Now that FG has failed to document terms of agreement with ASUU on paper, ASUU has resolved to await if their demands will be considered in the 2014 budgetary allocation before the strike can be suspended. However, considering the above, will ASUU then proceed with this already protracted strike, provided FG fails again to include ASUU's demand in the budget? I only hope the strike could be suspended right after this yuletide.

With the gathering Tuesday of a multitude of people in Johannesburg for the memorial and state funeral of Nelson Mandela, South African icon and former president, who died Thursday November 29, the country has raked in huge but yet unestimated earnings.

The revenues have been tumbling in through hotel bills, flight tickets, fares from other categories of transportation, proceeds from shopping and tourism bills among others, as thousands of high and mid networth visitors throng the country.

The state funeral which afforded a huge number of world leaders, who were physically president in the country, the opportunity to pay their last respects to Mandela, further swelled the contributions of the late former president to the South African economy.

A commentator who compared the roles of Mandela in the development of his country with those of current and former Nigerian leaders, observed that Madiba had been an immense blessing to his country and compatriots.

“Mandela is a huge blessing to South Africa. Even in death, he is as much a blessing to his country as he was while alive. For instance, the financial earnings that will accrue to South Africa this time around will be enormous. The air fares, train fares, cab fares, hotel bills will be huge. Don’t forget that not all the world leaders would leave immediately after the ceremony; some would visit the prison where he served for 27 years and that is part of tourism. As you also know, there are small, small businesses that would thrive during this period,” the pundit said.

The analyst further said: “Unlike in Nigeria where leaders are a huge burden whether in life or in death, Mandela’s case was different. Here, rather than contribute, leaders steal even more than they need.  When they die, they are a huge burden on the country, even after they have illicitly acquired so much wealth. I think Mandela’s death and the presence of our president at the event would help to re-orient them.”

Mandela, who died at the age of 95, helped to lay the foundations for a robust economy and servitude, which remain solid despite all current and future problems. South Africa now has a diversified economy, impressive infrastructure in its large cities, a functioning justice system and a free press.

“Mandela’s role in the political development of South Africa is unquestionable,” said Shilan Shah, Africa Economist with Capital Economics.

“Between 1980 and 1993, real GDP growth averaged 1.4 percent per annum. Between 1994 and 2012, average growth has risen to 3.3 percent,” said Shah.

“Significant economic progress was also made under his leadership. However, this is now in danger of being undone.”

Pundits say he provided a stable political platform for the South African economy to recover from years of economic sanctions, while involving black workers.

Education2014 Budget May Sway ASUU To End Strike by suco50(op):
There are indications that the hierarchy of the Academic Staff Union of Universities (ASUU) is waiting for the presentation of the 2014 budget by  President Goodluck Jonathan before they take a decision on their protracted strike action, BusinessDay investigations have revealed.

Some members of the union suggest that the union is waiting to see the direction of the budget as regards ASUU’s demands.

Inside sources who spoke to BusinessDay on  condition of anonymity believe that the strike would be called off once their demands are reflected in the budget expected to be presented to the National Assembly by the President soon.

“Once the next budget contains a section that addresses our demands, ASUU members would have no option than to go back to classes” said one of the striking lecturers.

BusinessDay investigations  indicate that the perceived rank breaking move by the Federal Government on ASUU have not achieved the desired result.

Analysts and education watchers  assessing the situation, express misgivings about the current situation, observing that even if the hierarchy of ASUU decides to end the over five months-old strike, no meaningful academic work would be achieved by students or their lecturers, with barely two weeks to Christmas.

They maintained that the five months wasted as a result of the strike have already altered the academic calendar and that it would take at least two weeks for academic functions to normalize.

BusinessDay checks across that various campuses reveal that some universities including the University of Nigeria Nsukka, University of Jos, Enugu State University of Science and Technology (ESUT) Federal University of Technology Owerri, among others, have resumed, in line with the directive but with little or no academic activities visible.

At the  University of Nsukka, the ASUU members refused to return to class and the students have not fully returned to campus, on account of the absence of the lecturers while the Federal University of Technology, Owerri chapter of ASUU told the students to disregard the resumption notice by the school management, stating that its members would not go back to classrooms until their agreement with the Federal Government is met.

Members of Academic Staff Union of Universities (ASUU) under Ibadan Zone which include FUNAAB, OAU, UI, UNILAG, LASU, TASUED, OOU defied Federal Government’s resumption deadlines which entered into it second day, upholding ASUU’s decision not to resume with 100 percent compliance.

Visits by our correspondents to most of the universities under Ibadan Zone of the union showed that none of ASUU’s members resumed to work as being ordered by the Federal Government through the National Universities Commission (NUC), just as lecture theatres, libraries and campuses generally were deserted, except some cleaners and security men seen observing menial works.

