Reinforcement of German Floor

Why reinforce the German Floor with Iron Rod? It's a Bungalow and any such reinforcement may be an "over-built". The current DPC may spread the superstructure load as required and adequately.

My Question is This, What Happens to the Concrete Cast I am seeing here when the Sand Beneath Settles further down from its current Point, it means the Cast will collapse without Reinforcement. Because, that sand will definitely still settle further no matter the compacting.
