A REPORT released by the United Nations, UN, on Nigeria’s Common Country Analysis, CCA, has revealed a deeply divided society on the basis of the plurality of ethnic, religious and regional identities that had tended to define the country’s political existence. The report also painted a gloomy picture, with most of the development and social indices in the country registering at levels unacceptable. The report, which was read during a consultative meeting on the formulation of the UN Development Assistance Framework IV (UNDAF IV) for the South East geo-political zone in Awka observed that for decades, different segments of Nigeria’s population had, at different times, expressed feelings of marginalization, of being short –changed, dominated, oppressed, threatened, or even targeted for elimination. The report read in part: “Nigeria, with a population of over 75 million, is the most populous nation in Africa and the seventh most populous in the world. Her population will be approximately 200 million by 2019 and over 400 million by 2050, becoming one of the top five populous countries in the world. “Nigeria is one of the poorest and most unequal countries in the world, with over 80 million or 64% of her population living below poverty line. The situation has not changed over the decades, but is increasing. Poverty and hunger have remained high in rural areas, remote communities and among female –headed households and these cut across the six geo-political zones, with prevalence ranging from approximately 46.9 percent in the South West to 74.3 percent in North West and North East. “In Nigeria, 37% of children under five years old were stunted, 18 percent wasted, 29% underweight and overall, only 10% of children aged 6-23 months are fed appropriately based on recommended infant and young children feeding practices. “Youth unemployment which is 42% in 2016 is very high, creating poverty, helplessness, despair and easy target for crime and terrorism. Over 10 million children of school age are out of schools with no knowledge and skills. “Nigeria’s economy is currently in a recession and it is estimated that government revenues have fallen by as much as 33 percent, which has further resulted in the contraction of the Gross Domestic Product, GDP, by 0.36 percent in the first three months of 2016. “The vulnerable macroeconomic environment in Nigeria is affecting investors’ confidence in the domestic economy.” When contacted last night to react to the report, federal government officials said they where not aware of it and couldn’t, therefore, react. “Despite the fact that Nigeria is a signatory to a number of protocols on sustainable and renewable environment, the country had, over the decades, failed to protect the environment, ecosystem and natural resources. Over-exploitation of natural resources and pollution of the environment, desertification are exposing the population to vulnerability and risks caused by climate change, among others. “Nigeria is well-endowed with forest resources, accounting for 2.5% of GDP. But Nigeria has one of the highest rates of forest loss in the world. Between 1990 and 2000, Nigeria lost an average of 409,700 hectares of forest per year on average deforestation rate of 3.5% per annum. “Increase in population, human activities like farming, construction and cutting of trees, use of wood and effect of climate change lead to environmental destruction across Nigeria.” This in turn leads to unpredictable weather, drought and floods. The implication of destruction of the environment includes reduced agricultural productivity, destruction of property eh and loss of lives. “Nigeria faces humanitarian and emergency crises of considerable proportions fueled by a combination of factors including climate change, inter-communal conflicts and violence, insurgency, recurring floods, heavy handed tactics of security forces in combating crime and insurgency. THE Federal Government, yesterday, debunked the letter by congressman, Tom Marino describing it as baseless and far from reality. Mr Tom who had called on the United States of America to withhold security assistance to Nigeria. In a statement, the Minister of Information and Culture, Alhaji Lai Mohammed, said the comment made by the US lawmaker was based on a faulty premise. Mr Lai Mohammed said: “Congressman Marino was poorly informed about the issues he commented on, wondering why he did not take the pains to get first hand information from the US Embassy in Nigeria or any other credible source before engaging in what is nothing but a propaganda of his own imagination.” The Minister said by asking the US to restrain from selling war-planes and other military equipment to Nigeria based on a faulty premise, the Congressman relied on the strength of some accusation against President Muhammadu Buhari’s administration. Lai said, “Insecurity anywhere is insecurity everywhere. Had Congressman Marino understood this, he would