He said ” It is the duty of the parliament not to robe the executive and allied political forces with excessive and draconian powers, but to protect democracy and safeguard the constitution. ” We equally believe that distinguished senators must try to remember the constancy of tomorrow – the fact that these bills are unlikely to protect their rights as ordinary citizens, should they leave their current position as senators tomorrow. ” It is, therefore, crucial to note that it has now become morally incumbent on distinguished senators to speedily send these bills to the grave. The activists therefore urged the lawmakers to abide by the noble wish and demand of the Nigerian people and kill the bill without further delay. A human rights crusader and Co-convener Center for Liberty , Deji Adeyanju said Nigerians have demanded for the bills to be shutdown and expunged from the archive of the senate and the lawmakers should focus on issues of national interest He said ” The issue of electoral act is pending before the National Assembly , they should focus more on that. The passage of the bill followed a clause-by-clause consideration of the report of the Committee on Nigerian Army. Chairman of the Committee, Senator Ali Ndume (APC – Borno South) said the Committee, while undertaking legislative work on the bill, took into consideration “areas that are in conflict with other extant laws, those that have security implication and those that are ambiguous.” According to the lawmaker, the University with the passage of the bill into law, “would promote research and other means of advancement of knowledge and its application to military hardware and software, social, cultural, economical, scientific, and technological situations.” He stated that the Institution would cater for the development of middle and high-level manpower in the area of technological empowerment for civilians, appreciation of military policies, logistic and strategies. Meanwhile, the Senate also on Tuesday moved to address the issue of our-of-school children by calling on the Federal Ministry of Education to intensify its sensitization and advocacy programmes; and engagement of traditional and religious scholars on the plight of Almajiris, and the need to enroll them into the universal basic education system. The call was contained in the recommendations of the report of the Senate Committee on Education (Basic and Secondary) on the need to integrate Almajiri Education morning not the Modern System of Education in Nigeria. Vice Chairman of the Committee, Senator Akon Eyakenyi (PDP – Akwa-Ibom South), in her presentation observed that “the Almajiris, who are predominant in the North, constitute the larger number of out of school children roaming the streets begging for alms and food in Nigeria, and therefore are covered by the intervention policy and programmes of the Federal Government through the Universal Basic Education Act, 2004.” According to the lawmaker, “the implementation of the UBEC Act, 2004 requires maximum collaborations with the State Governments and indeed the domestication of the Act through the State Legislatures.” She noted that Nigeria had obtained $611 million dollars from the World Bank Financed Programme – Better Education Service Delivery for All (BESDA), as a credit to specifically address the problem of Out of School Children. The lawmaker, however, stressed that “optimal operation and implementation of the BESDA Programme as being anchored and implemented by UBEC in collaboration with the Federal Ministry of Education and participation of key Education Agencies, require improved Federal-State-Local level Communication, coordination and collaboration to succeed.” The Senate on Tuesday confirmed the nomination of Barrister Idahagbon Omoregie as a Commissioner representing Edo, Ekiti and Ondo states in the Federal Civil Service Commission. Also confirmed was the re-appointment of Engr. Umaru Danbatta as Vice Chairman of the Nigerian Communications Commission (NCC). The confirmation of both nominees followed the consideration of the reports of the Senate Committees on Communications; and Establishment and Public Service. He spoke on Monday during the committee’s oversight visit to some government structures being occupied by the Abuja Electricity Distribution Company (AEDC). Suswam said, on the contrary, the Senate supports government privatisation of the industry. He said “teething problems” will not be a reason for a review The lawmaker said the Senate was only interested in enhanced performance to create efficiency. “Unfortunately, the process itself started on a faulty note. Some of the parameters used were a bit faulty so the sector has been faced with problems that ordinarily would have been avoidable.” The former Benue governor said the legislature is