Yes you may be correct as per the misappropriation of funds. But motor vehicle administration agencies should be able to give the public access to verify national vehicle info database. All we have access to, as an individual are just papers, which can easily be forged.

Financial burden? The seller burn the cost first, which will in turn be transferred to the buyer. In a country like the US, If you want to check the status of a car before paying to buy it. You will pay for title check. And moreso, the document fee shouldn’t be any big deal.

1. custom documents fully stamped and check whether all things correspond like name and model of car, VIN and all payments were made. Mostly like 6 or more papers could be photocopy if multiple cars were cleared by one dealer but make sure it is a clear crisp document not faded crap and don't take the nobody will ask you for customer paper crap, it could spell doom or stolen vehicle.

2. CMR (computerized motor registration) original copy

3. Current insurance (original copy)

4. Vehicle licence (original copy)

5. Road worthiness certificate (original copy)

6. Plate number allocation (original copy)

7. Original proof of ownership fully stamped

8. You will collect two printed and signed documents
a. Change of ownership document
b. Receipt of purchase from previous owner

There are some other documents you may need like
1. Tinted permit doc
2. police report/doc of change of ownership/plate number/engine number (which we call vin)

make sure you see the change of ownership letter given to the buyer duly signed when he first bought it as Nigerian used except the car was bought as tokunbo then you may not need this.

Once the car doesn't have custom doc except it's a beetle and the documents have expired years ago, I suggest you stay away from such ride.

Why can’t police verify if all vehicle for sale are actually put up by the rightful owner, issue a document or sticker. And save us from doing this long verification by ourselves

There’s this anti vehicle theft solution a private business is proposing to Nigeria motorists.

And it’s all about getting a confidential identification number for your vehicle.

This can protect one’s vehicle to be sold illegally and also protect vehicle buyers buying stolen vehicle.

This is achievable because if a vehicle is stolen to be resold to an unsuspecting customer. All the buyer needs to do is to ask for the confidential identification number assigned to the vehicle for the seller to prove ownership. Since it’s a confidential number only know to the vehicle owner, it will be absolutely difficult for a vehicle thief to sell such vehicle. It’s just like our ATM PIN and the ATM Card itself. If one has an ATM Card without its PIN, I want to believe that plastic card is useless.

How can this be done?

This solution has to do with an electronic windscreen sticker containing an hidden identification number that can only be reveal by an authorized app via QR code scanning.

The hidden identification number will be assigned to every vehicle registration in the national vehicle registration database and the identification number will be confidentially sent to the vehicle owner, also the electronic sticker will be placed on vehicle’s windscreen.

The major essence of this is for vehicle buyers to have the ability to verify a vehicle for sale in no time. And also for vehicle verification to be done with a vehicle owner’s consent.

Guys can this discourage and tackle vehicle theft in Nigeria?

No! It can’t be modified.. you can only access it with a special scanning app or authorized RFID readers
