This topic is quite interesting but requires thinking out of the box.
What can be done to curb it?

Rehabilitation of both the rapist and the victim. Apart from the jail term whether 5-10 yrs term, there should be a rehabilitation strategy in addition to the jail term. For the victim, he or she needs adequate care, love, prayers, reputable counselling sections which will include speaking to his or her rapist. It is really difficult to forgive without the culprit asking for forgiveness and the healing process truly starts from there.

Why the increase?
- No regard for God's commandments.
- Homosexuality and lesbianism
- Countless phonographic sites.
- Indecent dressing.
- lack of self control.
- Lack of good parental upbringing.
- Inadequate sex education in our schools
- Inadequate rehabilitation programs... punishment really does not have much impact per changing someone without rehabilitating the person.
- Idleness.
- Immoral songs and videos. I know a lot of people won't buy this but it affects one's psyche, thinking and atimes control if your spiritually is zero.

Say no to promiscuity, say no to molestation, support rehabilitation programs. Treat others like your siblings...what goes around comes around. This is one natural law that is certain...

I believe in freewill...I believe in the ability of man to choose right or wrong...we are rational beings not animals that can be programmed at will...The devil as well can only suggest...he has no power to force you to do what you don't want to....
Once again...God is omnipotent but I believe in freewill because philosophically not theologically...we are rational in nature.

Your alarmism is unnecessary.
God will is that we know Him, love Him and serve Him...He did not program anything. Devil is fighting his last battle to deceive as many souls as possible. Rev 12 says: "Then the dragon was enraged at the woman and went off to wage war against the rest of her offspring". God is omnipotence but at same time gave us the freewill to choose right or wrong...is our decision to choose...He did not program anything.

[/b]For your information, most ppl are hypertensive (having either high or low BP) without knowing. Diabetes most times comes with age though is prevalent of recent...Diabetes doesn't escalate with stress as far as you're on medication/avoid certain foods.
The problem here is simple violation of human right...you can place one on house arrest while investigation is on...I hate backbiting...is unprofessional.