trying to identify the core challenges in order to help the executives in addressing them. “This is why we are here to see what we have been told by the Nigeria Electricity Liability Management Company (NELMCO)”. Suswam recalled that NELMCO told the committee that they handed over some assets to AEDC when the company was incorporated and the committee needed to be sure it was true. “Here are assets of the government and it is being occupied by AEDC which is a private company and we are wondering why they are occupying government property. “The managing director has told us they are supposed to be paying rent but because the property has been advertised for sale, they also have the right of first refusal.” He said AEDC has accepted that the building belongs to the government and that they are tenants until when they are able to procure it if they win the bid. The panel started the screening of 41 non-career and one career ambassadorial nominees on Wednesday. The nominee from Edo State, Yamah Musa, caused a stir when he was asked by the Chairman of the panel, Senator Muhammad Bulkachuwa, to explain his contribution to the APC in Edo State. The nominee, who hails from the Etsako West Local Government Area of Edo State, answered that he ensured total victory for candidates of the APC in the area during the 2019 general elections. He said, “I was one of the foremost party members who conducted primary elections for all our House of Representatives candidates in the South-West, one of whom is the Honourable Speaker of the House of Representatives , Rt. Hon. Femi Gbajabiamila.” But a member of the committee, Senator Ibikunle Amosun, described the acclaimed achievements of the nominee as a sham. Amosun said, “Please such exercise is not something you should be referring to as an achievement because as party members, we knew what happened then and those behind it . “We don’t want you to carry this type of mindset to foreign post if eventually confirmed. The earlier you erased such unbecoming assignments as personal achievements, the better,” Amosun said. Another member of the committee, Senator Rochas Okorocha, also hit the nominee. He said, “You are here to be screened and possibly confirmed as an ambassador to represent Nigeria and you are reminding us of worst primary elections ever conducted by a political party in Nigeria under a man that had been sent away now. “I hope you are not being rewarded for the sham you called primaries and injustice done against loyal party members.” Bulkachuwa, however, came to the rescue of the nominee by appealing to other members to allow him take a bow and go. The nominee hurriedly left the venue of the screening when he was told to take a bow and go. Tubonsun, who led the seven-man gang that slaughtered some policemen during a bank robbery in Ekiti State, spoke when he was paraded by the police at the Special Anti-Robbery Squad (SARS) headquarters in Abuja, on Thursday. Said to have been involved in robbing three banks in Ondo and Ekiti States between 2019 and the early part of 2020, where no less than six policemen were killed, the 42-year-old gang leader while confessing to the crime, said he was grateful to God that they were arrested by the police. Paraded alongside his six other members of his gang while confessing to the crime, he said: “We robbed UBA in Oye, Ekiti, I led them inside to go and pack the money, while others were outside. I did the same for the other two banks. At Ile-Oluji, I shared the money. My share was N1.1 million, some got N500, 000, some 350, 000 and so on. At Idanre we also shared the money. At Ile-Oluji, four policemen were killed, at Oye Ekiti, two policemen were killed. “We thank God for God that the police got us arrested because it is the will of God. It was the will of God for the police to arrest us. If not the will of God, it would not be so. God has a purpose for us that is why. We know that we have already sinned. We have sinned against man and God. We have already begged, I personally have begged, for the forgiveness of the Almighty God. I also beg for forgiveness of human beings, and God will help us in Jesus name.” Giving further details, the suspect, who said he started robbing in 2018, further narrated how they carried out the operations using three pump actions, one AK and some locally made guns. He added: “I did not support the killing of the policemen. I was inside. When I came outside and saw they killed two policemen, I blamed them. When I started to blame them, one of them fired my leg. I used hot water and ampiclox to treat the gunshot wounds.” Force police spokesman, Frank Mba, a Deputy Commissioner of Police (DCP) who paraded other 32 suspects, listed items recovered from them to include one AK-47 rifle, one AK-49 rifle; two pump action rifles, 19 locally