Pls look it up properly before using it. I believe it means 2 quickly trigger someone into doing something that they already had in mind 2 do. For example: "The resignation of the NLC chairman, precipitated civil servants all over the country into going on an indefinite nation wide strike" which means that the civil servants already had taking a strike action in mind, but the NLC chairman's resignation triggered it... I hope this is clear enof...Please, the misuse of the word is starting to piss me off.
