No permanent change in tactics, no evidence that issues of morale that have bedeviled the Nigerian Army were resolved, no evidence that Nigerian soldiers were given superior arms in the time he was in charge, no evidence that he ever purchased any helicopter gunships or assault helicopters.
I can't see the HARD EVIDENCE to support these claims.

To be frank, I find the accusations that Ihejirika has a hand in BH rather laughable. No sense in it at all. Still every bit as likely that the escalation in BH activities could just be tied to a change in tactics from bombings to an all out armed rebellion.
