Officials of the Independent National Electoral Commission who participated in last Saturday’s presidential and National Assembly election and those who will take part in the governorship and state Houses of Assembly election on April 11 have been insured for N1.99m each. Ahead of the general elections, INEC had put in place a life insurance cover for its employees and members of the National Youth Service Corps, who usually serve as ad-hoc members of staff of the electoral body. Three ad-hoc employees of INEC reportedly died in Benue State during the presidential election. The first victim was reported to have died in an accident on her way to her duty post, while the other two also died in a road accident on Sunday. Their relatives are poised to receive N1.99m as insurance compensation for each of the lost souls as a result of the group life insurance cover. Some of the underwriters told our correspondent that the insurance cover for the INEC employees and the ad-hoc workers was shared among different insurance companies and that most of them got the premium on Friday, a day before the commencement of the polls. The cover is to provide compensation to relatives of those who may lose their lives as a result of electoral violence and other risks. The National Commissioner in-charge of South West, INEC, Prof. Lai Olurode, exclusively disclosed to our correspondent that the electoral body had put in place a life insurance cover worth N1.99m for those who would superintend the general elections. “INEC employees have insurance and we have cover in place for the ad-hoc staff, especially the youth corps members who are serving as presiding and assisting officers during the 2015 elections,” he said. The commissioner said the officials were entitled to an insurance cover worth N1.99m for a public servant on level eight, step one in the case of death, adding that any of them that suffered injuries would be entitled to insurance compensation worth N108,000. Olurode said INEC engaged many reputable insurance companies to provide cover for its officials and ad-hoc employees. He also said that this was not the first time the commission was purchasing insurance cover for those involved in election duties as it had done the same in previous polls. While he noted that no compensation could be adequate for a lost life, the INEC commissioner said it was still better than not having any cover for them. He said that INEC had put in place a package to make the elections attractive to the youth who would like to participate in the process. The Director of Press and Public Relations, NYSC, Mrs. Bose Aderibigbe, said the organisation had signed a Memorandum of Understanding with INEC. “We are in partnership with INEC and there is an insurance cover for the corps members in the MoU we signed with INEC,” she said. It was also discovered that ahead of the elections, some underwriting companies had developed political insurance policies to cover losses that might arise from violence, accidents and losses that might occur during the polls. President Goodluck Jonathan paid a secret visit to former Vice President Abubakar Atiku on Friday night to hold a meeting that lasted till the early hours of Saturday. Sources at the Presidency told SaharaReporters that Mr. Jonathan went to Mr. Atiku’s home with the aim of persuading the former VP to lead a so called interim government of national unity that the president has been covertly attempting to sell to numerous political figures in recent weeks. One source said Mr. Jonathan and some hawkish members of his inner circle, including Petroleum Minister Diezani Alison-Madueke, First Lady Patience Jonathan, Governors Olusegun Mimiko and Ayo Fayose of Ondo and Ekiti respectively, as well as senior presidential aide Doyin Okupe, have decided that handing over power to Muhammadu Buhari “is out of the question.” Several electoral monitoring groups are projecting that Mr. Buhari, a retired army general and the presidential candidate of the All Progressives Congress (APC), is the odds-on favorite to win the March 28 presidential election. When SaharaReporters reached Mr. Atiku, he expressed surprise that we knew about his meeting with President Jonathan. He asserted that the idea of his heading an interim government did not come up during the long discussion with the president. Mr. Atiku said he had retired to bed when he was woken up and told that President Jonathan had come to see him, adding that the president was already waiting in his living room. After denying that he was asked to head an interim government, the former vice president admitted that Mr. Jonathan tried to prevail on him to rejoin the Peoples Democratic Party (PDP). He disclosed that he rejected the invitation outright. According to Mr. Atiku, the president also discussed the ongoing war against Boko Haram insurgents, asking for support for Nigerian troops fighting in the area. He said they also discussed the possibility of displaced Nigerians returning to the areas that have been recaptured from Boko Haram. Asked by our reporter whether he thought President Jonathan was interested in allowing elections to hold on March 28, the former vice president hesitated before stating that he would not wish to speculate, but he said the president’s body language did not reveal that he was interested in the polls that are scheduled to hold in two weeks. The secret meeting between Mr. Jonathan and former VP Atiku has caused unease among some APC stalwarts. A few hours after the meeting, a faction of Mr. Atiku’s original political organization, the Peoples Democratic Movement (PDM), announced their endorsement of President Jonathan. In his telephone interview with SaharaReporters, Mr. Atiku disclosed that he was opposed to the formation of an interim government. He stated that when former military dictator, Ibrahim