As the wrangle over the NFF seat continues, one of the factions has appointed a deceased arbiter for Sunday’s NPFL clash between the Seasiders and Jos Elephant Chris Giwa’s group of the Nigeria Football Federation has listed a late referee Wale Akinsanya for this weekend’s Week 13 Nigeria Professional Football League fixture between Warri Wolves and Giwa FC. Akinsanya passed away during a Nigeria Referees Association fitness test on January 22, 2016 and has since been committed to mother earth. In a statement sent to the League Management Company and signed by Yahaya Adama, the deceased arbiter was appointed to handle the clash billed for the Warri City Stadium, and to be assisted by Tope Orowole and Adeleke M. On Wednesday, Giwa’s group had rejected the peace move by sports minister, Solomon Dalung to end the crisis rocking the football federation. In a statement signed by the group’s chairman of chairmen, Effiong Johnson, it urged Nigerians to disregard the action of the minister, as it was to deceive football followers. “In the first place, the minister is a party to the case in court as the fourth defendant and when the court by an Order made on April 8 2016 restored all its previous orders, including the order which nullified and set aside the election which purportedly produced Amaju Pinnick et al,” Johnson wrote in a statement. “The minister betrayed his partisanship in the dispute by wasting no time to hold brief for the Amaju Pinnick group in his erroneous and flawed public statement that the group was entitled to 30 days to appeal against the ruling of the court. “The minister has thus lost the moral podium to midwife any settlement of the dispute. Secondly, the composition of the membership of the so-called reconciliation committee leaves no one in doubt that it was constituted only for a hatchet job for the Amaju Pinnick group. “Virtually all members of the committee are associates of the Amaju Pinnick group. For instance, Musa Amadu is not only a co- defendant with the minister in the case but is also the chairman of the Organising & Disciplinary Committee of the Amaju Pinnick group. Barrister Okey Obi has made statements in many fora on behalf of the Amaju Pinnick group and has also appeared in court as counsel to the defendants, while Paul Bassey is known to be an avowed supporter of the Amaju Pinnick group.” Former NFF boss Ibrahim Galadima is the head of the seven-man reconciliation committee, which has one week to submit its report. http://m.goal.com/s/en-ng/news/4111/npfl/2016/04/22/22683182/bizarre-nff-appoints-dead-referee-for-league-game |

A t least nine people were killed by two female suicide bombers during an attack on an Internally Displaced Persons (IDP) camp in Banki, a border town with Cameroon, local sources said. Two female suicide bombers detonated their strapped explosives at about 7pm on Wednesday, killing at least at least seven internally displaced persons and themselves. More than a dozen people were wounded, according to sources speaking with SaharaReporters. Banki is located in Bama Local Government Area (LGA) of Borno State. In the last three days Boko Haram have intensified their attacks in Borno State where an unspecified number of insurgents and soldiers have been killed. A local who spoke to SaharaReporters said two female bombers “maneuvered their way into the Banki IDP camp at about 7pm, killing seven people and injuring a dozen. But the death toll may rise due to little children who were critically wounded [in the attack]." SaharaReporters gathered some of wounded persons have been taken to Cameroon for treatment. http://saharareporters.com/2016/04/21/two-female-suicide-bombers-kill-seven-borno-idp-camp |

The PUNCH can authoritatively report that the Senate President, Dr. Bukola Saraki, has filed another application before the Code of Conduct Tribunal, to stall his ongoing trial on charges of false asset declaration. Saraki whose numerous applications seeking to stall the trial had been dismissed by the CCT itself and others including the Supreme Court, through his fresh motion, is asking the tribunal chairman, Danladi Umar, to disqualify himself. Our correspondent learnt that Saraki, through his fresh motion filed before the CCT on Tuesday, asked Umar to disqualify himself from the trial on the basis that the tribunal chairman is allegedly under criminal investigation by the Economic and Financial Crimes Commission. He alleged in the motion that Umar would likely be biased in the handling of his trial since the EFCC which is allegedly leading the prosecution of the Senate President before the CCT is also investigating the tribunal chairman. The application was filed before the CCT by Mr. Raphael Oluyede, who has not been part of Saraki’s defence team before the CCT. Oluyede was the lawyer who filed the case seeking to stop Saraki’s trial but which was dismissed by Justice Abdu Kafarati of the Federal High Court in Abuja last Friday. The fresh application has not been served on the prosecution in the case. http://saharareporters.com/2016/04/20/saraki-seeks-stall-trial-again-asks-judge-disqualify-self |

