The US and China will sign off on a “phase one” trade agreement on January 15, according to an announcement by US President Trump issued on New Year’s Eve.

According to NAN, Trump said he would sign a “very large and comprehensive” deal in Washington in the presence of “high-level” representatives of China and he would be going to China to start negotiations on a “phase two” deal at a later date.

''Phase one'' deal is believe to cover agreements by China to purchase more US products, particularly agricultural goods, commitments by China to take stronger action on the protection of intellectual property, a ban on competitive currency devaluation and improved access to Chinese markets for US financial services companies. This deal has about 86 pages.

The signing of the “phase one” deal, assuming it goes ahead and there are no disagreements over the translation of the document, does not bring an end to the US trade war against China launched in May 2018 but is merely a limited truce.

The "phase two" of the agreement according to reports, will involve the key issues left out of the “phase one” deal, namely the US demand that China take action to halt its subsidies to state-owned enterprises and submit to US demands on the protection of intellectual property. These issues, rather than the demand that China increase its imports of US goods, have been at the centre of the conflict.

Powerful sections of the US political and military-intelligence establishments are determined to curb, if not altogether suppress, China’s industrial and technological development under its “Made in China 2025” program, which is regarded as an existential threat to its economic and even military dominance.

The key component of the “phase one” deal is the reported agreement that China will increase its purchases of US products and services by $200 billion over the next two years. Agricultural products will form a large part of this increase.

According to US Trade Representative Robert Lighthizer, China has agreed to boost its agricultural purchases to $80 billion over the next two years. China has not confirmed this number and there are considerable doubts about how such an increase—an effective doubling of Chinese purchases—will be obtained.

The Chinese side has been very reluctant to commit itself to specific details because it fears this will bring charges from its other major trading partners that it is engaging in “managed trade” contravening regulations of the World Trade Organisation against such practices. Beijing has insisted that increased purchases of US products must be “market-based.”

An article in the South China Morning Post noted that because of the level of Chinese imports, totalling $1.84 trillion in 2017, it was certainly mathematically possible for Beijing to meet US demands. But this would not be achieved without “trade diversion, substituting the imports of other nations and thereby upsetting other trading partners and potentially inviting challenges at the World Trade Organisation.”

According to a Brazilian research organisation, cited in the article, Brazil could lose $10 billion, some 28 percent of its agricultural exports to China, as a result of the “phase one” deal and the boost for US soybean exports.

New Zealand, which sends one quarter of its agricultural exports to China, as a result of a free trade deal between the two countries, could be adversely affected, with US firms likely to target lucrative meat and dairy products markets.

Steve Jacobi, executive director of the New Zealand International Business Forum told the newspaper the US-China deal was an “important issue” and he would be looking at the detail of the agreement “to assess whether our trade interests are affected.”

The European Union may also be adversely impacted because it competes with the US in a number of areas, including cars, auto products, chemicals and aircraft, in the Chinese market. It is considered impossible that the $200 billion increase in US exports to China envisaged under the agreement, can come from agricultural and energy products alone.

Japan and South Korea could also see their exports of cars and electronics products such as semi-conductors reduced in favour of increased US imports.

Discriminatory action against US rivals is being made more likely by the slowing of the Chinese economy. According to official data, growth in the Chinese economy slowed to 6 percent in the third quarter of 2019, the lowest level since 1992, with unofficial estimates putting it at a lower level.

There was a contraction of 0.3 percent in Chinese exports between January and November 2019, while imports were down by 4.5 percent in the same period. The growth of fixed asset investment in manufacturing dropped to a record low of 2.5 percent.

Two developments in recent days have pointed to the concerns in official circles in Beijing about the outlook for the Chinese economy. Last week the National Development and Reform Commission, the country’s major planning agency, published four articles on the same day denying suggestions that the economy was slowing.

And the New Year opened with a decision by China’s central bank to reduce by $115 billion the reserves that banks are required to hold with it. The People’s Bank of China said the reduction of 0.5 percent in the reserve requirement ratio, which will come into effect on January 6, would help free up funds for the economy.

The bank said the move was to help offset cash withdrawals before the Lunar New Year and did not signify a change in its monetary policy. But the fact that it was undertaken, amid clear signs of a slowdown, points to wider concerns.

The number of Nigerians traveling to the United States of America has the largest global drop off.