not have made the kind of call he made concerning the US security assistance to Nigeria. The Boko Haram insurgency that Nigeria has decisively dealt with under President Muhammadu Buhari is not just a Nigerian problem but a regional and international problem. ” The Minister also mentioned that the US lawmaker did not have Nigeria in mind when he wrote that the US should withhold security assistance to Nigeria until President Buhari “demonstrates a commitment to inclusive government and the most basic tenets of democracy: freedom to assemble and freedom of speech.” The statement reads: ‘’An Administration that operates purely on the basis of respect for the rule of law and a strict adherence to constitutional order is not one to deny the citizens of their constitutionally-guaranteed rights. He said that the Buhari led Administration therefore does not need the goading of Congressman Marino or anyone for that matter to do what is right. ‘’Concerning running an inclusive government, had Congressman Marino done his research well before sending his letter, he would have realized that no part of the country is in the dark in the distribution of political appointments, for example, or in the appointment of Ministers, which was done in accordance with the Constitution that mandates that the President must appoint at least one minister from each of the 36 states and the Federal Capital Territory. ‘’Had the Congressman sought information from reliable sources before engaging in a flight of fancy, he would have been presented with a comprehensive information on the appointment of CEOs for Federal Government’s parastatals, agencies and commissions that shows that the appoints were almost evenly matched along the line of the six geo-political zones in the country: With the North West having 51, North Central 46, North East 45, South East 41, South West 45 and South South 45. “The Congressman may wish to note that each geo-political zone comprises 6 states, with the exception of North West (7) and South East (5).” The Minister described Marino’s description of the administration’s anti-corruption efforts as ‘selective’ as a tired argument that clearly shows that the US lawmaker must have appended his signature to someone’s prepared line. ‘’That line was invented by those seeking to cause an unnecessary distraction from the Administration’s anti-corruption efforts, and which been soundly rejected. Congressman Marino’s decision to resurrect the dead postulation without an iota of proof is a reflection of whose side he has taken in the ongoing efforts to rid Nigeria of corrupt elements. Needless to say that the anti-corruption battle will continue unhindered, irrespective of whose ox is gored. And in this fight, only the guilty needs be afraid,” he said. The Honorable Minister of Information and Culture, Alhaji Lai Mohammed, has allayed the fears of Nigerians over the reports which indicates that the country is on economic recession. The Minister, in Abuja, said that the Federal Government is on top of the situation. “I can assure you is that we are on top of the situation and we are confident that the second half of the year will be better than the previous. “Some of the things that impacted on this first two quarters were the acute fall in the price of crude oil,” he said. Mr Lai said that the development was not new to the government, adding that measures were being taken to reverse the trend. “One thing we cannot take away from this government is that it is open, honest and will not keep Nigerians in the dark. “About a month ago, the Minister of Finance actually told all of us that we are already technically in recession. “Recession is not an event, it is a process. We knew more than five years ago that the country is heading towards recession because the structure of our economy is faulty. “Faulty in the sense that for many years we have relied in one product, crude oil,” he said. The minister said the crash in the cost of crude oil and the activities of militants in the Niger Delta region which brought down production were largely responsible for the situation. He explained that “because of the crash in the cost of crude oil, we lost about 60 per cent of our earnings. He said: “Crude oil that used to sell for about 100 dollars per barrel, today we are hovering between 40 and 45 dollars per barrel. “The 2016 budget projected 2.2 million barrels per day at 38 dollars. But because of the activities of the militants in the Niger Delta region, we are down to 1.2 to 1.4 million per barrels a day. “We have lost about one third of production capacity. “Combine all these together we are heading for recession especially when there is no reserve to cushion the effects.” Moreover, the minister said the nation’s economy was driven by consumption and not by investment or production. He therefore appealed to Nigerians to curb their appetite particularly for foreign goods and patronise made-in-Nigeria