National chairman of the ruling Peoples Democratic Party, PDP, Alhaji Bamanga Tukur, has fired back at Governor Aliyu Wamakko of Sokoto State over his recent call for his removal as the party chairman.

Tukur said that Wamakko was free to leave the party if he wants, saying that he would only be exercising his constitutional right if he does so.

Tukur said as long as the Sokoto governor remained in the party, he should be ready to obey the party’s rules and regulations.

While returning from a trip abroad yesterday, Wednesday, Wamakko who was apparently angry with his suspension from the party, called for immediate removal of Tukur as PDP chairman. The Governor accused Tukur of running the PDP like a private estate.

Meanwhile, speaking through his Special Assistant on Media, Prince Oliver Okpala, Tukur said, “If he has any agenda to leave the PDP, it is within his constitutional right and he is free, but as long as he remains within the PDP, he must align himself with discipline.

“He should not stay in the party and be encouraging insubordination and indiscipline. The leadership of the party under Tukur has regards for party discipline and will never waver.

“Therefore, for him to say Tukur is a political prostitute, does that portray him as a true son? He should express a true sense of respect and discipline because of his position as a governor,” Okpala said.

While condemning the use of insults on the chairman, Okpala said all party fateful must respect constituted party authorities, adding that even the Speaker of the House of Representatives must toe the line of political discipline and comportment.

“When he insults an elderly man like Tukur because he is a governor, then we don’t think he has the moral fibre to remain in office because as a governor he should live and lead by example.

“The example he is showing now does not portray him as someone who has respect for seniority and properly constituted authority like the position of chairman of PDP and the NWC

One of Babcock’s best graduating student, Margaret Okwuikpo, lost eight members of her family in a horrific auto accident on Friday May 31st in Port Harcourt. Margaret’s father, grandmother, sisters, brothers and a cousin were on their way to her graduation ceremony, which was to take place on Sunday June 2nd, when the commercial bus they were traveling in crashed.

Margaret’s mum, brother-in-law and two other people survived the accident and are being treated in the hospital.

The floor manager and director of the Goodluck Jonathan meets Rotimi Amaechi play deserves props for successfully staging the drama across several locations. They include the Obio-Akpor council secretariat, the Rivers PDP local chapter, the national PDP, the Rivers police command, the Rivers house of assembly, the Nigeria Governors’ Forum, in the media, and yes, in the law courts as well.

Yesterday the plot thickened as five lawmakers on the side of Nyesom Wike, the minister of state for education accused the governor and the speaker of the state assembly of withholding their monthly allowances and other entitlements saying that the 27 loyal to Amaechi have been paid.

Evans Bipi, leader of the group spoke in Port Harcourt yesterday, blaming the governor. “Our constituency projects have been halted. As I speak to you now, go and ask if our allowances have been paid. I hereby use this medium to tell Governor Rotimi Amaechi to release our allowances.

“The other 27 members have been paid. Why are they holding our own allowances?”

Otelemaba Dan-Amachree, Speaker of the House, denied the allegations. Speaking through Jim Opiki, his press secretary, “Nobody in the Assembly has been paid any allowance; everybody will be paid as soon as the House reconvenes.”

Meanwhile the 5 anti Amaechi lawmakers have derided the governor’s attempt to challenge his suspension from the Peoples Democratic Party (PDP) in court.

Evans Bipi said, “The party has stated in its constitution that it can expel any member found wanting. So, why is Amaechi crying foul over his suspension? Did he give the Obio/Akpor chairman, the vice chairman and the 17 councillors a fair hearing before suspending them? Morais does the same work Andre was doing - scouting and analysing, working hand in hand with [ Chelsea match analyst] James Melbourne. He's been a friend for a long time and has been coaching in many countries, in Saudi Arabia, Dubai, Tunisia, Sweden, Morocco. He's a guy with fantastic experience and he's working in that area.

From the previous staff I get Christophe Lollichon, Steve Holland and Chris Jones. They are people who have been here a long time and are very much trusted internally, and I'm happy to have them in my staff. From this moment they become only one staff, which is Chelsea staff, and we are going to work together and work hard to try to give what everybody is waiting for.

I am sorry we don't start training tomorrow. I say to the players during the season when sometimes they look tired, victories make miracles. When you win, win, win, you are never tired. In my case, it's not about winning, it's about moving, moving to a place I love and happiness. I'm so happy to be back. The players need a holiday, I don't. I'm waiting for them and when we start they will find somebody with great motivation, in spite of my white hair, which I didn't have in 2004.

