He said the card readers failure was creating serious delay in the process. He however praised the huge turnout of voters and the peaceful conduct of voters so far. “I was on the queue for a long time and of course I protested,” he said. “The card reader malfunctioned when I was supposed to cast my vote. After 10 minutes or thereabouts, the card reader suddenly woke up again and started functioning. “So far, at least at this particular polling unit, the turn out has been massive, it has been peaceful, voters have conducted themselves peacefully. “The only challenge we have is from INEC, and in respect to the card reader.” On violence, he said he received reports of pockets of violence, especially in Ijomu area in Akure South Local Government Area. He also said he received unconfirmed reports of cases of vote buying. Mr Jegede also complained about attacks on one of his supporters, Sodiq Obanoyen in Owo. According to him, Mr Obanoyen was attacked in his polling unit in Owo. “I think that so far, despite all these challenges, there has not been any major disruption. I do not know what is happening in the remote areas,” he said. “Those are incidences of violence, unfortunately, it is happening again in some major towns Akure, Owo, and unfortunately also we are seeing some decent men who are educated conducting themselves in a very unruly manner.” PREMIUM TIMES gathered that at the Ijomu area, Unit 02, Ward 4, one person was injured with machete cuts and the process was disrupted. But the police spokesman, Tee Leo-Ikoro, disputed the report, saying there was no violence in the area. To achieve his goal of governing the state, he immediately proceeded to the ZLP, where he is being supported by a former governor, Olusegun Mimiko. This came on the heels of the calls across the country for the scrapping of the unit. Though the police high command has said scrapping the outfit was not in its agenda, the Force Headquarters had assured that its reform is the best action to take. During debates on Wednesday at both chambers of the National Assembly – the Senate and the House of representatives – the lawmakers agreed that there was need to curb the excesses of SARS operatives and make all security agents answerable for their individual actions. The Senate mandated its Committee on Judiciary, Human Rights and Legal Matters to investigate human rights abuses by security agencies as well as allegations of extra-judicial executions and make recommendations for reparation. It also urged the various security agencies to establish hotlines to enable Nigerians to report abuses by their agents. The Upper Chamber urged the various security agencies to establish a special bureau unit that monitors the conduct of its officers, arrest and charge erring ones. The House of Representatives asked the Inspector General of Police (IGP) Mohammed Adamu to submit to the parliament a five-year comprehensive record of disciplinary measures taken against officers of the force engaged in police brutality, extortion and harassment. Senate President Ahmad Lawan supported the calls to reform the police unit instead of scrapping it. Read Also: SARS: Protectors or predators? Lawan spoke on a motion by the senator representing Lagos Central, Oluremi Tinubu, on the need to curb the excesses of security agencies, especially the dehumanising activities of the SARS. Lawan said: “I think this is a situation that should be properly investigated. The recent incident should not be swept under the carpet. “Those involved should be arrested and prosecuted. I don’t think it should be scrapped. It should be reformed.” In her lead debate, Senator Tinubu stressed that security agents had continued a culture of brutality towards innocent Nigerians, despite clear provisions of the Constitution and the African Charter on Human and People’s Rights against torture. She said: “Only recently, the internet was awash with videos of some cadets of the Nigerian Defence Academy (NDA), who created an illegal blockage at Sabo-Yaba in Lagos State while exclaiming that it was their turn to oppress Nigerians and nothing could be done about it. “While the Nigerian Army is doing a good job in securing the territory against insurgents, allegations of human rights abuses by its officers cannot be overlooked.” She urged the Senate to show concern that the chief abusers of Nigerians appear to be the police, especially its SARS unit. Senator Tinubu also urged the “Senate to be saddened over the news of the alleged killing of Kolade Johnson, on April 1, 2020, while watching a football match at a viewing centre in a community in Lagos State. “Only recently, Kazeem (alias Kaka), a budding football star, was pushed out of a moving vehicle to his death by SARS operatives after he had been stopped for looking like a ‘Yahoo’ boy. “In August 2019, a video surfaced of two policemen shooting dead two unarmed people. “Nigerian youths can no longer move freely for fear that they will be profiled and accused of being ‘Yahoo’ boys or fraudsters merely because they look good, own laptops, iPhones, nice looking cars or profiled as having dreads. “Only recently, the global and social media was awash with the #ENDSARS campaign.” Other senators supported the motion. The House of Representatives also resolved to develop legislative actions, amend existing laws, the Constitution, delete Section 215(5) and replace it with provisions that ensure that judicial review of police actions is enshrined and protected by the Constitution. It resolved to establish a framework for holding individual policemen accountable for their conducts in performing their lawful duties, including criminal and civil liabilities, while allowing the Nigeria Police Force to bear civil liability for failures in its conduct and operational procedures that lead to violations of citizens’ rights. Moving a motion of urgent public