Federal High Court in Lagos on Monday granted N50m bail each to two students of Moshood Abiola Polytechnic and Resign Regal Academy, Timothy Oluwabukola and Anthony Odemerho, who allegedly hacked MTN Nigeria Communication computers and stole airtime and data valued at N1.9bn. Justice Akintayo Aluko granted them bail after hearing two separate bail applications filed by the defendants. In addition to the bail sum, Aluko ordered the defendants to provide two sureties each, one of whom must be a civil servant in the federal or Lagos State employment, who must be grade level 14 and above. He said that the second surety must be a landed property owner within the jurisdiction of the court, provide evidence of ownership, and must swear to an affidavit of means. In the case of the civil servant, they must produce a reference letter of their place of work, and a letter of last promotion, while the defendants must submit two recent passport photographs to the court registrar. Aluko ordered that the prosecution should verify all documents submitted by the sureties including their residential addresses. The court further ordered that the defendants be remanded in the Correctional Centre pending the fulfilment of their bail conditions. Oluwabukola and Odemerho were arraigned on July 30, 2024, by the Police Special Fraud Unit. They are facing four counts bordering on conspiracy, unauthorised access into the company’s web-based platform known as Application Programming Interface and unlawful conversion, preferred against them by the police. The police prosecution counsel, Justine Enang, told the court that the defendants committed the alleged offences with others now at large. Enang told the court that Oluwabukola and Odemerho, said to be students of Moshood Abiola Polytechnic Abeokuta, Ogun State, and Resign Regal Academy in Benin City, Edo State, respectively, committed the offences sometime between January and April 2024, in Lagos and Edo states. He said that the duo allegedly hacked into the MTN web-based platform known as Application Programming Interface, and stole N1.9bn worth of airtime and data. According to the prosecutor, the offences committed contravened Sections 27(1)(b); 6(2) and 28(1)(b) of the Cybercrime (Prohibition, Prevention, etc) Act, 2015 as amended in 2024, but punishable under Section 8(2) of the same Act. He added that the offences also contravened Section 18(2)(b) of the Money Laundering (Prevention And Prohibition) Act, 2022, punishable under Section 18(3) of the same Act. However, the defendants pleaded not guilty to the charges against them. Following their not-guilty plea, the prosecutor asked the court for a trial date and urged the court to remand them in the custody of a correctional centre till the determination of the charge. But, the defence lawyer informed the court that he had filed two applications for bail and the same had been served on the prosecutor. In response, the prosecutor confirmed being served with the bail applications but told the court that he was served while the proceedings were going on. He asked the court for a short date to enable him to study the applications and respond to them. Security operatives at the MKO Abiola National Stadium, Abuja on Saturday dispersed protesters and journalists from the facility with gunshots. The security operatives aimed at protesters and journalists who ran for cover. The protesters were reconvening after being dispersed by security agents deployed to the stadium. Suddenly, masked security operatives suspected to be personnel of the Department of State Services started shooting sporadically at protesters. As a result, the protesters ran inside bushes around the stadium with some of the security operatives giving them a hot chase. Afterwards, the remaining masked operatives on the ground came for the journalists who were at a separate spot. As they approached, journalists fled, scrambling into any available vehicle. The masked security operatives fired sporadically at the fleeing journalists. Bullets pierced a Premium Times reporter’s car conveying journalists out of the location at three different locations. Immediate past governor of Kogi State, Yahaya Bello, is still on the run 107 days after being declared wanted by the Economic and Financial Crime Commission. EFCC had on April 18, 2024, declared Bello wanted in connection with an alleged case of money laundering to the tune of N80,246,470,089.88. Saturday PUNCH recalled that a group of armed men identified as ‘Special Forces’ and some policemen prevented EFCC operatives from apprehending Bello at his Wuse Zone 4, Abuja residence on Wednesday, April 17. The current governor of Kogi State, Usman Ododo, also rushed to Bello’s house and escorted him out of the location. EFCC had earlier been granted a warrant of arrest by a Federal High Court in Abuja to apprehend the former governor. Bello and three other suspects, Ali Bello, Dauda Suliman, and Abdulsalam Hudu, were to be arraigned before Justice Emeka Nwite on 19 counts related to money laundering. But the inability of the anti-graft agency to arrest the former Kogi State governor stalled the arraignment. The House of Representatives candidate of the Peoples Democratic Party for Dekina/Bassa Federal Constituency in the 2023 elections, Austin Okai, had on June 21 claimed that Bello was hiding in the state Government House in Lokoja. Okai’s claim contradicted the earlier reports that Bello had been smuggled out of the country after the raid on his house. However, the EFCC has continued a manhunt for Bello, who had refused to surrender himself for arrest. Speaking on the matter, the Executive Director, Rule of Law and Accountability Advocacy Centre, Okechukwu Nwanguma, said the EFCC was not ready to arrest Bello. According to him, the anti-corruption agency has sophisticated equipment to track and arrest Bello. Nwanguma, in an interview with Saturday PUNCH, said, “It is surprising that despite all the hot waves and drama of the EFCC, including the vow of the chairman that he would resign if he couldn’t arrest Yahaya Bello, the man is still out there more than three months after he was declared wanted. “If they truly wanted to arrest Yahaya Bello, they would have arrested him. If this was a case of a poor man, they would have easily arrested him.” However, the spokesperson for the EFCC, Dele Oyewale, dismissed the insinuation that the agency had been compromised or unwilling to arrest the former governor. Oyewale maintained that