Most definitely!, All you need is at most a basic use of some PHONE EDITING APPS, that can brush up the image or get a low end laptop, maybe mini laptop (install Photoshop CS4 or slightly higher); touch up the photo and print.

The secret of any good photograph is adequate lighting. Get a well shaded-but adequately lit place and you can snap some good photos.