made pistols, 129 live cartridges for the pump actions, 145 rounds of live ammunition and one Toyota Corolla salon car. Mba, while recounting how the suspects were arrested by operatives of the Special Tactical Squad (STS), informed that Tubonsun and his gang carried out the three robberies between 2019 and the early part of this year. “Between 2019 and the early part of this year, three cases of bank robberies were recorded in Ondo and Ekiti States. Three banks located at Ile-Oluji in Ondo State, Idanre also in Ondo State, as well as Oye in Ekiti State were at different times attacked and robbed by this same gang. “Operatives from STS carried very extensive and intensive investigations into this case that lasted for months and today we are glad that we can present to you the outcome of these comprehensive investigations. Six policemen were killed as a result of those robberies. Four were killed during the robbery at Ile-Oluji in Ondo, while two were killed during the Oye in Ekiti State. A branch of WEMA Bank, a branch of UBA as well as a micro finance bank were attacked in those three operations. Mba who said the gang’s operations were highly organized and clinically executed, stressed: “They had clear cut division of labour and each member of the group had an assigned role and they played it as effectively as they could. Fatoye and Ariyo were Okada riders who carried out surveillance operations while the robberies were going on. “Their roles were to monitor the roles and monitor the advance of the police and other security agencies and keep the group informed of any external incursion into the areas the operations were taking place and they were paid handsomely for it. They all participated in the three operations and got different amounts for their roles.” Other members of the gang arrested were Ismail Ojo, 25; Victor Owoyemi, 36; Adeniyi John, 42; Sola Oladimeji, 50; Olubadu Fatoye, 41; and Dele Ariyo, 44. The Police also paraded 33-year Usman Garba for arms dealing, who was reportedly arrested while taking arms to bandits in Kaduna, adding that from Dede in Abuja, he was going to deliver 131 rounds of live ammunition to one Sani in Kaduna, when he was arrested by the STS. Also paraded were a car thief, Sunday Ekele, 37 and a gang that specialised in obtaining money from innocent members of the public under false pretense through blackmailing, threatening and even kidnapping of their victims. According to him, the young men trekking are Igbo youths who despite little to no transportation available to take them to their various businesses, have decided to trek to their shops. The man is heard in the video saying that most of the Igbo traders come from their villages with little or no money, but after years of dedication and hard work in their businesses, become billionaires and millionaires, while the Yoruba youths are being used as political thugs and touts at busstops. According to him, the Igbo men end up buying lands and properties owned by the Yorubas. How true is this? |

President of the Senate, Senator Ahmad Lawan who took a swipe at the Minister of State, Labour and Productivity said that only one person determines the Executive and that is the President of the country and that Keyamo is quite insignificant in the Executive to cause any quargmire, just as he President Muhammadu Buhari who represents the executive arm of government the National Assembly is on the same page with, on various development-driven national projects. Lawan who was responding to a question yesterday in Abuja during an interactive session with journalists said that the N52billion appropriated project, must be implemented by the National Directorate of Employment ( NDE), as contained in the N10.8trillion revised 2020 budget. The President of the Senate said that the Senate stands on its position and insisting that the Special Public Works Programne that has to fo with the recruitment of 774, 000 youths across the 774 local government councils in the country, remained suspended until detailed explanations on modalities for its implementation are gotten from the Executive. Meanwhile, Lawan has disclosed that the Executive will forward to the Senate in the next two weeks, the Petroleum Industry Bill, PIB for further legislative activities, and subsequent passage. On the raising of the price of Petroleum Motor Spirit, PMS to N143.8 per litre, the President of the Senate said, ” we will look into the fuel hike and see what we will do as we are always on the side of the people.” Speaking further on the planned recruitment of the 774,000 and the faceoff between the National Assembly and Keyamo, Lawan said, “Let me go to the first question that it appears we are not on the same page with the executive arm of government. “Only one person defines the executive arm