BusinessDay gathered that Senate meeting called by management of the Federal University of Agriculture, Abeokuta (FUNAAB) was not attended by any lecturers under the ASUU, just as our correspondent reports that lecturers under the zone expressed readiness to bear any consequences that might come up as a result of the action and inaction.

Giving the situation report, Biodun Badmus, the FUNAAB ASUU Chairman, who spoke with the media in Abeokuta, affirmed that the strike would continue,  as long as the Federal Government did not fulfil its pledges to the ASUU, saying the university lecturers would continue to comply with the ASUU’s directives 100 percent.

“Even the Senate meeting called on Thursday was not attended by any lecturers, we are told anybody that cares to listen that lecturers will observe 100 percent compliance with ASUU’s directives”, Badmus added.

The University of Ibadan chapter of the Academic Staff Union of Universities (ASUU)  on Monday defied the Federal Government’s directive to resume or get fired by Tuesday.

The university had in a release had asked students to return to campuses on January 4, 2014.

But University of Ibadan ASUU  sent a message to its members saying “Dear member, stay calm and remain resolute. There is nothing wrong in asking government to do what it says it will do immediately”.

Speaking on the strike, National Treasurer of ASUU, Ademola Aremu said academic staff cannot be humiliated by government.

The ASUU boss said there is nothing yet to show for the five month old strike if the union returns back to the classroom without documenting and getting the funds it asked for public universities from the federal government.

Aremu who noted that the strike was still fully on course nationwide stated that Information Minister Labaran Maku lied that it has released N45billion to schools as Earned Allowances.

He said that the federal governments should document its claim that it has deposited N200billion in the Central Bank of Nigeria in a letter and communicate with the union, rather engaging in media propaganda.

The Central Bank of Nigeria (CBN) has announced that the country will revert to paper banknotes before June 2014.
The move has been described as a policy switch that bucks the growing trend around the world for tougher polymer-based currency.
The central bank however said the policy would not be a drain on the country's finance and would be gradual.

"Polymer has been on a test run since 2007. This explains why we did not go the whole hog by printing all the notes in polymer," the Director of Communication, CBN, Mr. Ugochukwu Okoroafor, told AFP.


"We only used polymer for N5, N10, N20 and N50, while N100, N200, N500 and N1, 000 are in paper form. We soon discovered that the polymer notes easily fade out because of our peculiar hot climate in Nigeria making them look tattered when in use over time," he added.


The CBN signed a deal in 2006 with Australia's Securency International to print lower more-circulated units of the naira in polymer, while higher denominations were kept in paper form.

But six years down the line and after an allegation that the manufacturer bribed foreign officials to secure contracts, including in Nigeria, the CBN said it was being forced to reverse the policy.


"What we have decided is to switch over to paper notes when we next want to print naira notes," Okoroafor said.
"When the polymer notes in circulation become tattered and ready to be disposed of, we will start the printing of paper notes."
The new paper banknotes would be printed locally by the Nigerian Security Printing and Minting Company rather than abroad, he added.


Experiment showed the polymer-based notes, which are in use in 23 countries around the world, including Australia, could last longer than traditional cotton-paper notes.


But the CBN said there had been a public outcry about the poorer quality of some of the new currency in circulation.
Securency International was reported to have supplied 1.9 billion of its Guardian brand polymer-based notes to Nigeria between 2006 and 2008. In the wake of the bribery claims, the Reserve Bank of Australia sold its 50 per cent stake in the firm.


Innovia Security, which bought out Securency International earlier this year, said it did not comment on clients or their business but added that a number of countries with hot and humid climates used their product.


"We have had no issues of premature ink wear or colour fading in these markets," a spokesperson said in an emailed statement.
However, there are concerns that switching back to paper notes is a sign of a lack of a coherent policy.
"My concern is that Nigeria is fond of policy somersaults," said a former banker, Moruf Akamo.
Akamo added: "What becomes of the initial investment in the polymer technology, considering that the notes have been in circulation for only six years after their adoption in 2007?"


Akamo said the CBN should have done more research to ascertain the feasibility of polymer notes before starting the project.
"Why is Nigeria going back and forth? It's time our policy makers got their acts together and do what is right for this country," he said.
Yemi Adegbola advised the central bank against spending money to print paper notes, which can degrade quickly with daily handling and the tropical climate.


"I can't see any logic in going back to paper notes," said Adegbola, a treasury manager at a commercial bank in Lagos.
"The trend worldwide is to embrace polymer. I wonder why Nigeria's case is different?" he added, claiming that polymer was less susceptible to forgery.


"It's not easy to fake polymer notes like paper notes," he said.

Liberia’s education minister says she finds it hard to believe that not a single candidate passed this year’s university admission exam.

Nearly 25,000 school-leavers failed the test for admission to the University of Liberia, one of two state-run universities.

The students lacked enthusiasm and did not have a basic grasp of English, a university official told the BBC.