T he Nigerian Senate Ethics Committee composed of 11 members met today at the National Assembly in Abuja and hastily decided to jettison plans to summon the Chairman of the Code of Conduct Tribunal Danlami Umar. Saharareporters learnt that members of the tribunal buckled under pressure as they received many calls from constituents condemning the move. Last week Saharareporters released telephone numbers of all Nigerian lawmakers to the public and yesterday followed up by releasing names and numbers of members of the Ethics Committee including a new mobile number secretly acquired by the chair of the committee, Senator Samuel Anyawu. The Ethics Committee members had plotted to use the summon of Justice Umar as a means of weakening the trial of Senate President Bukola Saraki at the Code of Conduct Tribunal. Mr Saraki's trial started on Monday over allegations that he failed to declare his assets as required by law. http://saharareporters.com/2016/04/20/nigerian-senate-ethics-committee-has-called-summon-issued-cct-chair-umar |

The Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, has said that the government would not leave any stone unturned in its desire to find a lasting solution to the problem of killings by Fulani herdsmen in the country. He faulted those who claimed that President Muhammadu Buhari had been silent on the matter herdsmen/farmers clashes, saying it was unfortunate that people only chose what they wanted to hear. He said, “It is not true that the President is sectional and that he has been silent on the Fulani herdsmen crisis because he is a Fulani. “That is not true. The President has not been silent on the matter. It is unfortunate that some people choose what they want to hear. “The President has spoken against the crisis many times. We also issued a press statement on the matter. “No stone will be left unturned in finding a lasting solution to the crisis.” Meanwhile, an Abuja-based group of young professionals of Tiv extraction under the aegis of Club De Pals, on Friday, faulted President Buhari’s failure to tackle the on-going killing of farmers by Fulani herdsmen in Benue State. In an open letter to the President, the group expressed concern that despite the global attention which the genocidal attacks had generated, the Federal Government continues to pay lip service to the crisis. The group said, over 3,000 people had been killed and property worth hundreds of millions of Naira destroyed since the crisis broke out. It called on President Buhari and the APC-led Federal Government to urgently treat the crisis with the same seriousness it was tackling the insurgency in the North-East. The letter partly read: “The latest round of the crisis, which started in Agatu local government area with the killing of over 400 people in one single attack, has spread to Tarka, Makurdi, Guma, Logo, Katsina-Ala, Buruku, Gwer West, Ukum and Kwande Local Government Areas of the state. “We state emphatically that the continued silence of Mr. President on this very significant national security matter, the response of the Minister of Interior, Lt-Gen Abdurrahman Danbazzau, to convene a ‘town hall meeting’ without any specific date, the comments credited to the Inspector-General of Police, Mr. Solomon Arase, during his visit to Agatu community that he could not see the bodies of the 400 people massacred in 10 villages, have all combined to give us the message that we are not liked, we are unsafe and unprotected by the Federal Government. “It is appalling that the Nigerian security forces delayed deployment of their men and officers to stem the bloodletting until hundreds of people had been killed by the Fulanis.” http://www.punchng.com/herdsmen-fg-will-find-lasting-solution-presidency/ |

In addition to leading Ansaru, a Boko Haram splinter group affiliated with al-Qaeda in the Islamic Maghreb, al-Barnawi was responsible for recruiting young people into Ansaru and Boko Haram terrorist groups. The DSS also arrested Bello Danhajiya, a close associate of al-Barnawi. Investigations indicate that he was second-in-command to al-Barnawi and was involved in gun-running among other criminal activities. In another development, the DSS also announced the arrest of several individuals suspected to be guilty of impersonating police officers and other government officials. The following were arrested: Aminu Ado, David Ali Michika, Umar Hamza, James Malu Akune, and Kazeem Kayode Usman. Read the full press release below: DANHAJIYA is a Fulani from Zamfara State and a strategic accomplice of AL-BARNAWI. Preliminary investigations have disclosed his involvement in gun-running, cattle rustling and other nefarious criminal activities principally on the directives of his commander, AL- BARNAWI. So far, efforts are being made to conclude the investigations and commence prosecution in line with the law. In another development, this Service, worried