N’Assembly doubts govt’s sincerity on N500bn social intervention scheme By Omololu Ogunmade in Abuja At the defence of N180 billion virement from 2016 budget before the Joint National Assembly on Appropriation yesterday, agencies of government and Budget Office presented conflicting figures President Muhammadu Buhari had on November 1, 2016 submitted a proposal for the virement of N180 billion from 2016, budget to the National Assembly for approval At the defence of the proposal by relevant agencies yesterday, the figures presented by the agencies were at variance with the figures in the proposal. For instance, while the president presented N19.792 billion budget for National Youth Service Corps (NYSC), the Director of Finance and Accounts in NYSC, Mr. AIB Adeleke, told the committee that the NYSC actually needed only N8.5 billion. These conflicting figures shocked the committee Chairman, Senator Danjuma Goje, as he asked Adeleke if he was sure it was only N8.5 billion that was needed by NYSC. But Adeleke held on to his presentation that it was all the NYSC needed this time. But a Senior Special Assistant to the President on National Assembly Matters, Ita Enang, quickly left his seat to mutter some words into Adeleke’s ears just as the Director- General of Budget, Ben Akabueze, claimed that Adeleke did not get his figures right Akabueze had claimed that NYSC earlier requested for N11.2 billion, insisting that the president had proposed N19.792 billion because he wanted to address both the outstanding and current needs of NYSC once and for all. But the audience silently wondered if Akabueze was speaking the truth wondering how the Director of Finance of NYSC would not know what the Corps actually needed. However, it looked clear to everyone that the figures were obviously written without consultation with NYSC as Adeleke seemed to have presented all he appeared to have known that the scheme needed. However, Adeleke who had insisted that all the NYSC needed was N8.5 billion, soon changed his mind after the claims made by Akabueze and probably by the words muttered into his ears as he soon said: “I agree with the submission of the DG Budget.” On the other hand, Public Complaint Commission presented a higher figure than the one proposed for it in the virement proposal as the commission implored the committee to approve the sum of N2.5 billion as against N1.2 billion presented by the president. In the same vein, the Niger Delta Amnesty Programme urged the committee to approve N35.2 billion as against N35 billion in the proposal. that barely 40 days to the end of the 2016 fiscal year, the federal government had only spent less than N1 billion of the N500 billion Social Welfare Scheme approved in 2016 budget. committee, Special Adviser to the President for Social Protection Plan, Mrs. Mariam Uwais, said since the budget was approved, a total of N25 billion had so far been released out of which she said less than N1 billion had been spent. She expressed optimism that another N40 billion would be released before the end of the year adding that the some of N60 billion could eventually be spent before the year runs out. “Out of the N500billion appropriated for the social intervention programme, we have not spent up to N1billion. We have been preparing, we have the framework in place but unfortunately, we did not get the release early enough. By the end of this month, we would have spent up to N60billion,” Uwais said. However, the committee expressed shock that the Social Intervention Scheme which was a major campaign promise by the ruling All Progressives Congress (AC) was treated with perceived levity by the administration with only less than N1 billion of the whopping N500 billion budgeted by the administration spent so far. Both the Appropriation Committee Chairmen of the Senate and the House of Representatives, Goje and Hon. Mustapha Bala Dawaki, doubted the sincerity of the executive arm of government towards implementing the scheme. Goje said: “I don’t know if you are aware that this your agency is borne out of our campaign promises. And you’re here to say that you don’t need the money. You don’t need the balance of the money, you want it appropriated to other agencies. After we have promised the people that we are going to provide them money and the money would be sent to them. The Central Bank of Nigeria (CBN) yesterday said it was not planning to amend the Foreign Exchange Act or recommend jail term for anyone that holds the dollar for more than 30 days. Acting Director, Corporate Communications Department, Mr. Isaac Okoroafor stated this in a statement issued yesterday in response to a report by Reuters titled: “Nigeria considers foreign exchange reforms as dollar shortages bite”. (adsbygoogle = window.adsbygoogle || []).push({}); Okorafor stressed that the CBN, in line with its mandate, was committed to safeguarding the international value of the country’s legal tender. He, however, denied knowledge of the proposed clause recommending a jail term for as long as two years or a fine of 20 per cent of the amount for any holder of foreign exchange in cash. “To the best of my knowledge, the Central Bank of Nigeria (CBN) has not proposed any bill seeking to arrest and jail persons holding foreign exchange for more than 30 days,” Okorafor said. He also denied that the CBN was planning to confiscate funds in domiciliary accounts of individuals, saying any such claim was false. It will be recalled that media report broke suggesting that the Federal Government and the Central Bank of Nigeria were considering imprisoning anyone who holds foreign currencies, particularly the United States dollars, for more than 30 days as a way of stemming the volatility in the exchange rate and strengthen the international value of the Naira. Reuters had reported that a draft bill prepared by the Nigerian Law Reform Commission (NLRC), contains provision to amend the foreign exchange laws to curb illegal fund transfers and insider dealing and stop individuals holding hard currency outside the banking system. The new proposals were aimed at promoting the orderly development and maintenance of the currency market in Nigeria. Its provisions include making it an offence to hold hard currency in cash outside the banking system. “The possession of foreign currency by any person without depositing same in a domiciliary account within 30 days of its acquisition constitutes an offence liable on conviction to two years imprisonment or to a fine of 20 percent of the amount of the foreign currency involved,” the draft bill said. The NLRC said the existing currency law made it difficult to regulate foreign exchange transactions in Nigeria, which the reform seeks to address. The law currently “prohibits the seizure, forfeiture or expropriation of imported money by the government without providing for exceptions” and is “narrow in scope”, it said. The NLRC said the amendments were necessary to “strengthen the framework for effective monitoring and control, and to ensure probity in foreign exchange transactions in Nigeria”. Op I disagree with your write up on this one. The APC led FG has learnt a bitter lesson hence they used the Edo elections through their puppet INEC to perfect rigging skills i.e. votes have already been cast long ago and incidence report forms have already been filled. This template worked perfectly in Edo state and anybody going to queue on election day in Ondo just does so for exercise purposes. You can see that the APC criminals who were arrested printing election materials in Rivers state have had their case silenced, I wager they've been released through federal might including all those arrested during the general elections rigging in favor of the APC. So don't deceive yourself. The APC has taken election malpractice to a devilish and diabolical art. |

I still can understand the stupiditý and irresponsibility that oozes out of aso rock these days honestly. You roll out the military against Shiites, against Niger Delta, against Biafra activists but you look for every dang reason to protect the herdsmen just because Buhari is grand patron of Miyetti Allah (the herdsmen association in Nigeria). Miyetti Allah through their chairman have repeatedly claimed responsibility for the carnage perpetrated by their members in different parts of the country from the north to south, they never once claimed it was done by Libyans. A responsive govt would have invited this group of people for questioning instead what we have and hear on a regular basis are that men of our armed forces have intercepted cattle rustlers but they never once intercept the herdsmen who have sacked entire villages this year alone are now settled there eg in southern Kaduna. ercel:does the CBN have a spiritual calculator to determine how long I've kept the dollars in my wardrobe ? Will the CBN burst into my apartment to check if I'm actually keeping forex ? They should stop making foóls of themselves and instead implement relevant policies to boost the economy. There's a petition going round right now saying banks are being forced to sell forex at 315 even when foreign investors are ready to trade at 390. The only bank Emefiele allowed to sell at 390 is Zenith bank. Float the naira properly and see if it forex crisis won't be a thing of the past 7 Likes |