Bello remained wanted until arrested. He said, “The matter is in court and there are various orders of the court. Senior lawyers who failed to bring him (Bello) to court are already slated for discipline. “If an anti-corruption agency declares a suspect wanted, all over the world, he remains wanted until he is arrested. “Yahaya Bello has been declared wanted and he remains wanted. Nigerian music sensation Paul Okoye, also known as Rudeboy, has opened up on how his twin brother Peter Okoye arrested him with EFCC. Rudeboy made this disclosure recently during an interview with City105.5FM. He revealed that his twin brother, Peter Okoye, got him arrested by the Economic and Financial Crimes Commission (EFCC) in December. Rudeboy claimed that the arrest was mostly motivated by his lifestyle, which his brother appeared to disapprove of. The Dangote Petroleum Refinery is going to need about N1.7tn worth of crude oil monthly following the directive of President Bola Tinubu mandating the Nigerian National Petroleum Company Limited to sell crude to the plant and other domestic refineries in naira. On Monday, Tinubu directed NNPC to sell crude to the Dangote refinery and other upcoming refineries in naira. The Special Adviser to the President on Information and Publicity, Bayo Onanuga, had made this known in a post via his official X handle. Onanuga said the Federal Executive Council adopted the move on Monday to ensure the stability of the pump price of refined fuel and the dollar-naira exchange rate. An analysis of figures from various industry reports showed that the $20bn Dangote refinery located in Lekki, Lagos, would gulp about N1.7tn of crude oil monthly should NNPC meet the mandate of the President. The average cost of crude in 2024 is about $83/barrel, based on data from Statistica, a global statistical firm. The President, Dangote Industries, Alhaji Aliko Dangote, recently stated that his refinery would hit 500,000 barrels per day capacity in August, and 550,000bpd in December 2024. This means that between August and November this year the refinery targets to refine 500,000bpd of crude oil, before proceeding to hit the 550,000bpd mark in December. Going by 500,000bpd refining capacity and the $83/barrel average price of Brent, the global benchmark for crude, it implies that the plant would require about $41.5m worth of crude oil daily, which represents N56.55bn, using the average exchange rate of N1,362.6/$ in 2024. This, therefore, implies that the refinery would gulp about N1.7tn worth of crude oil monthly based on the recent directive of the President mandating NNPC to supply crude to Dangote and other domestic refineries in naira. Operators speak The National Public Relations Officer of the Independent Petroleum Marketers Association of Nigeria, Chief Ukadike Chinedu, said though Nigeria has been battling to ramp up crude oil production, NNPC should endeavour to meet the President’s order. “It is an order by the President that crude be sold to domestic refineries in naira, and that includes the Dangote refinery. We know that the refinery is massive and requires over 500,000 barrels of crude oil daily, so NNPC and its partners should work harder to meet this demand. “We just have to try. The government has been talking about ramping up crude oil production. This is the time to deliver on that. The President has given an order and it is up to NNPC and the ministry to meet that order,” he stated. On his part, the Publicity Secretary of the Crude Oil Refiners Association of Nigeria, Eche Idoko, said the supply of crude to local refineries in naira would bring down the cost of petrol and strengthen the naira against the dollar. “The sheer fact that the crude will be sold in naira will give the naira a lot of leverage against the dollar, and by implication, the naira will appreciate against the dollar. Automatically when there are fewer naira chasing the dollar, it will affect the price. “It means the cost of refining will drop and this will affect the pump price. We will see a rebound in the pricing of fuel once the President’s order is implemented,” he stated. During a tour of the refinery with journalists recently, Dangote said the refinery was fully online, with over $26bn being expected annually. “Successful completion of trial run in January 2024. Refined and intermediate products include polypropylene, naphtha, RCO, gasoline, diesel, and jet fuel. Steady state production phase commenced in March 2024. “Ramping up production to reach 500kbpd (15 crude cargoes a month) by next August, 550kbpd by the end of the year, and 650kbpd by the first quarter of 2025. Gasoline production is to commence in July with sales from August. Annual revenue is projected to exceed $26bn,” Dangote stated. He added that the refinery has dedicated loading gantries with 86 loading bays; dedicated marine facilities for offtake of crude and loading of petroleum products; 900-kilo tonnes per annum polypropylene plant, 36ktpa sulphur, and 585ktpa carbon black production. The total storage capacity of the refinery is put at 4.5 billion litres, which can cover 20 days of crude requirement product storage for 15 days of Nigeria’s petrol consumption. He averred that the refinery would produce 53 million litres of petrol per day and 1.1 million tonnes per day. “The Dangote refinery can meet Nigeria’s requirements and have a surplus for exports,” he stated. On Tuesday, NNPC announced its goal to increase crude oil production to two million barrels per day by the end of the year, as it strives to meet domestic crude oil demand as well as export. The country’s daily production rose from 1.27 million barrels in June to 1.6 million in July, according to the Nigerian Upstream Petroleum Regulatory Commission. Speaking during a meeting with Maritime Stakeholders at the Nigerian Navy Headquarters, the Group Managing Director of NNPC, Mele Kyari, expressed optimism that the target would be met, emphasising that NNPC was fully committed to achieving it. Prices of foodstuff have again gone up in major markets across the country as Nigerians engaged in panic buying in a bid to stock their homes before the planned nationwide #EndBadGovernance protest begin today, The PUNCH reports. Other top officials also pleaded for the suspension of the protest, including the Minister of Information and National Orientation, Mohammed Idris, Atiku Bagudu (Budget and Planning), Wale Edun (Economy) and presidential media aide, Bayo Onanuga, among others. They