Friday, remember Federal government and organized labour reached agreement on consequential adjustment in the new minimum wage from level 6 to 17, with agreement as thus: 23.2 percent salary increase for workers on grade level 07; 20 percent increase for grade level 08; 19 percent for level 09; 16 percent for levels 10-14 and 14 percent for levels 15-17. Today, Nigerian Labour Congress president, Ayuba Wabba has made it clear to the federal government not to consider increasing the personal income tax,electricity bill or tariff, prices of petroleum products among others. because of the Increase of the minimum wage. He further cautioned the government to allow workers to enjoy the new income or wage arrangement, that attempt to increase the personal income tax is equivalent to not increasing or implementing new minimum wage and this could result to strike and other industrial actions by the workers or labour in the country. Mr Ayuba again said signing of the agreement is a victory for Nigerian workers. He further thanked all Nigerian workers and other affiliated unions for their patience, support, solidarity, and unity of purpose throughout the difficult negotiation processes with regards to the new minimum wage initially for grade level 1-6 and then the Consequential Adjustment from grade level 7-17. At the annual spring meeting of the International Monetary Fund and World Bank, the IMF says the world generally are aware of the lingering borders closure of Nigeria against neighbouring African countries such as Benin and Niger Republic, it has however acknowledge the hurting effects such measure have on the citizens of Benin and Niger Republic as a result of their dependence on the Nigerian large market for their goods. This statement was made by Mr Abebe Selassie, Director of IMF African Department was asked about this border closure issues by journalists at the spring meeting at Washington Dc, US. The Director said, contrary to report Nigeria has not banned importation of goods from the neighbouring country, but merely insists that all importation from this country must go through proper channels for proper documentation and payment of port charges. ''Selassie acknowledge that there was need to adopt measures to end smuggling and other illegal activities and transactions at the borders. He talked about some of the implications of the current closure especially on Beninois and Nigeriens.'' Benin and Niger republics depends on the Nigerian economy for their products as their 'big brother'. “So we’re very hopeful that discussions will resolve the challenges that this illegal trade is fostering. To be sure, if the border closure was to be sustained for a long time, it’s going to definitely have an impact on Benin and Niger, which, of course, rely quite extensively on their big brother next door. So, we hope that there will be a resolution to that closure issue,” Selassie added. In Washington Dc, US on Friday, in an Interview at the World Bank and International Monetary Fund's Spring meeting, the Nigeria minister of Finance, Budget and National Planning made it clearer to the international community that the Nigerian government's closure of her borders with her West African neighbours, Benin and Niger Republic since August is not just to stop smuggling of staple food items. The minister said it is a measure taken by the President Muhammadu Buhari's administration to curb the peddling of weapons and drugs through these borders. The minister went further to say that, “It’s also about security because that’s how ammunition comes into our country and that’s how drugs that are destroying our children also come into our country,” she said. The minister went further to acknowledge how Benin Republic border closure has led to serious food inflation in Nigeria. Remember that Nigeria and Benin republic signed a treaty known as the African Continental Free Trade Area in August, this agreement was for the two countries to remove all barriers to free trade and harsh tariffs, which encourages high degree of economic integration. The minister further said that, '' Nigeria, Benin and Niger Republic customs and other security apparatuses in the respective countries are doing everything possible to tighten up securities in the various borders before future reopening of the borders. The National Emergency Management Agency (NEMA) on Tuesday received 173 Nigerians assisted to return from Libya, where they had been stranded. Muhammed said that the Nigerians were assisted back home by the International Organisation for Migration (IOM) and the European Union (EU) under the Assisted Voluntary Returnees Programme which began in April 2017. He said that 162 of the returnees arrived from Misrata in a chartered aircraft belonging to Al Buraq Air with registration number 5A-DMG, at 4.52 a.m. According to him, another 11 returnees arrived via a commercial flight from Bengazi at 5.15 a.m. “The profiling of the returnees on