The Lagos State Governor, Akinwunmi Ambode, on Monday surprised his security men and protocol officials when he suddenly ordered his vehicle to stop on Osborne Road, Ikoyi, while on his way to the office. It was gathered that the governor had just witnessed an accident on the road and stopped his vehicle in order to assist in the rescue of the victim. Our correspondent learnt that the victim, Miss Angela Anukam, who was driving alone in a wine-coloured Toyota Corolla with registration number, EKY 415 CG, at about 8.15am, lost control and rammed into the median of the road before the vehicle somersaulted. An aide of the governor said Ambode was worried about what could happen to the victim, which was why he stopped his vehicle. He said, “Worried by what could befall the occupant of the car, Governor Ambode, who was heading to the office through the direction, ordered his convoy to stop at the scene to enable him assess the situation, as well as help rescue the passenger. “The governor immediately instructed the ambulance attached to his convoy to take Angela, who was in a state of shock, and could barely move or talk to the Lagos Island General Hospital for treatment.” It was gathered that Angela’s sister, Amaka, was contacted shortly after the incident by some aides of the governor. In the end, she reportedly sent a feedback indicating that Angela was treated for minor injuries and discharged free of charge on the order of the governor. One of the aides, who spoke on condition of anonymity, said, “She said the ambulance also conveyed her sister back to her residence on Efosa Ehiedu Close, off Modupe Thomas Estate, Ajah, while officials of the Lagos State Traffic Management Authority assisted in towing the vehicle away from the road to prevent gridlock.” Speaking on the incident, the Chief Press Secretary to the Governor, Mr. Habib Aruna, said, “What the governor has done is typical of him. Governor Nasir el-Rufai of Kaduna State, yesterday, called for the scrapping of the Nigerian National Petroleum Corporation, NNPC, saying the corporation has over the years constituted itself as a parallel government. Speaking at this year’s Wole Soyinka Media Lecture series to mark the 81st birthday of Professor Wole Soyinka, in Abuja, yesterday, el-Rufai also advocated privatisation of the nation’s four refineries and the removal of fuel subsidy by the Buhari administration. According to el-Rufai, with the ‘death’ of NNPC, it would allow for the coming on board of a brand new company that would be commercialised and capitalized, adding that the action has become imperative against the back drop that NNPC has over the years constituted itself as a parallel government, a country on its own, with Nigeria another country different from the corporation. He said the account of the NNPC was last audited in 2005, and accused the NNPC of remitting only about 58 per cent of the money it earned between 2012 and the first half of 2015 to the federation account. His words: “The long and short of the situation of our oil industry is best exemplified by the parallel government called the NNPC. In 2012, it sold N2.77 trillion worth of ‘domestic’ crude oil but paid only N1.66 trillion to the Federation Account. “In 2013, it earned N2.66 trillion but paid N1.56 trillion to FAAC; in 2014, N2.64 trillion but remitted N1.44 trillion, while between January and May 2015, it earned N733.36 billion and remitted only N473.2 billion. “That means that the NNPC only remitted about 58 per cent of the monies earned between 2012 and the first half of 2015. A company with the audacity to retain 42 per cent of a country’s money has become a veritable parallel republic. “If we do not kill NNPC, NNPC will kill Nigeria. Any organization that takes 50 per cent of federation revenue for itself and gives you the change has no right to exist. It is evil, it must die, it is just the manner of the death that we must talk about.” A new company The Kaduna governor said the nation needs to replace the NNPC with another company that could raise capital from the capital market and the international financial market for its operations. His words: “What is wrong with NNPC and why would a new oil company be different? There are few things wrong with the way NNPC was structured, and I think President Buhari, who set up the NNPC along with Mr. Sunday Awoniyi, should know about this. “We should replace the NNPC with brand new organizations that are fit for purpose, among others, a commercialized and corporatized national oil company and new industry regulators. This new national oil company should be capitalized once and for all, and then freed to fend for