reeled out all the people-oriented policies and programmes implemented by the Tinubu government and sought the understanding of Nigerians. Earlier on Wednesday, the Inspector-General of Police, Kayode Egbetokun, also invited journalists for an urgent press conference at the force headquarters. Also, the National Assembly held a plenary on Wednesday after cutting its recess short. The Speaker of the House of Representatives, Tajudeen Abbas, addressed youths at a hastily convened town hall meeting at the National Assembly Complex, where he reiterated his appeal to the protest organisers to embrace dialogue with the Federal Government to find solutions to the hardship in the country. Barely three days after the Central Bank of Nigeria declared old N1,000, N500 and N200 notes as legal tender, Deposit Money Banks say they are beginning to run out of the old currencies. The development led to severe hardship and pains for several bank customers seeking to withdraw funds on Wednesday. The CBN had on Monday directed banks to pay out and accept the old notes from their customers. This came after the President, Major General Muhammadu Buhari, said he did not stop the CBN and the Attorney General of the Federation Office from complying with the Supreme Court judgement ordering that old naira notes should remain legal tender till December 31, 2023. However, commercial banks which began the disbursements of old N1,000, N500 and N200 notes to their customers on Tuesday told The PUNCH on Wednesday that had started running out of the old currencies. This made several bank customers to become stranded in banking halls as well as in major cities and towns. While some bank officials said their stocks of old notes were beginning to run low, others said they had exhausted the old currencies in their vaults. This happened amid an acute shortage of new notes which led to long queues in banking halls and Automate Teller Machine galleries in several cities and towns. The CBN which has kept mute on whether it will release more old notes into circulation, is reportedly opposed to the recirculation of the old currencies due to its determination to push the cashless policy initiative to a logical end Multiple sources close to the CBN told one of correspondents on Wednesday that the apex bank might not release the old notes in its custody to banks anytime soon, arguing that doing so might be tantamount to reversing the “progress” it had achieved on the cashless initiative. Also, a senior bank executive who spoke on condition of anonymity, said, “The CBN did not print enough new notes and does not want to return the old notes it has collected because it is still driving its cashless policy.” Also, a top industry executive close to the CBN said the apex bank might not return the old notes to banks because it would reverse its cashless policy. However, we are concerned they may not do so to curtail vote-buying on Saturday. Findings by The PUNCH on Wednesday revealed that several banks had run low on old notes amid a scarcity of new notes. Several banks said on Wednesday their old notes stock had gone down. An official of FCMB branch in Ikeja told The PUNCH its stock of old notes had been exhausted by 2pm. “We exhausted our old notes by 2pm. Our head office has yet to give us any fresh supply because it does not have. We can only hope the CBN will supply soon,” he said. Meanwhile, visits to the branches of the United Bank for Africa Plc, Heritage Bank and First Bank of Nigeria Limited in the Navy Town, Ojo and Alakija areas of Lagos State on Wednesday indicated that none of the banks had cash to dispense to their customers. At the First Bank branch in Navy Town, officials said the centre could not determine when cash would be brought to the branch. The Heritage Bank branch inside Mammy Market at Navy Town and the UBA at Alakija did not also dispense cash via over-the-counter and Automated Teller Machines. Meanwhile, an accountant at a clearing and forwarding firm in Apapa, Lagos, O’leke Japhet, who resumed work on Tuesday after several days of working from home, said the situation was worrisome. Findings showed the situation was the same in other cities. This made several customers to be stranded. A First Bank official in the Akure branch, Ondo State, who spoke with The PUNCH on condition of anonymity, said the centre had run out of both the old and new notes. He said, “Today, we paid N5,000 to each customer, yesterday, we paid N20,000; on Monday, we did N20,000. Chairman of the Independent National Electoral Commission (INEC), Prof Mahmood Yakubu has declared the candidate of the All Progressives Congress (APC), Bola Ahmed Tinubu as winner of the 2023 presidential election. The INEC chair made the declaration on Wednesday at the National Collation Centre, Abuja. Tinubu defeated 17 other candidates who took part in the election SUPERS.ng® learnt. He scored a total of 8,794,726 votes, the highest of all the candidates, thus meeting the first constitutional requirement to be declared the winner. He also scored over 25 per cent of the votes cast in 30 states, more than the 25 states constitutionally required. INEC Chairman Mahmood Yakubu, who announced the final results in the early hours of Wednesday in Abuja, said Atiku Abubakar of the PDP came second in the election. Atiku polled a total of 6,984,520 votes in the election. Peter Obi of the Labour Party came third in the election with a total of 6,101,533 votes while Rabiu Kwankwaso of the NNPP came fourth with 1,496,687 votes. Only the top four candidates won the presidential election in at least one state. Each of Messrs Tinubu, Atiku and Obi won in 12 states while Mr Kwankwaso won only in Kano. However, winning a majority of states is not a requirement for a candidate to be declared the winner of the election. Suspected thugs have snatched ballot boxes at Dagiri Polling Unit, Gwagwalada centre few hours before the voting deadline. An eyewitness, simply identified as Cecelia, said the thugs, five in number, were unarmed but came wielding sticks and knives. She noted that the attack was after a good number of persons in the area had voted. She said, “I was standing here when Five guys with sticks and knives to destroy the ballot boxes and everybody ran away. They used sticks to hit the ballot boxes and left.” Another resident said the thugs could carry out the attack because no security official was attached to the area. After a four-year wait, the D-day is here; Nigerians will troop