If you have data on the line currently in the phone, remove it and insert in another device then Hotspot from that device to the iPhone so you'd run the update.

You need to be on a Wi-Fi connection to download the update.

Check if there's a pending software update. Update if there's but if it's upto date then it's likely a hardware issue.