itself like other national oil companies do, seeking its financing independently from the financial markets and paying due taxes and royalties. “The corruption and nonchallance that have hobbled the NNPC are symptoms that its best days are over. We should give it a deserved funeral so that a new institution, active and nimble, can promptly replace it. NNPC’s subsidiaries and associated companies can be reviewed, restructured and privatized or commercialized as appropriate, consistent with national interest and objectives. “We need a mix of fresh strategic thinking and a firm commitment to reform. We need to define exactly what we want the oil industry to be and to achieve, and then define the structure that can best deliver it. An efficient and productive oil sector, able to create jobs, spur industrialization and earn more revenues requires that we tackle the monster that the NNPC has become. “This country can no longer afford to maintain an NNPC that arrogantly, unlawfully and unconstitutionally spends an unhealthy proportion of national oil earnings on itself. “It was a mistake to assume that NNPC should collect revenues meant for the federation. We should open an account where the money should be paid into rather than having it paid to the NNPC. “The law that created the NNPC gives it the opportunity to be opaque in every area of its operations. Despite all the deductions it made, the NNPC still collects between $7 billion and $12 billion from the budget in terms of joint venture cash calls. Mexican drug kingpin, Joaquin “El Chapo” Guzman, escaped through a 1.5-kilometre (one mile) tunnel that opened into the shower area of his cell, a top security official in Mexico announced Sunday. It is being alleged that the tunnel was built without the detection of authorities, thus allowing Guzman to escape again after his re-capture last year from a maximum security prison. Eighteen employees from various part of the Altiplano Prison, 90 kilometres west of Mexico City, are being interrogated in connection to the escape, Security Commissioner Monte Alejandro Rubido said in a news conference on Sunday. A manhunt has begun for Guzman, chief of the powerful Sinaloa Cartel, which has an international reach and is believed to control most of the major crossing points for drugs on the Mexican border with the United States. Associated Press journalists near the Altiplano said the roads were being heavily patrolled by Federal Police, who had also set up checkpoints. Flights were also suspended at Toluca airport near the penitentiary in the state of Mexico. Guzman was last seen about 9pm Saturday in the shower area of the Altiplano prison, according to a statement from the National Security Commission issued early Sunday. After a time, he was lost by the prison’s security camera surveillance network. Upon checking his cell, authorities found it empty. His escape is an embarrassment to the administration of President Enrique Pena Nieto, which has received plaudits for its aggressive approach to top drug lords. Since the government took office in late 2012, Mexican authorities have nabbed or killed six of them, including Guzman. Guzman was caught by authorities for the first time in Guatemala in 1993, extradited and sentenced to 20 years in prison on drug-related charges. He escaped from Puente Grande, a maximum security prison in western Jalisco State, Mexico, in 2001 with the help of prison guards. It has been said that he escaped in a laundry cart, although there have been several versions of how he got away. He was re-captured in February 2014 after eluding authorities for days in his home state of Sinaloa, for which the cartel is named. He was listed as 56 years old last year, though there are discrepancies in his birth date. Guzman faces multiple federal drug trafficking indictments in the U.S. as well as Mexico, and was on the U.S. Drug Enforcement Administration’s most-wanted list. The U.S. has said it would file an extradition request, though it’s not clear if that has already happened. Former Mexican Attorney General Jesus Murillo Karam told The AP earlier this year that sending Guzman to the United States would save Mexico a lot of money, but said Mexico would prosecute him at home as a matter of national sovereignty. He dismissed concerns that Guzman could escape a second time. That risk “does not exist,” Murillo Karam said. During his first stint as a fugitive, Guzman transformed himself from a middle-level baron into arguably the most powerful drug trafficker in the world. His fortune grew to be estimated at more than $1 billion, according to Forbes magazine, which listed him among the “World’s