out today to elect their leaders in a general election that promises so much. The highest office in the land, that of the President, is up for grabs after months of campaigns by 18 candidates of different political parties. Eighteen candidates have thrown their hats in the ring, but pundits believe that the contest is between the candidates of the ruling All Progressives Party, Asiwaju Bola Tinubu; the main opposition Peoples Democratic Party, Atiku Abubakar, who is a former vice-president; and Labour Party, Peter Obi, a former governor of Anambra State. For Tinubu and Atiku, the election represents perhaps their last hurrah. Both men are advanced in age – the former vice-president is 76-year-old, while Tinubu, who is popularly known as the ‘City Boy’ is 70. By the time the next election circle comes, they will be 80 and 74, respectively. In a nation that is increasingly becoming conscious of the age and agility of its president, 2027 will come too late for the duo of Tinubu and Atiku. That throws up Obi, who at 61, carries the hope of the youth as someone they can easily relate to, and who has posed the greatest challenge to the status quo. Though somehow overshadowed by the presidential contest, Saturday will also decide the fate of 1,101 candidates, who are vying for 109 senatorial seats, and 3,122 candidates for House of Representatives seats, making a total of 4,223 candidates contesting for 469 legislative positions. “In terms of gender distribution, 3,875 candidates are male, made up of 35 for presidential and vice-presidential; 1,008 for Senate and 2,832 for House of Representatives. Similarly, 381 females comprising one for presidential, 92 for Senate, and 288 for House of Representatives are contesting. There are also 11 persons with disability in the race,” the Independent National Electoral Commission stated. For Atiku, who served as former President Olusegun Obasanjo’s deputy between 1999 and 2007, this election makes it the sixth time that he will be aspiring for the top job. He lost in 1993, 2007, 2011, 2015 and 2019. The 2023 presidential election is the first time that Tinubu will be gunning for the presidency. The former senator left office as a two-term governor of Lagos State in 2007 and is credited with leading the coalition that ousted the PDP from power in 2015 and has extended his influence beyond the South-West region in recent years. Obi, on the other hand, served as governor of Anambra from March to November 2006, February to May 2007, and June 2007 to March 2014. In 2019, he became the PDP vice-presidential nominee running alongside Atiku. In 2022, Obi ran as a running mate under the PDP, but left for the LP in May 2022 to emerge as its presidential candidate. Other presidential candidates are Dumebi Kachikwu of the African Democratic Congress; Rabiu Kwankwaso, New Nigeria People’s Party; Kola Abiola, People’s Redemption Party; Omoyele Sowore, Africa Action Congress; Adewole Adebayo, Social Democratic Party; Malik Ado-Ibrahim, Young Progressive Party; Prof Christopher Imumulen, Accord Party; Prof Peter Umeadi, All Progressives Grand Alliance; and Yusuf Mamman Dan Talle, Allied Peoples Movement. Dominant campaign issues This year’s electioneering threw up many issues with observers saying it is perhaps the most discussed in the history of Nigeria. Never has social media played a prominent role in the electoral process than this year. The youth have used social media to raise a lot of issues, market their preferred candidates, de-market others and harangue those who do not share their sentiments. For the first time in history, the youth have organised themselves into a movement for one of the candidates with the social media providing the platform for them. Whether this will translate into electoral victory or not will be known in the next few hours. The issue of the health of the contestants also featured prominently in the campaigns with many expressing concern about the state of health and mind of the leading presidential candidates during the gruelling electioneering that took the gladiators to most states of the federation. Closely related to that were the many gaffes of the candidates, leading party members and spokespersons, while verbal insults were a commonplace. Supporters of the various candidates were not left out as they took to the social media space to fight real and imaginary enemies. The crisis that followed the naira redesign policy of the Federal Government as announced by the Central Bank of Nigeria caused much ruckus in the political landscape as it was alleged that it was targeted at preventing vote-buying by politicians, who had stockpiled billions of naira in old notes, which were declared no longer legal tender. Protests followed the cash crunch that followed the withdrawal of the old N1,000, N500 and N200 notes before the latter was allowed to circulate till April 10. Many state governments also dragged the Federal Government before the Supreme Court over the crisis. The cases will only be decided after the presidential election. The biting fuel scarcity in the nation since October last year was also capitalised on by political actors in their favour and against their opponents. Parties express readiness Speaking on what will be the immediate priority of Tinubu if wins the election, the Special Adviser on Media, Communications and Public Affairs to the APC Presidential Campaign Council, Mr Dele Alake, said, “I can tell you that in the next 100 days, he will reduce whatever tension is occasioned by the current challenges facing the country. Tinubu will usher in an era of peace, tranquillity, economic progress, prosperity, security and all those challenges that Nigerians are experiencing now will be resolved. “The most important thing is the visionary leadership, knowledge and courage that Tinubu is noted for, which he will bring on board. These are critical attributes of progressive leadership. None of the other contestants have it. We all know Tinubu has the courage; he will push through hard policies and break all institutional and corporate barriers to achieve his goal for the greatest good.” The Director of Strategic Communication, PDP Presidential Campaign Council, Chief Dele Momodu, said, “I am convinced that Atiku is the best candidate for Nigeria at this point in time. He has the structure needed to actualise his dream. It has taken him a long time to come this far, but I believe he is a man whose time has come. “There is no apprehension