FCTA PRESS RELEASE Wike Appoints Three New Members of IBB Golf Club Interim Management Committee The Minister of the Federal Capital Territory (FCT), Nyesom Wike, has approved the appointment of three new members of the Interim Management Committee of the Ibrahim Badamasi Babangida (IBB) Golf Club. The two new members are Edidiong Idiong, Brigadier General Onoyieta Mustapha Dennis Ogheneovo (Rtd) and Hadiza Yusuf Coommasie. According to the Minister's Senior Special Assistant on Public Communications and Social Media, Lere Olayinka, the three new members will join those appointed earlier. Earlier appointed as Chairman and Secretary of the Interim Management Committee were Dr Peter Deshi and Barrister Yomi Oyelola respectively. Others were Otunba Gbenga Elegbeleye, Arc. Nanwor Mamven, Mrs. Ekanem Ekwueme, Arc. Arabi Bello, Lawan Aboki, Okey Nnaedozie, Fred Otobo and Julius Fadairo. The Minister of the Federal Capital Territory (FCT), Mr Nyesom Wike, has summoned the chairmen of FCT area councils and leadership of the Nigerian Union of Teachers (NUT), FCT Wing, for a meeting. The meeting was to find lasting solutions to the lingering primary school teachers’ strike over unresolved welfare concerns. Wike stated this in Abuja on Thursday, after inspecting ongoing projects in preparation for inauguration to celebrate the second anniversary of President Bola Tinubu. He spoke while responding to the protest by the teachers in the early hours of Wednesday. The minister, who described the development as very unfortunate, wondered why the chairmen of the FCT area councils did not have conscience. He said that the area council chairmen refused to pay the teachers their entitlements, in spite of receiving approved funds specifically for that purpose. “They were unable to pay them. In fact, I got the report yesterday and have summoned all of them for a meeting. “You see, that’s the problem we have in this country; by the time I apply the big stick, people will be saying all kinds of things. “I don’t know why people don’t have conscience that these are teachers who take care of our children, and you are happy that you are not paying them their salaries,” he said. Wike explained that primary schools were under the purview of the area councils and not FCT Administration, adding that the area councils were in charge of primary schools. He appealed to the NUT to give him some time, assuring that the issues would be sorted out soon. Earlier, the NUT Chairman, Mr Abdullahi Shafa, who led the protest, acknowledged Wike’s intervention to resolve the lingering strike, including the release of N4.1 billion to the area councils to pay the striking teachers. He accused the area council chairmen of diverting the funds and called on the National Assembly and the Economic and Financial Crime Commission to intervene and called them to order. Primary school teachers had embarked on a series of strikes over non-payment of minimum wage and 40 per cent Peculiar Allowance. Other unresolved issues included the non-implementation of 25 per cent and 35 per cent salary increases, and the N35,000 wage award, among other benefits.

During the visit, the contractors handling the projects assured the Minister that both roads will be completed and ready for commissioning by next month. This grant allows beneficiaries to legally own and utilize land within the FCT under the provisions of the Land Use Act. Applicants are advised to ensure that all necessary documentation and processes are duly completed through the appropriate channels. Issuance of Titles for Mass Housing Estates In a bid to support affordable housing development and strengthen investor confidence, the FCTA is commencing the Issuance of Land Titles for approved Mass Housing Estates across the Territory. The Federal Capital Territory Administration (FCTA) has given land allottees 21 days to pay all statutory Right of Occupancy (R of O) bills and charges or lose the offer. Mr Lere Olayinka, Senior Special Assistant on Public Communications and Social Media to the FCT Minister, disclosed this at a news conference in Abuja on Friday. Olayinka explained that the measure was part of the broad and comprehensive reforms on land administration in the FCT, approved by the FCT Minister, Mr Nyesom Wike. He said that the reforms, which would become operational from April 21, covers specific areas like conditions of grant of statutory R of O, and contents of the statutory R of O bill. Others, he said, would include contents of Letter of Acceptance/Refusal of offer of grant of R o O, titling of mass housing and sectional interests, as well as regularisation of area council land documents. He explained that the crux of the sweeping reforms in the FCT land administration would ensure the regularisation of land allocations in area councils and title of mass housing properties in favour of buyers. He added that the land allottees were also expected to develop allocated lands within two years. Olayinka noted that before now, deadline for payment of bills, rents, fees and charges were not specified in the statutory R of O bill, with no penalty for failure to make payment promptly. According to him, the non-collection of R of O and non-payment of bills has caused delay in revenue generation due to the FCTA. “It has also caused slower pace of infrastructural development and promote sustained land speculation and racketeering. “Also, huge expenses have been incurred by the FCT Administration through repeated advertisements and publications notifying the public on the need for collection of R of O and timely payment of bills and charges. “Consequently, as against the unspecified period within which to collect the R of O and make full payment of the bills and charges, land allottees now have 21 days from the date of offer to make full payment of all bills, fees, rents and charges prescribed on offers, and submit a duly completed letter of acceptance alongside