According to a US travel and tourism data, it is presently on record that there is about a 21% drop in the number of Nigerians travelling to the country, the largest global drop-off in visitors to the US.

According to a quartz Africa report, As of 2019 October, 34,000 fewer Nigerians travelled to the US compared to the previous year. After a sustained period of growth between 2011 and 2015, the number of Nigerian visitors to the US started to plateau in 2016 until the big drop-off last year.

The dip in Nigerian visitors to the US followed a string of visa clampdown measures by the Trump administration.

After indefinitely suspending its visa interview waiver for Nigerian applicants (the waiver allowed frequent travellers renew their visa without going through in-person interviews each time), the Trump administration also raised visa application fees for Nigerians by including additional “reciprocity fees” ranging from $80 to $303 depending on the class of visa.

And even though the Nigerian government immediately slashed visa application fees for American applicants in a bid to get the US to reverse its price increase, the reciprocity fees remain in place.

The measures followed reports that the Trump administration was looking to impose visa restrictions on countries whose citizens have a track record of overstaying beyond the validity of their short-term US visas. As it turns out, Nigerians were the highest-ranked African country for US visa overstays in 2018.

Even though official data confirm the effects of the measures, there were already warning signs the administration’s policies were having an adverse impact on potential travellers. The policies also spawned fear-fuelled rumours among locals as well: mid-last year, the United States embassy in Nigeria was forced to deny a widespread rumour that it had placed a ban on issuing student visas to Nigerians.

Despite the Trump administration’s policies, the US remains a popular destination for Nigerian students seeking foreign degrees as the economic impact of spending by Nigerian students studying in the United States reached $514 million over the past academic year.

In the drop off ranking, Venezuela is 2nd behind Nigeria with 17.7% drop off following the Political and economic crisis that has engulfed the country as about 4million migrants left the country for US in 2019.

3rd on the drop off log is Argentina with 15.6%, 4th is Sweden with 11.1%, 5th is Saudi Arabia with 8.7%, 6th is China with 5.5%, followed by Denmark, Norway, Russia and New Zealand with 5.2%, 4.3%, 3.3% and 3.2% respectively.

The Kwara state government through the office of the state's Chief Press Secretary (CPS) to Gov. AbdulRahman AbdulRasaq, Mr Rafiu Ajakaye in Ilorin on Thursday says the news going round media platforms, that the Kwara state government has demolished Saraki's ancestral home is false.

The government went further to say that, “Saraki’s ancestral home is in Agbaji, while the property we are talking about is in the heart of Government Reserved Area (GRA), Ilorin.

“The government position is that the land was (and still is) a public property originally meant for the construction of a secretariat, a civil service clinic and parking lots.

“However, ownership of the property was spuriously transferred to a private firm and for commercial purpose without the firm paying a kobo to government or obtaining the Certificate of Occupancy,” Ajakaye said.

According to him, what the government has done was to reclaim the land in the spirit of what it was originally meant for.

Beroro Efekoro 28, is from the Niger Deltan part of Nigeria, born and raised in Delta and Lagos state respectively.

He moved with his father and siblings to New York, US in 2008 as a Secondary school student. He graduated from Boys and Girls High School, Albany County, New York.

Towards becoming an Albany County legislator, Efekoro defeated incumbent, Douglas Bullock with a landslide votes, with 289 votes against his opponent’s 99 votes.

Efekoro becomes the first Nigerian born American citizen to be elected to county office statewide.

December 29th, he received his certificate of return as the Albany County legislator and was sworn in to serve for the next four years as an Albany County Legislator.

1. In the South west, it is only Lagos State that pays the new minimum wage. (Commendable).

2. In the South East, no state pays new minimum wage.(this is sad)

3. In the South South (with oil money) no single state pays. (States in this region are totally disconnect from the people inspite the huge money that comes to each of them. Very sad. Extremely sad indeed).

4. In the Noth Central none. (Their financial status is understandable but not, in my candid opinion, strong enough to hold these States excused).

5. In the North East, only Adamawa State pays the new minimum wage (The State must be commended for her political-will to align with the wishes of her civil servants.)

6. In the North West Kaduna …Jigawa’ Kaduna and Kebbi pay the new minimum wage (Interesting. Commendable. For connecting with the civil servants in each of these States. I salute the States.)