The top three clubs in England will all be under new management next season. It is a very exciting time.
I think the Premier League is the Premier League. This season in terms of the Champions League, which is normally a thermometer of world football, I think English football was too early outside the competition. People were speaking about the level of the Premier League moving down comparing it with other countries, but I don't believe so much on that. Sometimes things happen and there are no really firm reasons. I still think the Premier League is a fantastic competition and I don't know but I believe there will be five or six teams very strong. In my time here in 2004 it was more about us, Man United and Arsenal, and after that a gap to the other teams. In this moment I think you can put five or six teams in the same plan, aiming at the start to reach the Champions League spots which is very difficult, and with more ambition to win the Premier League, and so the competition will be fantastic. I hope I can beat the competition.

Will the Premier League be the priority?
We have to improve the team, and when I say improve the team people are already thinking about how many millions Chelsea are going to spend, and when I say improve the team I am saying improving by work. My work has to improve players and improve the team. If I don't do that I am not happy with myself. If after that we can improve the team by buying a couple of players it is fantastic but I have to improve the team and the players with my work. That's a priority, improve.

In the last two years you were struggling in the Premier League. If you didn't win the Champions League you would be out of the Champions League this year. This year you had to fight until the last match to qualify. We have to try of course to improve, but the priority in a club that reached the level is exactly that - improve individually, improve collectively and improve the structure of the club around the football team, and try to win the next match. Which one is the next match? The Premier League? Let's go for the Premier League. If the next match is the FA Cup, let's go for the FA Cup. It is difficult for me to say something is the priority. The priority is to work hard, work professionally and make the team better.

There is a lot of new talent for you to work with, exciting, flair players. How are you thinking about the style of the side right now?
First of all I need to work with them. I like the profile. I like the fact we have three, four or five players from the beginning of the winning Chelsea, and I think they have to be always a part of the Chelsea soul, so I'm so happy we kept some of these boys.

But the profile of the younger players with long-term space for improvement and development, I like very much that kind of profile. I've come with a four-year contract so with the age of Eden Hazard, Oscar, David Luiz and these boys, I think it will be good for me to work with them and good for them to work with me. Together we can improve and make a better team than we have now

I arrived in a club where there was an atmosphere of frustration because they couldn't succeed in the Champions League and we got that trophy and for the first time in Italian football the treble. It helps me a lot to be more cultural. After Portugal and England I went to football with a different perspective. It was a big challenge for me, I had to challenge myself a lot and to study a lot. I think I became a better manager living in Inter.

I went to Madrid because I wanted to try to do the grand slam, the three most important championships in the world, and also because twice I had the chance to go to Real before, and I never did it because I decided to stay at Chelsea. The last one was the day after we won the FA Cup final at Wembley, and I thought "no way, I am going to stay". The third time I wanted to go, I wanted another culture and another club with a worldwide dimension in terms of social approach and it was a fantastic experience for me. I think it was really important to get it in this period I call the last step of my formation as a manager. I've just turned 50 now and just finished my lap around European football. This experience in Madrid was fantastic because culturally it was hard, it was difficult. Portuguese and Spanish, and Spanish and Portuguese, and Real Madrid, a special club in a season where they have elections for the presidency, lots of politics around.

Last year we beat the record and got 100 points and 121 goals. This season everybody was focused on the Champions League. We reached the semi-finals and we all know, especially in this club, that semi-finals are a critical moment where you need that click to do it.

In our club there's the semi-final we lost on penalties against Liverpool; the semi-final we lost with Guus Hiddink against Barcelona. You have the semi-final that took us to the final when we won with Roberto [Di Matteo], and we know in the Champions League semi-final you need that click. We [Real Madrid] didn't have that click and couldn't get the 10th European Cup that was an ambition for the club, but it was a fantastic experience for me and I think I arrived in my club, in my Chelsea, in the best moment of my career - of my stability as a manager, my stability as a person - always with my incredible family supporting me. I think I arrived in my best moment ready to give everything I have to try to make the club happy.

It seemed towards the end you lost your smile a little but in Madrid, but you're happier now?
I'm not happy, I am very happy. As I was saying I was preparing myself in the last couple of days to control emotions, to come here in a cool way but I'm really emotional. I try to hide it a little bit but I am so happy and so proud because I think when you return to a place it is for some reason, not just because you have good results in the past or because the fans like you very much, it's also because as a human point of view you left something here. People know the person I am, I kept a fantastic relationship with the owner and the club, and it's something that makes me proud to be back. Not just because of the professional I am, I believe also because of the person I am.