Most Powerful People” and ranked him above the presidents of France and Venezuela. He has long been known for his ability to pay off local residents and even authorities, who would tip him off to security operations launched for his capture. He was tracked down to a modest beachside high- rise in the Pacific Coast resort city of Mazatlan on February 22, 2014, where he had been hiding with his wife and twin daughters. Nigerian Drug Law Enforcement Agency has set up a panel to investigate a music video released by Nigerian artiste, Davido, in which he displayed a substance suspected to be hard drugs. The video of his track entitled, ‘Fans mi’, in which he featured an American rapper and member of the Maybach Group, Meek Mill, showed Davido with a briefcase filled with dollars and another bag filled with parcels of a substance suspected to be hard drugs. The Director of Public Affairs of the NDLEA, Mr. Mitchell Ofoyeju, told SUNDAY PUNCH on Saturday that the investigative panel might invite the hip-hop artiste for questioning if the need arose. He said, “I am aware that a panel is working on it (the video). The panel was set up soon after the video was released few weeks ago. “When our attention was drawn to it, we viewed it and we discovered that it was improper. There is no moral lesson in it and he was just advertising drug trafficking. “In the video, he exchanged a brief case supposedly containing narcotics for dollars. He was displaying affluence in the video. If it (the plot) had climaxed in an arrest and possible detention, we would have congratulated him for partnering with us. But the way he portrayed drug trafficking in the video was a means to an end, which the end is a life of affluence which we disagree with.” Ofoyeju said the anti-drug agency would conduct a full-scale investigation into the making of the video and to confirm whether it was censored before its release. The NDLEA spokesperson further said, “We are looking at the issue holistically. We believe that there should be a body that was supposed to censor videos before they go out. Those are the things we want to investigate and verify. Was the video submitted for approval? If it was submitted, why was it approved, with such content?” NDLEA had in June 2013 said controversial Nigerian actress, Tonto Dikeh, risked a minimum of 15 years in jail for encouraging the consumption of hemp. Dikeh had on June 28, 2013, posted photographs of a wrap of hemp and grains of the weed formed into the letters, ‘Happy birthday POKO.’ She also posted a photograph of herself and added the inscription, ‘Mi smoke ganja mi smoke weed while my hatez smoke ma gossip.’ Her picture is a close-up of her face that seemed to depict her in a high state. As a result, the agency said it was keeping tabs on more celebrities in Nollywood and the music industry for drug trafficking, abuse and links with drug cartels. A group known as Izu- Umunna Cultural As sociation has berated President Muhammadu Buhari and the leadership of the All Progressives Congress (APC) for handling the issue of emergence of Senator Ike Ekweremadu as the Deputy Senate Presi dent in bad faith. The Igbo socio-cultural group urged the APC leadership to accept the election of Senator Ekweremadu as an act of God and allow the legislature to focus attention on the business of lawmaking. At the end of its emergency meeting in Jos at the weekend, the group also called on the Federal Government to “as a matter of urgency relocate the Boko Haram detainees from Ekwulobia prison”, saying that their presence would radicalize the youths in the South-east and create tension among the people. In a statement signed by the association’s president, Dr. Ugo Ihekuna and Secretary General, Chief Elvis Chukwu, the group passed its vote of confidence on the Deputy Senate President for his leadership qualities, insisting that the right of the senators to choose their leaders must be respected in accordance with democratic norms. “Having been elected through the most transparent and democratic process, the will of the senators must be respected. Senator Ike Ekweremadu is a trusted national leader who has in several ways provided leader ship strength and acumen in the administration and legislative matters both in the National Assembly and the Pan African Parliament,” it said. “We call on the leadership of APC to unconditionally accept the will and decision of all the Nigerian senators. The Igbo nation will hold President Buhari and the APC leadership responsible should anything happen to Ekweremadu as his election followed due process and manifested the collective will of his colleagues,” the state ment