When the future doesn't look too good, all you
can do is look at the past. Fox, which is in the
midst of a major rebuilding phase, hopes that
nostalgia for its old shows can get it over the
hump.
The network officially announced the Prison
Break "event series" (read: miniseries with a
possibility for more seasons if it does well,
but let's just call it an "event series" because
it sounds better) that was essentially
announced back in August. Stars Wentworth
Miller and Dominic Purcell will return as
brothers Michael Scofield and Lincoln
Burrows, as will series creator Paul T.
Scheuring, and executive producers Neal
Moritz, Marty Adelstein, and Dawn Olmstead.
However, Fox did not reveal any details on the
new series, like how Michael Scofield will be
back when he apparently died in the film
Prison Break: The Final Break. I guess they'll
just pretend that never happened. No episode
count or premiere date was announced, either.
Dammit! Fox has also ordered a pilot for 24:
Legacy , a potential new installment of the
action drama that starred Kiefer Sutherland as
Jack Bauer, American ass kicker. News of the
project was revealed back in June of last year,
and you'll remember it as the 24 spin-off that
doesn't include Jack Bauer . Remember? We
were all like, "WTF 24 without Jack Bauer isn't
24, Fox." Well, Fox don't care, and Legacy will
follow a new guy—a military hero who returns
to the U.S. and asks the CTU for help when
(wait for it) a terrorist threat could lead to the
biggest domestic attack on the U.S. The
hallmarks of 24—real-time clock, split screen,
episodes taking place over the course of an

The corruption trial of Nigeria’s embattled
Senate President, Bukola Saraki, is finally
underway in Abuja after he lost another effort
to have it adjourned and the drama
prolonged.
Lawyers to Mr. Saraki, led by Paul Usoro,
arrived at the Code of Conduct Tribunal (CCT)
armed with a motion for adjournment,
claiming they had again filed an appeal to
stop the trial, a game they have played for
many months.
Federal prosecutor Rotimi Jacobs resisted the
effort, spiritedly telling the court he was ready
for trial. He repeatedly told the court that the
so-called appeal was nothing but another
ruse, pointing out that the paperwork
submitted by Mr. Saraki's lawyer shows that a
proper appeal had not been filed because the
Supreme Court had already ruled on the
matters being appealed.
After both sides argued on points of law, a
member of the tribunal was so alarmed at the
antics of Saraki's lawyers that he wondered
aloud why Nigeria is still stuck at the tactics
being crudely employed by Saraki at the trial.
The tribunal took a short break and upon
returning, rejected Saraki's application, saying
it lacked merit. The trial thereafter
commenced after the chair of the tribunal
shot down yet another attempt by the defence
at an adjournment.
Prosecutor Jacobs then called his first witness
for the day: Michael Wetas, who was a
detective at the Economic and Financial
Crimes Commission.
With Mr. Saraki at the CCT today are about 30
Senators, only one-third of the dense crowd
that has usually accompanied him from the
Upper House. Also noticeably absent is his

President Muhammadu Buhari on Monday
regretted that Nigeria has little to show for the
huge resources it made from oil in the past 16
years.
He said despite the fact that oil sold above $
100 per barrel for the greater part of the last
16 years, leaders of the country refused to
plan for the rainy day.
According to a statement by his Special
Adviser on Media and Publicity, Mr. Femi
Adesina, the President spoke while receiving
the Nigerian-born President of the
International Civil Aviation Organisation, Dr.
Bernard O. Aliyu, at the Presidential Villa,
Abuja.
Buhari said while enduring infrastructure was
built with the little resources available in the
First Republic, a lot of money was made in the
last 16 years with little to show for the
money.
The Peoples Democratic Party has been in
charge of the Federal Government in the last
16 years, until 2015 when Buhari of the All
Progressives Congress ousted the former
President Goodluck Jonathan of the PDP.
“In the First Republic, more enduring
infrastructure was built with meagre
resources. But in the past 16 years, we made
a lot of money without planning for the rainy
day.
“We showed a lot of indiscipline in managing
our economy, and that is why we are where we
are today. But this time round, we’ll do our
best,” the President said.
He stressed the urgent need to ensure that the
potentials of Nigeria are harnessed and used
for the good of the country.
He said, “Nigeria needs to work on her
potentials, so that we don’t remain
permanently at the level of potentials.
“If Ethiopia is sustained largely by her airline
industry, we have greater potentials here. But
we must move out, engage with the rest of the
world, as we need to re-establish the integrity
of this country. We need to rebuild this
country again.”
Aliyu was also quoted as commending Buhari
for his strides on anti-corruption fight.
He was said to have urged Nigeria to pay
more attention to development of civil
aviation.
“Civil aviation is a catalyst for economic
development. The level of aviation
development in any country mirrors the
economic development of that country,” Aliyu
said.
The ICAO president pledged to support the
development of the aviation industry in
Nigeria.
He urged the country to improve on training
and capacity development, aviation security,
aerodromes and air navigation, runways,
control towers as well as terminal buildings,