arrival indicated that there were 52 female adults, four female children, and four female infants as well as 106 male adults, two male children and five male infants. It is no longer news how the Nigerian FG closed the Seme and Idiroko borders, which has led to high cost of those commodities such as rice, groundnut oil, we are importing from neighbouring west African country like Niger, Benin Republic. However on Monday been October 14, 2019, the Minister of Finance, Budget and National Planning, Mrs Zainab Ahmed has come out to sharply support the Buhari led administration for closing the borders (Seme and Idiroko) linking Nigeria to Niger and Benin Republic. According to her, if these borders are not closed, the activities of smuggling and illegal movement of goods cannot be checked and control and also more revenue will be lost from that sources. The New Minimum wage showdown between the Nigerian Federal government with organized labour continues today been October 15,2019. We can remember vividly how labour issued out circulars to every state to get prepared for complete strike actions on October 16, if labour and federal government fails to arrive at a consensus today. This issue of the Minimum wage negotiation is about consequential adjustment for officers on grade level 7 and 17. Before the July round table meeting, labour demanded 66.6 percent increase for these levels in terms of salaries but the federal government turned down this, and at later meetings, organized labour in a Communique said that, they had lowered their demand to 30 percent, yet the government had refused but rather keeps pressing on 9.5 percent. Speaking ahead of a resumption of discussion today been October 15 2019, in Abuja, the Minister of Labour and Employment, Chris Ngige, said the government is doing everything possible to end negotiation on the 'consequential adjustment' before the end of November to allow for smooth implementation of the new minimum wage, so that Nigerian workers can start enjoying and benefiting more from the Buhari government, the minister said. The Minister is also appealing to everybody involve in the negotiation process to show some level of understanding. This requires some high degree level of collective bargaining and collective consensus said the minister. A trio of American economists on Monday won the Nobel Economics Prize for their work in the fight against poverty, including novel initiatives in education and healthcare, the Royal Swedish Academy of Sciences said. Indian-born Abhijit Banerjee of the US, his French-American wife Esther Duflo -- a former adviser to ex-US president Barack Obama -- and Michael Kremer of the US were honored "for their experimental approach to alleviating global poverty," the jury said. "This year's laureates have introduced a new approach to obtaining reliable answers about the best ways to fight global poverty," the jury said. The science academy said that "more than 700 million people still subsist on extremely low incomes," and that around five million children under the age of five still die every year from preventable or curable diseases. The three found efficient ways of combating poverty by breaking down difficult issues into smaller, more manageable questions, which can then be answered through field experiments, the jury said. "They have shown that these smaller, more precise, questions are often best answered via carefully designed experiments among the people who are most affected," it said. "As a direct result of one of their studies, more than five million Indian children have benefited from effective programs of remedial tutoring in schools. Another example is the heavy subsidies for preventive healthcare that have been introduced in many countries," the jury said. Human rights lawyer, Femi Falana (SAN), on Sunday advised President Muhammadu Buhari to cut down expenses on his frequent travels in order to save money to drive Nigeria’s economy in 2020. He argued hat the N10.33 trillion budget submitted to the National Assembly would not be sufficient to sail the country through the year except other means were explored to rake in funds for augmentation. This he made when he had the report how much the President and his Vice President will cost Nigeria in the 2020 budget. President Muhammadu Buhari and Vice-President Yemi Osinbajo will spend a total of N3.327bn on foreign and local trips in 2020. The figure is contained in the details of the 2020 Appropriation Bill that Buhari presented to a joint session of the National Assembly on Tuesday. The item was tagged Travel and Transport (General) under State House (President) and State House (Vice-President). In the 2019 Budget, a total of N1.3bn was allocated for the foreign and local trips of the President and the Vice-President. While N1bn was allocated to the President, N301.03m was allocated to the Vice-President. A breakdown of the N3.327bn allocated to travels for the two officials in 2020 