The Federal Executive Council presided over by
President Muhammadu Buhari on Monday
approved the nation’s Medium Term
Expenditure Framework in preparation for the
presentation of the 2016 budget.
The framework sets up government’s economic
plans for the next three years.
The Minister of Budget and National Planning,
Senator Udo Udoma, explained this to State
House correspondents at the end of the
council’s emergency meeting also attended by
Vice President Yemi Osinbajo.
Udoma was joined at the briefing by the
Minister of Information and Culture, Lai
Mohammed; and the Minister of State for
Budget and National Planning, Zaynab Ahmed.
Giving some of the highlights of the approved
MTEF, Udoma said the council agreed on $38
per barrel of oil as benchmark price for the
budget, a figure he said the council considered
to be very conservative.
He also said that the council also agreed to
peg the production of crude oil at 2.2 million
barrels per day for next year.
Udoma said after the approved MTEF would
have been submitted to the National
Assembly, the preparation of the 2016 budget
would be finalised.
He, however, gave a hint that the 2016 budget
would be around N6tn, about N1tn more than
the current budget.
The minister said the increase in the budget
figure would be devoted to capital
expenditure.
Udoma said, “At today’s meeting, the Council
approved the Medium Term Economic
Framework, which sets out the policies of
government over the next three years. It sets
out the fundamental economic underpinning
of the budget.
“The highlights are as follows: we project and
we are working with $38 per barrel crude oil
price. We consider that to be very conservative
but because of the uncertainty, we felt that we
should start with a conservative crude oil
price.
“We are also working with 2.2 million barrels
a day production, saying it is achievable,
particularly with the passage of the Petroleum
Industry Bill, which we are working to achieve.
We believe that that is a modest figure and
that we should be able to produce something
higher than that.”
The minister explained further, “And so next
year, we are looking at an expansionist
budget. We are looking at a budget that will
be N1tn more than last budget. So, we are
looking at a budget of about N6tn.
“This year’s budget, including the
supplementary, was about N5tn. So, we are
looking at a N6tn budget. All the increases
actually will be spent on capital projects,
because there is the need to increase the
capital expenditure because of the
infrastructure issues that we have to address.
“Following from this, the MTEF will be
submitted to the National Assembly and we
expect a feedback from them; thereafter, we
will be working to try and get the budget
finalised. It is when the budget is finalised
that you will really see the details of what we
intend to do. This is just a medium term
economic framework.”
When asked how the Federal Government
intended to fund next year’s budget, Udoma
said the government would increase non-oil
revenue from its agencies and keep down the
recurrent expenditure.
He added that the government would ensure
efficiency from revenue generating agencies
like the Federal Inland Revenue Service,
especially in terms of company income taxes.
Udoma added that at the end, the balance
would be sourced through borrowing and
explained that the government desired a
prudent and credible budget and was,
therefore, projecting 30 per cent of the budget
for capital expenditure.
He said, “We will get the funding from two
sources. We are looking at trying to increasing
our non-oil revenue and we are looking at
trying to get more money from the various
government agencies by policing their
collection and trying to get more money from

Olympic athlete Oscar Pistorius has been
found guilty of murder after a South African
appeals court overturned an earlier
manslaughter verdict.
He killed his girlfriend Reeva Steenkamp in
February 2013 after shooting her four times
through a locked door.
He is currently under house arrest after
spending a year of his five-year sentence in
jail.
Pistorius will now have to return to court for a
new sentence to be decided.