Normally you haven't spent a lot more than about three years with a club so you are saying this is longer-term building?
I hope so. When you look at the profile of the Chelsea squad I think it's what they need at this time. If you look from my time, there are around four or five boys and these are the older ones - very important for this football club and very important for the balance of the squad, but it's a young squad with a lot of talent and I think they need stability to reach a high point of their evolution and for their careers. They need stability, stability I hope I can give them and between me, the owner and of course the club, we have no doubts about what we want to do and the approach we want to have. I'm very confident I can help the team and help the boys to develop.

I feel myself not just as the Chelsea manager, because this is the first time in my career that I've arrived at a club that I already love. Normally I love the club a couple of years after I am there. Of course I go to a club, I wear the shirt and I feel the shirt with the crest and I give everything I have to do it, but this is the first time where I love it already. To be at the same time a Chelsea fan and a Chelsea manager is a new feeling for me and it's a fantastic feeling.

You have a head start with the fans as you are already popular.
I know I am and I know at this football club there is a culture for the fans to be loyal to somebody who gave. When I watch a Chelsea match on TV and I see, for example, a banner which says Didier Drogba, that's fantastic, and it makes Chelsea a special club.

I know they have a special feeling for me. I played against Chelsea with Inter and it was difficult because I was feeling it wasn't a normal situation for me, and I think the people in the stands felt the same as me, so I belong to them and they belong to me.

I think they know my nature, and they know I'm not coming here to sleep on what I did in the past and be comfortable just because we have a great feeling and we have a great relationship. Probably the first day I put my foot in Stamford Bridge again they will sing my name, but I'm not that kind of person and professional. I'm very demanding of myself. I need of course their support but I want to start from ground zero, I need to work hard again and build a different team from the team I built in the past. I want to give everything I can to the club, to the owner and to the fans, forgetting a little bit that I was a champion here. I want to have that pressure on myself like it is the first time I am here and I have to work hard to make sure they have a reason to be happy with me.

In the past six years you won the treble with Inter and had one incredible season in the league with Real Madrid. You say you are more mature now, how do you assess your development since you've been away from us?
Italy was something I wanted very, very much to do. Italian football is for sure the most tactical one, very difficult, especially if you are a team that wants to win, competing against teams that don't want to lose. It was a big challenge for me.

New Chelsea manager Jose Mourinho has given his first full interview since being confirmed by the club on Monday afternoon. You can read the full transcript below of his conversation with Chelsea TV.

Welcome back, how are you?
I'm very happy. I had to prepare myself not to be too emotional for my arrival at the club but obviously I'm very happy.

How big a decision was it for you? It's not common for managers to go back.
It was an easy decision. I met the boss, the owner, and I think within five minutes after some short and pragmatic questions we decided straight away. I asked the boss do you want me back, and the boss asked me do you want to come back, and in a couple of minutes the decision was made.

It worked out well in a way for both parties before. While you left and did what you wanted to do, Chelsea have continued to win things and built on what you did.
It was a difficult moment, September 2007, because I love it here and I have a big connection with the club, and also for the club it wasn't easy. But if you analyse it in a cool way, emotions apart, it was fantastic because my career after that, I had everything I was aiming for in my career. I wanted to win the grand slam, to win in England, Spain and Italy. I did it. I got all the trophies in three countries. I got my second Champions League too.

I enjoy being in different countries, in different football cultures, and I think it's important for my evolution as a manager and a football coach, and Chelsea Football Club got important trophies after that and had important moments in the history of the club. Now we are back together and we are getting together at a great moment for us both, so I think we are ready to marry again and be happy and successful.

What's the plan now?
The plan is always the same, evolution and to establish the club at the highest possible level. I left Chelsea in 2007, since then I've spoken about the club many times, especially in my privacy. I remember the day we went to the United States in 2004 pre-season. We had open training sessions with only a couple of kids watching the sessions, nobody was following the team. It was the beginning of Roman and his second season I suppose was the beginning of Chelsea. After that Chelsea started winning the Premier League, for the first time and then the second time, and after that when we went back to the United States we found a completely different situation around the club.