shows that Buhari will spend N2.526bn on his trips while Osinbajo will spend N801m on his trips. A further breakdown shows that Buhari’s foreign trips will gulp N1.751bn while N775.6m will be spent on his local trips for the year. In the case of Osinbajo, his foreign trips will cost the nation N517m while his local trips will cost N283.97m. The figures are outside the N182.25m allocated for travels and transport in the budget of the State House Headquarters. Falana made the comments while speaking with newsmen at Imota, near Abeokuta on Sunday. The Federal Government has signed a contract agreement for the construction of railway to link Abuja, the Federal Capital Territory with Itakpe and Warri. The rail line, which is about $3.9b, will pass through Barrow and have a branch line to Lokoja, the Kogi State capital. Also included in the contract agreement is the completion of the rail line from Warri Central Station and construction of the new Warri Sea port. The Minister of Transportation, Chibuike Rotimi Amaechi, while signing the Contract on behalf of the Federal Government on Thursday in Abuja, said the contract will be operated on a Public Private Partnership (PPP) platform where the Federal Government and the Chinese company are expected to contribute equity to the cost of the construction. According to Mr Amaechi, “The signing ceremony we are witnessing today is the first PPP railway agreement for Abuja, Barrow, Itakpe and Lokoja. The agreement is between the Federal Republic of Nigeria and China Railway Construction Company International (CRCCI). In the agreement, it is 15 percent Nigeria and 10 percent CRCCI and then we would borrow the remaining seventy five percent as SPV from the Chinese EXIM bank.” “Part of the agreement is that the CRCCI will provide us with a performance bond before we give a sovereign guarantee for them to be able to borrow the remaining seventy five percent,” Amaechi said. The Minister added that any outstanding fund arising from the contract will be borrowed with the Federal Government’s guarantee, which would also be backstopped by performance bond from the company. “And then there is a concession agreement that requires CRCCI to manage both the railway and the seaport and recover the seventy five percent and pay the money. “So, the entire railway for now in Nigeria is constructed by CRCCI. Honestly, I don’t know why we have not concluded the Ibadan dry port. We need to conclude that and get it out of the way. Nigeria is waiting for CRCCI at Abuja to Itakpe and Warri seaport. Before the approval at the Federal cabinet, CRCCI was pushing us with so much pressure to approve it, now that we have approved it they are not on site,” he told the Chinese delegation. He however commended the working relationship between the Federal Government and CRCCI over the years, and reminded them that there was need to localise technology and participation. “I think that the good working relationship between the Federal Government and CRCCI Is the reason we have not engaged other companies, and there’s the need to localise the technology and we need local participation of both Nigerian Engineers and contractors. So we need you to work with us to develop the knowledge of Nigerians in terms of the Railway University and provide us with lecturers until such a time that we are able to have our own lecturers,” he said. Mr Amaechi further stated that the Chinese company is expected to operate with the aim of meeting the repayment term of the borrowing within a construction period of thirty years. Earlier, the leader of the Chinese delegation and Vice Chairman of CRCCI, Wang Wenzhong, said they would provide solutions to the development of Nigeria railway and ensure the best in terms of quality delivery. He acknowledged that there had been significant achievements in transportation infrastructure under the present government. “CRCCI is China’s biggest construction company and the biggest railway company in the world. We pay lots of attention to the development of Nigeria, we also make use of our best resources in Nigeria. We also make demand for our subsidiaries to work harder for Nigeria and her people. The Minister of State for Petroleum Resources, H.E. Chief Timipre Sylva has formerly launched the Operation White Project aimed at entrenching energy security and deepening the drive for transparency. In his inauguration speech, he charged the 89 members of the project team drawn from five Key Agencies, to work assiduously whilst embracing the highest level of accountability, to collectively succeed and deliver excellently. Chief Sylva name-checked the leadership that has been consistently provided by the Group Managing Director of NNPC, Mallam Mele Kyari while noting that every organization is as strong as the quality of its leadership. He further expressed his optimism that the gains of the Operation White Project will reduce the inflated product consumption figure and ultimately