by the spate of impersonation of government officials and the increasing rate of defrauding of unsuspecting members of the public by some unscrupulous elements, launched detailed investigations aimed at checking the situation. The Service, therefore, wishes to inform the public about the outcome of these successful operations which have led to the apprehension of the following suspects: i. Aminu ADO (aka Yusha’u Muhammed Yerima ADAM); ii. David Ali MICHIKA; iii. Umar HAMZA; iv. James Malu AKUNE; and v. Kazeem Kayode USMAN. Aminu ADO: ADO was arrested on 24th March, 2016 at Keffi Nasarawa State. He confessed to defrauding T.Y. DANJUMA (Lt. Gen/Rtd) of N1m in 2015 and wife of Akwa Ibom State Governor of three Hundred Thousand Naira in collaboration with one Hajia AISHA (FNU), who impersonated the wife of former Gombe State Governor, Danjuma GOJE. Also, he confessed to defrauding members of the public by claiming to be the Chief Security Officer (CSO) to the President. Further investigation revealed that ADO had the mobile phone numbers of all the Federal Executive Council (FEC) members, some State Governors, their wives and Aides as well as that of prominent Nigerians and Military/ Police Officers. David Ali MICHIKA: Subject is a 43-year old from Jimeta, Adamawa State but resides at Ungogo LGA of Kano State. He once lived in Riyad, Saudi Arabia for ten years as an illegal immigrant until he was deported in 2008. He was arrested in Kano for impersonating the Secretary to the Government of The Federation (SGF). MICHIKA had called several high ranking Government officials soliciting for funds to settle spiritualists (Mallams) for prayers rendered for the success of the APC in the 2015 general election and for peace in the nation. Umar HAMZA: HAMZA is a 39-year old school teacher from Tarauni LGA of Kano State. He was recruited by MICHIKA to act as the spiritualist based in the Niger Republic to be paid for the service rendered. He received calls from the victims while pretending to be the spiritualist. James Malu AKUNE: AKUNE is a 40-year old male from Tarka LGA of Benue State. He claims to be a contractor with business interests in China and USA. He paraded himself as the brother of the Minister of Niger Delta Affairs and defrauded people on false promises of contracts. He equally arranged to get a contract for companies from the victim Support Committee for the North-East, headed by T.Y. DANJUMA. Before his arrest, AKUNE called Contractors and promised them an appointment with the Minister of Niger Delta Affairs. Kazeem Kayode USMAN: USMAN was arrested in Lagos on April 12th, 2016. He has been on the trail of security agencies for the impersonation of Abba KYARI, Chief of Staff to the President. It is instructive to note that these suspects opened and operated bank accounts through which they collected various sums of money from their victims. A major revelation to this effect is the haste with which banks opened accounts for prospective customers without ascertaining their genuine personal details. Another noticeable trend is the spread of impersonators who adopt different illegal means to defraud their victims. The public is to take note of this trend and report such suspicion persons to appropriate security agencies. This Service wishes to re-emphasize its commitment to the safety of all law-abiding citizens and residents and will continue to deal decisively with those who have chosen to be on the wrong side of the law. A classified US document obtained by SaharaReporters has revealed that the American government in February 2009 banned Governor Ayodele Fayose of Ekiti State from getting a visa to enter the US. It is unclear whether the ban remains in force. Mr. Fayose’s wife, Feyisetan Helen Olayemi Fayose, whose date of birth was given as January 8, 1964, was also targeted for the visa ban. The document showed that the US Embassy recommended the cancellation of her existing visa, which was supposed to be valid until February 2010. Other members of the governor’s family recommended for the 2009 visa ban included his first son, Oluwajomiloju John Fayose, born on February 18, 1992. His B2 visa was recommended for cancellation even though it was supposed to be valid until July 27, 2010. Also covered by the 2009 visa prohibition recommendation were Mr. Fayose’s two others sons, Ayorogbayimika Mine Fayose, born August 1, 1995, and Chukwuemeka Boluwatife Fayose, born November 5, 1997. Both were to have their existing visas rescinded, even though the visas were supposed to be current till July 27, 2010. An interagency committee at the US Mission in Nigeria decided to target Mr. Fayose for visa ineligibility by asking President Barack Obama to invoke Presidential Proclamation 7750 (PP7750), after Mr. Fayose's impeachment in 2006. The classified document indicated that Mr. Fayose had stolen as much as $81 million from the coffers of Ekiti State during his inaugural tenure as governor. Apart from the main allegation of corrupt enrichment, in which