I can imagine now especially after the Champions League, that was the highest point of the club's history, that this is now a bigger club. The social mass around the club is much bigger.

I am the same, physically the same, but every day you have to think about yourself, especially the manager, and about the evolution. I have the same nature but I'm much more mature with a different approach to things, I'm more ready to be in a club and stay for a long time.



José Mourinho, Real Madrid

Chelsea Football Club is delighted to announce the appointment of Jose Mourinho as First Team Manager.

Mourinho has signed a four-year contract and will return to the club where he won two Premier League titles, an FA Cup and two League Cups between 2004 and 2007.

Ron Gourlay, Chelsea FC Chief Executive, said: 'I am delighted to welcome Jose back to Chelsea. His continued success, drive and ambition made him the outstanding candidate.

'It is our aim to keep the club moving forward to achieve greater success in the future and Jose is our number one choice as we believe he is the right manager to do just that.

Since leaving Chelsea in 2007, the 50-year-old Portuguese has worked in Italy with Inter and Spain with Real Madrid, lifting three league championships, two domestic cups and the Champions League.

Originally appointed at Stamford Bridge in 2004, immediately after winning Europe's top competition with Porto, he quickly achieved success securing his first trophy for the club as early as February 2005, when we beat Liverpool 3-2 after extra-time in Cardiff to win the Carling Cup. We went on to win the league that season with a record 95 points and a record low of just 15 goals conceded in 38 games.

The club celebrated consecutive championships in our centenary 2005/06 season, secured with a 3-0 win over Manchester United in late April, and the next campaign we were able to add the Carling Cup with victory over Arsenal in Cardiff, and the FA Cup when United were beaten again in the first senior game at the new Wembley.

Mourinho departed by mutual consent in September 2007, going on to develop his already impressive CV by winning the Serie A twice in two years and the Champions League with Inter, before joining Real Madrid in 2010, where he lifted both La Liga and the Copa Del Rey, ending his stay in Spain yesteday.

He brings three coaching staff with him in Rui Faria, Silvino Louro and Jose Morais. Each carries the title of Assistant First Team Coach and will work alongside current first team staff Steve Holland, Christophe Lollichon and Chris Jones.

Gov Amaechi Visits Omehia, Pleads, “Please Withdraw Suit At Supreme Court.

Faced with the political battle of his life, embattled governor of River state, Chibuike Rotimi Amaechi has paid a surprise visit to his cousin and former governor, Sir Celestine Omehia in a bid to reconcile with him.

Pointblanknews.­com sources hint that Amaechi had several months ago made efforts to reconcile with Omehia but the latter refused to cooperate with him. He is also reported to have sent emissaries to plead on his behalf, all to no avail.

The source said Amaechi finally met Omehia on Thursday, May 23, 2013, few hours to the day the Nigerian Governors’ Forum election took place.

The visit which took place at Omehia’s Abuja residence provided Amaechi the opportunity he had long craved for to reconcile with his estranged cousin.

Amaechi was said to have gone on the reconciliation visit with the suspended Leader of the State House of Assembly, Hon. Chidi Lloyd and among other dependable allies.

Both Omehia and Amaechi had maintained hard stance since the former was booted out of office by the October 25, 2007 controversial Supreme Court ruling in favour of the latter.

While Amaechi rejoiced and celebrated for reclaiming his mandate, Omehia was left alone in the cold gnashing his teeth. It was then that it dawned on him that the hundreds of thousands of supporters, loyalists and admirers who flocked around him did so because of what they got and hoped to get – political fair weather friends. As though that was not enough, the Supreme Court ruling clause, which stated that he (Omehia) never existed in the eyes of the law was interpreted by his successor and implemented to the last letter that he was not and should not be addressed as a former governor.

Sources at the Rivers state Government House told Pointblanknews.­com that Amaechi hated his cousin to the extent his name (Omehia’s name) is not on the Govt. House protocol list as a very important personality (VIP) let alone a former governor.

“It is like Amaechi is regretting most of his actions against Omehia.
Recently, he has made moves to reconcile with him, but Omehia refused until he was placated by their some of their Ikwerre kinsmen and a reputable cleric in the state. Omehia’s enlargement photograph that once adorned the executive council chambers of the Govt. House was also removed. This is just a tip of the iceberg of what Celestine Omehia went and has been going through all these years,” the source said.

