First, with the way the defunct USSR treated Cuba and left it to her fate after the Cuban missile crises of 1962, I don't think Cuba will volunteer itself to be scapegoated again. Second, the US is gradually defreezing relations with Cuba, so both parties would not want to overturn the progress made so far. Third, ideologies drive the antagonisms of the past. Even survival of nations then were tailored along ideological leanings. Right now, that is no longer feasible as ideological war is over, and what we have now is proper survival realism. Every country is having economic challenges, and most developing countries, including China would want access to the huge US markets. Russia will find it hard to find such allies in the Americas, given the US hold on that region, economically, politically and strategically.
