That's the beauty of statistics, depends on what you are looking for. For business purposes you need raw numbers i.e. $1 per person on the internet gives you $57M in Nigeria and $25M in SA ( though this is rather simplistic) where would you rather be?
If you also look at the percentage 34% penetration in Nigeria shows a lot of unmet need and underserved population unlike SA that is about 53%.
But if you are looking at level of development then rate of population using or with internet access will be a factor.
