Bro, I have been and lived in cross river for about a year, to be candid it doesn't deserve the top three spot except changes have been made, all the major roads there are dilapidated, they need to do serious work in that state to return it to one of the top Cities.

Having been to quite a number of Nigerian state and to bring it down to the ones listed (Ado, Abakaliki and to a little extent Lokoja) I think some of them truly deserves their position, was disappointed with Ado in particular when I visited there 2011, though that's quite a long time to base my argument on. Abakaliki isn't that bad.

I will suggest our Minister for health look into this and put in place preventive measures so as to be able to combat this new virus. In fact the same measure used to eradicate Ebola should be applied here and people coming in to the country from those places affected should undergo serious medical testing.
