returned to civilian rule, the people of Nsukka in Enugu State have not produced a single minister.

“All the ministers appointed from the state by the past administrations and the present one hail from Enugu East and Enugu West senatorial zones,’’ it said.

It listed the ministers as Chief Frank Nweke Jnr. and Prof. Bath Nnaji from Enugu East and Chief DubemOnyia, MrsFideliaNjeze and Prof. Chinedu Nebo from Enugu West.

It noted that the constitution provided that every state in the federation was entitled to a ministerial slot in reflection of the federal character principle.

“It then becomes imperative that Buhari should endeavour to uphold this constitutional provision in choosing ministers from every state, while insisting on credibility and competence”, it added.

The Forum also commended the president-elect for insisting on appointing loyal APC members with technical competence and integrity into his cabinet, noting that the disposition of the president-elect showed that he was determined to bring about the much-desired sanity and change in governance in the country.

It said that Buhari’s pronouncement had given Nigerians hope that he was poised to fulfill his promise of fighting corruption.

“It is expected that the APC government should ensure that every part of a given state is given a sense of belonging in ministerial appointments,” the group said.

The association further condemned the reported physical attack on the APC gubernatorial candidate in the last general election in Enugu State, MrOkeyEzea, by another chieftain of the party.

It recalled media reports had the APC National Vice Chairman for the South-East, Chief Emma Enukwu, attacked the candidate at the party’s meeting in Abuja two weeks ago.

Ezea, who hails from Nsukka, was reportedly attacked when he demanded that the zone be allowed to produce the next minister for the state to ensure equity. (NAN)

The Lagos State Government has unveiled plans to build modern houses on Makoko waterfront to curb the decay in the ghetto.

Commissioner for Physical Planning and Urban Development, Toyin Ayinde disclosed this at a news conference in Ikeja, Lagos, southwest Nigeria.

The housing scheme will be a replica of Lake Union Seattle, United States of America where houses are built on water in an organised manner.

According to Ayinde, the daily migration of people to the city of Lagos continues to have serious impact on the population and that all aspects of the economy, including the issue of accommodation are affected.

“As a result of this, a lot of unplanned settlements and encroachments on both land and water by these immigrants have become a burden. The houses built on the Lagos Lagoon overtime in the Makoko area continued unabated and soon became worrisome due to the speedy and fast encroachment on this waterway and further extension towards the PHCN high tension cable on the lagoon.

“Consequently, the ministry found it expedient to undertake a study of this development and tagged it ‘Houses on Water’,” he explained.

Ayinde said the benefits of the project was to improve and enhance the living condition of the residents; to control development on the waterways; to increase the potential of the community economically; to protect the highly valued waterfront against pollution and widespread contamination; to enhance water transportation and to promote tourism.

He added that apart from structures on the water, there would be schools, hospital, bank, shopping mall and fish processing plants to be built on the lagoon.

The commissioner stated that so far, visitation and stakeholders’ engagements were held recently with the occupants to secure their support and opinion on the proposed project, saying that the meeting was also intended to build their trust in the state government’s effort and capacity to re-plan their community.

Ayinde said that arising from this meeting, the Ministry of Physical Planning and Urban Development, in conjunction with the Ministry of Waterfront
Infrastructure Development, successfully carried out reconnaissance survey and collected preliminary information that led to the preparation of two conceptual plans out of which a preferred option was adopted.

“A technical team for the project has been identified while a proposal was presented to the State Executive Council for consideration and approval,” he stated.

Makoko is a slum neighborhood located in Lagos. Its population is considered to be 85,840; however, the area was not officially counted as part of the 2007 census and the population has been estimated to be much higher.

Established in the 18th century primarily as a fishing village, much of Makoko rests in structures constructed on stilts above Lagos Lagoon.

A former House of Representative member and a Senator-elect, Dino Melaye, has accused the Nigerian President, Goodluck Jonathan, of running the most corrupt government in the history of Nigeria.

In a​n interview​ with PREMIUM TIMES, ​​​Mr. Melaye,​ who was recently elected to represent the Kogi West senatorial district, said the government of Mr. Jonathan massively promoted corruption.

“Jonathan is the promoter of corruption,” Mr. Melaye said. “I am telling you that the Government of Goodluck Ebele Azikiwe Jonathan is the most corrupt in Nigerian history but (who) we have as president-elect of this country today (Muhammadu Buhari); the man I see as the nemesis of corruption.”

