GOVERNOR Babatunde Raji Fashola of Lagos State and his predecessor, Asiwaju Bola Ahmed Tinubu, the All Progressives Congress (APC) National Leader appear to be locked in fiercest political battle of their lives over the former’s successor.

Fashola appears to be telling his mentor (Tinubu) that he too has come of age after about eight years in office and is set to challenge him.

Whether Fashola, who has been dispatching political issues to 26 Bourdillon Street, the palace of Asiwaju in Ikoyi for resolution since 2007 will succeed, tomorrow will show after the APC gubernatorial primaries in Lagos. Fashola has since assumption of office placed higher premium on governance than politics.

But a source who spoke under anonymity confirmed to The Guardian yesterday that the taciturn lawyer from Surulere area of Lagos has changed.

“He is now ready for politics of 2015. Fashola may not have been playing politics, but he is deeper now and he understands that only the deep can call to the deep, and so he is even much deeper, though he has not been making noise as others…,” was the way one of Fashola’s advisers described the new spirit in Fashola.

The Guardian was told that Tinubu’s henchmen are not ignorant of the artful devices of Fashola’s men for Alausa 2015 and the genius of Bourdillon too has been planning strategically to demonstrate that he has been the founder and funder of the party. As Tinubu’s close ally said yesterday, “Asiwaju is aware of all the shenanigan and scheming going on in all the camps for the purpose of getting a successor to Fashola…and he is accepting all the challenges.”

Specifically, sources confirmed to The Guardian that Fashola’s men are the powers behind three powerful contenders, namely Hamzat, Sashore and Tokunbo Wahab, who have been labeled as Plans A, B & C. Hamzat is generally believed to be Fashola’s first choice. Then the resourceful governor was told that religion has deeply crept into Lagos politics, a development that was said to have led to manifestation of Akinwumi Ambode, a Christian from Epe, hence the Plan B: Sashore, an accomplished lawyer and former Attorney General of Lagos State. It was learned that the Fashola group has also prepared another dark horse, Tokunbo Wahab, who is generally believed to be a candidate that may be acceptable to Tinubu, after all.

But inquiries revealed that Tinubu who was initially suspected have manifested the former Accountant General of Lagos State, Ambode with a view to dumping him for a dark horse, has not changed his mind on Ambode. His (Tinubu’s) men are perfecting their strategy for the unexpected ambush his boys that have grown up to be men of means.

The war theatre


What appears to be a bruising political war is in country’s main opposition party, the APC, will begin tomorrow in Lagos.

What watchers of the polity in the state know is that the battle-line has been drawn between the leader of the APC both in the state and the entire Southwest, and a co-leader at the national level, Tinubu and Fashola.

But what the polity watchers do not know, and can only hazard a guess, is the likely consequence(s) of the fight of the tartans on the fortunes of the APC in the state, which could point the way to a national political cataclysm for the party.

The ruling Peoples Democratic Party (PDP) has plotted over the years to take hold of Lagos State; and since 1999, the desire has been a pipe dream.

But any mis-step by the gladiators in the Lagos APC might hand the PDP that chance of 16 years on a platter.

The bone of contention in the unfolding story is who, between Tinubu and Fashola, has the upper hand in the struggle for the fillet.

Stripped of all ambiguities, each of them wants to anoint the next governor of Lagos State on the platform of the APC.

And with the date of the governorship primaries of the party drawing down to a matter of hours, the intrigues in the “feuding” camps have reached unprecedented level.

Plans for an APC governor

Initial permutation for the emergence of the party governor was to choose from a wide field of aspirants spread across the three senatorial districts of the state.

The cry of marginalisation soon cropped up from the Lagos East, which felt alienated from the scheme of things in the state polity.

Afraid of the rival PDP using the marginalisation cry as a campaign tool against it, the APC conceded the slot to Lagos East.

But then, there was another hurdle to cross, as the work of picking the governor was cut out for the party when the agitation for a Christian devotee became cacophonous, to the point of threatening to derail the party, which eventually capitulated.

That was when a dark horse, “totally unknown in the activities of the party in the state,” came on the scene, a source told The Guardian.

Enter Mr. Akinwunmi Ambode, former Accountant General of Lagos State. Besides being a Christian, which fits into the gambit of the moment; he is reputed as one of the strategists behind the jumbo Internally Generated Revenue (IGR) the state government earns monthly.

