The retired permanent secretaries of Imo State have expressed dissatisfaction with the attitude of the state government towards civil servants and pensioners, alleging that the Governor Rochas Okorocha regarded them as non-exiting entities. The Association of Retired Permanent Secretaries, also accused the governor of trying to exterminate them by refusing to pay them their pension arrears and gratuities. Briefing journalists on the plights of retired permanent secretaries of the state, on Thrusday, in Owerri, the state chairman of the association and former Head of Service, Chief Hyacinth Onyekwere, urged Okorocha to pay them their outstanding seven months’ pension arrears owed them by the government. Onyekwere noted that Okorocha considered the payment of salaries of workers as a burden, but had continued to draw from the public fund his own salary and other entitlements to cater for himself and his family. He disclose that the retirees received their last pension in October, 2014, pointing out that the cheques issued to them by the state government in November and December, 2014, bounced, and advised the governor to clear their arrears with the bailout fund from federal government. The chairman further observed that some of their members were dying daily as a result of non-payment of their pensions, stressing that other pensioners and workers in the state were equally hard put. Onyekwere, who accused the state governor of running the state economy aground, adding that, “business operators in Imo State are seriously lamenting the lull they are facing, because of non-payment of pensioners and workers. “Governor Okorocha must not present any excuse now that the bailout fund has been provided by the federal government, because non-payment of pension and salaries has reduced the injection of money into the economy. Yesterday, we told you about him here. The police on Thursday arraigned him and his photo was released. Baruwa had taken his victim, who was seeking admission into the University of Lagos, Akoka, inside a study room, where he allegedly raped her. The victim’s father, who belonged to the same landlords’ association with Baruwa in the Abesan, Ipaja area, had allowed his daughter to follow the suspect, on July 23, to UNILAG for an admission process. Baruwa was said to have, however, raped the girl inside one of the study halls at about 9am, when the duo got to the campus. It was also reported that the girl, who relayed the incident to her parents, was taken to a non-governmental organisation, Mirabel Centre, where she was tested. The medical result had revealed that the teenager was violated. The matter was said to have been thereafter taken to the Lagos State Office of the Public Defender, and also reported at the Surulere Police Division. Baruwa was subsequently arrested. The OPD Director, Omotola Rotimi, had told PUNCH Metro that the office would write a letter to the UNILAG Vice-Chancellor on the incident. She had added that the OPD would fight for the girl, saying that Baruwa’s claim that the sexual intercourse was consensual was not a defence in law. The 42-year-old lecturer was arraigned before an Ikeja Magistrate’s Court in Lagos on Thursday. PUNCH reports that their correspondent observed the victim and her father in the court premises with agony written on their faces. The lecturer’s wife and other relatives were also observed in the court. The victim’s father and their lawyer, however, were reluctant to speak with PUNCH Metro on the incident. Baruwa was arraigned by the police on one count of rape. The charge read: “That you, Baruwa Afeez, of Block 73, Flat 2, Abesan Estate, Ipaja, Lagos, on July 23, 2015, at about 09.25 hours, at the Faculty of Business Administration Annex building, Room 8, University of Lagos, in the Ikeja Magisterial District, did unlawfully rape one (name withheld), aged 18 years, and thereby committed an offence punishable under Section 258 of the Criminal Law of Justice, Law of Lagos State of Nigeria, 2011.” The accused pleaded not guilty to the charge. The Magistrate, Mrs. O. Awope, admitted the accused to bail in the sum of N250,000 with two sureties in like sum. Awope ordered that Baruwa should be remanded at the Kirikiri prison until his bail terms were perfected. The matter was adjourned till September 9, 2015 for trial. Well, for reasons not far-fetched; most men are categorized into two groups, the bad guys and the good guys. This may not be true as we believe that the ideal man is one that walks a fine line between the two groups. A lot of women say they want a good and nice guy but usually end up dating the bad guys (same way men want the simple ladies but end up dating the “complicated” ones). And this is why it is usually so. Their Personalities Don’t Seem Genuine The good guys appear too nice and good to be true. Ladies seem to think no one can be that nice unless they’re saintly or from heaven. Truth is the good guys are most times being busy acting too nice than being themselves. The natural instincts of women is to be cautious of this. The bad boys most times