ENUGU—Worried by the refusal of independent
marketers in Enugu and Anambra states to
comply with the new N86.5 per litre pump
price for fuel as directed by the Federal
Government with effect from January 1,
residents of the two states have vented their
anger on officials of Department of Petroleum
Resources, DPR, for not enforcing the new
pricing regime for fuel within their areas.

Vanguard checks showed that filling stations
in Enugu and Anambra states have been
selling fuel for N150 per litre despite
directives from Nigeria Union of Petroleum
and Natural Gas Workers, NUPENG, and
Federal Government for them to sell at the
approved pump price of N86.50 per liter.
Amaechi Ukwuani, a motorist in Enugu
regretted that DPR officials had been moving
about enforcing the new pricing system and
sanctioning defaulters in other parts of the
country, but in the South-East geopolitical
zone, especially Enugu and Anambra states, it
had remained business as usual for the
marketers, who continued to sell fuel at N150
per litre.
Ukwuani challenged relevant authorities to
take necessary action on the matter as it
seems that DPR officials in the two states had
been compromised by the marketers.
“One is shocked to see that all filling stations
in Enugu and Anambra states have been
selling fuel above N86.50 per litre despite the
directives from NUPENG and FG for them to
sell at control prices.
“Daily, we see stations being sealed off by
DPR for selling above N86 all over the
federation. Why is the DPR in these South
East states not saying or doing something? It
looks like they have been compromised as

The Minister of Finance, Mrs. Kemi Adeosun,
on Wednesday, said the Nigerian Maritime
Administration and Safety Agency had not
been remitting the revenues generated to the
government’s coffers.
The immediate past Director-General of
NIMASA, Patrick Akpobolkemi, is currently
facing 40 counts of fraud and money
laundering to the tune of N34.5bn.
Adeosun specifically stated that in some
instances, NIMASA collected revenue in dollars
but paid naira into the government’s account.
The minister said this while addressing
journalists after the first Federal Executive
Council meeting of the year inside the
Presidential Villa, Abuja.
She explained that the requirement was that
such money should go to the Central Bank of
Nigeria which would convert the money to
naira.
Adeosun said while the government had
stopped NIMASA from doing so, an audit was
being carried out to identify other agencies.
This, she explained, was why the government
was doing a full audit of all those accounts
and to ensure that all those revenues were
converted in accordance with the extant
procedures and guidelines.
The minister added that it was also discovered
that some of the agencies spent government
money without control.
When asked what would be the fate of the
heads of the MDAs under whose purview
government funds were diverted in the past,
the minister said she would not want to pre-
empt the outcome of an audit that would be
commissioned by the government.
She, however, said that in a situation where it
is clear that financial procedures had been
breached, there was a process for dealing with
the culprits.
Adeosun said, “The principal discussion in our
meeting today was the initiative by this
administration to plug revenue leakages in our
MDAs that generate revenue. The presentation
to FEC was to remind ministers who supervise
these revenue-generating boards of their
responsibilities under the Fiscal Responsibility
Act.
“Let me remind you that under the FRA, these
boards and corporations who generate revenue
are supposed to generate and operate surplus,
80 per cent of which is to be credited to the
Consolidated Revenue Fund.
“But we have discovered that many agencies
have never credited anything and never
generated any operating surplus including
some whose salaries, overheads and capital
are paid by the Federal Government.
“In addition to that, they generate revenue
which they spend without any form of
control.”
Adeosun said one of the initiatives adopted by
the government was the directive to all the
agencies that they must all submit a budget
that must be subject to approval and they
must operate within that budget so that the
surplus that is meant to come to the Federal
Government could be seen to be used
appropriately.
Adeosun ruled out the possibility of any
ministry inflating its budget when there was
no revenue
She said, “There can be no inflation of budget
when revenues are so thin and one of the
things that I think that the budgeting process
is doing is pruning down unnecessary
expenditure.
“Let me also mention that we have set up the
efficiency unit that is going to look into how
we spend money and look at how we make
savings because the money just isn’t there.”
Adeosun said the Federal Government had
discovered that many revenue-generating
agencies had not been remitting the revenues
generated to the government’s coffers.
She explained that these are revenues of
government in non-oil economies but the
government had not been looking in the
direction of the MDAs in the past because the
country had a lot of oil money
She disclosed that a circular had been issued
to the agencies in their hundreds in December
2015 requesting that they send their budgets.
“What we discussed today (Wednesday) was
the responsibility of the ministers to ensure
that whether those agencies have boards or
not, those budgets are prepared and that the
Ministry of Finance is going to sit down with
the supervising ministers and the boards
concerned where necessary, to go through
their budgets and make sure that they are
reasonable and that the costs are not inflated.
“We also discussed that in some cases,
because some agencies have a track record
and history of making sure that every naira
they earned was spent, we will go in and audit
agencies under Section 107 (cool of the
Financial Regulations.
“The Accountant-General, who is under the
Ministry of Finance, has the power to go in
and make inquiries about how public money is
spent, so we will be sending in auditors to
some agencies where we believe their cost is
simply excessive and not in tandem with our
expectations.
“The expected outcome of this is that the
Internally Generated Revenue which the new
budget is banking on will actually become a
reality. So, that was the principal discussion
and everybody in the cabinet endorsed the