From a paltry N600 million that the Tinubu administration met in 1999, the revenue moved up to N10 billion on the eve of that government, and ballooned to an average of N27 billion monthly, as the Fashola regime is winding down, thus standing Lagos out as, perhaps, the only state in Nigeria that can withstand the adverse effect of the dwindling revenue returns from the Federation Account.

Indeed, during the then President Olusegun Obasanjo-led administration (199-2007), Lagos withstood the illegal withholding of the allocations to its local governments on account of its creation of additional 37 councils to the constitutionally recognised 20.

These two possessions — being a Christian and an economic planner, in addition to having worked across the local governments in the state during his service years — recommended Ambode to Tinubu in particular and others who control the levers of power in the state.

Recall the “open endorsement” of the pick by the revered Oba of Lagos, Rilwan Akiolu, at a time people were still asking, “Ambode who” when the name first appeared in the media in connection with the Lagos governorship.

Now, it is no longer who is Ambode, but how to thwart the efforts of the Tinubu camp from presenting and crowning him as the governor of Lagos State in 2015.

Reportedly spearheading this new frontier is Fashola, who has a ‘Plan B’ in the person of Shasore.

Shasore’s resumé, putting in a good word for him to Fashola, is his experience in working with the three arms of government — executive, legislature and judiciary — in the formulation and implementation of policies and programmes of the government.

His is also a strong advocate for conferring on Lagos State a “special status” as the economic nerve centre of the country even when Nigeria is driven by petro-dollar from oil and gas from the Niger Delta (South-South geopolitical zone) of the country.

Fashola’ s challenge of Tinubu’s suzerainty

Tinubu, undoubtedly a political tactician of repute in today’s Nigeria, almost got his fingers burnt in 2007 when he settled on and presented Fashola as the governorship candidate of the defunct Action Congress (AC), which metamorphosed into Action Congress of Nigeria (ACN).

Fashola, Tinubu’s Chief of Staff, was never in the governorship reckoning, at least in the eyes of those party men and women that stood by, and fought with Tinubu in the political battles to win Lagos State in 1999 and retain it in 2003 for the ‘Progressives.’

These individuals, popularly referred to as ‘Tinubu Boys’, had positioned themselves for the governor’s seat before Tinubu launched Fashola.

However, as Chief of Staff, Fashola was part of Tinubu’s inner cycle, and he knew the workings of the government and, more importantly, had the ears of his Oga better than the politicians angling for the position of governor.

Yet, “these politicians would not take this crap,” to quote a source, “and decided on a gang-up, which failed to fly.”

“In the end, many of the aggrieved governorship aspirants returned and begged for forgiveness and compensation with other elective or appointive positions, which they got,” the source said.

“The few, who decided to quit the fold and tried their luck in the field against Tinubu’s candidates, lost out woefully.”

Pundits were surprised in the run-up to the 2011 elections that Fashola had issues with his benefactor, and wanted to carve a niche for himself in the state political arena.

It was at a time his public rating was on the high as a result of the developmental strides his government had made in just a few years.

When the reported acrimony between Tinubu and Fashola got to the zenith, a section of the state allegedly urged the governor to damn the consequences and seek alternative platform for a second term in office.

This was when the story broke that Tinubu had put in motion an impeachment plot, using members of the State House of Assembly.

Although the Assembly denied the alleged moves even as it repeatedly queried some of the actions and expenditures of the Fashola administration, some groups went to court, seeking to sanction the governor over accusation of misappropriation and mismanagement of state funds.

But when the chips were down between Tinubu, a tactical politician and Fashola, a technocrat, who, time without number, had dished politics, and was often quoted as asking people to take their political matters to Tinubu, the latter won the day.

“Fashola practically had to beg Tinubu. Tinubu accepted because the who-is-who in the state, including traditional rulers, were involved in the pleading to temper (political) justice with mercy,” a source said.

“But there was a caveat: Fashola must henceforth be of good behaviour, and should not be heard, talk less of being seen to challenge Tinubu’s political wisdom of the Asiwaju.

“That was how Fashola got the chance of a second term in office, which he will complete in May 2015.” .

Shasore, Ambode deny link to ‘godfathers’ but…

From the goings-on in the state polity, Fashola “may not have abandoned his desire to stand up as a man, politically, and challenge his godfather in the appointment of his successor in office.”