evidence of payments or lose the offer.” The spokesman added that FCTA had equally given land allottees two years from the date of the commencement of the R of O to erect and complete development on any land granted in the FCT. This, according to him, is against the lengthy or unspecified period within which to develop allocated lands. “Therefore, any R of O bills and other payments made outside the stipulated 21 days shall be considered invalid while any land granted should be developed within two years,” he said. Also, the Director of Land Administration, FCTA, Chijioke Nwankwoeze, said this was the first time the Administration had reviewed its land administration to improve efficiency. Nwankwoeze said that with this development, allottees would no longer hold their R of O in their house and assumed they owned a land in FCT. He said that beginning from April 21, any offer of R of O must be paid for within 21 days of offer to validate acceptance. “So, acceptance of the offer of statutory R of O in the FCT is now tied to payments of the accompanied bills,” he said. The director of land also said that for lands allocated in the area councils, the allottees would be expected to make all payments within 60 days.

Minister of Federal Capital Territory (FCT), Nyesom Wike, on Friday issued a 21-day ultimatum to land allottees in the nation’s capital to fully pay all charges prescribed on offers of Statutory Rights of Occupancy and submit a duly completed Letter of acceptance alongside evidence of payments, or lose the offer. Wike also gave all allottees in the FCT two years to develop their lands. The minister spoke through his Senior Special Assistant (SSA) Public Communications and Social Media, Lere Olayinka while briefing reporters on the recent issues surrounding land development in FCT. Olayinka disclosed that to date, out of the 261,914 Area Council land documents submitted for regularization, only 8,287 have been vetted, out of which only 2,358 were cleared, validated and regularized to statutory titles. He explained that the 8,287 were vetted from 2006 to 2023 (17 years), adding that this represents just 3.2% of the total land documents submitted for vetting and regularization as at today. The SSA said the FCT Administration is still left with 253,627 submissions in its database. Olayinka hinted that Area Council land allocations will henceforth be regularized, adding that Area Council allottees are given 60 days ultimatum to make full payment. Wike’s spokesman who briefed alongside Director of Land Administration FCTA, Chijioke Nwankwoeze said: “These reforms, which will become operational from April 21, 2025, cover specific areas like conditions of grant of Statutory Right of Occupancy, contents of the Statutory Right of Occupancy Bill, contents of Letter of Acceptance/Refusal of offer of grant of Right of Occupancy, titling of Mass Housing and sectional interests, as well as regularization of Area Council Land documents. “It should be noted that before now, the deadline for payment of bills, rents, fees and charges was not specified in the Statutory Right of Occupancy bill, and no penalty for failure to make payment promptly. Therefore, any R-of-O bills and any other payments made outside the stipulated 21 days shall be considered invalid while any land granted should be developed within two years. “On lands previously allocated by Area Councils, the law stipulates that all lands in the FCT are urban land. It therefore becomes necessary that all land documents issued by the Area Councils are considered for regularization to statutory titles in line with relevant statutes. “It should be noted that in 2006, the Zonal Land, Planning and Survey offices of the six Area Councils were directed to submit all Area Council allocation lists, layouts, files and registers to Abuja Geographic Information System (AGIS)/Lands Department, and this was done by the Area Councils. “However, to date, out of the 261,914 Area Council land documents submitted for regularization, only 8,287 have been vetted, out of which only 2,358 were cleared, validated and regularized to statutory titles. The 8,287 were vetted from 2006 to 2023 (17 years), and this represents just 3.2% of the total land documents submitted for vetting and regularization as at today, the FCT Administration is still left with 253,627 submissions in its database. “Area Council land documents successfully vetted and confirmed would have statutory titles on such lands issued and the allottees will have sixty days to make full payments of all bills, fees, rents and charges prescribed, failure of which the offers shall become invalid”. On Mass Housing, Olayinka said: “it should be noted that the Mass Housing Programme was initiated in 2000 to utilize the Public Private Partnership (PPP) strategy with the objective of providing affordable housing for the residents of FCT. “However, from the inception of the Mass Housing programme in 2000 till date, out of the 445 Mass Housing allocations granted, only two developers have successfully met the terms and conditions. A new operational framework for titling of Mass Housing and Sectional Interests has been developed to fast-track the exercise efficiently, effectively and diligently, in line with the Minister’s vision to restore confidence in the administration of lands in the FCT. “Currently, the holders/occupiers of properties within the various Mass Housing Estates in the FCT do not pay bills, rents, fees and charges to the government despite having held and occupied the properties for decades. In recognition of the urgent need to issue titles to the beneficiaries of Mass Housing and Sectional Interests, all applications for titling are to be made by the Subscribers/Developers to the Department of land Administration for processing. Processing of titles for Mass Housing and Sectional Interests shall commence on April 21, 2025, in line with the new operational framework”.