importance, House Leader Alhassan Ado Doguwa expressed concern about the persistent outcry by Nigerians over the brutality and human rights violation by SARS. Speaker Femi Gbajabiamila expressed concern about the activities of the police unit. He said it was unhealthy that those saddled with the responsibility to protect Nigerians have betrayed the trust. Hundreds of aggrieved youths on Wednesday protested at the Lagos State Police Command headquarters in Ikeja, calling for end to SARS excesses. They carried placards with various inscriptions like “Am I the next to die?”; “Stop Police Brutality”; “Why shoot bullets at us?”; “I am not a criminal #EndSARS”; “Our lives matter”; “Stop criminalising innocent citizens” and “Stop extorting and killing us.” From Ikeja under Bridge opposite Computer Village, the protesters marched and danced to the police command headquarters where they presented a signed register outlining their pains in the hands of SARS. They demanded that the names of all officers who had been found culpable be made public and subjected to transparent prosecution. The protesters urged police authorities to ensure justice and compensation for all those who have suffered injustice, whether dead or alive. They called for a public enquiry on past activities of the unit, adding that all SARS detention centres must be made open for independent investigators to assess them. The protesters said some people were kept in SAR police custody for up to four years and more for standing in front of their homes or running errands. According to them, the police hierarchy must ensure all unjust harassment and extortion of youths by their men and officers are brought to an end. The protesters said policemen on duty must have their name tags depicting their units as well. They said the police should outlaw the norm of gun-wielding policemen dressed in civil apparel in unmarked vehicles while on duty. Some of them relived their ugly experiences or those of their family members in the hands of SARS operatives. Although they could not realize their request to meet Police Commissioner Hakeem Odumosu, the protesters refused to leave but converted the inroads to the command headquarters as sit-outs. Their resilience later paid off when the Deputy Commissioner of Police (DCP), Operations, Ali Muhammed, addressed them and sued for peace. Lawan’s caution to the administration came after the Senate passed the 2021-2023 Medium Term Expenditure Framework and Fiscal Strategy Paper on Wednesday, ahead of President Buhari’s presentation of the 2021 Appropriation Bill to the National Assembly. As a way to save cost, the Senate President also recommended the merging of some agencies of government as one. Speaking in a statement by his special assistant on press, Lawan urged the Buhari-led administration to explore untapped opportunities to fund infrastructural projects. He said, “We need to put up a lot of effort to ensure that these revenue generating agencies do their work promptly, efficiently and effectively. “Where they have challenges, we must help them. Like most of us said, borrowing needs to be carefully applied here. There are projects that I feel we should ensure we don’t borrow to fund. “We should explore other opportunities in sourcing funds such as the Build-Operate-Transfer (BOT), Public Private Partnerships and so many other options. I think we should explore on those so that we minimize the borrowing. “There are lot of businesses that have interest in the development of our infrastructures, so we should explore the other means. “But then again, we cannot eliminate borrowing, that is the sad part of it. I think in the past we deluded ourselves into thinking that Nigeria is the richest country in the world, meanwhile we are not developing our infrastructure. “If we had applied whatever we had then, especially in our good years, we would have found that we wouldn’t have any money to spare to call ourselves rich. “We need to look at the possibility of reducing the kind of borrowing we do in order to ensure that we don’t accumulate so much deficit and end up spending so much of our revenue servicing debts,” he said. The Senate President who bemoaned the high recurrent expenditure profile of government, underscored the need for the merger of agencies so as to reduce cost of governance. “Whenever we talk of cost of governance, we think of how to merge the different agencies. “I think there is need for us to muster the political will, because we know what to do, but when it comes to doing the right thing, we find it difficult to do it. “I think the time has come for government to do so, and government includes us, to address this issue. “There are so many agencies, and these are agencies that were created to address specific challenges at the time. “Now, they are irrelevant. They are simply conduits that are given money every year, while they have no value to add to governance. “We need to really work closely with the Executive arm of Government. I know it is going to be a tough call, because it will be said this is not a time for people to lose their jobs, but somehow we need to find a way out of this as the cost of governance is high,” Lawan said. Meanwhile, President Buhari is expected to present the 2021 Appropriation Bill to a joint session of the National Assembly on Thursday. In passing the 2021-2023 MTEF/FSP, the Senate adopted the report of the Joint Committee on Finance; and National Planning and Economic Affairs. The report was on Wednesday presented to the upper legislative chamber by the chairman of the joint committee, Solomon Olamilekan Adeola, who is the senator representing Lagos West. The Senate adopted 20-point recommendations of the committee and arrived at the following decision: That the federal government retains revenue of N7.89 trillion of the total proposed expenditure of N13.08 trillion in the 