There are other provinces you can submit EOI for besides these 3 you mentioned. For instance, NB has a recruitment session coming up in June, go register. I just got their PNP LOI on my EE profile about 5days ago.

My opinion:
SINP doesn’t award point for rural or whatever city you choose to stay. So you can choose any city and you won’t be compelled to stay there because you chose it in your application.

Since your step sister is yet to travel, it would be wrong to say you have a relative there in the EOI. Also there’s you can’t gain points from her until she stays there for 1 year. So better don’t take risk that can be misconstrued as

misrepresentation.

Lastly, you can just select all provinces in your express entry except if you are only co soldering Saskatchewan. Some provinces go to express entry and draw candidates there based on certain criteria

1) Do I have to apply to a school(s) before taking the GRE so I can forward my test scores to them directly.

To your first question, you might need to do some research on schools offering Business and Marketing programs at PH.D Level that don't require GMAT.

If there are schools that insist you need GMAT, you can try write a REQUEST FOR A GMAT WAIVER to the Graduate Coordinator or Admission Manager of the program, see the link below for a;