of government. Any other person there is recruited or appointed to support that one person. That one person is the President of the Federal Republic of Nigeria. “So if somebody, an employee or an appointee, out of several does something that does not show harmony, it will be unfair and uncharitable to say that the executive arm of government is not on the same page with us. “But let me tell you also here that the National Assembly consciously and patriotically passed the request of the executive for N52billion to undertake the programme of on Public Works across the country, where 1,000 youths particularly will be employed in every single local government – and that will give you 774,000 people to be employed. That was the approval by the National Assembly in the approved budget request of Mr. President. “When the National Assembly was to pass the request, the National Assembly was conscious through scrutiny that NDE (National Directorate of Employment) will be the agency to implement the programme and we approved that because we know NDE has the capacity to implement the programme. So that programme is an NDE programme approved by the National Assembly worth N52billion. “Secondly, it is within the purview of our committees to demand an explanation on the process and procedure through which this programme will be implemented. So our joint committee was right. The Committee was right to ask the questions. We are meant to interrogate the processes through which such programmes will be implemented. “Thirdly, the Committee’s resolve that the programme should be suspended until such explanations are provided on how this programme will be implemented. We stand by that. The National Assembly is saying that programme remains suspended until the executive arm of government comes to explain how they will implement that programme across the states and we insist that we passed the budget for NDE to go and implement because it has the capacity. Our purpose is not just to approve the money. “We insist that only NDE will implement this programme and even the NDE led by the Minister of Employment and Productivity will have to come and explain to the National Assembly Committees how they will implement the programme. For us, we have passed the budget, we have approved it, we are going to support the programme because our constituents will be the beneficiaries and if we didn’t like the programme we would not have passed it. “So it would be unfair to say that the executive and we in the legislature are not on the same page because of an action by someone out or among the executive. I want the press to understand that what the National Assembly is insisting on is in the national and public interest. “It is in the national interest that we know what is going on because we passed the N52billion and somebody should explain to us how the processes of selecting the States Selection Committee is, who are the stakeholders, how are they identified and nominated. “How are the 1,000 beneficiaries from each Local Government going to be selected, how do we measure the success of the programme, how do we key in to support the executive arm of government to succeed in that respect. “So there is nothing that this is an indication that the executive and the legislature are not on the same page. The Minister of State for Education, Emeka Nwajiuba, announced this on Monday at the briefing of the Presidential Task Force on COVID-19 in Abuja. He said, “From the 4th of August to the 5th of September, please take note. Last week the Chairman of the PTF announced that school facilities will be available for those who want to go into revision classes. “The idea here is that we have a whole month from now till then, those who can and those who are willing; the states who are willing should make their schools available for their children to revise. “We have done the most we can with our representatives at WAEC and we have, this afternoon, confirmed that the dates allotted for the exams will be from the 4th of August through to the 5th of September,” the minister added. According to him, the ministry will publish the local timings for the examinations after a meeting with authorities of the Nigeria Centre for Disease Control (NCDC) and the Nigerian Union of Teachers (NUT), among other stakeholders. Nwajiuba disclosed that as soon as WAEC examinations were concluded, the government would take up the National Examination Council (NECO) and the National Business and Technical Examinations Board (NABTEB) examinations. Justice Mohammed Liman of the Federal High Court sitting in Lagos had on June 22, granted an ex-parte application by counsel to AMCON, Kunle Ogunba SAN, to take interim possession of the assets of Pan Ocean over the unpaid loan. The court also granted the application by