2021-2023 MTEF/FSP. The Senate also approved the fiscal deficit of N5.19 trillion and borrowings of N4.28 trillion, including foreign and domestic borrowings. Others are statutory transfers, totalling, N484.4 billion, debt service estimate of N3.12 trillion, while sinking fund to the tune of N220 billion was also approved. It also approved pension, gratuities and retirees benefits of N520.6 billion and Federal Government aggregate expenditure of N13.08 trillion. The expenditure is made up of total recurrent (Non-debt) of N5.66 trillion; Personnel Costs of Ministries Departments and Agencies (MDAs) of N3.05 trillion. It includes capital expenditure (exclusive of Transfers) of N3.58 trillion, Special Intervention (recurrent) amounting to N350 billion and special intervention (capital) of N20billion. The Senate also approved daily crude oil production of 1.86mbpd for 2021; 2.09mbpd for 2022; and 2.38mbpd for 2023, to ensure greater budget realism and disruptions due to attacks, sabotage in the Niger-Delta which had substantially abated for a while. The Senate also approved that the benchmark oil price of 40 dollars per barrel should remain because of the clear evidence of wide consultations with key stakeholders. It also approved the exchange rate of N379 dollars proposed by the executive for the 2021-2023, based on the determination of the Central Bank of Nigeria (CBN) to pursue unification around its rate over the medium term, where investors and exporters transact dollars at market determined prices. It also approved the projected Gross Domestic Product (GDP) growth rate of 3.00 per cent, given the Federal Government’s response via fiscal policies adapted to contain the damage of COVID-19, including the N500 billion stimulus fund. Recently, we have been hearing several cases whereby these SARS officers harass Nigerian Youths across the country. Not only harassment, they also extort them and sometimes even shoot the youths who fight for own rights. According to a video shared by Instablog9ja on Instagram, these SARS officers entered into a lady’s house without permission. They began to search for what for isn’t lost inside someone else’s house. While they were searching, the lady asked why they would enter her house and begin to search her belongings. Unfortunately, they told her to keep quiet and it’s none of her business. After they searched and couldn’t find anything, they took some of these lady’s underwear and hair while leaving the house. |

Obinna in a series of tweets said he was driving along the Owerri-Obosi road when he encountered the ''unprofessional members of the Nigerian police force brutalizing a civilian and a member of his constituency." Obinna claims the police officers attacked him when he attempted to stop them from further brutalizing the civilian. His account of the incident comes amidst growing public outcry for the Federal government to end police brutality and SARS brutality in the country. His tweets read ''Yesterday, I had my own encounter with some unprofessional members of the Nigerian police force. I was in traffic along the Owerri - Obosi road when I saw some members of the Nigerian police force brutalizing a civilian for allegedly splashing water on their driver. I alighted from my car and immediately approached the scene of the violence, tried to stop the police officers from further assaulting my this young man that I later found out was my constituent only to be greeted with the greatest shock of my life, I got my own fair share of the attack. The event quickly detoriated and almost escalated as some of my constituents seeing that I was being assaulted quickly mobilized themselves and wanted to launch a reprisal attack on these policemen. I quelled the situation immediately and begged my constituents not to take the laws into their hands. You will recall that this is not the first time something like this is happening in my constituency. The last such unprofessional conduct of some Policemen, led to the death of two young men at Nkpor. I condemn all forms of police brutality in very strong terms and as your legislator, I will use the platform of the National Assembly to ensure my constituents and Nigerias in General are not brutalized by nefarious police officers that ought to protect us. Chibuike Rotimi Amaechi, has tasked Messrs China Civil Engineering Construction Company (CCECC), the contractors handling the Lagos-Ibadan Standard Gauge Rail to complete the project within five months. He argued that COVID-19 has come to stay thus, Messrs CCECC are to devise measures of completing the project. He urged them to procure personal protective equipments for their workers as no excuse for failure would be accepted. The Minister who made this known today in Lagos when he recommenced inspection of the Lagos-Ibadan rail project in the company of his Information and Culture counterpart, Ahaji Lai Mohammed, noted that funds is not the challenge being faced on the $1.6 bn project but rather lack of workers. He, therefore advised the company to adhere to safety measures such as compulsory use of masks and safety shields by all workers in order to get the required number needed to work in all stations. On the Ibadan-Kano $5.6 billion rail which is yet to commence, Amaechi stated that government is yet to secure the loan facility from China, Export-Import Bank, assuring that it remains a priority project of the present administration. Asked about his impression about the project, the Minister of Information and Culture, Alhaji Lai Mohammed, who was visibly very impressed said: “I am very impressed. The reason we brought you here is to see that it is not a concocted story. This is the reason why we are borrowing the money so that Nigerians can travel in dignity and comfort”. He further explained that “monies borrowed are not for grandiose display nor for overhead or running costs