products. He said that government on its part would continue to provide incentives to encourage manufacturers and ensure that the cost of doing business is competitive. Mohammed noted that the NBC report was not all gloomy as the nation recorded growth in agriculture and in the solid minerals sectors. “Even in the face of the deficit, we made growth in agriculture which records 4.5 per cent growth and solid minerals which records 3.9 per cent growth. “On the good side again is that we can see in agriculture that we have surplus in agriculture produce and what is of concern to us is how to mop up this. “The report also indicates that in the area of investments, we are higher even than what it was in 2010,” he said. The minister explained that the positive side of the report was an indication that the policies and programmes of the government on diversification of the economy were yielding fruits. He assured that government would continue to encourage agriculture and ensure it purchased and stored the excess produce by farmers. Mohammed said that the approval by the Federal Executive Council for extension of contract for e-wallet programme, would allow farmers easy access to fertilisers and seeds at subsidised rate. An unidentified middle-aged man, Wednesday, abducted two siblings aged 8 and 13, who were returning from extra-moral class in Satellite area of Lagos. Thereafter, he exchanged them for two bags of rice in a shop at 63, Marwa Road, near Chemist Bus Stop. It was gathered that at the shop, the abductor told the sales girl that he would like to take two bags of rice to the mother of the children, whom he claimed owned a restaurant close-by, to ascertain whether the rice was the brand she needed. The owner of the shop, Mrs Silverline, explained that “he (the abductor) told my sales girl that the mother of the children needed Indian rice, but my sales girl told him that what we had was Brazilian rice and that it was good. “Thereafter, he made a phone call to someone he claimed was the mother of the children and at the end said he would like to take the bags of rice to the woman. But my girl insisted on following him to collect the money for the bags (N40,000) should the woman agree to buy them. “The stranger said he would ride on a motorcycle with the bags of rice, while my girl followed with the children on foot. But on reaching the purported restaurant, the owner said she never saw any one with bags of rice, neither did she admit knowing the children. “They walked to Ijegun end of Satellite without any sight of the abductor. When we asked the children about him, they said that the abductor was not their father.” An eyewitness, Ifeoma John, said that immediately the abductor left with the bags of rice, a man who claimed to be the biological father of the children, arrived, alleging that his children could have been hypnotised by the abductor. Pastor William Kumuyi, General Superintendent of Deeper Christian Life Ministry, has said that imposing one religion on a country will take a long process and as such, nobody can Islalmise or Christianise Nigeria. Kumuyi Pastor Kumuyi, who is in Calabar, Cross River State, for a crusade, told Vanguard at the Margaret Ekpo International Airport, that no religion advocates the killing of others, so the reported killings of Christians in some parts of the country have to be investigated before reaching a conclusion on the motive behind the killings. The Nigerian Communications Commission, NCC, warned telecom operators to desist from flouting the order banning sale of pre registered SIM cards or face stiff sanctions. The Commission accused the operators and their agents of selling pre registered sims, despite the ban. According to the Director, Public Affairs, Mr Tony Ojobo, “despite regulations and directives against the sale and use of pre-registered SIM cards, Operators through their Dealers/Agents are still selling pre-registered SIM cards in several parts of the country”. Ojobo drew attention of the operators to the section 19 and 20 of the Nigerian Communications Commission (Registration of Telephone Subscribers) Regulations, 2011 saying the commission under the provisions of these sections of the Act, would not hesitate to mete out appropriate sanctions if this continued. Sections 19 and 20 of the Act states that: 19 (1) Any licensee who fails to capture, register, de-register or transmit the details of any individual or corporate subscribers to the Central Database as specified in these Regulations or as may be stipulated from time to time by the Commission is liable to a penalty of N200,000.00 for each subscription medium. (2) A licensee who activates any Subscription Medium without capturing, registering and transmitting the personal information to the Central Database commits an offence and shall on conviction be liable to a fine of N200, 000.00 for each unregistered activated Subscription Medium. 