reduce the subsidy wage bill. In his response, Mallam Kyari encouraged the team members to deliver on the national assignment with a deepened sense of patriotism and excellence. He pledged that the project will monitor and track the entire movement of petroleum products and enshrine visible transparency across the value chain. It was a refreshing time of going down memory lane, as President Muhammadu Buhari on Wednesday received at State House, Abuja, some of the Ministers who served with him as military head of state between January 1984 and August 1985. The President recalled “how we got things done then,” because it was a military administration, and pledged to “carry everyone along on my last lap as a democratically elected leader.” President Buhari thanked the former Ministers “for being consistently in touch” and particularly lauded the military for building Abuja as new Federal capital for the country. A minute silence was observed in memory of those who have passed on among the former Ministers. Leader of delegation, Professor Ibrahim Gambari, who served as Minister of External Affairs, said the team came to congratulate the President on his achievements in security, foreign affairs, anti-corruption, education, and many others. "We were appointed 35 years and nine months ago. Eighteen of us were sworn in. Your leadership was firm, but you also gave us free hand to operate. You knew what each person was doing. We will never forget the opportunity you gave us. We remain patriots,” Professor Gambari said. Lionel Messi and Cristiano Ronaldo could be banned from travelling to the UK after Brexit. Messi and Ronaldo are just two of the game's superstars who have been convicted of tax fraud in recent years. The report quotes immigration lawyer Andrew Osborne as saying: "There are a number of very famous footballers with convictions and suspended sentences for tax evasion. They, thus far, have not had to worry as they have EU passports. "But, post-Brexit, they potentially may not be able to enter the country [as they will be treated like non-EU nationals]. Anyone with a prison sentence of any sort, the starting point is you are not allowed in." Though Messi is Argentine by birth, he has dual Argentine-Spanish citizenship and hence could fall foul of the new rules. The University of Lagos has shut-down the ‘Cold Room’, where lecturers allegedly sexually assault students. According to a report by Premium Times, the development was announced on Monday by the Principal Assistant Registrar (Communication Unit) of the university, Taiwo Oloyede. The ‘Cold Room’ was mentioned by a lecturer of the school, Boniface Igbeneghu, in a documentary filmed discretely by the BBC. In the documentary, Igbeneghu described the room as a place where lecturers meet to “touch students’ breast” at the staff club of the university. According to him, “nothing good comes free” and the ‘cold room’ experience is the price some female students have to pay to have good grades. Meanwhile, just hours after the release of the documentary, the school’s Pro-Chancellor, Dr. Wale Babalakin, announced the suspension of Mr Igbeneghu over allegations of sexual assault disclosed in the documentary. He also noted that the university council will investigate the matter as it does not condone such behaviour. Barcelona have sacked Juvenil A head coach Victor Valdes with immediate effect, amid rumours of a bust-up with Patrick Kluivert behind the scenes. Valdes returned to Camp Nou to take charge of the U19s back in July, five years after ending his time at the club as a player. He was expected to oversee the development of Barca's next generation of stars, but his coaching stint has been cut short prematurely. Widespread reports have suggested that Valdes and the club's director of youth, Kluivert, do not see eye to eye, with friction between the pair reaching boiling point over the last week. Valdes did not appear on the sidelines during Barca U19's 2-1 win at Gimnastic de Tarragona on Saturday and he has been officially dismissed on Monday morning. Barcelona have released a statement on their website, which reads: "FC Barcelona has told Víctor Valdes that he is no longer the coach of Juvenil A and belonging to the Club. Following his impeachment, the House has elected Hon. Charles Maijankai of Karim Lamido I State constituency as the new Deputy Speaker. The Peoples Democratic Party (PDP) has said that the All Progressives Congress (APC)’s unwarranted insult on former President Goodluck Jonathan over former UK Prime Minister, David Cameron’s comment, was misdirected as it »best suits President Buhari and the APC administration. » Cameron in his new book titled »For the Record », accused the former Nigerian president of turning down a request by the UK government to help in the rescue of the abducted Chibok girls. Jonathan has since denied this allegation. APC in a statement released over the weekend, said Former President Goodluck Jonathan