The Independent Petroleum Marketers Association of Nigeria (IPMAN) says it has started discussing with foreign partners to refine crude oil abroad and they will import Premium Motor Sprit or Petrol and Kerosene at no additional cost to federal government. The National Secretary of the IPMAN, Danladi Pasali disclosed to newsmen yesterday in Abuja, saying the intervention if approved by government will be a temporary arrangement pending improving the capacities of the Nigerian National Petroleum Corporation’s (NNPC’s) local refineries and constructions of the new ones by government. Pasali said the initiative was developed by the new executives of the IPMAN in order to assist the present administration to reduce cost in subsidy payment at the same time meet the product demand of the country. “We urged the Buhari administration to support IPMAN in mobilizing our foreign partners in importing petroleum products at no cost or without subsidies payment to government, “Pasali said. “We have done all our mathematics that through our new model of Crude Oil SWAP arrangement; we can wet the country with petrol and kerosene and still gain from the transactions, while selling the products at government approved price,” Pasali added. Nigeria currently is consuming about 35 million litres of PMS, but only 30 percent of the amount can be refined by the four local refineries at full capacities. IPMAN scribe said the association in the long run will construct two brand new refineries in the country with 400,000 barrel refining capacity with Blue Oil International. The secretary said currently the National President of the Association Mr Chinedu Okoronkwo is in Lagos to monitor the distribution of the PMS to its members to wipe out the scarcity of PMS in the country. Service Chiefs say they will soon carry out President Muhammadu Buhari's directive to relocate the military command and control centre to Maiduguri, Borno State, to tackle the Boko Haram insurgent. The Chief of Naval Staff Rear Admiral Usman Jibrin, stated this while addressing State House journalists on Tuesday after a three-hour closed- door meeting Buhari held with the security chiefs at the Defence House in Abuja. The president had stated in his inaugural speech on Friday that victory against the sect could not be achieved by basing the command and control centre in Abuja, saying "The command centre will be relocated to Maiduguri and remain until Boko Haram is completely subdued". Fielding question on when the command centre would be relocated to Maiduguri, the Chief of Naval Staff said: "The command center, we're the ones to go back and work on it. Soon, it will be carried out. It is a presidential directive. It must be carried out, and we must do that as quickly as possible". Jubrin said the armed forces would sustain the tempo of their success against the insurgents, asking Nigerians to continue to support the military by providing the needed intelligence. "As to the human beings, their movements and suspicious movement should be reported to the police. Of course, the police will make that available to us. You know as we continue to put pressure on them in the Sambisa area, they'll try to run away from there and then create further problems, using improvised explosives devices. "Like I told you, we're sustaining the tempo and the successes we've recorded so far. We want to continue to maintain that, and if there is any suggested solutions that requires amendments or alteration of what we're doing, why not? Most especially the more they give us the intelligence, the better", he said. The Chief of Naval Staff noted that they were at the Defence House to formally have their first meeting with the president. He said provided the president insights into the security situation in the country, particularly on the Boko Haram insurgency. "Since he was inaugurated as our Commander-in- Chief, this is the first time that we are formally meeting him to give general security briefing of the country, and that, well, very well, we have been able to provide insights into the security situation of Nigeria. Specifically on Boko Haram, with the level of successes being recorded, we want to maintain the tempo and sustain until they are routed out," Jubrin said. President Muhammadu Buhari on Saturday condemned the latest terrorist attack on Maiduguri, Borno State capital. In a statement by the head of his media team, Garba Shehu, the President warned that his administration won’t tolerate wanton and wilful destruction of life by criminal elements that are bent on anarchy. He said his administration meant business in its determination to tackle terrorism with all the resources available to his government. Describing terrorists as cowardly murderers that target innocent people, Buhari explained that as the Commander-in-Chief, he has sworn to protect the security of Nigerians everywhere. The President, while calling for increased vigilance by local communities, assured that his administration would give security close attention, and that his government was committed to boosting the morale of the armed forces by effectively funding them and attending to their welfare.