Babangida, set up an interim national government in 1993, the dictator offered him a position in the government through the late General Shehu Yar’Adua (ret.). A well-connected source at the Presidency in Abuja has told SaharaReporters about the behind-the- scenes maneuvers that forced President Goodluck Jonathan to include the name of Musiliu Obanikoro on a list of ministerial nominees that was hurriedly sent to the Senate for approval. Those on the list include Musiliu Obanikoro (Lagos), Patricia Akwashiki (Nasarawa) and Kenneth Kobani (Rivers). Mr. Jonathan’s decision to send the list to the Senate today struck many political observers as curious, specifically because the Senate is still on recess and would not resume until February 17, three days after the presidential election. Our source at the Presidency disclosed that the timing of the president’s submission of the list was dictated by demands made by Mr. Obanikoro, a former Minister of State for Defense. Mr. Obanikoro had resigned from his ministerial post in order to seek the nomination of the Peoples Democratic Party (PDP) as the party’s governorship candidate for Lagos State. In the party’s primary, Mr. Obanikoro lost the governorship ticket to Mr. Jimi Agbaje. “Chief Musiliu Obanikoro insisted that Mr. President [Goodluck Jonathan] must compensate him again with a ministerial position as a condition for him [Obanikoro] to support the party at the February polls,” said our source. Our source disclosed that the former minister and failed governorship candidate set the condition during a meeting he held a few days ago in Lagos with Vice President Namadi Sambo. Our source, who said he was privy to the discussion, added that President Jonathan caved in to the former minister’s demands because “Koro [as Mr. Obanikoro is popularly called] made it clear that, if he is not given a ‘soft landing’ as a minister, he would not campaign for Agbaje or for the PDP as a whole.” The source added that Mr. Obanikoro had convinced the president and vice president that, despite his loss in the gubernatorial primary, he is a widely popular politician in Lagos State, with the capacity to help Mr. Jonathan and the PDP upset the All Progressives Congress (APC) in the February elections. “He kept reminding the vice president about their agreement, and the VP convinced Mr. President to send the list of ministers immediately in order to carry Koro along,” said the source. He added: “Koro does not want to lose out totally. So he told the vice president that the agreement must be kept to.” Mr. Jonathan reportedly felt that he had no option than to hurriedly compile the names of a few nominees and forward the list to the Senate. News broke during the past week that Courtney Dike had refused to collect the $7000 bonus that accrued to her from being a member of the Nigeria Women U20 side that reached the final of the tournament in Canada. Dike scored two goals for Nigeria, including the tournament’s fastest ever goal, as the Super Falcons finished in second place behind Germany at the 2014 Fifa U20 Women’s World Cup. A presidential bonus offered to her was rejected according to a Nigeria Football Federation official. "When we called her mother to confirm the delivery of the allowances, she declined it and insisted that the opportunity of playing for Nigeria was all the reward the family needed,” said Mohammed Sanusi, the NFF’s head of competitions. The 19-year-old student of Oklahoma State University only did the right thing in the circumstances due to her status as an amateur athlete on a scholarship, according to rules governing the National Collegiate Athletics Association (NCAA) in the United States. Among the rules for amateur athletes under the NCAA, Dike could not have accepted the $7000 given to her by Nigeria because amateurs are not supposed to be paid “salary for participating in athletics” neither are they allowed to be paid “prize money above actual and necessary expenses” among many other rules on the NCAA website. Hence, Dike’s decision, which has split opinion in the Nigerian community, was not, to spite the NFF and neither was it about her being more patriotic than other Nigerian players that accepted their bonuses. According to sports management expert Patrick Omo-Osagie, if Dike had accepted the $7000 bonus, she would have had bigger issues like losing her almost $35,000 annual scholarship which enables her to attend the Oklahoma State University and play for the Cowgirls. “The $7000 is considered as payment for her sport; the only way she could have taken that money and not be in violation of NCAA regulations, is to have taken the money as a daily allowance during the competition,” wrote Omo-Osagie on his Facebook page. “NCAA rules are very funny and unfair, but the payment was so public that if she took it or her family took it, it will be a violation of NCAA rules and she will be sanctioned or might even loose her athletic scholarship. “She did the right thing for rejecting the money and we should praise her for that, for she did not try to break the rules she signed on. If the money was refused for any other reason besides NCAA rules, then I need to know.” The only other way for Dike to accept the bonus would have been if she were to turn professional. Professional athletes are not blocked from accepting bonuses and payments but there are few roles for professionalism in female football in America which could have denied Dike much more in scholarship fees on the long run. Some commentators have already tried to juxtapose Dike’s decision with the Super Eagles’ bonus row at the World Cup, but it is evident that these two are different circumstances. Dike did the right thing according to the rules of the NCAA and nothing more. If she were a pro-athlete, she would have taken the bonus because she rightly earned it.