should never have responded to David Cameron’s comment because “Nigerians already know the story of his habitual negligence to matters of state. A French man paralysed in a nightclub accident has walked again thanks to a brain-controlled exoskeleton, providing hope to tetraplegics seeking to regain movement. The patient trained for months, harnessing his brain signals to control a computer-simulated avatar to perform basic movements before using the robot device to walk. Scientists described the trial results as a breakthrough. Doctors who conducted the trial said though the device was years away from being publicly available, it had the potential to improve patients’ quality of life and autonomy. The patient, identified only as Thibault, 28, from Lyon, said the technology had given him a new lease of life. Four years ago his life was permanently changed when he fell 40ft (12 metres) from a balcony, severing his spinal cord and leaving him paralysed from the shoulders down. “When you are in my position, when you can’t do anything with your body … I wanted to do something with my brain,” Thibault said. He trained using a video game avatar system to acquire the skills needed to operate the exoskeleton and had to relearn natural movements from scratch. “I can’t go home tomorrow in my exoskeleton but I’ve got to a point where I can walk. I walk when I want and I stop when I want,” Thibault said. Cervical spinal cord injuries leave about 20% of patients paralysed in all four limbs and is the most severe injury of its kind. Alim Louis Benabid, professor emeritus at Grenoble and lead author of the study published in the Lancet Neurology journal, said: “The brain is still capable of generating commands that would normally move the arms and legs, there’s just nothing to carry them out.” A team of experts from Grenoble Alpes hospital, the biomedical company Cinatech and the CEA research centre began the procedure by implanting two recording devices either side of Thibault’s head, between the brain and the skin. These read his sensorimotor cortex, which controls motor function. Each decoder transmits brain signals, which are translated by an algorithm into the movements the patient has thought about. It is this system that sends the physical commands the exoskeleton executes. Thibault used the avatar and video game to think about performing physical tasks such as walking and reaching out to touch objects. Using the avatar, video game and exoskeleton combined, he was able to cover the length of one and a half football pitches over the course of many sessions. Several studies have used implants to stimulate patients’ muscles but the Grenoble research is the first to use brain signals to control a robot exoskeleton. Experts involved in the study said it could potentially lead to brain-controlled wheelchairs for paralysed patients. “This isn’t about turning man into machine but about responding to a medical problem,” said Benabid. “We’re talking about ‘repaired man’, not ‘augmented man’.” In a comment piece on the study, Tom Shakespeare, professor of disability research at the London School of Hygiene and Tropical Medicine, said the exoskeleton system was a long way from usable clinical possibility. Senator Solomon Adeola (Lagos West) presented the report to the Senate during Thursday’s plenary at the Upper Chamber of the National Assembly in Abuja. In the report, the committee observed that the salaries and remuneration for the proposed recruitment of 30 thousand personnel in the Police, Nigerian Army, Nigeria Immigration Service, and the Nigeria Security and Civil Defence Corps (NSCDC) were not captured in the MTEF and FSP. The committee also expressed displeasure over the attitude of the Central Bank of Nigeria for the under-disclosure of the e-collection of stamp duties. It also observed that the activities of the Nigerian National Petroleum Corporation (NNPC), as it relates to the cost of production, were shrouded in secrecy. The Economic and Financial Crimes Commission (EFCC), Sokoto Zonal Office, has arrested four officials of the Independent National Electoral Commission (INEC) for alleged diversion of over N84.6 million for ad Hoc staff allowances. This was contained in a statement by EFCC spokesman, Mr Wilson Uwujaren, made available to newsmen by the commission’s Sokoto Zonal Office, on Wednesday in Sokoto. He said the arrest was due to a petition by one Abdullahi Nasiru who wrote on behalf of all presiding officers that worked for INEC during the 2019 General elections in Zamfara State. “This, alleging that the Adhoc staff were denied payment of their N6,000 movement allowance each for the two elections. “They further alleged that what the Commission paid to them was different from what other states paid their Adhoc staff. “The Commision allegedly paid its staff the sum of N9,000 in Zamfara while other states like Sokoto State, the commission paid N12,000. “However, investigation by the EFCC