After all, it was Tinubu, as governor, who determined his successor. “So, why can’t Fashola do the same,” an aide of the governor queried.

The aide affirmed the quarrel over the presentation of a governorship candidate for the Lagos APC, and the claim that Fashola was behind the drafting of Shasore into the fray.

The aide stopped short of admitting that the Fashola camp was responsible for the media blitz, which the Shasore campaign organisation has embarked on in the past week for the aspirant.

“Where do you think Shasore, though a Senior Advocate of Nigeria, got the money, running into tens of millions, to place those adverts in the newspapers?” he said.

Interestingly, as if to confirm the link of the aspirant to the Fashola camp, the Shasore campaign organises in the Alausa area of Ikeja, the seat of government in the state.

But the aspirant has denied such connection to Fashola or any other drumbeater, for that matter, insisting on his qualification for the job of governor based on his experience, capacity and passion to serve the people of Lagos State.

As he told a group of journalists the other day, “I don’t have a political godfather. But in several capacities that I have served in public service in Lagos State, I have reasons to deal with the length and breadth of stakeholders in this state.

“As Commissioner for Justice, I actually belonged to the government; as the Attorney General, I actually belonged to the public, sometimes giving government advice that they don’t want to hear. So, this situation is unique in the sense that I have to deal with several stakeholders.

“I don’t have a godfather who is sponsoring me. I believe that I have all-round acceptability. The disadvantage of having a godfather is that you suddenly lose acceptability across the board.”

On being allegedly persuaded to run, Shasore said: “This is all news to me. I took the decision to participate in this process a while ago and I do remember the story of what you just said in the newspapers.

“There was nothing like anyone trying to convince me. I’m convinced; it’s a strong desire; I feel a strong pool to offer myself; it’s just an offer.

“So, in order to help out, that’s why I’m stepping out this time to take Lagos to the next level.”

If Shasore, coming into the race late, could deny a political benefactor edging him on in the race, Ambode may not succeed in that direction.

On the day he was introduced to the media, as part of the damage control arising from speculations surrounding the governorship; a retinue of Tinubu aides accompanied him, and they made no bones about hiding the hand and heart of the party leader in the governor project.

An all-round financial accountant and management expert in his own right, he had no political experience in its true sense before he was drafted.

The session with the press was a sharing-of-ideas kind of parley: The aspirant giving his bio-data, his reach/connections, and readiness for the office of governor; and the newsmen quizzing him on some alleged grey areas during his career in the Lagos State Government, whether he was from the “right zone” of the state for the governor’s position, if he was an “indigene” of Lagos and his “faith” and what he might do to make him actualise his dream.

In the end, the pressmen got away with the impression that this was another core professional, like incumbent Fashola, who’s not the typical politician.

Still, there was a critical assignment to be done: that of publicly proclaiming Ambode as the “choice” of the stakeholders in the state.

Final showdown

Tomorrow is D-Day for the test of political power between the Tinubu camp and the Fashola bloc.

The governorship primaries are through the collegiate system, according to the guidelines issued by the national headquarters of the APC.

The Electoral College comprises of 12 principal officers of the Ward Executive Committee from the chairman, vice-chairman, secretary, women leader, youth leader, organising secretary, treasurer, legal adviser, publicity secretary, welfare secretary, auditor and financial secretary.

The delegates shall also include all members of the Local Government Executive Committee from the Local Government Areas in the state; all members of the State Executive Committee; all members of the National Executive Committee from the state; all members of the Board of Trustees and National Caucus from the state; all elected persons from the state and all other statutory delegates to the National Convention.

Members, going by the guidelines, shall vote by secret ballot at the state capital and the winner announced accordingly.

This is simply on paper, but in practice, other aspirants, including that or those coming from the Fashola camp, feel the guidelines are skewed in favour of the Tinubu group.

Meaning the outcome of the primaries is already foretold: Going the way of the National Leader and his protégée, Ambode.

“Unless, of course, handled to the satisfaction of all potential aggrieved aspirants, the ripple effect of such an eventuality cannot be imagined in this season of the PDP plotting to take over Lagos and the entire Southwest,” a source noted last night.

The Peoples Democratic Party has filed a fresh suit seeking an order compelling the Speaker of the House of Representatives, Mr. Aminu Tambuwal, to declare himself as no longer fit to represent the Kebbe/Tambuwal Federal Constituency.