No sooner had his cousin, Amaechi assumed office as the State Chief Executive than the state treasury was declared emptied by his predecessor, Omehia as well as the contracts duly awarded and paid for while his five month regime lasted was dubbed reckless spending of public funds by Amaechi.

To Omehia, it was a nightmare that same Amaechi who was instrumental to his selection as his substitute sequel to the K-leg saga could go so far to unseat him and press further to ridicule him even in his predicament.Sin­ce then there has never been any love lost between the two brothers.

The enmity did not stop there, all their supporters also partook in the fight. The Amaechi/Omehia feud also spread to all that related to the fighting giants.

Even the Ubima community has not been the same ever since, with Omehia’s loyalists still feeling aggrieved and nursing animosity against the jubilant new dictators that see themselves as Amaechi’s hatchet men.

Having nowhere to appeal what he described as gross injustice by the Supreme Court, Omehia may have resorted to prayers, hoping God would provide him consolation no man, no politician could give him.

He was later to decamp the Peoples Democratic Party who rather than identify with him at this moment of need chose to follow Amaechi to make up for its losses.

He was lucky that the All Progressives Grand Alliance (APGA) was handy to accept and compensate him with the governorship flag of the party in 2011, four years after.

Even though Sir Celestine Omehia did not win the election and came second, little did he know that the April 26, 2011 would provide him the opportunity to express his anger and disapproval of what he suffered in the hands of Governor Amaechi and the PDP.

That was when one Cyprian Chukwu went to an Abuja High Court to secure a ruling that Amaechi should not stay in office a day longer than May 28,
2011 even against the INEC’s position that the governorship election in Rivers State would be in October 2011, when Amaechi would have completed his four year first term.

Amaechi was sworn into office on October 27, 2007.

Based on this contested court ruling, the INEC went ahead to conduct elections in Rivers State on April 26, 2011 in which Amaechi participated on the platform of the PDP.

To Omehia, this amounted to tenure reduction which is as a serious offence as term elongation.

Consequently, he (Omehia) went to court to challenge the alleged illegality which is still in court and seen by many as a potential threat to Amaechi.

Despite all the delay tactics by the incumbent administration to scuttle the effort, Omehia has refused to give up, hoping he will get justice even if it means cancelling the April 26, 2011 election which both Amaechi and Omehia are praying for in the Appeal Court.

Amaechi’s fear in this regard is understandable.­ Not just losing the case to Omehia but it’s most unlikely that he will be renominated as the PDP candidate in view of his present travails.

His political structure in the state has been demolished with the sacking of his hatchet man, Chief G. U. Ake and his lieutenants, the 27 members of the State House of Assembly that pretend to be on his side are also suspended from the party.

To the majority of the PDP governors across the country, PDP leaders and the Presidency, Amaechi is a persona-non-gra­ta.

The Nigerian Governors Forum is more or less destroyed with two factions claiming victory in the last election.

Amaechi’s supporters are mainly of the opposition parties who do not have a say in PDP and therefore not in position to help him out.

To add salt to injury, the PDP National Working Committee (NWC), Monday, May 27, 2013, Amaechi’s birthday, wielded the big stick, suspending him from the party for anti-party activities.

This is the second time Amaechi is being suspended from PDP. The first time was in 2007 and was reinstated when he became governor.

As hopeless as the situation seems, Amaechi’s scanty supporters in the state still believe their principal will weather through the storm unscathed. But he who wears the shoes knows where it pinches.

This explains why meeting and reconciling with his hurt cousin, Omehia, even if it means kneeling down for him is now a necessity.

Who knows what else his detractors may be coming up with? More so, as dumping the PDP and joining another party may not help matters.

The new electoral laws, pointblanknews.­com learnt, does not allow that except one wishes to forfeit his position which he (Amaechi) may not contemplate.

Doing so may be a direct passport to the nation’s Siberia – the EFCC.

Though details of the reconciliation meeting between the duo is still scanty as at press time, it’s not likely that the reconciliation that could not be contracted in the House of God as once brokered by Archbishop Ignatius Kattey will easily scale through via close doors.

Meanwhile, a powerful lawmaker (name withheld) who was also in the delegation to see Sir

“I know I have offended you. I am ready to compensate you. We can work together. Please accept to withdraw the case from the Court. If you fail to withdraw and I am sacked by the Supreme Court both of us will be the losers. Somebody will benefit”, Amaechi lamented.

According to same source, Amaechi was with Omehia on Thursday May 23, 2013 till about 2am on Friday, May 24, 2013 and repeated same day at 8am.