20. (1) Any licensee who activates or fails to deactivate a subscription medium in violation of any provision of these Regulations is liable to pay a penalty of N200,000.00 for each unregistered but activated subscription medium. Other top leaders of the party, who defected included Tony Anileh, Madam Goldenpenny, Pius Izemwingie, Ikponmwonsa Usiobafoh, Mrs. Vero Aguebor, Wilfred Enabulele, secretary ward 5, and Mr. Ebima Ogbeide. Oyegun asserted that the party was ready to accommodate more of the PDP leaders into the APC, saying “Massive development has already started in the state, and we welcome people who have the interest of the state and are progressive minded to join to continue with this development. Looking at the calibre of leaders defecting, I laugh when I see PDP boast of winning. Three suspects, who allegedly gang raped a 14-year-old girl in Okeota Ona Grammar school road in Ikorodu area of Lagos, have been arrested by the police. it was gathered that three of the suspects, Afeez, Kabiru and Ramon are currently at large while Olabisi Olasunkanmi and Jamiu are being investigated by Juvenile and women centre at the Igbogbo Divisional Police Ikorodu. It was gathered that the victim was ambushed on her way back from school, when one of the alleged suspects took her earpiece before dragging her into his room where she was reportedly gang raped. It was also learned that the suspects took turns to rape the victim (names with held) while Jamiu (aka small) used a phone to record the act. According to the victim: “Afeez has been asking me out for a while, but I refused; I told him I wasn’t interested. THREE officials of Ibadan Electricity Distribution Company, IBEDC, were attacked by some restive youths of Esa-Oke community in Obokun local government area of Osun State, over two days of power outage. According to sources, youths of the town, who were said to have been worried by the outage, attacked officials of the power company with machete inflicting various degrees of injuries on them. It was learned, that the youths, after chasing the officials out of their office in the town, later caught up with them near Owamiran of Esa Oke’s palace and beat them up, using dangerous weapons. It further gathered that the angry youths broke into the company’s office and vandalised it, carting away some personal effects belongings of the staff, along with some service wires. Reacting to the development, Osun region’s management of IBEDC, in a statement condemned the attack, and explained that the outage was as a result of the routine maintenance of their 132KVA line by the Transmission Company of Nigeria, TCN. The company’s spokesperson, Kike Owoeye noted that supply was restored after the maintenance work had been completed and stressed that the exercise was necessary for quality and safe wheeling of energy as indicated by TCN. The company, however, expressed displeasure over actions of the youths, which left three of its staff injured with bruises after machete was used on them. The statement reads in part: “We reiterate that the outage was due to the maintenance procedure by the TCN in Osogbo which is not under the control of IBEDC as a distribution company. “The company has various channels of communication with which the customers can lodge their complaints for speedy attention. Sadly, none of these channels were explored before these youths unleashed terror on our staff: the Service Manager, Customer Relations Officer and the Technical Service Supervisor. “With this development, we have been forced to withdraw our services temporarily from Esa-Oke and its environs to prevent further damage to lives and property. Social media giant, Facebook says it was ready to unveil a ten-year roadmap which will impact the Nigerian economy. The company’s Director of Global product Partnerships, Mr Ime Archibong, disclosed this in a telephone interview with Vanguard yesterday. Archibong said the roadmap would be unveiled during the‘Facebook for developers workshop’ for Nigerian engineers, product managers and partners which Facebook plans to host in Lagos next week. The event he noted, would help the engineers build better applications and monetise them more effectively. Archibong, who would also be one of the speakers at the event said the session will be loaded with valuable practical advice and detailed information about how developers can take advantage of the latest features on Facebook Messenger and Open Source development tools. According to him: “Nigeria is known across the world for having a booming, creative tech scene. The Lagos State Police Command has begun investigation into the discovery of the lifeless body of a 37-year-old man in her girlfriend’s apartment in Abule-Egba area of Lagos. This is just as a fleeing member of a suspected robbery gang was knocked down by a vehicle at Ijaniki area of Lagos, weekend. The deceased identified as Sikiru Olarewaju, as gathered, went to spend the night at his girlfriend’s house at 