NOTE
1. Out of 5 states currently paying the New Minimum wage, 4 are from core North Muslim states.

2. No single Christian State is paying. Lagos is a mixed State.

3. None of the 4 core oil producing States of Bayelsa, Akwa Ibom, Delta, Rivers are paying. (Despicable. Unscrupulous. Inane. Disappointing)

4. The 4 oil producing States of the South have more allocations than the 19 States of the north combined yet, 4 States in the North are able pay the new minimum wage. No single State in the South is. (Correct observation and it is absolutely unacceptable)

The four States paying new minimum wage are all from the core North….

In summary, Buhari is really not our problem…! (The citizens of these States must not only begin to criticize their respective States’ governments but must also begin to interrogate their leaders in these States). It is indeed such a big shame.

Call it “financial marginalisation”, you are right.

I wonder where the greater injustice and evil to the people resides, at States or at PMB’s federal level?

According to an Indiatimes report, A 200 year old condom has been found to be the world's most expensive condom.

Sold at a whopping £460  (or about 44,000 Rupees), the 18th-19th century contraceptive isn't made from latex, but sheep intestine.

It's one of the few from a bygone age, where condoms were made from the intestines of sheep, pigs, calves and goats.

Condoms were only enjoyed by the wealthy as it took time (and animal guts) to craft one.

It wasn't until inexpensive rubber condoms came about in the 19th century that sheep intestines went out of fashion as contraceptive material.

As time evolved, the modern condoms started emerging and at lesser prices. Today, the most expensive Condom is the Louis Vuitton Condom sold at $68.00, #24,548.00 in Nigeria currency.

Today is the Convocation Ceremony/ Passing-Out Parade (POP) of the 2nd Regular graduating Cadets of the Nigeria Police Academy in Kano State.

This event was attended by President Muhammadu Buhari and held the commissioning of the cadets officers into NPF.

Total of 628 cadet officers were commissioned into the Nigeria Police Force as Assistant superintendents of Police by President Muhammadu Buhari.

President Buhari also presented a sword of honour to the best graduating cadet officer, Assistant Superintendent of Police (ASP) Peter Alogo Joseph.

The Economic and Financial Crimes Commission(EFCC) says it has recorded the greatest gain to the government today in a final forfeiture.

The antigraft agency said it Records N131million Cash, N600 Million Properties for Government in a Final Forfeiture Judgement as the Commission recorded a final forfeiture order of N131,337,800 (One Hundred and Thirty One Million, Three Hundred and Thirty Seven Thousand Eight Hundred Naira) and properties valued at about N600,000,000 (Six Hundred Million Naira) for government in a final forfeiture judgement.

The judgement followed a non conviction based proceedings before a Federal High Court 9, Abuja Division, presided over by Justice Taiwo Taiwo.

In Suit No. FHC/ABJ/CS/1054/2018, the EFCC, through its Counsel, Adeola Olarewaju, successfully prosecuted BILIKI FATOLU and eight others for fraudulently diverting humongous sums from the Federal Ministry of Power, part of which were diverted in the acquisition of the properties and money forfeited to the federal government.

The Nigerian upper legislature, the Red Chamber's House of Senate have confirmed the nomination and appointment of Muhammad Mamman Nami as the new Executive Chairman of the Federal Inland Revenue Service. He was confirmed at the Wednesday Plenary session.

Other nominations of members of the FIRS board includes;

This is not her first time to win an election as she was a representative in the said parliament in 2010.

Acknowledging Onwurah's victory and landmark, the Chairman of Nigerians in Diasporas Commission, Abike - Dabiri Erewa congratulated Onwurah with a kindhearted words saying, "hearty congrats and best wishes."

The Minister of Niger Delta Affairs, Godswill Akpabio, has withdrawn from the planned Akwa Ibom North West senatorial rerun election.

Akpabio, who was a former Senate minority leader, stated this in a letter addressed to the National Chairman of the All Progressives Congress, Adams Oshiomhole.

The Minister, in the letter, dated December 2, 2019, but obtained by our correspondent on Wednesday, said a huge responsibility has been placed on him as Minister of Niger Delta Affairs

Akpabio said he won’t abandon a critical national assignment placed on him by Major General Muhammadu Buhari (retd) in pursuit of a rerun election.