The suit is filed while the one instituted by Tambuwal seeking to stop his removal and declaration of his seat vacant on the account of his defection from the PDP to the All Progressives Congress is pending.

Tambuwal’s suit comes up for hearing on December 3.

Justice Ahmed Mohammed on Monday granted an ex parte application seeking leave by the PDP to commence its suit against Tambuwal.

The office of the Speaker of the House of Representatives; Tambuwal himself; and the Deputy Speaker, Mr. Emeka Ihedioha, are the respondents in the suit.

[b]The court after granting the leave also ordered the plaintiff to put all the respondents on notice.

The court also directed that the court order and the motion on notice to be filed by the plaintiff should be served on the three respondents.

The PDP, in its fresh suit, maintained that by virtue of section 68(1)(g) of the Constitution, Tambuwal’s defection from the party, which sponsored his election to the House of Representatives, amounted to losing his seat.

The plaintiff contended that under section 68(2) of the Constitution, it was mandatory for Tambuwal, as Speaker of the House of Representatives, to declare as vacant the Kebbe/Tambuwal seat, whose occupant had defected from the party which sponsored him to the House.

They are also seeking an alternative order compelling the Deputy Speaker to declare the seat vacant in the event that Tambuwal fails to do so. The prayers being sought by the PDP in its suit filed on November 24 and marked, FHC/ABJ/CS/901/2014, read, “An order of mandamus compelling the 1st respondent (office of the Speaker) to give effect to the provisions of section 68(1) (g) of the Constitution of the Federal Republic of Nigeria 1999 (as amended) by declaring the Kebbe/Tambuwal Federal Constituency seat vacant.

“An order of injunction restraining the 2nd respondent (Tambuwal) from performing or continuing to perform the function of the 1st respondent in the House of Representatives or sitting or continuing to sit in the House of Representatives as a member.

“In the alternative, an order of court compelling the 3rd respondent (Deputy Speaker, Ihedioha) to declare the Kebbe/Tambuwal seat vacant by an order of mandamus in terms of relief (a) supra.”

While moving the ex parte application seeking the court’s leave to commence the suit on Monday, the PDP’s lawyer, Chief Mike Ahamba (SAN), said section 68(1) (g) of the Constitution was not “self-implementing.”

But he added that the provisions must be given its effect by virtue of provision of section 62(2) of the Constitution by compelling Tambuwal to declare the Kebbe/Tambuwal seat vacant.

The matter was adjourned till December 12.

[b]Meanwhile, Tambuwal has petitioned the Chief Judge of the Federal High Court, seeking protection in a fresh suit filed against him by a member of the House, Mr. Abidun Akinlade.

The suit, NO. FHC/ABJ/CS/871/2014, has Tambuwal, the Independent National Electoral Commission and the Federal Government, as respondents.

According to Tambuwal, the suit was assigned to Justice E.S.J. Chukwu of Court 8.

In the suit, Akinlade, a member of the Peoples Democratic Party in Ogun State, is seeking a “judicial interpretation” of an earlier judgment of the same court, where it held that there was no division in the PDP.

The aim of the fresh suit is to justify the PDP’s stance that the defection of Tambuwal from the PDP to the All Progressives Congress on October 28, was “illegal” and in breach of Section 68(1)(g) of the 1999 Constitution (as amended).

But in Tambuwal’s petition, dated November 30, he said he had no confidence in Chukwu to treat the case without “bias”, having given a judgment in 2013 that there was no division in the PDP.

He observed that Chukwu’s judgment had been relied upon for subsequent decisions on defections, such as the one by Justice A.F.A. Ademola of the same Federal High Court, who also declared the December 2013 defection of 37 PDP lawmakers to the APC as illegal.

The speaker appealed to the chief judge to re-assign Akinlade’s case to another judge in the spirit of fairness. grin grin

Tambuwal, who is a lawyer by training, noted that the new case was like asking Chukwu to “sit on appeal over his own judgment.”

The speaker added that Ademola’s judgment too had elicited “four” appeals still pending at the Court of Appeal, Abuja Division.

Similarly, the speaker said five other cases filed by “various parties” relating to the same issue of defection were before the Federal High Court in Abuja awaiting disposal.