37 Surulere street, last week Tuesday. Trouble, however, started the following day after efforts to wake him up proved abortive, as he was discovered to be stone dead. The exact cause of his death could not be immediately ascertained as there was reportedly no gunshot wound on him or marks of violence to suggest that he could have been stabbed or shot. Spokesperson for the Lagos State Police Command, Dolapo Badmus, who confirmed the incident, said policemen from Oke-Odo division who “visited, examined and photographed the scene , discovered no trace of violence on the body. The corpse had been removed and deposited at the morgue. Meanwhile, a suspected member of a five- man robbery gang, who was fleeing a robbery scene at Oja Lowo bus-stop was knocked down by a vehicle, weekend. Eye witnesses said the hoodlums were robbing passers-by at the bus-stop of cash and other valuables. Some of them were said to have attempted to rape a female victim when a team of policemen from Ijanikin division, who acted on a tip off stormed the scene at about 9.30pm. The robbers reportedly took to their heels on sighting the policemen, but in the process, one of them was hit by a vehicle killing him on the spot. An 8 years minor, who was sexually abused and admitted at the Edo State-owned Central hospital, Benin City, is allegedly missing from the hospital. The 8 year old girl with health challenges was reportedly seen wandering around Ring Road area of the City, where she was allegedly rescued and taken to the hospital by a vigilant police woman sergeant (name withheld). Though, it could not be ascertained whether she was abandoned by her parents when some randy miscreants took advantage of her condition. It was gathered that the missing patient, who was initially alleged to have been admitted at the gynaecology ward of the hospital, was reportedly transferred few days later to the Children’s ward where she was reported missing by the Matron on duty (names withheld) last week to the hospital management that later alerted the Police. Sources hinted that the daily care of the child while in the ward was left to an unknown woman, who accompanied her to the hospital under the guise of being a sympathizing caregiver. However, senior management staff of the hospital, who spoke on condition of anonymity denied allegations of clinical negligence. “The police that brought the child told us the history of rape, our own is to treat, and we are not investigating officers. We have commenced a search for the child, the main thing now is that the child does not communicate; we don’t have a name for the child,” the source said. Further investigation revealed that two persons including a nurse in the ward have been arrested by the police. Google is to penalise websites that feature intrusive pop-up adverts so that offending pages are more likely to get lower placings.. Note: The change is due to come into effect on 10 January. Google makes much of its money from placing ads on the mobile web. One expert said the company wanted to give users one less reason to use ad-blockers or search within apps instead. For its part, Google said the move should make using some of its results less frustrating. “Pages that show intrusive interstitials [elements that cover the content] provide a poorer experience to users than other pages where content is immediately accessible,” it blogged. “This can be problematic on mobile devices where screens are often smaller.” Punishing pop-ups The California-based company gave three examples of practices it wanted to discourage: pop-ups that covered part of the main content when the user clicked on to a page an intermediary webpage that had to be dismissed before the main content could be seen an ad that filled the web browser’s screen so users had to scroll down “below the fold” before they could see the material they wanted Google will, however, make some exceptions. There was chaos yesterday, in Enugu following a gun battle between nine suspected robbers, who raided New Market, Edinburgh and Independence Layout axis, snatching about three cars. The operation, which lasted about two hours, saw some motorists plying the affected routes making frantic efforts to make a detour. In the process many crashed their vehicles, while others abandoned their cars and scampered for safety. According to an eye witness, the gunmen came in two vehicles: a Toyota Sienna and Camry 2002 model. Before then, they were reported to have collected another Camry Spider model from the owner at gunpoint before proceeding to riddle the body of their victim with bullets. The eyewitness said: “They just came and were seen raising two fingers in the air, while proceeding to attack their victim. “I have never seen that kind of confidence on the part of armed men. It was a scary experience for me.” Another eyewitness, who gave his name simply as Mark, said: “They shot him the first time and he fell inside a nearby gutter.