He urged the party to write the Independent National Electoral Commission, in line with Sections 33 and 35 of the Electoral Act, 2010, and submit a replacement to run in his place.

Akpabio in the letter, urged the national chairman of APC to prevail on the chairman of INEC, Professor Mahmood Yakubu, to redeploy the State Electoral Commissioner in Akwa Ibom State, Mr. Mike Igini if free and fair elections must be held.

He said, “I wish to recall that I was the candidate of the All Progressives Congress (APC) at the Akwa Ibom North-West Senatorial District Election held on the 23rd day of February, 2019.

“Upon the declaration of Christopher Ekpenyong of the Peoples Democratic Party (PDP) as the purported winner of the election by the Independent National Electoral Commission, I challenged same at the National and State Houses of Assembly Election Petition Tribunal, Uyo, Akwa Ibom State.

“The Tribunal in a split decision by a majority of two to one (Honourable Justice W. O. Akanbi and Honourable Justice 0. D. Etubu) dismissed our Petition, while in a dissenting judgment delivered by Honourable Justice Hahz S. Tahlr, the petition was adjudged proven and all the reliefs sought were granted.

“Being dissatisfied with the decision of the majority judgment and upon the erudite points of law and conclusion contained in the minority judgment, we appealed to the Court of Appeal, Calabar Judicial Division which in a unanimous decision delivered on the 9th day of November, 2019, allowed our appeal and set aside the Judgment of the Lower Tribunal.

“I have taken into consideration the critical national assignment bestowed on me by Mr. President which will be of immense importance to Nigerians and in particular the indigenes of the Niger Delta region and have resolved to remain as a Minister of the Federal Republic of Nigeria to further discharge my contributions and services to our great fatherland.

“It is on the premise of the foregoing and particularly in line with the provisions of Section 35 of the Electoral Act, 2010 (as amended) that I want to formally and voluntarily withdraw my candidature as the candidate of the All Progressives Congress (APC) for the forthcoming Court ordered Re-run Election for the Akwa lbom North-West Senatorial District.

I don’t know why we’ve chosen to embark on a long road trip blaming whoever instigated and or leaked the letter authored by Mr. Babatunde Fowler. That’s a fault of no one but Fowler’s. How could you occupy such a sensitive office and not understand simple survival strategies – boardroom or conventional politics?

Asking anyone to write such a letter couldn’t have been for any good. It’s basic wisdom! No smart person especially, one whose job survival is dependent on politics, would put down such a humiliating and desperate memo.

Did they not try it with number two, when some controversies arose in the aftermath of the elections? He was allegedly ask to write how election funds were expended. But he knew where they were coming from and ignored them outright. It would have been game over for him had he written it.

Unfortunately, Fowler’s reasoning seemed to have been beclouded by his desperation to return to office and couldn’t read between the lines.

In the corridors of power, except where such situations statutorily demanded official communications in black and white, who puts sensitive matters on the record? Only a JJC! Even security reports are cleverly couched.

Let me ask: when he first got the job, did anyone ask him to write before getting the job or did he apply for it in whatever way? Why did he think writing for renewal was expedient this time?

Mehn, ogbeni yen fumble big time. In fact, I’m disappointed with his team. They are not better either. You mean they consented to such balderdash in the name of seeking renewal of appointment? What happened to self worth?

I no pity am o, because this is coming from a very poor place, administratively, and he deserved what he got. Methinks. Just my unkind cut…Very unkind cut, actually!

Reps move to separate Attorney General’s from Minister of Justice

The House of Representatives is seeking to separate the office of the Attorney General of the Federation from that of the Minister of Justice, saying the separation will remove political interference in the operations of the Attorney General.

A bill to alter the 1999 constitution to separate the two offices sponsored by the Chief Whip of the House, Mohammed Tahir Monguno scaled through second reading at Tuesday’s plenary of the house.

Hon. Monguno said he was sponsoring the bill based on his experience as a former Attorney General and Commissioner for Justice in Borno state, adding that at the moment too much power was vested on the Minister or Commissioner for Justice in combining the two offices.

He said the powers vested on the Attorney General by the constitution are judicial in nature and when exercise to the fullest can affect the rights of the people and therefore should not be subjected to political interference.

He said the Attorney General has the power to declare a noli presecu or discontinue a case already in court, adding that recent development are suggestive of the fact that if should be isolated political interference.