Tambuwal prayed further, “My Lord, my apprehension is particularly in respect of the presiding Judge, Justice Chukwu, ESJ, having made a pronouncement on similar issues, in similar cases, decided by him, clearly shows that he has an iron-cast judicial position or opinion in respect of Suit No. FHC/ABJ/CS/871/2014, concerning me sir, which has just been assigned to him.”

Meanwhile, there were doubts on Monday (yesterday) whether the December 3 (tomorrow) scheduled resumption of the House would be a reality.


Findings showed that both the PDP and the main opposition APC members of the House would be preoccupied with the primaries of their respective parties, taking place between December 6 and 8.

For your information Boko Haram cannot survive in the South. The people will unite to route them, the more reason Boko haram has become what it is today is that the Northerners protected them at the initial stage of the onslaught that can't happen here.

The Inspector-General of Police, Mr. Suleiman Abba, was adamant on Wednesday, refusing to recognise the Speaker of the House of Representatives, Mr. Aminu Tambuwal, as the speaker.


The IG simply addressed him as “Alhaji Aminu Tambuwal”, a title that angered members of the House Committee on Police Affairs.

Abba insisted that it would be “subjudice” for him to address Tambuwal as speaker or any matter relating to him so long as such a matter was in court.

Chairman of the House committee, Mr. Usman Bello-Kurmo, asked him a direct question, “Is Aminu Waziri-Tambuwal the Speaker of the House of Representatives or not?”

The IG replied, “Mr. Chairman, you know that matters before the courts are subjudice.

The response brought the session between Abba and the committee to an abrupt end, as the two parties stormed out of the venue.

The committee, acting on a House resolution, had summoned Abba to explain why the police shut the gates of the National Assembly against lawmakers on Thursday last week.

During the closure, Tambuwal and many lawmakers were disallowed entry by the police, resulting in violent reactions by the members.

In the process, many of them scaled the gates to enter the premises and later forcibly took the Speaker into the House.

Riot policemen reacted by throwing tear gas canisters at Tambuwal and the enraged members.

As the Wednesday’s meeting was about to start, Bello-Kurmo called for maturity, saying that the interest of the country must prevail at all times.

However, speaking on what transpired last week, the IG justified the police action.

He maintained that all those the police restrained from entering the National Assembly were “thugs.”

Rather than admitting that his men threw tear gas canisters at lawmakers, he claimed that “a tear gas canister exploded.”

Abba also told lawmakers to their faces that it was his men who suffered physical assault and not the lawmakers.

He said, “The police management and particularly my own person, I was traumatised by what I saw happened to police officers that day.

“What happened was unprecedented worldwide; policemen were physically beaten and disobeyed, among other things that happened.”

He claimed that the police shut the National Assembly for security reasons after the Force Headquarters received intelligence that Rivers State Governor, Mr. Rotimi Amaechi, and All Progressives Congress supporters were going to attack the legislature and other public offices on November 20.

According to him, a day earlier on the 19th, the “leadership” of the APC, Amaechi and party members had blocked the Force Headquarters in Abuja, “where they made uncomplimentary statements and threatened to do worse (things) in the days ahead.”

Among the places he claimed would have been attacked by the APC members and Amaechi were the Presidential Villa and the headquarters of the Independent National Electoral Commission.

He added that his men merely asked for identification from lawmakers and that they allowed those who complied into the premises.

The IG stated that, bearing in mind that the parliament in Burkina Faso suffered a similar attack recently, he ordered the massive security beef-up to safeguard the National Assembly.

He added, “The procedure was orderly until the arrival of Alhaji Aminu Tambuwal and his men with quite a number of suspected thugs to disrupt the security arrangements.

“Unfortunately, a tear gas canister exploded at the gate; the situation is unfortunate and it is being investigated.”

He also claimed to have briefed the Office of the Sergeant-at-Arms to the National Assembly and “some members of staff of principal officers” on the police action a day earlier.

Abba was very careful throughout his speech, avoiding the use of the word “speaker” when referring to Tambuwal.

Members were already boiling with anger over the IG’s attitude and could barely wait for him to round off before they berated him for “disrespecting” the Speaker.

Two members of the committtee, Hakeem Munir and Victor Nwokolo, asked him to retract his earlier comment and address Tambuwal with his official title, but Abba refused.