keep it real while the nice guys try as much as they may not to upset the ladies. They Don’t Have Self-Respect! Nice guys don’t have set boundaries as they would go all the way to please the ladies just as they fail to make any real demands from the ladies. On the other hand, a bad boy would really not allow a woman dictate the pace of the relationship or control him in anyway. Often times, women don’t respect men they can control and when they don’t respect you, they can’t be attracted to you. They’re so Predictable Which Is quite Boring! Truth is a lot of people actually live lives that are boring and predictable which makes them attracted to their opposites who are mostly fun filled, unpredictable and exciting. This is exactly what makes bad boys challenging and the nice guys not challenging. Added to the fact that the nice guys lack excitement and fun, a lot of ladies would rather opt for the bad guys. Loving Bad Boys Is Part Of The Female Genes Women are made in a way that nurturing is part of their DNA. They nurture almost everything around them from children to family. They also often end up doing it with bad boys because they think living them would save and rescue them from their bad ways. On the other hand, women feel the nice guys rarely need saving as they are often times on the right path. Women Like To Feel Needed Everyone loves to feel needed and women are no exception. Most of the time, women see bad guys as people that need “fixing” and they usually end up making them their project. Some women are of the opinion that if they can create their ideal man, he won’t be able to leave them. Such women also feel that by helping to fix people around them, they are distracted from focusing on things that require fixing in their own lives. Their Sperm Is Weak Biologically, women are made to strive to procreate with the strongest genes available. Bad guys send messages unconsciously that their genes are the best available ones and as such are not scared of losing any woman or misbehaving whereas nice guys send messages that their genes are not good enough and as such, they won’t misbehave. They Have A Fear Of intimacy When a woman has the fear of being intimate or committed, she subconsciously feels that a bad boy won’t want commitment and she won’t have to be that close to him for that to happen. A good guy would eventually want intimacy and commitment which would be scary for her. They Sometimes Have Low Self-Esteem Most people aren’t comfortable being around people who treat them better than they treat themselves. If you’re one that doesn’t think much of yourself, the bad boy only reinforces your negative perception of yourself. The Archbishop Emeritus, Catholic Archdiocese of Lagos, Anthony Cardinal Okogie has yet again, urged Nigerians to be patient with President Muhammadu Buhari. Awka—TWO persons were beheaded at Eziagulu Otu, near the embattled Orient Petroleum Resources Ltd in Anambra East Local Government Area yesterday by armed men suspected to be from Ibaji in Kogi State, who allegedly attacked the people in their farms. Four others, who sustained injuries have been admitted at a private hospital in Onitsha. The attack came barely 24 hours after members of Board of Directors of Orient Petroleum informed Governor Willie Obiano of Anambra State, during a visit, that the company had acquired two new wells in Aguleri and would increase its crude oil production to 3,000 barrels per day in September. Vanguard gathered that the attackers, who were armed to the teeth, took the farmers unawares and as many of them ran into the river, the attackers caught six of them, killing two and injuring four. As the news of the attack reached the people of Aguleri in the upland, all those whose relations went to farm became worried. Shortly after, the victims were brought him. At press time, it could not be ascertained if some people in the area were still missing. SOS One of the distress messages sent to Vanguard during the attack read: “Information reaching our town indicates that Kogi people are attacking Eziagulu Otu and Enugu Otu in several groups and are about to overrun the area and the oil field facilities there.” Another message from the President General of Aguleri read: “Eziagulu Otu is currently under siege by our Kogi neighbours. “I am informed that serious fighting is going on and casualties have been recorded. We are at a disadvantage under their superior fire power. The situation is bad.” Anambra State Commissioner of Police, Mr. Hosea Karma, confirmed the incident, saying his men and the Kogi State Police Command had stepped in to stop further clash. The General Manager, Services, of the Nigerian National Petroleum Corporation (NNPC), Mr. Abubakar Muhammed, has said the nation’s four refineries would operate at 90 per cent capacity on completion of the ongoing Turn Around Maintenance (TAM). Muhammed gave the assurance at the ongoing four-day international conference of the Society of Petroleum Engineers (SPE) and exhibitions on Tuesday in Lagos. The 38th edition of the conference has the theme: ‘Natural Gas Development and Exploitation in an Emerging Economy Strategies, Infrastructure and Policy Framework.’ The NNPC director said out of the 90 per cent production capacity of the country’s output of crude production, about 40 would be channelled to the production of petrol. According to the News Agency of Nigeria (NAN), he said additional refineries would be expected on the long and short term to increase the country’s refining capacity and boost domestic consumption. Muhammed said the federal government was committed to the gas development programmes and revival of its infrastructure. He said the nation needed renovation and Petroleum Industry Bill (PIB) that would define the country’s future oil and gas production and generation. “The PIB has been in the pipeline for 15 years. We are hopeful that the present legislature will address the bill,” he said. He said rude oil theft had been a major challenge in the country, adding that the decline had impacted on the average sale of government equity crude, with an average joint venture cash call budget of about $600 million per month. According to him, the drop of earnings from government crude oil to an average of about $460 million potential presents a yearly funding shortfall of about $4.8 billion for the sector. “This comes at a time when the cash call budget has remained unattainable in the last few years. “Management of funding is our most immediate challenge and innovative financing approach is currently being developed to address the issue. “Another challenge is the development of shale oil in Nigeria’s largest market, United States, this has forced Nigeria to look for alternative market in Asia. “In spite of these challenges, we are focusing on strategic realignment of our crude oil exports to graphically and more direct and user transactions in sustainable markets.” he said. Muhammed said crude theft and pipeline vandalism as well as reduction in crude oil exploration activities had impacted negatively on production in the last four years from 2010 to 2014. He said the significant production interruption was now a regular feature in Nigeria’s production profile, with an average of 250,000 bpd being deferred. “At the price of $100 per barrel, this amounts to a loss of about $9.1 billion yearly. “ Crude oil theft from January to April 2015 stood at 39.3 million barrels or loss of $3.9 billion at an average crude price of $97.9 per barrels. “The solution lies with setting up of a critical infrastructure force with accountability measures, with a continuation of enlightenment, empowerment and enforcement of anti-sabotage laws. “In a bid to address the current sub-optimal performance of domestic refineries, a new rehabilitation strategy has been adopted,” he added. The Managing Director, Exploration and Production Nigeria Limited, Mrs. Elisabeth Proust, said Nigeria had very tremendous gas reserve of about 46 trillion standard cubic feet (TCF). She said out of this, a substantial amount of the discovered gas resources was currently developed or under development. Proust, who was represented by Mr. Ahmadu Kida, Deputy General Manager, said a joint effort by all stakeholders was needed to unlock 133 tcf of gas so that Nigeria could power the industry and boost the economy. According to her, today, more than 1,400 megawatts of Nigeria’s total power generation is fueled by diesel. She said: “Even at three times the current regulated domestic gas prices, gas price for power generation will only be a third of that of diesel. “With the right and enabling environment, Nigeria will benefit domestically from the multiplier effect of the natural gas in order to diversify the economy, create jobs and further boost the economy.” She said Nigeria’s gas production was hampered by many challenges which included inadequate infrastructure and pipeline vandalism. Proust, however, said the pace of Nigeria’s gas development would be accelerated if the government would settle all outstanding debts. She said there should be deregulation of gas price and creation of sufficient infrastructure, while calling for adequate funding and provision of conducive environment for people to operate. Managing Director, Seplat Petroleum Development Company, Mr. Austin Avuru, stressed the need for the nation to optimally harness its huge gas resources to meet the national aspirations. According to him, Nigeria needs to start looking for more gas, dwell on full gas utilisation and undertake reserve audits. Avuru said for the country to generate 32 gigawatts electricity, it would require 7.3 billion Standard Cubic Feet (BSCF) of gas. He said it was time for the country to start looking for more gas for domestic and commercial values, adding that the country needed more reserves of gas and crude oil. The Chairman of SPE Nigeria Council, Mr. Emeka Ene, said oil and gas played an important role in the country’s economy. Ene assured Nigerians that all contributions by stakeholders would be submitted to the federal government for assessment. Over 600 participants and 60 exhibitors are attending the conference.