He said while the President will be free to political consideration into appointing the Minister of Justice, while the appointment of the Attorney General should be based only on career progression.

Contributing to the debate, Hon. Ossai Nicholas Ossai said the bill was first passed by the 7th and 8th Assembly, adding that a particular office should not be vested with too much power.

The bill was referred to committee on Legislative Matters for further legislative action.

The type of government that is of the people, meant for the people and formed by the people is no other than a democracy. Democracy, everywhere in the world can be direct or indirect. In direct democracy as it was popularly practiced in the ancient Athens around 6th century BC, it allowed people make laws for themselves directly without choosing who would represent them. On the other hand, an indirect democracy which is also known as representative democracy or democracy by representation has taken the place of an archaic and uncivilized direct democracy with its predominant demerit being the use of aggression where only men were allowed to decide and make laws for the entire city of Greeks. Nigeria, which is a good example of democracy by representation returned to the system in 1999 after successive regimes of military rule. The ‘junta’ had a comfortable share in the country’s polity since it thwarted the 5-year period of Nigeria’s first democratic dispensation after gaining independence from the British in 1960.

Would I be right to rationalise a military regime over our obviously nascent democracy? The expected answer remains a NO. I would also be sarcastic to compare the way and manner democracy is being practiced in other advanced countries to that which obtains here in Nigeria. I, therefore do not expect any African country to have made the numerous successes that America, who has not only had a military experience since 1789 but also sustained a 230-year old uninterrupted civil democracy.

The decision to limit my expository essay is because of the ‘big bros’ role and position which Nigeria and some of her patriots believe the country holds in the comity of nations on the African soil. Advantaged by unrivaled population and abundant resources, whatever succeeds in Nigeria surely blazes the trail for other countries to follow. If Nigeria gets it right and sets precedence that are worthy of emulation, the larger African continent will get it right too, making her people to be better for it.

Back to the sham of democracy by representation as it is practised in Nigeria. The huge monetization of Nigeria’s democracy is sickening, to say the least. There is no defensible rationale for having –side by side– a youthful population who are mostly idle and at the same time, a clog of representatives that lives, preaches and displays opulence. There is no moral defence for public display of wealth as it is usually done by any public office holder at a time when the country is adjudged the poverty capital of the world. This is pure asymmetry. They don’t match in any sense. Since our return to democracy in 1999, our government position occupants have either become super rich or suddenly transformed to some political demigods that the masses now adore. Trace the political trajectory of these individuals prior to 1999 and find out for yourselves, that they were politically anonymous. Our so called ‘democracy’ which should impliedly place more supremacy in the hands of the people has made them our gods. All over the world where democracy is operated, aspiring public office holders know they go there to work for the interest of the majority that are being represented. They go there to make people-oriented policies and laws and make sure they are implemented. They go there to make people-oriented policies and laws and make sure they are implemented. They see themselves as true servants and not leaders. In our clime, the electorate that come out during elections to cast their votes under the rain and the sun are referred to as followers while those that are voted— constituting only less than 1 percent in numbers—- are praised as leaders. What a misnomer! Using this Nigerian situation in its simplest form as I have done, it will be unfair to compare Nigeria with other ‘working’ democracies known.

Nigerian people should not be absorbed of the blame, for they also are a party in the failure of our democracy. Our people should understand that the kind of democracy we practise is that of representation where those we vote in should not see themselves as special kinds. Anybody from among us could have been chosen too. It is actually ‘all of us’ in government! A situation where we keep mute and groan silently when families, friends and associates of those we voted in continue to live in affluence and drive big cars on our damaged roads must cease to continue. There should be periodic assessment of our legislators’ performances against their promises and our expectations. These regular appraisals should not only be during electioneering. Questions must be asked why our public schools and health facilities are becoming moribund with our representatives doing ‘sidon look’. They must be reminded that our schools cannot be abandoned to suffer when the children of those we claim to represent us get the best form of education in foreign lands from our collective patrimony.

It was in the news lately that Ethiopia having come to terms with reality that the significant effect of the expenditure being incurred in taking care of its lawmakers and law-making institution has on the overall economy is unhelpful. These are avoidable public expenses which could be better utilised on so many value-adding public projects and to finance the country’s poor budget. The country is looking into the passing of a bill that would shrink the membership of its legislative body.