With members threatening to walk out of the meeting if Abba would not recognise Tambuwal as the Speaker, Bello-Kurmo called off the session abruptly.

The committee resolved that the discussions could no longer hold since the IG would not accord Tambuwal his respect.

Lawmakers stormed out of the venue angrily, stopping Bello-Kurmo from shaking hands with Abba or making efforts to see him off to the door.

Confusion in Babangida’s school over suspected suicide bombers

AN attempt on Maryam Babangida Girls’ Science College, Minna, Niger State, by two unidentified men was foiled on Thursday by an employee of the school.

Nigerian Tribune gathered that the teacher, a female, was rushing to the school in the morning through a footpath, when she was attracted by foul odour of substance suspected to be Indian hemp and stopped to look around.

It was further learnt that she sighted two men who had already changed into the school uniform and were about to wear the hijab. On sighting her, they allegedly asked her to return if she wished to be alive.


Out of fear, it was gathered, she took to her heels and headed back, but rather than running home, she went through the main gate to alert the school authorities, as students had already gathered for the assembly.

When the students got wind of the information, it was gathered that pandemonium broke out, while the school authorities alerted the police, military and men of the State Security Service (SSS), whose quick arrival, it was further learnt, helped to calm frayed nerves.

Speaking with newsmen in her office, the school principal, Hajiya Fatima Madugu, said the information given by one of the teachers at 7.30 a.m. saved the school from being attacked.

Also speaking, the female teacher (names withheld) said she followed the footpath to get to school early and meet up with her 8.00 a.m. lesson, only to be accosted by two unknown men who asked her to return home, if she wants to be safe.

“I was really scared when I saw them almost dressed in the school uniform. They had already worn the trouser, shirt and about to put on the hijab when I sighted them.

“It was the smell of Indian hemp that made me look around. One of them just walked to me and said ‘go home, there is no school today. Go if you love your life’
and I just took off my shoes and ran back. But, instead of going home, I went to inform our principal on the assembly ground,” she said.

But, the state Police Public Relations Officer, Ibrahim Abiodun Gambari, said the men in question were lunatics, whose presence early that morning created fears in the school. shocked

According to him, they were able to gain entrance into the school due to the porous nature of security in schools, but assured that adequate security would be given to schools by the police as well as security tips to help them in case of any eventuality.

The three senators from Ogun state on Wednesday presented their letters of defection from the All Progressives Congress to the Social Democratic Party, to the Senate President, David Mark.

The senators Messrs Adegbenga Kaka ( Ogun East ), Akin Odunsi (Ogun West), and Gbenga Obadara, in their separate letters, attributed their action to the fractionalisation of the APC in the state, which had led to the formation of two parallel executives.

Addressing journalists on behalf of his colleagues in Abuja on Wednesday, Kaka, who is the Chairman of the Ogun State lawmakers in the National Assembly, explained that seven out of the nine House of Representatives members from the state have also submitted their letters of defection.

Kaka said, “This is to formally inform you and the general public that we, the three Senators representing Ogun State, have just delivered our letters to the leadership of the Senate, notifying him of our resignation from APC and declaring for the SDP.

“This was consequent upon the fractionalisation in the party (APC in Ogun State) leading to the emergence of parallel executives from wards, local government areas to state levels.

“All our protests, appeals and demands for justice from the national leadership yielded no result. Rather, the faction that flagrantly flouted the party guidelines was given recognition by the National Executive.

“We subsequently did not partake in the national convention, as we rightly believe in the legal aphorism that, ‘you cannot build something on noting and expect it to stand.’

“We are therefore left with no option than to withdraw their membership of the APC after due consultations with their constituents.”

He said that from the registration of the APC, the situation in Ogun State was greeted with series of crises and since they saw that the marriage cannot work, their constituents demanded that they should pull out of the arrangement.

“Enough is enough, there is no force marriage anywhere. Since it could not work, we have resolved to part ways with them and we believe that where there is no justice, there is no peace and unity” he added.

The senators also threw their weight behind the action of the Deputy Governor of the state, Prince Segun Adesegun, who also dumped the APC for SDP, but refused to vacate his seat.

Minna—The Chairman of the 19 Northern Governors Forum and governor of Niger State, Dr. Muazu Babangida Aliyu has lamented that Nigeria would not have been in the current situation she has found herself following the violent activities of Boko Haram insurgents if the then military administration had taken the bull by horns by nipping it in the bud when the crisis started about 14 years ago in 1990.