A group of Muslim youths under the aegis of Muslim Youths in Da’wah on Tuesday at the headquarters of the National Youth Service Corps in Abuja protested against the ban on the use of hijab by female Muslim corps members, especially during orientation camps. But the Director-General of the NYSC, Brigadier-General, Johnson Olawumi, insisted on the ban, saying it was “for security reasons.” The national coordinator of LMYiD, Luqman Hassan; and the Deputy Coordinator, Kamarudeen Adefila, had told the NYSC DG that a major protest by Muslims was averted because of the ban on hijab in most orientation camps. Hassan told the DG, “We are here to discuss with you about the incident that happened recently in various camps across the country. We have a guiding principle which is based on the Holy Q’uran. We are all Nigerians and the principle which guides us is the constitution and the African Charter on Human rights. “Members of the NYSC are Nigerians who have contributed to the development of this country; female corps members deserve protection by the NYSC. We don’t believe that a female corps member putting on hijab has done any wrong against the Act establishing the NYSC. So they deserve the respect of the NYSC. We have travelled far and wide and visited different camps. Why are the rights of female corps members being infringed upon. We are here to register our displeasure.” “Many Muslim organisations wanted to protest, but we said wait a while. In fact, we have to intervene to avoid the situation and if Muslims march on the streets, it will attract a lot of negative comments, but people won’t know why we are protesting,” Adefila had added. In his response, Olawumi said, “Under my leadership, the NYSC will accord respect to every corps member, irrespective of tribe and religion. The incident in Benue State was caused by the use of long hijab. The security situation in the country is tough. There is the danger of somebody using hijab for other reasons. “There have been cases where young girls put on hijab and eventually turn to suicide bombers. Boko Haram members know how to get at whoever they want as target. That is why we frown at the wearing of long hijab. Please call on all your Muslim youths to be patient and adhere to it, just for a short period during the camp. We frown at long hijab because of the security implication.” The NYSC DG expressed disappointment in the allegation by the visiting youths. “Why are you so particular on your alleged infraction on the rights of youths without mentioning any one of such on Christian youths? Produce your evidence, write to us and I can assure you that we will act fast. When the incident in Benue State was reported to us, I swung into action and ensured that the camp commandant was decamped immediately. We are not magicians; if you have any evidence, write to us and we will not hesitate to act.” The NYSC Legal Adviser, Ahmed Tijani Ibrahim, said the incident in Benue State was under investigation. He said, “I’m a Muslim and in our camps, I know that we have treated everybody equally. You mentioned the fact that you would have proceeded to protest. Very minor issues could trigger off mass protest. “We will see the way forward to this complaint. I can assure you that the issue will not be swept under the carpet. The Minister of Communications, Adebayo
Shittu, said on Tuesday that President
Muhammadu Buhari would decide MTN
Nigeria’s fate regarding the N1.04tn fine
imposed on it by the Nigerian
Communications Commission.
He stated that the President would take the
final decision on the matter at the appropriate
time and “in the public interest.”
The minister also said that Buhari’s decision
would be on the basis that the “government
and MTN are on the same page that rules had
been broken in this instance.”
Shittu stated this on the sidelines of the
Alliance 4 Affordable Internet Nigeria Coalition
Conference in Lagos, according to an online
publication, Technology Times.
“The issue is now before Mr. President. He will
take the necessary decision at the appropriate
time. I think Nigerians will expect that Mr.
President would do the best to ensure that the
public interest is guaranteed,” he said.
The minister dismissed reports that the
government was negotiating with the MTN
Group and was considering slashing the fine,
saying there was no conflicting position on
where the government stood on the matter.
Shittu noted, “Recall that there were
violations, which were established against
MTN. The violations were to the tune of five
million (unregistered SIM cards). That is a
whole lot.
“There are many countries where subscribers
are not up to half of five million. In the case
of Nigeria, we had more than five million
violations. The good thing is that MTN did not
contest the fact that they had violated the
regulations and guidelines. They never
contested it. They admitted they were at fault.
“They apologised for their role in the saga and
they made a commitment that what happened
would never happen again. And of course, they
made a plea for the review of the payment

ABUJA – The Federal Government, yesterday, asked the Abuja Division of the Federal High Court to revoke the bail it granted the former National Security Adviser, NSA, Col. Sambo Dasuki, retd. The government, in an application it filed pursuant to section 169 of the Administration of Criminal Justice Act, 2015, sought for an order committing the former NSA to prison pending his trial. AFP PHOTO It will be recalled that though Dasuki was on September 1, granted bail by the high court on self recognition, however, trial Justice Ademola Adeniyi, on November 13, while granting the defendant leave to travel abroad for medical treatment, varied his bail condition. Justice Adeniyi ordered the erstwhile NSA to produce a surety that must be ready to face prosecution should he (Dasuki), go into hiding after his medical treatment in the United Kingdom. The court further directed the release of his hitherto seized traveling documents, saying Dasuki should return same to the Deputy Chief Registrar, Litigation of the high court within 72 hours of his return from the three weeks medical trip. It was the order that the government yesterday asked the court to vacate by revoking the bail that was granted to the defendant. Meantime, the Attorney General of the Federation and Minister of Justice, Mr. Abubakar Malami, yesterday, failed to honour the summon that was issued for him to appear before court to explain why Dasuki has remained under house arrest despite the leave granted for him to travel for medical treatment. Though Justice Adeniyi specifically ordered the AGF to appear before him yesterday, however, the Director of Public Prosecution, DPP, Mr. Mohammed Diri, announced appearance on his behalf. Diri told the court that he was eminently qualified to represent the AGF in the matter, contending that no contempt proceeding is pending against the AGF. The DPP rather queried the continued absence of Dasuki in court, even as he urged the court to order his appearance at the next adjourned date. The position of the DPP infuriated Dasuki’s lawyers led by Mr. J. B. Daudu, SAN, who accused the AGF of having little regard for the court. Daudu insisted that the AGF ought to have shown respect to the court by obeying the summon on him, noting that the Solicitor- General of the Federation, Mr. Taiwo Abidogun, had at the last adjourned date, entered an undertaking that the AGF would be in court yesterday. Meantime, while agreeing with Dasuki’s lawyers that the AGF ought to have appeared in court yesterday, Justice Adeniyi, fixed November 26 to determine the merit of FG’s application for bail revocation. On why the bail should be revoked, FG, yesterday, told the court that Dasuki is undergoing investigation by the committee auditing procurement of arms/equipment in the Armed Forces and Defence Sector from 2007 to date. It said that an interim report of the committee showed that over $2 billion was allegedly embezzled and that Dasuki’s presence is required to assist in further investigation. “That there is a federal government directive for the arrest of all those indicted by the report, including the defendant (Dasuki) and that the ongoing investigation which borders on money laundering against the defendant has not been concluded and there is fear that investigation might be tempered with on account of foreign visit by the respondent before the completion of investigation”, Diri stated in the application. He added also that the ailment for which permission was given to Dasuki to travel to the United Kingdom for treatment can be properly treated in the National Hospital, Abuja and other teaching hospital in Nigeria. Besides, FG, told the court that there is an intelligence report that Dasuki has concluded plans to take the advantage of the court order releasing his International Passport to escape justice and tamper with ongoing investigations. Daudu objected to the application, contending that FG could not pray the court for such relief when it has refused to obey a subsisting order of the court. Daudu argued that the federal government should not be granted any indulgence by the court until it stops the siege to Dasuki’s home.