Although it can be considered a political statement, former Governor of Imo, Rochas Okorocha, during a plenary session in the Upper Chamber of the legislature recently, suggested a reduction in the National Assembly membership to one senator per state. The messenger might be questionable but his message at this time, is trite. Financing the 2020 budget deficit of about 10trillion naira with FG projections of increased taxation and borrowings, the idea of reducing the cost of maintaining our legislators is equally a good step in the right direction. It boosts people’s trust in the leadership of its responsiveness to the yearnings of the masses. For us to really understand what a true representative democracy is, the leadership and the led must eat their fill when there is excess and must be ready to starve when in lack.

In this piece, ENIOLA AKINKUOTU and TOBI AWORINDE report that the conviction of former Governor Orji Kalu of Abia State raises questions on pending graft cases

The trial of former Governor Orji Kalu of Abia State for fraud finally ended a few days ago. Interestingly it lasted 12 years and on the 12th month of 2019, he was sentenced to 12 years imprisonment.

Apparently Kalu’s conviction trended both in the traditional and social media for two reasons: Many Nigerians, especially his political rivals, had before then believed that he was untouchable due to his perceived close relationship with President Muhammadu Buhari. Secondly, being a serving Senator and the current Chief Whip of the Senate, as well as an influential member of the ruling All Progressives Congress from the South-East, most people already concluded that his ‘sins had been forgiven.’

However, The PUNCH reports that aside Kalu, who will face the chastising whip of the Economic and Financial Crimes Commission, there are nine other former state governors that the anti-graft agency similarly accused of corruption, which have yet to have their day in court. They are Theodore Orji, Timipre Sylva, Godswill Akpabio, Aliyu Wammako, Ali Modu Sheriff, Rabiu Kwankwaso, Peter Odili, Danjuma Goje and Sullivan Chime.

Theodore Orji

Orji, who was the Chief of Staff to the convicted Kalu, succeeded the latter in 2007 and ruled till 2015 before becoming a senator.

On November 21, 2018, Orji, who represents Abia-Central Senatorial District at the National Assembly, was invited over allegations that he mismanaged about N27bn during his tenure as governor. The invitation, it was learnt, was sequel to a series of petitions written against the former governor shortly after he left office in 2015.

He was accused of diverting billions of naira disbursed to Abia State by the Central Bank of Nigeria for Small and Medium Enterprise.

The lawmaker was also alleged to have diverted money from the Ecological Fund account, which should have been used in tackling erosion and other disasters peculiar to the state.

Orji allegedly diverted money from the Abia State Oil Producing Development Area Commission, a government agency set up for the development of the oil producing areas in the state.

No charges have been filed against Orji till date.

Timipre Sylva

Timipre Sylva, who is now the Minister of State for Petroleum Resources, governed oil-rich Bayelsa State between 2008 and 2012.

According to the EFCC, the former governor, alongside one Francis Okonkwo, Gbenga Balogun and Samuel Ogbuku, allegedly conspired and used three companies – Marlin Maritime Limited, Eat Catering Services Limited; and Halloween-Blue Construction and Logistics Limited – to launder about N19.2bn.

The money was allegedly diverted from the coffers of Bayelsa State between 2009 and 2012, under the pretext of using it to augment the salaries of civil servants in the state.

The court case against Sylva commenced in 2012 when the EFCC, through a motion filed by its lawyer, Mr Festus Keyamo (now Minister of State for Labour and Employment), sought for an interim order for the forfeiture of 48 houses allegedly belonging to Sylva, which was granted by Justice Mohammed.

Keyamo was also pursuing a separate N6bn fraud case against Sylva before Justice Evoh Chukwu of the Federal High Court, on behalf of the commission.

The anti-graft agency, through another lawyer, Mr Rotimi Jacobs (SAN), instituted a separate case before Justice Mohammed.

Sylva subsequently filed a motion challenging the competence of the fresh suit, describing it as an abuse of court process.

Keyamo was asked by the government to withdraw the matter so that all the charges could be consolidated. He complied and the case was struck out.

The PUNCH learnt on Sunday that the inability of the EFCC to serve Sylva’s co-defendants had caused a setback in upturning the 2015 judgment.

Documents obtained by The PUNCHshowed that the case, with number CA/A/808C/2015, has been pending before the appellate court since December 22, 2015.