Omehia was said to have bluntly refused to accept the offer and plea to withdraw the case from the Supreme Court but told Amaechi to give him time to think about it

CLANDESTINE moves to impeach Rivers State Governor, Mr. Rotimi Amaechi, heightened on Wednesday as eight members of the House of Assembly were said to have shifted loyalty to the camp of the Minister of State for Education, Mr. Nyesom Wike.

Though the names of the lawmakers were not mentioned, the number of anti-Amaechi state legislators has suddenly swollen to 13 out of 32.

Five members of the House had, from the outset, taken a position against the governor since the beginning of the crisis which is threatening the existence of the Peoples Democratic Party in the state.

But the Speaker of the House, Mr. Otelemaba Amachree, said the number of members of the House, who had been swayed against the governor, was not enough to impeach the governor.

Amachree, who spoke with The PUNCH through his Media Assistant, Mr. Jim Okpiki, stated that with 19 lawmakers on the side of the governor, it would be difficult to remove (Amaechi).

He said, "We are aware that between five and eight lawmakers have compromised and are making moves to impeach the governor. But they don't have enough number to impeach the state governor.

"They have to impeach the Speaker first before thinking of removing the governor because he (Speaker) will not betray the governor. Mr. Speaker is never a traitor and he (Amachree) has not seen any reason why he should give up on Amaechi.

"Apart from that, the lawmakers that have compromised would have to tell the world the governor's offence, because as far as we are concerned, Governor Amaechi has not committed any impeachable offence."

The Speaker challenged the compromised lawmakers to come out in the open and explain to Rivers people why they had decided to betray the governor.

It was, however, learnt that the eight lawmakers, who were swayed to Wike's camp during a meeting held outside the state, decided to hide their intention in order not to jeopardise the plan to unseat the governor.

Amaechi had, during an interaction with some youths in the state, declared that he was not afraid of being impeached, saying he had done his best for the development of the state.

He urged the people to use their voter cards to remove "irresponsible governments" from public office in 2015.

It will be recalled that the House of Assembly had adjourned sine die (indefinitely) after suspending the Chairman of Obio/Akpor Local Government Area, Mr. Timothy Nsirim, even as a caretaker committee was sworn in to oversee the affairs of the council.

The development had deepened the political crisis in the state, with security operatives from the state Police Command sealing off the council secretariat about a month ago.

BEING TEXT OF A STATE OF THE STATE BROADCAST DELIVERED BY HIS EXCELLENCY, THE GOVERNOR OF OYO STATE, SEN. ABIOLA AJIMOBI, ON MAY 29, 2013.



My dear good people of Oyo State. It gives me great pleasure to, once again, address you on this occasion of the second anniversary of your government. You will all recall that this is a government which, but for your resilience at the polls in April, 2011 and resolve to change the unfavorable status-quo at the time, would have been humanly impossible to have in place.

2. The journey of the last two years has been eventful. Indeed, the road has been rough and tough. We are running a race in which we are conscious of our pedigree as administrators and our irrevocable promises to the good people of Oyo State. I recollect that we, on our honour, promised to make Oyo State better than we met it. We promised to make a difference in the chaotic and filthy social order that we inherited, through transparent and good governance.

3. This occasion of our second anniversary affords us the opportunity to assess the journey of the last two years, recount those strides that God, in His infinite mercy, has helped us to achieve and see where we have dashed our feet against the stone. The total projection is that, at the end of the day, we can, collectively, trudge on to a better tomorrow.

4. Right from the start, we were not in any doubt about our resolve to make a difference in the lives of our people. We sought to rewrite our position in the annals of history as a people conscious of their pacesetting heritage.

5. We looked at Oyo State, not in isolation of the global paradigm, but as a member of the community of states of the world. In development economics, a hierarchy that is equivalent to the Maslow’s theory is always constructed. In that hierarchy of development, peace and security are the most fundamental, followed by environmental sustainability and infrastructural­ renewal. This paradigm has been practiced successfully in Brazil, Indonesia, China and other developing countries whose success stories are the world’s testimony of paradigm shift today.

6. Following this paradigm, we reckoned that peace and security are necessary conditions for development. This explains why, at inception, we committed ourselves to changing the status of our state as one afflicted by violence, thuggery and brigandage. With our adherence to the rule of law, collaboration with security agencies and the establishment of Operation Burst, we have successfully restored peace and security to our state. We are now regarded as one of the most peaceful states in Nigeria and we are resolved to let it remain so.