AMCON to take over several oil mining and oil prospecting licenses exemplified by OML 147, 152 and 98 respectively owned by the company. Properties in Victoria Island, Lagos among several others were also included for possession. “An order of this honourable court granting interim judicial protection to AMCON, the receiver/manager (and its duly appointed nominee; Mr. Kunle Ogunba SAN) appointed herein over the assets/businesses of the defendants by virtue of its deed of appointment dated March 5, 2020, in furtherance of the mutually binding covenants of the parties in the various facility/offer letters pending the determination of this suit is granted.” Justice Liman had ruled However, Pan Ocean through its counsel, Oluwemimo Ogunde (SAN), had filed an application before the court asking it to stay the execution of the takeover order pending the determination of a suit marked, FHC/L/CS/552/2020, which is also a subject of an appeal before the Court of Appeal in Lagos. Ogunde described AMCON’s ex parte application leading to the takeover order as an abuse of court process, which he said the court rules frown upon. A statement from AMCON announcing the takeover of the company's assets reads “Hon. Justice A.M. Liman of the Federal High Court, presiding over the suit between the Asset Management Corporation of Nigeria (AMCON) vs Everest Nominees Limited and Dr. Bolaji Ogundare a subsidiary of Pan Ocean Group has ordered AMCON and its assignee to take over all the assets of the companies. Pan Ocean Group is promoted by Dr. Festus Fadeyi, a flamboyant Lagos oil and Gas businessman whose total indebtedness to AMCON is over N240 billion. “The court had also granted an order appointing AMCON as a Receiver Manager (in accordance with its 2019 Act as amended) and its designated human nominees (Mr. Kunle Ogunba Esq. SAN) its privies and assigns over the assets of Pan Ocean, their corporate guarantors, cronies and cohorts to take over a number of prime assets of Pan Ocean over some irreconcilable huge debt owed AMCON by both Everest Nominees Limited, Pan Ocean Group and their promoters as well as directors. The court in suit No. FHC/L/CS/722/20 ordered AMCON and its assigned designate to take over several oil mining and oil prospecting licenses that are exemplified by OML 147 (formerly OPL 275), OML 152 and OML 98 respectively. The order also mandated AMCON to took over the property lying and situate at No. 33b, Adebayo Doherty Street, off Admiralty Way Lekki Phase One in Lagos State as well as the property lying and being specifically known as FF Towers, Plot 13/14 Ligali Ayorinde Avenue, Victoria Island, Lagos. Others include another property lying and specifically known as No. 8, Modupe Alakija Crescent, Ikoyi, Lagos; the property lying and specifically known as No. 10/12, Modupe Alakija Crescent, Ikoyi, Lagos christened and identified as Grand Villa; No. 14, Modupe Alakija Crescent, Ikoyi, Lagos; another property lying and known as Ark Towers situate at No. 17, Ligalli Ayorinde Avenue, Victoria Island, Lagos as well as Plot 5 and Plot 822, Samuel Manuwa Street, Victoria Island, Lagos. Aside these prime assets of the obligors, Justice Liman also ordered AMCON to take over any other assets, businesses, affairs, undertakings, interests etc belonging to the defendants wherever same may be found. He also directed the Inspector-General of Police and his commissioners to assist AMCON and its designates as well as the Court Bailiffs in taking over the assets on behalf of the Corporation.” Meanwhile, the management of Pan Ocean Oil group has expressed dismay at what it described as an attempted illegal takeover of its properties by AMCON. In a statement released, the firm said on July 2nd, 2020, a team led by Kunle Ogunba, disrupted work activities at two of its facilities under the guise of executing a court order. The firm noted that the action was taken despite a pending lawsuit marked FHC/L/CS/552/2020 which is before the Court of Appeal in Lagos. The statement in part reads “Our lawyer, Mr. Oluwemimo Ogunde (SAN) had notified Justice Mohammed Liman of a Federal High Court in Lagos, about the pending suit and prayed His Lordship to stay execution of a court order around Pan Ocean’s assets. The attempted takeover of our assets by AMCON and its lawyer is therefore condemnable. Pan Ocean accessed funding from the banking system to facilitate expansion plans which were based on sound investment advice and projections. The funds were invested in assets which are verifiable and within Nigeria. We remain committed to working with our financial partners to resolve all outstanding issues.” We are committed to the rule of law and due process and will continue to rely on legal due process to resolve this issues despite the provocation and lawlessness of the party.