About 48 houses allegedly seized from Sylva have since been returned to the minister.

Danjuma Goje

A former Governor of Gombe State, Senator Danjuma Goje was arraigned in 2011 shortly after the end of his eight-year tenure.

He was accused of fraud to the tune of N5bn and the EFCC pursued the case from 2011 to 2019.

The PUNCH reported that over N100m was spent on legal fees alone as 25 witnesses were called while 150 exhibits were tendered in court by the EFCC.

The witnesses called by the EFCC included officials of the Central Bank of Nigeria, the Universal Basic Education Commission, officials of the Gombe State Ministry of Education, executives of Zenith Bank and Access Bank and operatives of the EFCC.

Goje and four other accused persons were being prosecuted before Justice Babatunde Quadri of a Federal High Court in Jos.

They were arraigned on charges of conspiracy, money laundering and embezzlement of funds belonging to the state government.

He was accused of diverting N5bn from the government’s treasury under the guise of contracts for the supply of dictionaries and food.

On March 22, 2019, the court ruled that he had a case to answer and should proceed with his defence.

However, in May 2019, while Goje was running for President of the Senate, he met with President Buhari and was advised to step down for Senator Ahmad Lawan who eventually became Senate President.

Shortly after, the case was mysteriously taken over from the EFCC by the Attorney-General of the Federation and subsequently dropped, sparking outrage from a cross section of Nigerians.

Although Goje’s case has been withdrawn, he is still subject to prosecution if the government pleases since he was not acquitted.

Godswill Akpabio

The self-acclaimed ‘uncommon transformer’ has been under probe by the EFCC since his eight-year tenure ended in 2015. Akpabio, who was a governor of the oil-rich Akwa Ibom State, was accused of mismanaging N108bn belonging to the state and was quizzed on October 16, 2015.

The EFCC wrote letters to Zenith Bank, Keystone Bank, First City Monument Bank, Skye Bank (now Polari bank), and United Bank for Africa demanding information on the state’s accounts.

The anti-graft agency also extended its investigation to the accountant-general, the auditor-general, the Speaker and the clerk of the House of Assembly.

Following the allegations, the Akwa Ibom State Government refused to cooperate with the EFCC and took the commission to court and obtained an interim injunction, restraining the EFCC and other Federal Government agencies from probing its finances.

Few months after, Justice Ntong Ntong of the Akwa Ibom State High Court, sitting in Ikot Ekpene, Akwa- Ibom State, vacated the order, paving the way for full investigations.

Akpabio, amid the allegations, defected to the All Progressives Congress and met with President Muhammadu Buhari in London, a photo of which went viral on social media.

At his grand welcome rally in August 2018, Akpabio said the anti-graft agency had cleared him of all corruption charges.

“Those petitions to the EFCC have been sorted out. As I stand today, I have not been charged to court because nothing was found against me,” Akpabio said.

The EFCC, however, responded through its spokesperson Wilson Uwujaren that the cases against Akpabio hadn’t been closed.

“The EFCC does not close cases or give clearance to anybody,” Uwujaren had said.

Akpabio was in July 2019 appointed the Minister of Niger Delta Affairs by Buhari. No charges have been filed against him till date.

Aliyu Wammako

Senator Aliyu Wammako was governor of Sokoto State from 2007 to 2015.

Wammako, who represents Sokoto North, has since 2015 been under probe by the EFCC for alleged N15bn fraud.

The senator, who is the Vice-Chairman of the Senate Committee on Anti-Corruption and Financial Crimes, was accused of diverting public funds.

In an EFCC factsheet published last year by several media houses, the EFCC said that at least N1.7bn had been traced to the personal account of the ex-governor.

The fact sheet read in part, “Several petitions were received against Wammako for alleged theft and laundering of state funds amounting to N15bn.

“The EFCC in the last three years took time to look into some of the petitions and verified a few facts. Investigation has so far traced N1.5bn to the personal account of Wammako, which was deposited by individuals (suspected to be staff of the Government House, Sokoto) who have yet to be traced.

“The cash deposit was made between 2012 and 2015. The ex-governor will be invited any moment from now for interaction.”

Wammako, who led President Muhammadu Buhari’s campaign in Sokoto State in the last elections, has not been charged to court till date.

