@ those using Obito's comment to prove itachi transfered his ocular jutsus to sasgay, it seems you've forgotten that villans in narutoverse lie (or should I say tell versions of the truth as percieved by them) a lot.
There are 3 jutsu's that all mangekyou users wield, amataretsu, tsukyomi, and susanoo, kishi got these names and their features from japanese mythology, those 3 are "lesser gods" born of izanami and izanagi (rings a bell?).
The fact that other mangekyou users we've seen haven't used all 3 doesn't mean they don't have it, it just implies that its possible they "suck" @ using it.

Let me tell you something, the reason why 1.1's and 2.1's are scarce @ state owned unis isn't because of quality, its because of the sadistic nature of most of the lecturers. A lecturer that refuses to give a student scores he/she merits just because he(the lecturer didn't make a first class while in school), will go on sabbatical abroad, take a job @ a uni over there, and give students their merited marks, cos they know the students have the right to challenge them (without fear of victimization), and the schools over there don't take shi!te.
Enough of this public vs private uni, we are derailing the thread.

Minato seems happy that the technique worked well..the last pane before Naruto shows someone thinking "Umm..nah" which could mean the jutsu might not have worked. That might not be Minato in my opinion.

The "Umm..nah" might just be a translation error