O lisa Metuh, the national publicity secretary
of the People’s Democratic Party (PDP) who
was yesterday arrested by the Economic and
Financial Crimes Commission (EFCC), had
booked a flight to Dubai as part of an
apparent plan to escape from Nigeria. A travel
itinerary obtained by SaharaReporters revealed
that Mr. Metuh was scheduled to leave Abuja
today on an Emirates Airline flight to Dubai.
Booked on the same flight was Deputy Senate
President, Ike Ekweremadu, who was supposed
to travel with the PDP spokesman.
A law enforcement source in Abuja told
SaharaReporters that Nigerian officials had
received a tipoff that Mr. Metuh intended to
wind his way from Dubai to the Caribbean
island nation of St. Kitts and Nevis. The
source claimed that Mr. Metuh had obtained
citizenship of St. Kitts and Nevis through
substantial financial investment. “Our
information is that Chief Metuh was planning
to move there [St. Kitts and Nevis] to avoid
possible arrest and trial [for corrupt
enrichment].”
Earlier yesterday, four EFCC operatives arrived
at Mr. Metuh’s Abuja home and picked him
up. Both Mr. Metuh and officials of the PDP
initially played down his arrest, claiming that
the party spokesman was “merely” invited for
a chat by the EFCC. But they changed tunes
later in the day, alleging that the Muhammadu
Buhari administration planned to eliminate
Mr. Metuh because he was a tough
spokesman of the main opposition party.
EFCC investigators looking into the reported
misappropriation of more than $2 billion of
defense funds by former National Security
Adviser, Sambo Dasuki, claim that they had
traced at least N1.4 billion of the funds to a
firm owned by Mr. Metuh.
Federal prosecutors have charged Mr. Dasuki,
a retired colonel, of diverting funds meant for
the procurement of military weapons and
equipment to political campaigns for the
reelection of former President Goodluck
Jonathan.
Several high-profile politicians and media
proprietors have so far been named as
beneficiaries of significant cash dole-outs
made by Mr. Dasuki.

Attahiru Bafarawa, has endorsed the ongoing
anti-corruption war of President Muhammadu
Buhari.
The News Agency of Nigeria reports that
Bafarawa, who is standing trial in the ongoing
arms deal corruption trial, made this known to
newsmen in Sokoto on Wednesday.
He said, “In spite of our ongoing trial by the
court in relation to the arms deal allegations, I
still support Buhari’s anti-corruption war.
“Nigerians should support the President’s
efforts to tame the social monster, corruption
as it stalls the even socio-economic
development of the nation.
“I also fought corruption to a standstill when I
was a governor in Sokoto state between 1999
and 2007.
“That was why I was able to leave over N12
billion in the coffers of the state when I left
office in 2007.”
Bafarawa added, “I have taken the matter as
an act of God and I am happy that Allah has