whatsoever. I am convinced of his victory. Contrary to what some people are saying, it is going to be a landslide for Atiku. This is because he is the only pan-Nigeria candidate in the race.” The chief spokesman for the LP Presidential Campaign Council, Yunusa Tanko, stated, “As far as we are concerned, we are determined to win this election by a landslide…we don’t think it will get to a run-off. We want to win the election in the first ballot. We have the number on our side and we strongly believe it will work for us. “If our candidate wins, expect practical actions in the first 100 days after his swearing-in based on his seven-point agenda. In terms of security, you will see improvements. In the economy, I have shown you how we will encourage people to return to farming. Infrastructural development is there as well as cutting waste in government in alignment with the Stephen Oronsaye report. There will be employment opportunities and legal reform will be looked into. These are achievable and Obi and his running mate will hit the ground running once they are elected.” On his part, the spokesman for the NNPP Presidential Campaign Council, Ladipo Johnson, said, “We are confident that our message has resonated with the people at the grass roots, and I will say we are quietly confident of victory at the polls. We believe the people of this country want a brighter and more rewarding future. They want access to good health, education, housing, infrastructure and proper security and they know that Kwankwaso is the man with the experience, capacity and competence to deliver on these things. “Young people in this country want younger and more dynamic leaders that can lead us right in the next four to eight years. We have come out of the pandemic but we have not come out of its economic effects. We need someone that can think outside the box, someone who has the capacity and competence to rule and has the political will to challenge the business intent that women represent.” Security personnel deployed The various security agencies have given assurances of their readiness to ensure free and fair conduct of the poll, and warned troublemakers to stay away from polling units. The Nigeria Police Force, which is the primary agency responsible for election security, deployed 310,973 officers and men for the poll. The Inspector-General of Police, Usman Baba, on Friday, directed the deployment of four Commissioners of Police in Delta State for the election. The spokesman for the Delta State Police Command, Bright Edafe, said in a statement that the deployment was to ensure effective policing and adequate security during the exercise. The statement said John Babangida would be in charge of Delta, Mamman Sanda would handle Delta North, Zachariah Fera would be in charge of Delta South, while Adebola Hamzat would take charge of Delta Central. It said the police would work with sister agencies to provide adequate security at polling units, collation centres and INEC offices. It further noted that marine police officers were deployed to secure the waterways to ensure free movement of voting materials, officials and the electorate. Edafe restated the ban on vehicular movement between 12am and 6pm on Election Day, noting, “Only officials on emergency and essential duties will be allowed passage during this period. The CPs deployed were Banji Ogunrinde in charge of Imo East Zone (Owerri zone), Chris Aimionowane, Imo West Zone( Orlu zone) and Alex Wannang, Imo North (Okigwe zone). A statement issued by Imo police spokesperson, Henry Okoye, read, “In compliance with the IGP’s directives, three commissioners of police have been deployed in Imo State to provide watertight security before, during and after the 2023 elections; the officers have resumed duty and are strategising on the already existing security architecture in order to provide effective security before, during and after the elections in all nooks and crannies of the state.” The Deputy Inspector-General of Police in charge of election monitoring, South-South zone, Moses Jituboh, said the police were adequately prepared for the presidential and National Assembly elections. He stated that all policemen deployed for the polls would be neutral in the discharge of their constitutional duties while protecting lives and property. Jituboh, who stated this while addressing men and officers of the Bayelsa State Police Command at the Police Officers’ Mess in Yenagoa on Friday, said the police remained an apolitical institution. The DIG was accompanied by Assistant Inspector-General Amaechi Elumelu and Police Commissioner for Delta State, Mohammed Ari, who were both deployed in Bayelsa for election duty. Jituboh said, “We are prepared for the elections. We have been gingered; we have been trained and we are ready. We have come, we have seen and we will conquer. “The police force is apolitical; the police are not in any political party; the NPF is a national institution. So, our neutrality is to protect lives and property and to defend the constitution of the Federal Republic of Nigeria. We are neither here nor there, but we are straight. “I am just coming from Port Harcourt, the preparation there is top. I was in Uyo, everything is in place; so Bayelsa State will not be different with the array of officers on the ground.” He assured the officers and men of the command that the IG was already doing something positive about their welfare, and encouraged them to go about their duties professionally. The Federal Road Safety Corps claimed to have deployed 21,000 of its personnel for the poll, while the Nigeria Security and Civil Defence Corps put the number of its officers and men on election duty at 51,000. Similarly, the Nigeria Immigration Service put on standby 21,640 personnel to man border posts and ensure that foreigners do not infiltrate the country during the period of the election, while the Nigeria Correctional Service deployed 11,336 to provide security cover for the various correctional centres The National Drug Law Enforcement Agency and the Economic and Financial Crimes Commission had put 9,447 and 350 personnel on standby for election duty. Soldiers were sighted in military vehicles and motorcycles in Lagos, Magboro and Abeokuta in Ogun State in apparent show of force. Movement restriction The police had earlier announced the restriction of both human and vehicular movement between midnight and 6pm today (Saturday). The police said security aides attached to public office holders were not allowed to escort their principals to polling units The restriction order also affects state-owned security outfits. All land and sea borders as well as airports have been closed. 