Mr. Fayose was accused of using several companies to steal from Ekiti State, he was also portrayed as having “provided stipends to people to attend his rallies and paid journalists to write favorable stories.” In excluding Mr. Fayose from entry into the US, the US Embassy also remarked that the governor was involved in the “triggering of events,” citing him for using political violence to corrupt elections. The classified document provided a list of persons murdered by associates of Mr. Fayose. The murder victims include Tunde Omojola and Ayo Daramola, both of them murdered by well-known aides or associates of Mr. Fayose. Mr. Fayose was also suspected of involvement in the attempted assassinations of Taiwo Fasuba, then chairman of Ado-Ekiti local government area, and Afe Babalola, a prominent lawyer who hails from Ekiti State. In a text message to SaharaReporters, Mr. Fayose suggested that the visa restrictions had been lifted or that his immediate family members were never barred from entering the US after all. “My family (wife and son) was in the US last summer,” the governor stated in the text. His text further stated, “I have only been to the US only twice in my life. During my trial by EFCC between 2007 and 2014, in 2009 the court [asked] that my passport be deposited with the court. I approached the American Embassy for renewal [and they] said I can come back after the trial. I have since won my case at the Ado Ekiti Federal High Court in 2014, which discharged and acquitted me. I have not approached the US Embassy since then.” Mr. Fayose added he was not aware of any continuing visa ban targeting him even though he admitted to our reporter that when he approached the US Consulate in February 2009, he was told to go and conclude his corruption trial. He stated that he had not applied to the US Consulate for travel ever since he controversially became governor again in a highly tainted election in 2014. SaharaReporters learned that Mr. Fayose went into hiding for several months after he was impeached as governor of Ekiti State. He then approached the US Consulate on February 13, 2009, seeking a visa to visit the US for an “urgent medical issue,” but his application was denied. http://saharareporters.com/2016/04/09/governor-fayose-was-banned-entering-us-over-corruption-political-violence |

The Economic and Financial Crimes Commis s ion (EFCC) is holding in custody former President Goodluck Jonathan’s cousin, Mr. Azibaola Roberts, over alleged links with the arms scandal involving the Office of the National Security Adviser (ONSA). New Telegraph gathered that Roberts, who was arrested on March 23, alongside his colleague, Dakoru Atukpa, is the owner of Oneplus Holdings, which was among the 300 firms indicted by the Presidential Audit Panel on arms procurement between 2007 and 2015. Oneplus Holdings was paid $40 million by former National Security Adviser (NSA), Colonel Sambo Dasuki (rtd), for oil pipelines security contract. The 13-man Arms Panel, after scrutinising documents, had recommended Oneplus Holdings, among other companies and persons, for further investigation by the EFCC. Roberts’ counsel, Mr. Goddy Uche (SAN), has alleged a case of vendetta against former President Jonathan. Uche said the suspect was allegedly being persecuted owing to his relationship with the former president. Uche accused the Federal Government of shying away from its responsibility to pay Roberts’ company an honorarium of $4 million, being an outstanding payment for an assignment, which his client helped the Federal Government execute. “My client is being (allegedly) persecuted and punished because of his DNA, as a relative of Dr. Goodluck Jonathan. “It is impunity and breach of their fundamental human rights. We have a civil dispute and then you turn around to lock up the party with whom you have a dispute. Then, you go ahead to give him impossible bail conditions. Two federal serving directors each with properties in Maitama or Asokoro and original of their Certificates of Occupancy; the four directors are also required to present bail bonds of N250 million each from reputable banks. “Robert and Atukpa are also required to deposit their international passports. “Which serving director in Nigeria today has property in Asokoro or Maitama district and can boast of N250 million? It’s like saying bring the bones of your grandmother alive before we grant you bail. “The annoying thing is that while we were working to fulfill the bail conditions, the EFCC went to court and obtained a remand order; which means that the Commission never intended to grant them bail in the first place. “My clients are innocent until proven guilty, according to the laws of Nigeria. So, their continuous detention is a breach of their fundamental human rights as free citizens of Nigeria. The appropriate thing for the EFCC to do in this circumstance is to release them now or charge them to court,” Uche said. The EFCC, however, denied any wrongdoing, as the anti-graft agency said it has