E mbattled ex-Minister of Petroleum Resources,
Diezani Alison-Madueke, is on the verge of
leaving her present abode in the United
Kingdom for the Commonwealth of Dominica
where she has reportedly acquired the
citizenship.
Mrs.Alison-Madueke is currently under
investigation in Britain for alleged corruption
while in office.
Investigators in the UK and Nigeria were
shocked by the discovery that she had secretly
acquired the citizenship of the small
Caribbean country of only 72,000 people.
But sources in the UK said the National Crime
Agency (NCA) was already keeping monitoring
her movement.
It was learnt that the lid was blown open by
some anti-corruption and civil society groups
in the UK.
Alison-Madueke’s new citizenship was
confirmed in a May 29, 2015 approval letter
by the Prime Minister of the Commonwealth of
Dominica, Roosevelt Skerrit,according to a
document obtained by one of the groups.
The letter also claimed that the ex-Minister
has been appointed that country’s Trade and
Investment Commissioner for the Republic.
Although the letter indicated that the
appointment was without salary package, she
is expected to help in promoting and
marketing Dominica as a trade and investment
domicile.
In the diplomatic passport, DP0000445, the
Dominican Government said Diezani should be
allowed to “pass freely without let or
hindrance and afford the bearer such
assistance and protection as may be
necessary.”
Issued on May 21, 2015, the diplomatic
passport is expected to expire on May 20,
2020.
The granting of citizenship to the ex-Minister,
whose passport indicated was born on 6th of
December, 1960, has attracted diplomatic
concerns.
“I think the NCA is suspecting that she
acquired the citizenship of the Commonwealth
of Dominica with the intent to relocate to this
country. This has opened a fresh bend into
our investigation,” a source said last night.
“It is not impossible that she had planned to
escape to Dominica ahead of the inauguration
of the administration of President
Muhammadu Buhari because her appointment
ought to be effective from June 1, 2016 for an
initial period of three years.
“She has been placed under stricter
surveillance in the light of the latest
development.
“While the diplomatic aspect is being handled
by the appropriate quarters, I can tell you that
the NCA is collaborating with many agencies
to bring her to account for any allegation
against her.
“The NCA is conducting extensive
investigation into the oil deals during the
tenure of Diezani, irrespective of her ongoing
treatment for cancer.”
The International Corruption Unit (ICU) of NCA
on October 2 arrested Diezani and four others.
All the suspects are being investigated for
alleged bribery and money laundering.
“On Friday, October 2, the National Crime
Agency’s recently formed International
Corruption Unit arrested five people across
London as part of an investigation into
suspected bribery and money laundering
offences.
“All five people arrested were released on
conditional police bail later that evening,
pending further investigation both in the UK
and overseas.
The investigation commenced in 2013 under
the Proceeds of Corruption Unit and
transferred to the NCA earlier this year.”
The Press and Public Relations Officer of the
British High Commission in Nigeria, Mr. Joe
Abuku, had said: “Five people between the age
range of 21 and 60 years were arrested by the
NCA for bribery and corruption, but they have
not given us the details of those involved.”
The EFCC also raided the posh Asokoro
residence of the ex-minister and retrieved
some documents and expensive jewellery.
One of the clues on the ex-Minister which the
EFCC is looking into is the alleged spending of
$6.9 million to buy three 40-feet mobile
stages for use during mass public speaking
events.
The cost of the stages was allegedly inflated
and there is no evidence yet that any stage
was purchased at all.
It was learnt that the process of procurement
of the three mobile stages was neither known
to extant Nigerian laws and due process
regulations, nor were the offices of the
Auditor-General and the Accountant-General of

‎A five-man panel of the Court of Appeal in Abuja has dismissed the appeal filed by Akwa Ibom State Governor, Mr. Udom Emmanuel, challenging the October 21, 2015 judgment of the state Governorship Election Petition Tribunal which nullified his election in 18 out of the 31 Local Government Areas in the state.

Still being awaited is the judgment on the appeal by the All Progressives Congress’ candidate, Mr. Okon Umana, asking for an order nullifying the election conducted on April 11, 2015 in the entire 31 local government areas.

Earlier the appeal court had dismissed an interlocutory appeal by Emmanuel challenging the competence of Umana and the APC to file petition challenging the outcome of the April 11 poll at the tribunal.