87.2 million voters According to the INEC, a total of 87,209,007 voters out of the 93,469,008 registered voters, who have collected their Permanent Voter Cards, will determine the next set of leaders. Of the total eligible voters, 49,054,162 (52.5 per cent) are male. Female voters constitute 47.5 per cent, with 44,414,846. Elections will be held in 176,606 polling units located in 8,809 registration areas or electoral wards in 774 local government areas nationwide. The commission, however, said voting would not take place in 240 polling units mainly because of insecurity or because communities there have been displaced by violence. INEC says it will need 707,384 presiding and assistant presiding officers, 17,685 supervisory presiding officers, 9,620 returning officers and 530,538 security officials to oversee the elections. Polling stations will be open for six hours, from 8.30am to 2.30pm. Voters who are still in the queue as of 2.30 pm will be allowed to go through and cast their ballots. Over 200,000 Bimodal Voter Accreditation Systems are being deployed to verify voter identity through fingerprint or facial recognition to help combat fraud, corruption and tallying errors. To be declared winner of the presidential election, a candidate must have obtained the highest number of votes and must also poll at least 25 per cent of the ballots in at least two-third of the 36 states and Abuja. If none of the candidates meets the requirements, there will be a run-off between the two top candidates within 21 days. ‘Fake’ audio clip Meanwhile, Atiku on Friday described as “utter rubbish” an audio clip circulating in social media wherein he alongside his running mate, Ifeanyi Okowa, and the Sokoto State Governor, Aminu Tambuwal, allegedly hatched plans to scuttle the election. In a statement issued by his Special Assistant on Public Communication, Mr Phrank Shaibu, the former vice-president said the clip confirmed his alarm that the ruling party would take propaganda to new heights a few hours to balloting. The statement read in part, “We warned last week that as the election approaches, there would be a spike in the rate of propaganda on social media. With barely 24 hours to the poll, we have witnessed propaganda from not just the All Progressives Congress, but the Labour Party as well. “In this latest drivel, a montage of speeches delivered by Atiku, Tambuwal and Okowa since last year were manipulated and pieced together to give an impression that they were discussing plans to rig Saturday’s election. In this age of artificial intelligence technology, even dead people can be portrayed as delivering speeches. This is nothing new! “For the record, Atiku has run in two presidential elections and has never been indicted or prosecuted for election violence or vote-buying. “But some people think they can sell a narrative of Atiku manipulating this election. The Economic and Financial Crimes Commission on Friday intercepted the sum of N32,400 million allegedly suspected to be used for vote buying in Lagos State. The spokesperson for the EFCC, Wilson Uwujaren, in a statement, revealed that the recovery was made by operatives of the Lagos zonal command of the commission He noted that the suspect involved has been taken into custody for further questioning. The PUNCH reports that the EFCC Chairman, Abdulrasheed Bawa, has implored all personnel of the commission deployed for election monitoring duties to show courage and not give room for unscrupulous persons to undermine the integrity of the elections through financial inducement. Uwujaren added, “Tactical teams of operatives are currently on the ground in all the states of the federation and the FCT. “Telephone hotlines have already been circulated through social media for members of the public to share information regarding financial malpractices with agents of the commission. Ahead of Saturday’s presidential and National Assembly elections, the Independent National Electoral Commission on Wednesday commenced the distribution of sensitive materials in states including Lagos, Benue, Ondo, Ekiti and Osun. Also, as part of the preparations for the polls, the President, Major General Muhammadu Buhari (retd.), on Wednesday met with security chiefs at the Presidential Villa, Abuja, where he said INEC had no excuse not to conduct successful polls. In no fewer than nine states, the electoral commission stepped up preparations through the distribution of sensitive materials to local government areas. In Ado-Ekiti, the Ekiti State capital, the Resident National Electoral Commissioner, Prof. Ayobami Salami, at 10am, met with security agencies and officials of the commission before the distribution of the materials to local government areas. Salami, who spoke at the Central Bank of Nigeria, Ado Ekiti branch, venue of the distribution, said early distribution of the materials “is an indication that INEC has put everything in place and we are not leaving everything till the last minute. “We are to assure Nigerians that we are fully ready for the elections and the materials are ready on time and being distributed on time and will get to locations on time and elections will hold on schedule. “I can assure you, as you can see, that all our electoral officers in all the local governments are here with their vehicles to convey the materials to the various local government areas. That is an indication that logistics issues have been resolved. We have the money that we need to conduct this election and we have the fuel for the vehicles that will be used,” he said. The exercise also commenced in Ondo State, where our correspondent observed on Wednesday that the sensitive materials were moved from the Akure branch of the CBN to the headquarters of each of the 18 local government areas of the state in the company of heavily armed security agents. Commenting on the development, the Acting Resident Electoral Commissioner, Mr Oyekola Oyelami, stated that the process was smooth while proper arrangements were made to ensure that the materials get to the council areas. The exercise was carried out in Lagos under the heavy presence of security agencies at the CBN headquarters, Marina, Lagos. The Lagos State Resident Electoral Commissioner, Mr Olusegun Agbaje, told journalists at the CBN office in