added. On the relocation of the Boko Haram detainees to the South East, the group said that it felt the pains of the Ekwulobia community and called on the Federal Govern ment to relocate them elsewhere as Ekwulobia prison is not a maximum security facility. “We have examples in Kogi and Benue States where Boko Haram ran over prison facilities to release their members. Secondly, the mere sight of these detainees among a people that see them as those who killed their rela tions in the North is enough to create tension and panic,” the group warned. Niger State government has imposed a 6 hour curfew on Paiko town, Paikoro Local Government Area, this was due to a violent tribal clash that broke out between the natives (Gbagis) and the Hausa. The incident resulted in the death of four persons over leadership control of the township central mosque that started on Wednesday. It would be recalled about three months ago, crisis between the two groups came to fore when the deputy Chief Imam (Na’ibi) of the town died and the natives demanded to occupy the vacant office. They insisted that they have many of their own people that are knowledgeable in Islamic theology and jurisprudence and qualified to occupy the vacant Na’ibi office. The was not well taken by the Hausas that are said to be in strong control of the leadership of the Mosque. The groups, it was learnt, recently took the issue before the state Governor, Alh. Abubakar Sani Bello who directed them to the Emir of Minna, Alhaji Faruoq Bahago for the matter to be resolved peacefully. But on Wednesday, the two groups were engaged in a violent clash resulting in the death of two persons. And the crisis further deepened on Friday when some youth in the town challenged and demanded the change of the leadership of the mosque, as they rejected the substantive Chief Imam also an Hausa man. This led to another violent clash that left a young man and 8 others injured, while the fourth person died yesterday morning due to injuries he sustained. Though, it was learnt the clash was as a result of one Gbagyi youth that refused to be disarmed before entering the town due to the tension in the town. The State Government in a press statement declared curfew on the area in order to prevent further on Saturday from 10pm to 4am until further notice. The statement by the Chief Press Secretary to the State governor, Ibraheem Dooba, said the action was to keep the peace of the town and warned that anybody who violates the order would face appropriate consequences for their infraction. The statement urges them to be law abiding, eschew violence and demonstrate the abiding peace for which Niger State is renowned. The state Police Public Relations Officer, PPRO, Baba Elkan, an Assistant Superintendent of Police when contacted said only one life was lost and eight persons injured in the clash adding that peace has since returned to the town and the command is now after the masterminds of the crisis. The Edo State governor, Adams Oshiomhole,
has said the state lost about N10 billion
under the administration of Goodluck
Jonathan in four years.
This is even as he has said no worker is
owed salary in the state.
Oshiomhole while fielding questions from
State House correspondents after he and
former governor of Rivers State, Mr. Rotimi
Amaechi, met behind closed-doors with
President Muhammadu Buhari, at the
Presidential Villa, Abuja, said the sum was an
estimate of what could have accrued to his
state if the past administration had been
faithful in remitting taxes paid by the
Nigerian Liquefied Natural Gas Company
(NLNG) and Shell Petroleum Development
Company of Nigeria into the Consolidated
Federation Account the same way the
present administration did.
He claimed that if the $1.6 billion NLNG tax
used as bailout for states had come during
the Jonathan administration, it would have
gone the same way it has been going
without states benefitting.
He reiterated that contrary to media reports,
the bail out given to states did not come
from the Excess Crude Account (ECA), but
from the NLNG, which has for the first time
in a long while started remitting revenue to
the Consolidated Revenue Fund.
Speaking on the bail out to states, the Edo
State governor said, “We have always been
happy with the President because he has
been very clear from day one on his cam
paign promises to putting an end to
impunity and flagrant disobedient of law
and order. And he has promised
transparency and order. So it is not just
about the bail out but it is completely a new
approach that anybody who is a stakeholder
in the matters involving the funds of the
federation that we all can see through
everything.
“For example the noise that has been
generated over what happened last week,
there was nothing extraordinary. What was
extraordinary is that the NLNG has over the
years been remitting funds to the Federal
Government. But the Federal Government ille
gally refused to transfer these funds to the
consolidated revenue fund which belongs to

Rev. Adebola Ademowo, Bishop Emeritus of the Church of Nigeria (Anglican Communion) has said that he knows President Muhammadu Buhari will do well in spite of the impatience among Nigerians. A SAUDI billionaire, Prince Alwaleed bin Talal, has announced one of the biggest philanthropic gestures in history, promising to donate all his $32billion (£20billion) wealth to charity over the coming years. Alwaleed, a 60-year-old magnate who is a nephew of the late King Abdullah, said he would channel the money through his own Alwaleed Philanthropies organisation. The money will go to programmes promoting health, eradicating disease, modernisation, intercultural understanding and empowering women, he said. “This donation will be allocated according to a well-devised plan throughout the coming years,” the prince said in a statement. “Philanthropy is a personal responsibility, which I embarked upon more than three decades ago and is an intrinsic part of my Islamic faith. “With this pledge, I am honouring my life-long commitment to what matters most – helping to build a more peaceful, equitable and sustainable world for generations to come.” The prince’s move will be modelled on the Bill and Melinda Gates foundation, which last year donated $ 4billion to various causes. Alwaleed and Gates have already worked together on a polio eradication programme. Gates said Alwaleed’s decision “is an inspiration to all of us working in philanthropy around the world.” Philanthropy has surged over the past generation as the general retreat of government and proliferation of misery have left a vacuum. Gates, who set up his foundation in 2000, has signed up more than 100 billionaires, including Mark Zuckerberg, Michael Bloomberg, Richard Branson and George Lucas, to giving away half their fortunes to charity. Gov. Adams Oshiomhole of Edo, on Sunday, expressed optimism that President Muhammadu Buhari’s policies and programmes would impact positively on Nigerians. The Speaker, House of Representatives, Hon. Yakubu Dogara, on Sunday said he had been a product of grace and never had to struggle for anything in his life so far. Dogara said this when he attended a Thanksgiving Service at the Winners Chapel, Durumi, Abuja. The speaker said ever since he encountered God before his university days, he never lacked any good thing. He added that “ever since I met God through this commission at a tender age, I have not had to struggle for anything in life. “I never had any reason to struggle nor lack any good thing in my life.” While acknowledging God as his source, the speaker urged Nigerians to keep praying for leaders, saying without prayers, nothing could be achieved. He said conventional problems do not need conventional wisdom but divine wisdom, stressing that “Nigeria needs God’s blessings at all times. “The nation needs steadfast leaders who will do the will of God, not theirs. “We need your prayers, we can’t do it alone.” The Senior Pastor of the Church, Pastor John Adelekan, urged the congregation to keep praying for leaders in the country, adding that this was the right thing to do. Former Senate leader and governorship candidate of the Peoples Democratic Party (PDP) in the 2015 general elections in Oyo State, Senator Teslim Folarin, has flayed the All Progressives Congress (APC) over the protracted leadership tussle rocking the National Assembly, saying with its desperate political shenanigans, the party was taking the nation to nowhere, despite its promise of an Eldorado. Folarin, who represented Oyo Central Senatorial District twice in the upper chamber, noted that the manner the APC had so far handled its affairs regarding filling National Assembly principal offices demonstrated that it was a “lawless party, peopled by desperate political shenanigans, who have no regard for the rule of law,” adding that the country had been disgraced by the conduct of parliamentarians elected on the platform of the party. The former Senate leader made these comments yesterday in a statement made available to newsmen in Ibadan. He said: “Despite its much-touted change mantra, the APC has shown that it is nothing but a disgrace to the country.” While noting that although Nigerians did not care about the internal affairs of the APC, which it had been unable to handle effectively, they were waiting on President Muhammadu Buhari and the party to fulfil their myriad of promises, rather than leading the country into confusion with their perceived disorderliness and desperation. Specifically, he tasked President Buhari on the promises made to crush the Boko Haram sect; the naira-dollar exchange; welfare package for the unemployed and feeding programmes for school children, among others, while noting that “nearly a month after taking over office, Nigerians are yet to see anything tangible from this government.” He noted that Boko Haram insurgents had continued to attack boldly, while the naira was still as weak as when the president took office. “But apart from all these; today, the country is witnessing a national disgrace as a result of APC’s internal struggles and lawlessness. A Kaduna-based constitutional lawyer, Mr. Sunny Akanni, has declared that it will amount to the violation of the provision of the constitution if President Muhammadu Buhari does not appoint a minister from each of the 36 states of the federation. The lawyer who was commenting on speculations that the president was considering reducing the number of ministers to be appointed, said if he must reduce the number of ministers, it should not be less than 36. According to him, Section 147 of the 1999 Constitution (as amended) provides that a minister must be appointed from each of the 36 states of the federation. He said any attempt to violate the provision of the constitution would be challenged in court. “I have heard speculations that the President wants to reduced the number of ministers to be appointed to save cost of governance. That is a very good steps and I commend him for that, but in taking such steps, he has to be conscious of the provisions of the constitution as well. “Section 147 of the Constitution said the president shall appoint at least one minister from each state of the federation who shall be indigene of such state. “So if a minister is not appointed from my state, I will challenge it in court because that is a violation of the provisions of section 147 of the Constitution. So it is compulsory that he appoints ministers from each of the states, he has no choice,” he said. Akanni said: “I expected that by now the president should have appointed an Attorney General who guide him on issues that have constitutional implications. He should be guided by the constitution before reducing the number of ministers. He argued further that the same thing applies to the states, pointing out that even the decision of the Kaduna state governor, Mallam Nasir El-Rufai to reduce the number of commissioners to be appointed to 13, is unconstitutional. According to him, section 14, subsection 4 of the constitution provides that a commissioner must be appointed from each of the local governments in the state. “The composition of the Government of a State, local government council or any of the agencies shall be carried out in such a manner to recognise the diversity of the people within its area of authority and the need to promote a sense of belonging and loyalty among the people of the federation,” he quoted the constitution. “So how do you want to run a government when you don’t have such representations in the states and local governments,” he queried. As part of activities to mark the 10th Memorial Anniversary of the death of Justice Bassey, the first High Court Judge of the then South Eastern State, Nigeria’s Vice President, Prof. Yemi Osinbajo, former Cross River State Governor, Donald Duke and former Federal Minister, Dr. Oby Ezekwesili would be in Calabar, the Cross River State Capital. The memorial lecture, according to a statement by Iso Bassey, a member of the organising committee, holds at UNICAL’s International Conference Center, University of Calabar on Thursday 25th June 2015 by 10.am. Osinbajo is Special Guest of honour and will give the Keynote Address while Duke and Ezkwesili would be guest speakers. Bassey also disclosed that libraries shall be unveiled at Justice Bassey’s primary schools, Big Qua Town Presbyterian School, Calabar and St. Michael’s Primary School Oban, Akamkpa local government of Cross River State. Justice P. O. E. Bassey had the honour of being the first High Court Judge of the then South Eastern State and contributed significantly to laying the foundation for the Cross River State and Akwa Ibom State judiciaries. A group, under the auspices of ThinkNigeria Development Initiative (TDI), has said Nigerians should count themselves lucky to have President Muhammadu Buhari as their leader at this point in the nation’s history. Addressing reporters in Abuja at the weekend, convener of the group, Mr. Roland Ajie, noted that the emergence of Buhari as president has offered Nigerians a lifetime opportunity to get to the Promised Land. Ajie said: “The major development challenge that the nation has faced over the years is lack of visionary and purposeful leadership. We are lucky, once again, as a nation, to have a leader of a character of Muhammadu Buhari whose only interest is to develop Nigeria. If Buhari succeeds, we succeed as a nation. “We are confident that President Buhari will do his best to develop Nigeria given his integrity, pedigree and track record. But it is also important to note that the Nigeria project is not the sole responsibility of Mr. President. We must all join hands to support our leader to succeed. “If he fails, we would have failed as a people. And this is why we must all ensure that we support him to deliver on his campaign promises. The President needs the support of every Nigerian to succeed.” The group hailed Buhari’s resolve to fight corruption, which it said has destroyed the fabrics of the nation and undermined all development efforts. It advised the President to appoint only persons of integrity and sound character into his cabinet, adding that the President should choose appointees based on merit and deliverables and not on regional, religious or political affiliations.