7. We also reckoned that a dirty Oyo State or a dirty Ibadan - the capital of the state - which the United Nations Development Programme, some years back, ranked as one of the filthiest in Nigeria, was not acceptable to us. We reckoned that a clean and welcoming environment will invariably attract investors to our state, thereby creating employment and expanding our economy, to the benefit of our people.



8. My dear people of Oyo State, I am glad to report to you that in the last 24 months, we have made considerable progress towards achieving this goal. We now have a clean, friendly and welcoming environment. The benefits of these are already here for us to savour. Reputable investors, including one that is constructing the largest soya milk industry in Africa, another building the largest bakery in West Africa, yet another erecting the largest poultry that will produce the highest number of day-old chicks in Nigeria, a major food processing company, a major dairy producer and the biggest outsource agency for the telecoms industry in Nigeria, are already in Oyo State.
9. I must admit that these achievements were not attained without some sacrifices as it is the case all over the world. In the specific instance of street trading and the attendant environmental degradation, we are already providing alternatives in the construction of several neighbourhood business complexes and markets, with healthcare services, fire-fighting systems, conveniences and community services. The markets and business complexes will accommodate thousands of traders who will now do business in clean, safe and secured environment. Our traders would also be provided with interest-free loans as they move into these markets. This initiative is the first of its kind in the annals of Oyo State.
10. Public infrastructure is a major condition for development. The roads that we inherited were deplorable, mostly narrow, pot-hole laden, limited in reach and grossly inadequate to serve the rapid economic development that we envisioned for our dear state.

11. I am happy to report to you that, in two years, this administration has changed the story of the state of our public infrastructure.­ We have constructed more than 215 quality roads in all the 33 local government areas of the state. We have gone a notch higher by dualizing all the major entry points to major towns in the state. Thus, we have road dualization going on in Ibadan/­Ibarapa, Ogbomoso, Oyo and Iseyin, covering all the geo-political zones of the state. At the risk of sounding immodest, those who commute on these roads would testify that ours is a government of purpose and quality.

12. In the area of agriculture and food security, we are uplifting the quality of seedlings used by farmers during planting season, with the aim of ensuring quality harvests. We have also strengthened agriculture by employing agricultural extension officers whose job is to go from farm to farm to educate and assist farmers on the new technology of farming for maximum returns. We have also procured 320 tractors for farmers in the state, the largest by any government ever, not only in Oyo State but in Nigeria as a whole. These initiatives are all aimed at empowering our farmers to produce bountiful harvests for the sustenance of the populace.
13. It is on record that we inherited a parlous healthcare system. To ensure adequate healthcare delivery service, we have effectively provided the framework of a total overhaul of our healthcare delivery system. We have provided drugs worth over N200 million to our hospitals. We have started the rehabilitation of our General Hospitals, to a standard where sicknesses and diseases would not be a death sentence to an ailing patient. In the same vein, we have provided ambulances which are located at strategic centres in the state to rescue victims of accidents and patients in need of urgent medical attention

14. Furthermore, we have recently employed 1,000 medical personnel to improve healthcare delivery, 300 of whom are medical doctors. These are all done with a view to ensuring an efficient healthcare system for our people.

15. In addition, we have treated over half a million patients through our Free Health Mission, a medium which we take health care service to the door steps of our people in the nooks and crannies of the state.

16. In education, we have altered the deplorable status-quo that we inherited. We are building a strong human capital and developing the latent skills in our children. In this, over 12,000 of our teachers have received training and retraining to broaden their skills. This would make them fit for the role of the 21st century teacher in a fast-changing world.