Marina that all the materials would be distributed on Wednesday to the LGAs where the electoral officers from each council would do the final distributions on the election day. The Resident Electoral Commissioner, Benue State, Sam Egwu, took delivery of sensitive materials from the CBN branch in Makurdi. The spokesman for the commission in Benue State, Terkaa Andyar, said the commission would send the materials to the local government areas on Thursday. “It is late now; so what the commission decided is that we are dispatching the materials to local governments that are close by while others who are far away will receive their materials tomorrow (today),’’ he explained. INEC began dispatching election materials and the Bimodal Voter Accreditation System to the 18 LGAS in Cross Rivers State on Wednesday. Our correspondent observed the equipment being loaded into trucks at the INEC state headquarters in Calabar on Wednesday. The deployment was witnessed by the representatives of political parties and security officials. Before the materials were distributed, the Resident Electoral Commissioner, Prof Gabriel Yomere, said “no big man would be allowed to come out on election day with his orderly.” The distribution of electoral materials to the 13 council areas in Nasarawa State has also commenced. Speaking with journalists on Wednesday after inspecting the materials at the CBN, Lafia branch, the Resident Electoral Commissioner in the state, Uthman Ajidagba, said the commission was ready to conduct a free, fair and credible election. He disclosed that the ballot papers, result sheets and BVAS machines would be distributed to the 3,245 polling units across the state. Our correspondent reports that security operatives, officials of various political parties and candidates witnessed the distribution of the materials. Sokoto office The INEC office in Sokoto State office confirmed that it received 3,999 BVAS machines alongside other sensitive materials for onward distribution to all the local government headquarters in the state. Briefing newsmen at the CBN office in the state on Wednesday, the Resident Electoral Commissioner for the state, Dr Nura Ali, said all the sensitive materials were in the custody of the commission in the state. He said the commission had distributed the non-insensitive materials to the 23 LGAs across the state, noting that the commission was fully ready for the conduct of the general election. He stated, “We have been having a day-to-day engagement with all the security agencies in the state and they have all assured us of maximum protection throughout the period of the election. “I want to use this opportunity to assure our people in Sokoto State that INEC is ready to conduct free, fair and credible elections in this state.” As part of the preparation for the polls, the Resident Electoral Commissioner in Ogun State, Mr Niyi Ijalaye, in Abeokuta on Wednesday, held a meeting with the heads of security agencies led by the Commissioner of Police in the state, Frank Mba. He warned that the use of mobile phones remained banned at polling units, noting that voters would not be allowed to make calls or take pictures with their phones while casting their votes. Ijalaye gave the warning in Abeokuta while addressing journalists shortly after the meeting. In Katsina, security was beefed up around the state secretariat of INEC ahead of the poll. The Head of Voter Education and Publicity, INEC, Sheu Sa’idu, explained that the items would be transferred to all the 34 LGAs on Thursday (today). In the same wise, the Enugu State Commissioner of Police, Ahmed Ammani, has ordered the maximum deployment of all policing resources to ensure peaceful conduct of Saturday’s presidential and National Assembly elections in the state. Ammani, who gave the order on Wednesday, during the last-minute security review and strategy meeting with his management team and commanders of the tactical/ operational teams at the police headquarters, warned that lapses in any form would not be tolerated. A statement by the Enugu State Command’s spokesperson, Daniel Ndukwe, said that the meeting was aimed at putting finishing touches to the strategies being put in place for the maintenance of law and order during the election period. INEC ready In Osun State, the distribution which took place in the premises of the CBN, Osogbo branch, was witnessed by the representatives of the parties, security agents, journalists and INEC officials. Before the distribution commenced, there was however a drama, as operatives of the Department of State Service, stationed at the entrance to the bank, prevented journalists and other people that were to observe the distribution from entering the premises. The security operatives had claimed that the management of the CBN Osogbo branch, had instructed that they should not allow anyone into the premises. But INEC Resident Electoral Commissioner, Dr Mutiu Agboke, insisted that journalists and party representatives should be allowed into the premises. Speaking after journalists had been allowed into the premises to witness the distribution, Agboke said the commission was ready for the polls. Meanwhile, at the meeting with security chiefs and the INEC chairman, Mahmood Yakubu, the President said they had no excuse in ensuring the success of the elections. The PUNCH gathered that the unscheduled meeting was at the instance of the INEC chairman, who explained that it was all part of efforts towards free, fair and credible elections. Earlier, Buhari, while explaining the reason for his late arrival for the commissioning and handover of security equipment, valued at over N12bn to the military and Nigeria Police Force by the Coalition Against Covid-19, revealed that he had to stay back for a while to meet with Yakubu. The President told the CACOVID-19 group that his five-minute delay was due to an ongoing engagement with the INEC Chairman. However, he reminded the team that the meeting was for the successful conduct of elections. No excuse Buhari said, “I’m being grounded by INEC. You know next Saturday is a great day for us and I take instructions from INEC so that I make sure there’ll be no excuses for a successful election conduct.,” he stressed. In a related development, the security council has expressed satisfaction with the level of security nationwide, stating that ‘’there is no going back” on the February 25 and March 11 election dates. Malami disclosed this to State House Correspondents after the