FCTA PRESS RELEASE Ada George Only Brought Violence, Killings To Rivers, No Single Development Former Governor of Rivers State, Rufus Ada George, has been challenged to list a single positive development he brought to the State, other than introduction of violence, killings and ethnic politics. Lere Olayinka, Federal Capital Territory (FCT) Minister, Nyesom Wike's Senior Special Assistant on Public Communications and Social Media, who threw this challenge in a statement on Thursday, said "At old age, people should begin to desist from acting shamelessly." He said it was on record the only impact that can be linked to Ada George, was the introduction of "Bush Boys" militant group, which he used to settle political scores, leading to the maiming and killing of innocent souls. The FCT Minister's Spokesperson asked; "After leaving office as Governor in 1993, what happened to his relationship with Dr Peter Odili, who was his deputy? Why did he not support Odili for governor in 1999 and 2003? Why was he in All People's Party (APP) while Odili was in People's Democratic Party (PDP)? Olayinka said; "Records of his involvement in the activities of the Bush Boys are well documented in the report of the 2008 Justice Kayode Eso led Rivers State Truth and Reconciliation Commission, which heard accusations that he (Ada George) sponsored the Bush Boys in the September 2001 violence. "Where are the Bush Boys he introduced and funded to kill and maim people in Rivers then? "As a former Governor of Rivers State, he could not reconcile the warring Okrika factions, reason they didn't have an Amayanabo until Wike became governor. Rather than ressolve the chieftaincy crisis, Ada George took side and used his Bush Boys militant group against those against his preferred candidate. "As Rivers State Governor, in 1993, when violence ensued in the Ogoni people's protest against exploitation by Shell, Ada George took side with his former employer against the Ogoni people. "That's the person of Ada George, who was among those who took side with the suspended Governor of Rivers State, Siminalayi Fubara when he threw rule of law to the dogs and was boasting that the State House of Assembly and its members existed only because he wanted them to exist. "He never for once told Fubara the truth that it was illegal to run a House of Assembly of 32 members with just three members and that it the height of wickedness to deny fellow indigenes of Rivers State their entitlements, thereby making it difficult for to feed and take care of their wives and children. "Today, at close to 85 years, the same Ada George, who was urging Fubara on in his regime of lawlessness, is addressing the press and advertising his shamelessly by accusing the FCT Minister of being behind the political crisis in Rivers State, including the imposition of a state of emergency and the appointment of sole administrators in all 23 local government areas. "One wonders where he kept his position as an elder when members of the State House of Assembly, who are indigenes of Rivers State were deprived of their salary and other entitlements by Fubara. "Also, did the same Ada George, not say that President Bola Ahmed Tinubu was a 'meddlesome interloper who engaged in executive rascality by intervening in the crisis and reaching amicable resolutions that all parties signed?' FCTA PRESS RELEASE Lere Olayinka, Federal Capital Territory (FCT) Minister, Nyesom Wike's Senior Special Assistant on Public Communications and Social Media, has said that it was unfortunate that some elders in Rivers State, who played ostrich when suspended Governor Siminalayi Fubara was acting like an emperor are now speaking like "children who lost their most priced toys." Olayinka, in a statement on Thursday, described as funny and unfortunate that a former Governor of Rivers State, Ada George, who was among those clapping for Fubara, when he was sitting on the salary and other entitlements of fellow indigenes of Rivers State, who are members of the State House of Assembly is now speaking on who should be blamed for the state of emergency in the State. During a media briefing, Ada George, had accused the FCT Minister of orchestrating the ongoing political crisis in Rivers State, including the imposition of a state of emergency and the appointment