The problem of why government seem "not useful" to the average citizen in Nigeria, is that we pay so much MONEY to have law makers, who supposedly make laws (when they have chance, ironically) that reflect the wishes of the people. But there seems to be almost zero will from the executive to enforce, nor the integrity of the judiciary to interpret.

The 3 arms are supposed to be for check and balances, but so far we've know who rules them all.