Mr. Melaye said when he takes office as senator, he will campaign against​ corruption.

“Change!” he said. “I am an advocate of anti-corruption and for me if I enter office, I am going to do it more this time around.

“More importantly, now that we have a government that is going to have zero tolerance for corruption, we must as legislators carry out our functions from any form of sacrifice.”

He explained that his ca​ll for​​ ​the reduction of allowances for legislators must come to fruition if they want to bring change.

“Either at the national assembly, we will be drastically checked,” he said. “Legislators need to check if they are on the side of the people or side of their pockets.

“I started it and I have advocated this even before the elections, and during the inductions training and I said there’s an urgent need to cut down government spending from all ramifications both legislature and judiciary, and more importantly, the allowance of the national assembly.

​”​ They must be content because you have to live a life of sacrifice. You have to come with clean hands and show some form of sacrifice to Nigerians, because for us to stand on high morale pedestal to carry out transparent legislative activities, we must show that we are the masses of this country and demonstrate change. We must act the change we preach and by the way​,​ to start we legislat​or​s must cut down our own pay reasonably.

“If we supervise the MDAs, N3billion will not be budgeted for the travels of Mr. President in a year. Where is the president going? Is he the supervisor of the world? And at the end of the year there’s no money returned to the treasury. So these are the types of leakages that I expect legislators to come out and ameliorate this time and fight and check corruption so you cannot check it without making a sacrifice.

“We either serve or perish in destructive selfishness​.​ ​Some of us have resolved to be the people and make democracy, government of the people, by the people and for the people, and not to practice as it is right now. In this government, democracy is greediocracy; government of the greedy, by the greedy and for the greedy.”

The Minister of State for Education, Viola Onwuliri, has said no sensitive document was burnt and offices in the building were not affected by Thursday’s fire incident at the Federal Secretariat.

She explained that the fire only affected the electrical cable channels.

“The offices and documents are intact,” Mrs. Onwuliri said. “The fire service chief has assured that everybody is safe.”

The fire started at about 1.40pm and affected the 3rd to 6th floor of phase three of the secretariat. The building housed the Federal Ministry of Education.

At the time of the incident, the Minister of Education, Ibrahim Shekarau, was having an interactive section with lrincipals of unity schools from across the country.

The meeting was stopped as the minister and other officials were evacuated from the building.

Cause of fire unknown

Five hours after the fire was put out, the Operational Commander for the Federal Fire service, Ime Eyo, told PREMIUM TIMES that investigations are still on going as to what led to the fire.

“By tomorrow, I will be able to tell you what caused the fire outburst,” Mr. Eyo said. “As at now investigations are still on-going.”

The fire service arrived the scene shortly after the fire started.

A cleaner who witnessed the explosion, said he was trying to relax when he heard a loud bang.

“I heard a loud sound and the light went off,” he said. “Just before I could check what went wrong, the whole place went dark. I was gasping for breath. I tried to put on my torch to see but it was so dark.”

He explained he had to use his discretion to find his way through the smoke and out of the building.

Mrs, Onwuliri asked the staff of the ministry not to panic. She said there was an assurance everything would be fine.

Urhobo militants, under the aegis of Urhobo Gbagbako, have a couple of grudges with the outgoing government of President Goodluck Jonathan, and have consequently, advised incoming president, Muhammadu Buhari, to look into them as soon as possible, to avoid a return to militancy.

The militants said their decision to blow up oil facilities in Ihwrenen and Ejophe communities in Ughelli North and Ughelli South Local Government Areas, Delta State, was as a result of the marginalization and neglect of Urhobo nation by the outgoing administration of President Goodluck Jonathan.

Consequently, the group advised Buhari’s government to create a level playing ground for bidding and allocation of contracts in the oil pipeline surveillance.

In a statement by its National Chairman, Otega Obire, the group said: “The Urhobo nation, as the fifth largest ethnic group in the country, has long been marginalized in the presidential amnesty programme and pipeline surveillance jobs and contracts.

“Even the Delta Steel Company, DSC, Aladja, that is supposed to be the only federal project in Urhoboland, has been grounded for years.”

“We accepted change before the elections because we strongly believed in the capacity of the president-elect, General Muhamadu Buhari, to correct the wrongs done to us by the outgoing administration.