a valid order of court to keep the duo, pending conclusion of investigation. In an interview with New Telegraph yesterday, the Head of Media and Publicity of the EFCC, Mr. Wilson Uwujaren, hinged the continuous detention of Roberts and Atukpa, on their inability to meet the administrative bail condition(s) the commission granted them. He further disclosed that the anti-graft agency has in its possession a valid order of court, to keep the duo pending conclusion of investigations. According to Uwujaren, “He (Roberts) was arrested and is still being held. Two days after they were offered administrative bail, they could not meet the terms of that bail. ” Consequently, the commission went and obtained a valid court order to keep them, pending conclusion of investigation.” Since the inauguration of the Presidential Audit Panel, revelations of alleged non-compliance with procurement law, have been made, leading to the arrests and prosecution of well- placed individuals, including Dasuki, a former Sokoto State governor, Alhaji Attahiru Bafarawa, as well as a former Minister of State for Finance, Ambassador Bashir Yuguda. Also arrested were a for mer Chief of Defence Staff (CDS), Air Chief Marshal Alex Badeh trtd), an ex- Chief of Air Staff (CAS), Air Marshal Adesola Amosu (rtd), and many other retired and serving military officers. http://newtelegraphonline.com/arms-scandal-efcc-detains-jonathans-cousin-2/ |

The Federal Government in a bid to reduce the amount being spent on overheard expenditure on Wednesday night banned all top officials of government from flying first class while embarking on officials trips. It said henceforth, all top officials of government such as ministers, permanent secretaries, Chairmen of Federal Government Committees, as well as Chairmen and Chief Executives of Parastatals and Agencies are to travel on business class. The development was confirmed in a statement issued by the Media Adviser to the finance minister, Mr Festus Akanbi in Abuja. In the past, some government officials who should have been on business class usually travelled on first class, while many others travelled business class instead of economy class. Akanbi in the statement said the new directive has been captured in a circular on review of overhead expenses released by the Office of the Secretary to the Government of the Federation. He said the development is one of the recommendations made by the Efficiency Unit which was set up by the Minister of Finance, Mrs Kemi Adeosun, last last year aimed at reducing overheard expenses. The unit was set up to engender transparency and reduce government’s large expenditure through procurement in the various ministries, departments and agencies of the Federal Government. http://www.punchng.com/fg-bans-govt-officials-from-flying-first-class/ |

A member of the House of Representatives, representing Agege Federal Constituency, Lagos State, Taofeek Adaranijo, on Tuesday said the full details of the 2016 Appropriation Bill would be forwarded by the National Assembly to President Muhammadu Buhari for assent before the end of the week. Buhari had refused to sign the budget owing to the failure of the National Assembly to send the full details of the N6.06tn harmonised budget passed by the two chambers. Adaranijo, who spoke shortly after inspecting some projects in Lagos, stated that the Senate and House of Representatives’ committees on appropriation had been working together to ensure that the president got the full details of the budget before the end of the week. He said, “The delay was caused by the lapses identified in the budget. As responsible parliamentarians, the lapses identified had to be sorted out first.” Adaranijo, who is a member of the House Committee on Works, inspected ongoing road constructions by the Lagos State Government in collaboration with the Agege Local Government Area and the Orile-Agege Local Council Development Area. Adaranijo, who also inspected the ongoing construction of the Abule Egba flyover and some borehole projects which he sponsored for the people of his constituency in Magbon, Olusanya and Ago Igbira, commended Governor Akinwunmi Ambode for taking the initiative to partner the councils. He said, “The projects have demonstrated Ambode’s love for the people. It must also be noted that this is about the first time that such first class roads would be constructed with walkways, drainage channels and streetlights. “During electioneering, we made a lot of promises to the people. The projects are in fulfillment of our promises to them. “As a representative of the people, I felt it is pertinent for me to come and see what is going on so I can report back. Anytime I see the governor, I will appreciate him for the ongoing projects.” The Chairman of All Progressives Congress in the Orile-Agege LCDA, Sunday Ajayi, commended Ambode and Adaranijo for the projects in the council, adding that the projects were excellent. http://www.punchng.com/buharill-get-budget-details-this-week-says-rep/ |