revealed that none of the 10,500 presiding officers who participated in the elections were paid their entitlements commutatively put at N84,696,000,” he said. Uwujaren added that the suspects would be charged to court as soon as investigations were concluded. Alani Akinrinade, former Chief of Army Staff and Chief of Defense Staff, CDS, has revealed how he and another military officer ended the Biafra civil war that lasted for three years. Akinrinade disclosed that a strategy he and a fellow General in the Army, Alabi Isama, retd, authored brought an end to the civil war. Speaking with Vanguard, the former CDS pointed out that he and Isama took days preparing the strategy which they used in ending the war. He said: “The tactics we finally used in ending the war was a document that Alabi Isama and I prepared. We spent days and nights preparing it because the last time we were with Adekunle, he showed that he was becoming distrustful of us. He was not happy with some of the things he thought we were doing. “He felt that we no longer believed him. That was how he posted us out of his headquarters. Alabi Isama was in the 3rd Sector while I was in the 2nd Sector. That was another mistake he made. The two sectors were adjacent to each other. Alabi Isama was in Uyo, I was in Aba. Ayo Ariyo, who was our classmate but much older than us was in Calabar. He put someone else in the 1st Division. “The person was our senior but we didn’t get along with him. I served with him in the 2nd Division. When I quarreled with my GOC he was there sitting down and said nothing. They were just sitting down and allowing the GOC to do whatever he wanted. When he ended up in the 3rd Division, I didn’t want to do anything with him. What they didn’t know was that we had stabilised our side. “It was the work both of us had done that we used in ending the war. We told ourselves that finishing the war was not difficult. We presented the plan to Adekunle. Whether he studied it or not, we were not sure. All he wrote on the plan was “this is tactics lesson one, when are my expecting the next tuition?” That was how we left him and returned to our sectors. “It was the plan that we brushed up and we didn’t tell Obasanjo that we were going to execute it. We went ahead to execute it because we were tired of being in the front. It was a war that should have lasted for one year. But it lasted for 30 months. That was why he knew so much about what we did even though he (Obasanjo) was no more there. A political activist and former Deputy National Publicity Secretary of the All Progressives Congress (APC), Comrade Timi Frank yesterday called on the President of the Christian Association of Nigeria (CAN), Dr. Samson Olasupo Ayokunle to stop denigrating Christians in Nigeria. Frank in a statement in Abuja also urged Dr. Ayokunle to face his priestly duties instead of using his sacred office to aid and abet corruption. He said it was a mortal sin for the CAN head to portray the highly reverred Christian body in the country as being pro-Corruption through his recent comments. It could be recalled that Ayokunle, visited Osinbajo in Abuja on Friday and later spoke with reporters at the Christian Ecumenical Centre, where he met with top members of CAN. He declared Osinbajo innocent of the N90billion allegation against him without proof and vowed to mobilise Christians against any act to destroy the works of the Vice President. Frank said: “As a Christian, I am ashamed of the attitude and character of this present CAN president in the person of Rev. Samson Olasupo Ayokunle. “CAN in its original form represents the body of Christ and Ayokunle ought to have known that it owes the citizenry or at least God, an obligation to win souls, be good ambassadors of the church and crusade for good governance. “As a supposed shepherd of the nation’s Christian body, if two of your sheep have a misunderstanding, I think you ought to have heard from both parties before taking a position. “I am however not surprised because like pregnancy evil cannot be hidden under tainted cassocks and collars. “I have heard from not a few reliable quarters that he often goes cap in hand before politicians in the name of praying for them. “It is shameful that the CAN President has turned the body of Christ into a political pressure group. “At least, even if it is now a political party, he ought to have allowed its spokesman to speak on behalf of the organization. “A President of CAN who could not get to interview the COZA pastor in view of the yet to be proved rape allegations against him, now deemed it expedient to defend fraud allegations against the Federal Inland Revenue Service (FIRS) and the Vice President, Prof. Yemi Osinbajo,” he said. Governor Abiodun, who stated this at the 42nd edition of the World Tourism Day, with the theme, ‘’Tourism and Jobs: A better future for all’’, said the creative and entertainment village upon completion, will be first of its kind in Africa.