for the nation but rather are for capital projects which on completion would create jobs and provide needed infrastructure for Nigerians”, adding that there is nothing bad in borrowing so long as it is used to provide improved service delivery for the people. Also, Lai Mohammed applauded Amaechi for the passion exhibited in driving the project and urged CCECC not to disappoint. On his part, the Managing Director, Nigeria Railway Corporation (NRC), Engr. Fidet Okhiria, during the media briefing disclosed that the corporation is working out modalities on commencing operations on the Lagos-Ibadan and the Itakpe-Warri rail corridor in September. Lai Mohammed and Minister of Transportation Rotimi Amaechi embarked on inspection tour of the 156km modern rail project from Lagos to Ibadan. The ministers were accompanied by the officials of the Nigeria Railway Corporation NRC) the contractor handling the project – China Civil Engineering Construction Corporation and a team of journalists. “There is no better way to answer Nigerians as to what we have done with the money we borrowed, than this project we have inspected. This is one of the many projects that we are doing with the money we have borrowed. “There is nothing bad in borrowing provided that such borrowing is invested in infrastructure. There is also nothing bad in borrowing provided the funds are used to create jobs and create the enabling environment for the growth of the economy,” he said. Mohammed said he was excited with the level of work done on the project; the clean coaches which he said can be compared to modern trains in any part of the world. He said he was also excited with the enthusiasm of many Nigerians who trooped out in their hundreds to hail them over the project at every station they inspected. Mohammed commended Amaechi for his passion on the rail project which planned to commence skeletal services in September and full operations in January 2021. Speaking in the same vein, Amaechi enjoined the National Assembly to stop the ongoing probe on the loans to fast track the delivery of the rail projects. “Why we are telling them to stop the probe is that they are not investigating corruption in the construction project itself but the issue of loan that we accessed. “They should allow us to get the loan for the Ibadan to Kano rail project which is about 5.3 billion dollar,” he said. Amaechi said fund would not be a problem for the timely completion of the Lagos Ibadan project because they have on ground about 1.6 billion dollar. Being the Commander-in-Chief, the group reminded the Senate that President Muhammadu Buhari is the only one constitutionally conferred with the power to hire and sack the military heads. Speaking at a press conference on Wednesday in Abuja, President, Comrade Musa A Musa added that the lawmakers’ action is a disservice to the generality of Nigerians given the enormous commitment and dedication displayed by the Service Chiefs in the country. The group further frowned at Senate President, Ahmed Lawan, for opting to play politics at the expense of national interest, labelling him an “embarrassment” to his party. CFSB, though, admitted that “tremendous progress has been made and great success recorded through innovations and strategies introduced by Service Chiefs in tackling the various security threats in the country”. While expressing total support for the president’s decision to keep faith with the military architecture, the coalition, however, advised the Senate President and other lawmakers to consider the country first before their selfish interests. The Coalition of Friends and Supporters of Buhari wishes to state that this is not the time to play to the gallery in this critical point of our existence given the myriads of politically motivated security challenges confronting the country. It suffices to state that the provisions of the 1999 Constitution of the Federal Republic of Nigeria as amended is very explicit in the powers conferred on the Commander-in-Chief of the Armed Forces with regards to the hiring and firing of the Service Chiefs in the country. That the Senate President, though a high ranking member of the All Progressive Party (APC) would elect to be disingenuous constitute an embarrassment to the leadership of a party with which he actualized his ambition of becoming the Senate President. The call for the resignation of the Service Chiefs as presided over by Senator Ahmad Lawan is nothing but a display of disloyalty and utter disrespect for the President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria. The is on the heels that the Senate of the Federal Republic of Nigeria, either by omission or commission has continued to feign ignorance to the numerous efforts of the Service Chiefs in curtailing the activities of terrorists, militants and bandits across the country. That the Service Chiefs in Nigeria have demonstrated capacity is an understatement given the realization of where we were before the advent of the administration of President Muhammadu Buhari and where were are now in the fight against terrorism and other militant groups in the country. There is no doubt whatsoever that tremendous progress has been made and great success recorded through innovations and strategies introduced by Service Chiefs in tackling the various security threats in the country. This much the Senate of the Federal Republic of Nigeria has continued to feign ignorance of and responsible for the irresponsible statement calling for the resignation of the Service Chiefs in the country. The Coalition of Friends and Supporters of Buhari wishes to state in unequivocal terms that it stands with the decision of President Muhammadu Buhari to retain the present crop of Service Chiefs for their tireless efforts in ensuring that the threats posed by the Boko Haram terrorist group and other militant groups in the country.