“We have resolved to prevail and calm all aggrieved Urhobo youths for a ceasefire after due consultation and meetings with our channels of communication with the incoming government, but it has to be quick in order to avoid a return to the dark days of militancy.”

Indications have emerged that the current fuel crisis will persist as banks are unwilling to open letters of credit (LC) to finance importation of refined petroleum products, without a clear direction from the incoming government concerning the issue of subsidy.

A major player in the downstream sector of the nation’s oil and gas industry who does not want his name in print, informed THISDAY that most banks have now classified subsidy as huge “political risk” which none of them is willing to bet on; especially going by the mixed signals coming from the incoming government as it relates to subsidy.

He also revealed that the devaluation of the naira late last year created added burden on the banks as most of the marketers have been unable to pay the differentials on the loans following the devaluation since the current value is different from what the exchange rate was based on when they were taking loans to finance fuel import.

“What I was saying is that if you do your LCs today, after 90 days, you are supposed to confirm those LCs from your confirming banks. If it is due, then you are due to buy foreign exchange from Central Bank of Nigeria (CBN). At that point PPPRA has already calculated based on N158 per dollar. Now when you are going to the market to buy, you are now buying at N200. Now, what the banks will do is that they will debit your account at N200, they are not bothered because since they’ve debited your account on the available facilities.”
He disclosed that no marketer wants subsidy as it is because whichever way it is viewed, it is not in the interest of marketers.

He explained that if the landing cost of fuel is N125 and the government says it must be sold at N87 per litre, it does not mean that marketers are making massive profit.

“Let’s say the actual price for PMS today is N125 in the international market including landing cost and so on and government says ‘please, you must sell at N87. Fine, you go there, the bank funds you, the bank will now pay the trader, the trader goes, you bring and sell at N87. The federal government brings the balance. But the profit of a marketer is N1.60. All this nonsense they are talking about huge profit is not there. There’s no money. The profit is N1.60 unless maybe you are somebody that has a jetty.

“But remember even if you have a jetty, the jetty has a cost because when you are building, you borrowed money from bank. The storage has a cost, when you are building; you borrowed money from the bank also. So you need to pay the banks. The actual profit is N1.60 and that’s what people don’t understand; it doesn’t profit the marketers. Marketers don’t need subsidy. Please tell them we don’t need it; we want them to remove it. Let them remove this damn subsidy and let everybody go to the open market. Only the portfolio guys who have no infrastructure want subsidy. They are the ones who get the most allocation.”

When reminded that labour unions might kick if subsidy was removed, the marketer said labour has never been a problem; adding that what they wanted was sincerity of purpose concerning how the money saved from the removal of subsidy is expended.

“The issue is that if this. Just like they created PTF that Buhari managed; if they can create a successful fund management system that can manage these funds and then remove subsidy and then whatever you want, go and build infrastructure. If you can build a rail-line from here to Calabar, from here to Sokoto, Nigerians will be happy.

“If you can build a rail-line from here to Victoria Island, why do I need to be carrying my car? In London, MPs enter trains, so why do you need that? You don’t need that at all. What we need is a functional system. We need infrastructure to operate and then people will be happy.”

The Nigerian Army has ordered 30 of its top officers to proceed to the Army Headquarters Garrison in Abuja to face a judicial panel reportedly over their conduct and performances in the ongoing war against Boko Haram.

According to an internal army memo dated March 11, 2015 and sighted by PREMIUM TIMES, the officers are to be court-martialed for various offences.

The memo listed 30 senior officers who were instructed to depart their current posting and head for the Army Headquarters garrison for “jurisdiction”.

The specific offences for which each of the officers is to be tried was not stated but military insiders say it has to do with their conduct in the fight against the Boko Haram extremist group.

Among those listed in the document is Enitan Ransome-Kuti, a Brigadier General and commander of the Multi National Joint Task Force, who has been blamed for the loss of Baga in January.

The brigadier general, his chief of staff, Lieutenant Colonel GA Suru and some other senior officers were arrested for failing to repel terrorists attack on the headquarters of the MNJTF.

According to the document seen by this newspaper, only one officer – a Lieutenant Colonel CA Ekeator – out of the 31 senior officers was posted from court martial at the AHQ garrison to Armed Forces Command and Staff College, Jaji, where he is Director of Studies.

The posting was signed by the releasing officer, Military Secretary, II Abba, a Major General.

The 30 senior officers include:
