‘The police deserve some credit from the public. Give me up to a year, I assure you that Nigerians would see a different police working to ensure their safety in every nook and cranny of this country.
‘When this kidnapping crime was unbearable on Kaduna-Abuja highway, I went to the National Assembly and I told the lawmakers to give me a week. Within five days, our men arrested 58 suspects, who confessed to the crimes.
‘More of the suspects were arrested and paraded on Thursday, bringing the total to 77. All we want from the public is support. The police require support and encouragement, because we are human beings too.’’
He went further to say: ‘We cannot blame the police for the causes of crime. As I speak to you now, I can confirm that we have over a thousand suspects in detention for kidnapping and ritual killings.
‘Then, we should ask why we still have these crimes when we have dozens of suspects? I think we should focus on the causes of crimes and its symptoms, not the agents of reaction.
‘We have plans to develop the marine police. We are going to dominate the riverine areas.
‘When I became the IGP, the first state I visited was Delta State, precisely Tompolo’s hometown. I discovered that our presence on the creeks was minimal. I believe we can succeed in dominating the creeks if we have certain things put in place.
'We need to train more marine police officers with modern techniques and gadgets. We need to buy more patrol gunboats and we are making progress in this respect. Already, we got offer to train about 100 policemen in marine security and a promise of 10 gunboats.
‘By the time we get this done, we are going to start deployment from Lagos because of the rate of crime in riverine communities.
"We have been making efforts to secure these riverine communities from militants. This progress is achieved due to the activities of the marine police. We are training the marine police to perform better. We are liaising with the Navy in the training of our marine officers. We are going to train more officers in continuous succession.”
On why Biafra agitator, Nnamdi Kanu and the President, Arewa Youth Consultative Forum (AYCF) Shettima Yerima have not being arrested he said: “We have the National Security Council in place chaired by the Acting President. We have been meeting and analyzing each of these threat messages from separatist groups. We have to analyse the pros and cons. As you are aware, the police are on top of the situation.
“As an organisation, what we take as paramount is the maintenance of law and order. There was a time we ordered the arrest of the leaders of groups making threat messages. Then, leaders of various ethnic nationalities came to the villa for a meeting with the Acting President.
“The agreements reached at the meeting made the police to relax on the arrest order. We believe there are certain situations needed to be managed very carefully, so that you don’t bring up tension. We believe the security and safety of Nigerians is paramount. No fewer than 6,280 ghost workers and pensioners have been identified by the Local Government Staff and Pensioner Audit Committee set up by the Governor of Enugu. The ghost workers will be probed by the Independent Corrupt Practices and other related offences Commission (ICPC).
Mr Ogbuagu Anikwe, the Commissioner for Information, disclosed this on Saturday in Enugu while briefing newsmen on the outcome of the State Executive Council meeting held on Friday night.
Anike said that the committee was able to discover a total of 6,280 ghost workers and pensioners at the end of the exercise.
He gave the breakdown as 2,818 ghost workers in the nominal roll of local government councils’ staff and another 3,462 ghost pensioners.
“A committee headed by the speaker of the state house of assembly discovered 2,818 ghost workers in the nominal roll of local government council’s staff and another 3,462 ghost pensioners,” he said.
He said that the ghost workers and pensioners had been weeded out from the nominal rolls of local government councils and pensions board.
The commissioner said that the State Executive Council had authorised the Commissioner for Local Government Matters to hand over verified list of workers and pensioners to appropriate quarters.
Anikwe said that the governor also directed the committee to fish out the particulars of the ghost workers and pensioners and to send same to the ICPC for further probe.
Gov. Ifeanyi Ugwuanyi of Enugu had directed that the particulars of the affected individuals that defrauded the state over the years should be revealed and forwarded to the commission.
The state government had earlier set up the committee headed by the speaker of the state house of assembly, Chief Edward Ubosi to look into the matter.

He explained that the judgement came “as a result of acts of officials of government who varied the Presidential approval without seeking further directives from him.” According to Fashola, the officials of government varied the Presidential approval without seeking further directive from him and then awarded the contract on that basis adding that the party who was the beneficiary of that contract “which the officials subsequently sought to withdraw” went to court and got a judgment.
The Minister, who cited the incident as an example of some of the problems inherited from the last administration, added, “But we have successfully reached a compromise on that matter where the judgment has been compromised for the entire sum of N119 Billion to N19,369,520. So, Government is no longer liable , under this new agreement, to pay that amount.”
Pointing out that the negotiations took about the entire period of his tenure as Minister to achieve, the Minister added that the successful negotiation was able to free up another N39.17Billion held under another Judgement in court to be used now for the supply of electricity metres to the DisCos . OSINBAJO SETS UP JUDICIAL COMMISSION TO PROBE HUMAN RIGHTS ABUSES BY NIGERIAN MILITARY
After several months of dithering, the Nigerian government has finally set up a commission to investigate alleged rights abuses by the military.
Despite reports by local and international groups and media accusing the military of rights abuse in several operations, the government had largely left the military to investigate itself and thus clear itself of the allegations.
On Friday, however, the presidency released a statement announcing the establishment of a judicial commission of enquiry.
“Acting President Yemi Osinbajo, SAN, has appointed a 7-man Judicial Commission, headed by Justice Biobele A. Georgewill, of the Court of Appeal, to review compliance of the Nigerian Armed Forces with human rights obligations and rules of engagement, especially in local conflict and insurgency situations,” a statement by Mr. Osinbajo’s spokesperson, Laolu Akande, said.
Some of the allegations that have been levelled against the military by groups such as Amnesty International, Human Rights Watch, as well as several PREMIUM TIMES investigations, include extra-judicial killing of over 300 Shiite protesters in Kaduna in 2015, the extra-judicial killing of dozens of pro-Biafra protesters in the South-east, and that of suspected Boko Haram members in the North-east.
The military has always maintained it did nothing wrong and recently set up its own panel which cleared it of any wrongdoing.
In his statement on Friday, Mr. Akande said the presidential committee “is empowered to review extant rules of engagement applicable in the Nigerian Armed Forces, and the extent of compliance thereto.”
“It is also empowered to investigate alleged acts of violation, (by Nigerian security agencies) of international humanitarian and human rights law under the Constitution of the Federal Republic of Nigeria, 1999 (as amended), Geneva Conventions Act, African Charter on Human and Peoples’ Rights (Ratification and Enforcement) Act and other relevant laws,” he said.
Mr. Akande added that the “the commission equally has a mandate to investigate factors that might be militating against a speedy resolution of local conflicts and insurgencies and also advise on means of preventing violations of international humanitarian and human rights law in conflict situations.”
He listed members of the judicial commission to include Mr. Georgewill as Chairman; and Patrick Akem, a major general, as member.
Other members are Wale Fapohunda, Hauwa Ibrahim, Jibrin Ibrahim, Ifeoma Nwakama, and a representative of the Office of the National Security Adviser.