17. The welfare of our teachers is accorded dedicated attention, with prompt payment of their salaries, promotion of over 1,500 teachers in the last two years and 100 per cent review of their car and housing loans. In addition, we are partnering with the University of Ibadan in providing adequate monitoring of our schools.
18. Perhaps, more fundamental is our commitment to changing the environment wherein our students are impacted the fruits of knowledge. Already, we are renovating 1,600 schools and providing 67,000 pieces of furniture for them. We have also resumed the provision of science and Home Economics equipment which had hitherto been suspended several years ago. We have paid WAEC fees totaling about N800 million for our students, awarded scholarship and bursary to both local and foreign-based indigenes of the state and provided computers and other ICT facilities for schools for the physically challenged in the state.
19. We have upgraded the satellite campuses of the Polytechnic, Ibadan in Saki and Eruwa into full-fledged Polytechnics, so as to open more opportunities of tertiary education to our children. The Technical University, Ibadan which will open its gate for its first intakes this year, is the first of its kind in Nigeria.
20. In the area of youth empowerment, we have assisted the youth in multiple of thousands. For instance, through our Youth Empowerment Scheme of Oyo (YES-O), we have employed 20,000 youths and rescued them from the unpleasant jaws of unemployment. These youths are being given trainings that will be beneficial to them, now and in the future. Many of them have also been absorbed into the civil service. Similarly, our initiative on youth job fare has assisted in placing hundreds of youths in various blue-chip companies through a job placement scheme
21. We have also extended empowerment schemes to our women, over 50,000 of whom have been given financial support, training and capacity building, as well as supply of equipment for gainful economic activities.
22. The engine room of any government is the Civil Service. Our administration has enjoyed the support of the Civil Service, for which we remain appreciative. We believe that a competent Civil Service is a necessary condition for effective and efficient administration.­ To date, we have exposed over 34,000 of our Civil Servants to various training programmes. We have paid full 13th month salary for two consecutive years. We have also started providing free transport service to our workers, as well as improving the environment in which they work.
23. The foregoing achievements recorded notwithstanding­, we are determined to even do more to ensure better life for our people. In this regard, our focus, among others, shall be on the construction of the 110 kilometre Ibadan Circular Road, which will serve as the epicenter of the development of the new Oyo State. In appreciation of the pivotal role that higher educational institutions play in the rapid development of host communities, we shall ensure early take-off of the Technical University in the state. In the area of economic development, we shall rigorously pursue the development of a Cargo Airport to serve, not only the state but neighbouring states and West Africa. We shall also continue our programme of infrastructure development and a holistic transformation of our education, energy and health sectors.
24. Let me thank you all, the good people of Oyo State, for your support, and understanding which have led to our modest achievements for which we have received commendations and accolades from all and sundry, both within and outside the country.
25. I can only enjoin you to continue in this spirit and for which we promise to do more to justify the confidence and support you are giving us.

ADDRESS DELIVERED BY THE GOVERNOR OF OGUN STATE, HIS EXCELLENCY, SENATOR IBIKUNLE AMOSUN FCA, ON THE SECOND ANNIVERSARY OF HIS ADMINISTRATION, HELD ON WEDNESDAY, 29TH MAY, 2013. My dear good people of Ogun State, today makes it the 730th day since I swore to an oath to serve as the Governor of our State. First, we thank Almighty Allah for keeping and helping us in fulfilling our promises in the past two years. It seems like yesterday, but today, we have reached the half time of our four year mandate. On that note, l congratulate the entire good people of Ogun State for the celebration of yet another anniversary of our mandate. As usual, I feel obliged to render account of our stewardship to you all. 2. In these past two years, we have met challenges, we have also recorded successes. Just as we have created numerous opportunities for collective and individual development. You will agree with me that we have continued to achieve great strides in all areas of the 5-Cardinal Programme of our Mission to Rebuild Ogun State. These successes are attributed to God’s mercy and favour. Also importantly, they are results of the support and co-operation we have continued to receive from the good people of Ogun State. Our people have taken all in good faith, the challenges associated with the rebuilding process going on in the State. Some have had to lose lands, houses, shops, places of worship, and even homesteads. My dear good people of Ogun State, these are sacrifices we have to make not only for ourselves and our generation but to create a solid foundation for generations yet unborn. We as government and I as a person will not take these sacrifices for granted. We will continue to work hard to ensure we deliver all the projects on time even as we will take measures to ameliorate the attendant and associated inconveniences. 3. I must also state that we have been particularly thrilled by the enthusiasm of our people in embracing the on-going development process. We appreciate your understanding, patience and co-operation. What is particularly amazing is the fact that some of our people have also come forward to put up their properties as sacrifice for the on-going development. We are also excited by the support shown by our people to those whose properties are affected by the demolition exercise, heralding the construction of new roads. Some have had to provide shelter for displaced families while some have had to provide space for displaced traders. We have all shown our customary support to each other as the development process progresses. On our part, we appreciate the fact that no amount of monetary compensation can compare to the sacrifices you have all made. To all of you, we are eternally grateful and we say a big thank you. 4.