Peter Odili

The case of former Governor Peter Odili of Rivers State is, perhaps, one of the biggest conundrums facing the EFCC. Odili, who was governor of Rivers State from 1999 to 2007, is married to Justice Mary Odili, a Supreme Court judge.

The 71-year-old politician first came under probe towards the end of his administration in March 2007.

The ‘Interim Report of the EFCC had stated that “over N100bn of Rivers State funds have been diverted by Odili and contained serious allegations of fraud, conversion of public funds, and money laundering, among others.

Odili, as the sitting governor of Rivers State, had approached the Federal High Court in Port Harcourt in February 2007, asking it to grant him an order preventing any law enforcement agency from arresting, harassing and prosecuting him for fraud.

On March 23, 2007, Justice Ibrahim Buba granted Odili’s prayers, including a declaration that the EFCC investigations were invalid, unlawful, unconstitutional, null and void.

He also granted an injunction restraining the EFCC and the other defendants from publicising the report of the investigation; and an injunction restraining the EFCC from any further action in relation to the alleged economic and financial crimes.

The EFCC has been unable to vacate the court order in the last 12 years.

Sullivan Chime

The EFCC had in 2016 announced that it was probing former Governor Sullivan Chime of Enugu State.

Chime, who was governor from 2007 to 2015, was accused of mismanaging the resources of the state and also receiving part of the N23bn allegedly shared by a former Minister of Petroleum Resources, Diezani Alison-Madueke.

The former governor subsequently defected from the Peoples Democratic Party to the All Progressives Congress.

Although many persons involved in the N23bn Diezani fund have been charged, there has been no update on Chime’s case.

Ali Modu Sheriff

The EFCC said in February 2016 that former Governor Ali Modu Sheriff of Borno State was still under probe.

He was arrested in June 2015 for alleged embezzlement of public funds during his eight years as governor of Borno State but was granted bail.

His government was said to have received over N300bn from the Federation Account between 2003 and 2011, an amount alleged to have been mismanaged by Sheriff.

Sheriff has since returned to the All Progressives Congress.

There has been no update regarding his probe and possible prosecution.

Rabiu Kwankwaso

Former Governor Rabiu Kwankwaso of Kano State has also been under probe by the EFCC n the last couple of years.

In a fact sheet made available to the press last year, the EFCC said Kwankwaso was to account for how the 44 local government areas in Kano State were allegedly forced to contribute the N3.08bn to his Presidential campaign in 2014.

Each of the LGAs allegedly paid N70m each to Kwankwaso’s campaign in the presidential primaries of the APC.

The document stated that petitions alleged Kwankwaso diverted state funds to personal use. One of the petitions, against Kwankwaso was received from Mustapha Danjuma and Co and it was dated May 27, 2015.

The results of the 21 LGC was announced by the ASIEC Chairman Mr Isa Shetima who declared all the 21 PDP Chairmanship candidates winner on Sunday.

Certificate of Returns will be presented to the 21 Chairmen on Monday. There 226 wards and councilors in the state.

The office of the Deputy Chief of Staff at the Bayelsa Opolo government house on Friday has been reportedly burgled by an unknown person(s) and money in millions carted away by the burglar.

Some Reports from the government house have it that the actual money stolen is #40m. But a source direct from the Governor’s spoke in confidence that #3.5 million was stolen and not #40m or #800m.

The Bayelsa Police Command Public Relations Officer, Butswat Asinim, said N3.5m was missing.

He however acknowledged that security personnel on duty which comprised of three policemen, four NSCDC personnel and the a maintenance worker have all been arrested by the police and investigation is ongoing.

Oby Ezekwesili’s message to Buhari;

“President Buhari, the whole world is watching the video of officials of the State Security Service which you directly supervise, brutally violate the constitutional rights of a citizen, Omoyele Sowore inside a court and desecrated our Judiciary- an independent arm of government.”

“Let it also be known by Buhari that the cruel, unreasonable, or arbitrary use of the power he wields today as Nigeria President is alien to our Nigerian Constitution and International Law. I advise the President to cease this descent to fascism immediately and respect Court orders.”

“It is in the interest of Buhari that Sowore comes to no form of bodily, mental or emotional harm. As the supervisor of the State Security Service, I demand that the President instructs the DG to immediately comply with the court order . Release Sowore immediately.”