council’s maiden meeting for 2023 chaired by the President at the Aso Rock Villa, Abuja, on Wednesday. The declaration, it was gathered, was meant to allay simmering concerns that the Federal Government may postpone the elections amidst the new naira crisis. The crisis caused by the scarcity of naira notes and fuel had sparked speculations and anxiety that the Federal Government was planning to shift the election dates, a claim the Presidency has repeatedly denied. Addressing journalists on Wednesday, the AGF said the Federal Government has made enough preparations ahead of Saturday’s election. He said the members expressed satisfaction with the current security situation and resolved that the elections must hold as planned. According to Malami, the council members were briefed by the Chief of Defence Staff, the Army, Navy and Air Force chiefs, and heads of other security agencies about their readiness to provide the necessary security cover for the election. The AGF also noted that the security council meeting was a follow-up to earlier meetings by the Federal Executive Council and the Council of State to ascertain the readiness of the INEC and the police for the polls. He stated, “At the National Security Council meeting, briefings were made by security agencies generally and service chiefs. National Security Adviser made a submission; the Chief of Defense Staff made one; the Chief of Army Staff made a submission; the Chief of Naval Staff made a submission, the Chief of Air Staff did; the Inspector-General of Police, who incidentally is equally addressing you, made a submission; Director-General, State Security Service did; and indeed DG NIA and CDI all made submissions. “The summary and conclusion of all submissions were to the effect that the system is wholeheartedly ready for the conduct of the election and arising therefrom, the position of the government, the position of the President is to the effect that the election is holding on February 25, 2023, and Mr President and the National Security Council are happy with the preparations on the ground and wholehearted arrangements are put in place in that direction.” Malami added that there is no going back on the planned elections. “So we have been mandated, arising from the conclusions of the security council meetings to now brief you accordingly, but the summary of it, the conclusion of it, the resolution of the Council, is to the effect that the elections are holding and there is no going back about it”, Malami said. The Inspector-General of Police, Usman Baba, who also briefed journalists revealed that the President has directed all security agencies to ensure a safe electoral exercise for Nigerians and officials of INEC. “As for specific instructions, yes we have specific instructions. The specific instruction is that we must ensure that Nigerians are allowed to come out and exercise their franchise or vote for the leaders of their choice and for that we must create a conducive environment or atmosphere for Nigerians to exercise their rights. “We must also provide protection for INEC materials and officials to do their work. We must ensure that before, during and after the election, whatever fallback it is, we do not have people who will take the laws their hands and if there are any, we should be able to check within the quickest possible means to ensure that it does not snowball into a bigger crisis”, Baba revealed. Fielding a question about an allegation against governors inciting violence over the new naira crisis, Baba said the force cannot prosecute them but can only dish out cautions. “We are investigating whoever does anything that can be investigated. But for him to be prosecuted, there are people who have immunity. I think that is some of the reasons, but that will not stop us from cautioning or warning them and from advising them and we are doing so,” Baba said. The Economic and Financial Crimes Commission, on Wednesday, got the order of the Federal High Court, sitting in Lagos to temporarily seize 14 properties and firms in Lagos, Abuja, and the United Arab Emirates linked to alleged fraud by some Kogi State government officials. But the Kogi State government, in a statement on Wednesday by its Commissioner for Information and Communications, Kingsley Fanwo, described the development as a campaign of calumny against the state by the Chairman of the EFCC, Abdulrasheed Bawa. Following an ex parte application argued by the EFCC counsel, Rotimi Oyedepo, SAN, Justice Nicholas Oweibo ordered that the the properties be temporarily forfeited. The judge, in addition, authorised the EFCC to confiscate N400m allegedly recovered from one Aminu Falala in connection with the alleged fraud. Oyedepo told Justice Oweibo that the application followed EFCC’s probe of “damning intelligence of monumental fraud allegedly perpetrated by some principal officers of Kogi State Government and their cronies.” He alleged that through the fraud “huge sums of money belonging to the Kogi State Government were fraudulently converted and used to either outright acquire properties or renovate already existing but dilapidated buildings.” According to the lawyer, the properties were reasonably suspected to have been derived from unlawful activities. He added that there was reasonable suspicion that the N400m was “intended to be used for the acquisition of Plot No. 1224 Bishop Oluwole Street, Victoria Island, Lagos.” The 14 properties affected included “Hotel Apartment Community: Burj Khalifa, Plot 160 Municipality NO 345-7562, Sky View Building No 1, Property No 401, Floor 4, Dubai U.A.E.” After granting the interim order, the judge directed the EFCC to publish it in a national newspaper within 14 days for any interested party to show cause why the forfeiture order should not be made permanent. The case was adjourned till March 28, for a report on compliance with the order. But the Kogi State government, in a statement, asked Nigerians to “ignore EFCC’s forfeiture joke as desperate concoction of confused ‘unintelligent officials’.” Fanwo said, “It is clear the EFCC has declared a tactless open war against the Kogi State Government, owing mainly to the governor’s unflinching loyalty to the All Progressives Congress and not individuals. We will prove our innocence in court. A former President of the United States of America, Barrack Obama, has urged Nigerians to reject the voices of those calling for violence as the country heads to the polls to elect its next president.