of sole administrators in all 23 local government areas. Responding, the FCT Minister's Spokesperson, who said people like Ada George lacked what it takes to be called an elder, said; "unlike these people masquerading as 'Rivers Elders and Leaders Forum', genuine elders sit in position of neutrality when there are conflicts among younger ones so that they will enjoy credibility and respect while sitting on the high table to ressolve the issues." He said; "When Fubara was orchestrating the burning and demolition of the Rivers State House of Assembly, supposed elders like Ada George were hailing him. They were telling him it was normal for three members to run a House of Assembly of 32 members, with 11 as quorum of one-third that can sit and 22 as two-third that can pass budgets. "When the President and Commander-In-Chief of the Armed Forces of Nigeria, Asiwaju Bola Ahmed Tinubu, intervened in the crisis and resolutions signed by all parties, it was this same Ada George that described the President’s intervention as 'executive rascality.' "He (Ada George) went further to say that the intervention by the President 'contravened the doctrine and practice of separation of powers and unilaterally suspended the constitution of the Federal Republic of Nigeria.' They were everywhere calling the President a meddlesome interloper and hailing Fubara. "Even when the Supreme Court ruled and made clear and unambiguous pronouncement, Ada George and his so-called elders still saw no reason they should tell Fubara to come down from his high horse of arrogance and lawlessness. Rather, they watched as he reeled out threats upon threats, including openly saying that he would give instructions as to what to do at the appropriate time. "True to his threats, Fubara gave instructions and Nigerians saw the outcome when oil pipelines started coming up in flames. I am not a lawyer, but I know that in Election Petition Matters, if you are challenging an election on the basis of irregularities or NON-COMPLIANCE with the Electoral Act, you must provide evidence in all the Polling Units you are challenging. Also, you don't just dump documents on the Court and go to sleep, you must bring witnesses to the court to speak to the documents. For instance, in a Governorship Election, if you are challenging conduct of election in 2,000 Polling Units, you must call witnesses in all the 2,000 Polling Units. The witnesses must be people who were present at each of the Polling Units - your Polling Agent or a voter in the unit. In other words, there must be a Polling Unit by Polling Unit analysis of non-compliance. The BURDEN of proving non-compliance rests on the Petitioners. The Supreme Court in CPC v INEC held that: "This court has consistently held that for a petition to succeed on non-compliance with the provision of the Electoral Act, the petitioner must prove not only that there was non-compliance with the provisions of the Act but that the non-compliance substantially affected the result of the election. Thus, the petitioner has the burden to prove that first, there was non-compliance with the Act, and that the non-compliance substantially affected the result of the election." Section 135(1) Electoral Act, 2022 provides that: "An election shall not be liable to be invalidated by reason of non-compliance with the provisions of this Act if it appears to the Election Tribunal/Court that the election was conducted substantially in accordance with the principles of this Act and that the non-compliance did not affect substantially the result of the election." Now, where petitioners plead non-compliance, they have a duty to prove it POLLING UNIT by POLLING UNIT, WARD by WARD. Meanwhile, petitioners have just 21 days from the date of the declaration of the election results by INEC to file an election petition. Section 285(6) of the 1999 Constitution (as amended) also provides thus: “An election tribunal shall deliver its judgment in writing within 180 days from the date of the filing of the petition”. How do Petitioners gather as much witnesses, documents and other processes to establish non-compliance? During, hearing, how do Petitioners in a Governorship Election gather and move as much as 2,000 witnesses to court to give evidence? But lawyers won't tell their clients all these.