Aliyu, who spoke on a programme, Platform organised by the Correspondents Chapel of Nigeria Union of Journalists, NUJ, Niger State also said it was not the responsibility of the northern governors to declare war on anybody or insurgents, as such powers belonged the Federal Government.

He stressed that the Book Haram war lasted till now due to the levity with which the sensitive issue was treated when it started.

“Boko Haram did not start yesterday. It had been with us since 1990. Sometimes in some parts of the North, some privileged children started tearing their academic certificates and said they were migrating. We failed to take any decisive action as we turned our faces against the act because we felt it did not concern us.

‘’Anybody who has gone to the university and you see him tearing his certificate; you will know that something is wrong somewhere and this is exactly what happened and here we are today and it is our hope that we will overcome this crisis,” the governor said.


He called on all Nigerians to be more vigilant and be more security conscious and also join hands with all arms of government in order to overcome the insurgences facing the country.

Aliyu had been asked to explain why the 19 governors in the defunct Northern Region had not teamed up the fight the insurgents.

He however, said that the northern governors cannot as a team or individually wage war against the insurgents because it was not within their constitutional powers to do so.

The Attorney General of the Federation, Mr. Mohammed Adoke, and the Inspector General of Police, Mr. Suleiman Abba, have insisted that the Speaker of the House of Representatives, Mr. Aminu Tambuwal, is no longer entitled to security details.

They argued that Tambuwal had ceased to be a member of the House and its Speaker, having defected from the Peoples Democratic Party, which in 2011 sponsored his election into the House of Representatives, to the All Progressives Congress.

They maintained that Tambuwal had now become an ordinary citizen, who was no longer entitled to the privileges attached to the office of the Speaker of the House of Representatives.

These are the contentions canvassed by both the Inspector-General of Police and Adoke in a joint counter-affidavit, which they filed before Justice Ahmed Mohammed of the Federal High Court, Abuja, in response to the suit by Tambuwal and the APC.

The IGP and the AGF are the 5th and 7th defendants in the suit respectively.

The plaintiffs filed the suit to challenge the withdrawal of his security details, alleged threat by the PDP to declare his seat vacant and remove him as Speaker.

The lawyer, who represented the IGP and the AGF, Ade Okeaya-Inneh (SAN), argued that the police authorities could not be accused of breaching the Constitution by withdrawing Tambuwal’s security details, since he (Tambuwal) had lost his seat as House member and Speaker.

The counter affidavit, which was deposed to on behalf of the AGF and IGP by one of their lawyers, Nnamdi Ekwem, read in part, “The 1st plaintiff (Tambuwal) vacated his seat in the House of Representatives as a member of that House, when he became a member of the 2nd plaintiff (All Progressive Congress) in October 2014, having been elected in 2011 on the platform of the 1st defendant (PDP).

“The seat of the 1st plaintiff in the House of Representatives became automatically vacant by virtue of his defection to the 2nd plaintiff (APC) and consequently ceased to be the Speaker of the 3rd defendant (the House of Representatives).

“The first plaintiff is not constitutionally entitled to security details and as such, the 5th defendant did not contravene any law by its withdrawal of the 1st plaintiff’s security details. The withdrawal of the security details of the 1st plaintiff was necessitated by the fact the he had vacated his office as a member of the House of Reps and consequently ceased to be the Speaker of the 3rd defendant.

“The 1st plaintiff is no longer a member of the House of Representatives and as such not entitled to any right or privilege attached to the office of the Speaker of the 3rd defendant. That, the 1st plaintiff, as an ordinary citizen of Nigeria, was not exposed to any danger of bodily harm because of the withdrawal of his security details.”

The other defendants in the suit are the PDP, its National Chairman, Alhaji Adamu Mu’azu, the House of Representatives, the Deputy Speaker of the House of Representatives, Mr. Emeka Ihedioha, and the Independent National Electoral Commission.

Just to inform all prospective postgraduate students that repatriation fee is no longer a condition for study visa application. I was at the SA embassy in Lagos today to submit my application and one of d consulars confirmed it and only asked me to pay d visa fee i.e N8,600. However, you must hold your birth cert. with u cos that was d only reason why I was asked to come back on Thursday. All the best guys..