The Minister of the Federal Capital Territory (FCT), Mr Nyesom Wike, has frowned at land grabbing and undeveloped lands in the territory. Wike raised the alarm while inspecting some ongoing projects in Abuja on Friday, in preparation for the second anniversary of President Bola Tinubu. The minister particularly complained about the size of the land acquired by the University of Abuja for its permanent site, with the larger portion undeveloped. Describing the development as “unacceptable”, the minister wondered why a university would acquire more than 1,000 hectares of land. He said that no institution or individual should take over huge sparse areas of land and deny development in the area. He argued that contrary to popular opinion that huge spares of land were being acquired for future development, most times the action was just land grabbing. He said that institutions often acquire huge spares of land and claimed it was for future development but would later lease the land out to people. “It doesn’t make sense. “What makes a university is not the large expanse of land; what makes a university is the infrastructure and the quality of training. “You can have 20,000 hectares of land and the university does not have any infrastructure. So, who does it help? “We must stop this idea of just acquiring land for acquiring sake. That is not the essence of it,” he said. He added that the Nigeria Police had also been given land in the area but had also failed to develop it. According to him, taking more land that is needed is simply land grabbing, nothing more. “If they give you land, If you develop it, fine; if you don’t develop it, the government will take it back and give it to those who want to develop. That is our position.” When asked whether the FCT Administration would take any action, the minister said no, for now. He, however, said that he would discuss with the FCTA Director of Lands and invite the university and the police to find out why they have not been able to develop their respective lands. He expressed optimism that with the ongoing construction of the road leading to the Economic and Financial Crime Commission’s (EFCC) Academy, many land owners in the area would be encouraged to develop their lands. “I am sure that the road will attract people to come and develop their properties,” he said. The minister assured FCT residents that most of the ongoing projects would be inaugurated in May to celebrate Tinubu’s second year in office. He said that the 15-kilometre Apo to Wassa service lane on the Outer Southern Expressway, including the road leading to the EFCC Academy would be completed and inaugurated in May. “We are very happy with what we are seeing, particularly the quality of the job. “We believe to the glory of God, that Mr President will also be happy when he comes to inaugurate these projects. “We commend the contractors for the good job they are doing and we assure them that we will continue to partner with them for the development of Abuja,” Wike said.

Reacting, the FCT Minister's Spokesperson said in a statement on Saturday, that it became necessary to put the records straight, hence the need to debunk Atiku's lies, insisting that "Wike never put himself forward to be Atiku's running mate then, Atiku did by himself, and he (Wike) accepted his offer with conditions." Olayinka said it was a fact that in the committee report, Wike had 13 votes while Okowa had two. He said "the committee set up by the PDP picked Wike as Atiku's running mate, but for reasons best known to him, he settled for Okowa, who had two votes from the committee members. That's the truth Atiku should tell and stand with, not trying to colour his decision with falsehood." Olayinka, who noted that, for devout Muslims, the period of Ramadan is that of holiness, said "Al-Bukhaari (1903, 6057) quoted Abu Hurayrah (may Allah be pleased with him) as saying that Holy Prophet Mohammed (PBUH) said: 'Whoever does not give up false speech and acting upon it, and ignorance, Allah (Subhanahu Wa Ta'ala) has no need of him giving up his food and drink.' "Unfortunate, Atiku chose to tell lies so brazenly during the holy month of Ramadan, obviously forgetting that Allah (SWT) do not hearken to the prayers of liars, probably the reason he (Atiku) has continually failed in his desperation to be president of Nigeria." She violated Rule 53(4), which prohibits senators from persisting in misconduct after being called to order, Rule 56, which mandates proper speech and behavior, and Rule 67, which ensures disciplined legislative debates. By ignoring these rules, she showed contempt for the very institution she was elected to serve. The Senate took necessary action to uphold discipline. A legislative chamber is not a personal battleground for theatrics and reckless behavior. Lere Olayinka, the Senior Special Assistant on Public Communication and Social Media to the Minister of the Federal Capital Territory, FCT, Nyesom Wike, has said the Minister is working for the Nigerian government and not the All Progressives Congress, APC. Olayinka was reacting to the decision of the FCT Administration to revoke land belonging to the Peoples Democratic Party, PDP. There has been an uproar since the FCTA, under Wike, revoked 4,794 land titles over failure to pay ground rent for the past 20 years. PDP’s National Secretariat was among the affected properties revoked by Wike despite him being a member of the party. However, Olayinka said Wike carries out his duty without favoritism or preferential treatment. Featuring on Arise TV’s Morning Show, Olayinka said: “No leader of the party is working for the opposition. I know that you are alluding to the fact that Wike is a Minister in an APC-led government. “A Minister in the government is not working for the ruling party; he is working for the government of Nigeria, he is working for Nigeria. “PDP leaders in this government are working for the government of Nigeria, not for APC. “Wike is a PDP member and remains in the party, but he has never been involved in the administration of PDP. The only thing people outside the NWC can do is support the party financially, morally, or otherwise. “Those directly involved in the administration of the party are the ones who know what to pay and what not to pay. “As of 2003-2004, PDP refused to pay ground rent on Wadata Plaza. Bode George was the Deputy National Chairman of PDP and was in the NWC, so he should know. “Wadata Plaza does not belong to PDP. So when I listen to Debo Ologunagba, the most incompetent National Publicity Secretary PDP has ever produced, saying it’s a fight against democracy and opposition, he, as a member of the NWC, should know that on paper, the place does not belong to PDP. “The Minister does his job without looking at faces.”
