Dude Naruto has simplified the rasengan, even konohamaru can do the rasengan now, so handing ready made rasengans to people like shikamaru isn't such a big deal.

Even though we may have potential in salt-water fish, only the catfish has become accustomed to breeding and farming in Nigeria. Others have not been successful. They are either too expensive to breed or do not adapt to our local conditions.
Since the rationale for import bans is import-substitution, what then is the sense in banning what you cannot produce locally? There are various implications. Nigerians cannot be forced to switch to catfish overnight.

Also, frozen fish will still find its way into our market through Benin Republic, only that it will become more expensive, logically. There could be some social disorder if the major source of healthy animal protein is cut off from millions of poor homes. What is the likely economic and nutritional impact on the masses? How long will this impact last? Can we actually eliminate some species of fish from our market and our diet? What alternatives can we develop and how long will it take to develop them? Has the government properly thought through this policy?

Get me right: I am not saying that we should continue to import frozen fish forever. Far, far from it! However, government must do proper impact assessment before rolling out a policy that could affect the lives of over 100 million Nigerians. A well-intentioned policy that is poorly conceived and poorly timed will have a devastating effect on the people. I don’t think any government would like that. Luckily, the drawing board is still there for our policymakers. They must do their home work properly.

Nobody said Jiraiya wasn't a sage, I said he didn't master it, he only became very competent @ it.

@ Wacky then you master the sage mode you can go in and out of it without any form of assistance.

The only thing that Jiraiya didn't master was how to completely mix his chakra with natural chakra in order to have full access to sage mode, hence he had an imperfect sage mode, this means that apart from the assimilation and balancing aspect of the sage mode, that he got the other parts down. my point being that there are other aspects to being a sage than just entering the sage mode and also another point that i would like to mention is that, Jiraiya was an Imperfect sage and hence the only limitation he would face are the limitations from being unable to enter the complete sage mode.

If you want to base any argument on the bolded above then you must be able to list those limitations.

Wacky san pray tell what is the most inportant aspect of becoming a sage, if not collecting natural energy, and blending it with chakra? How can you say Jiraiya mastered it when he needed help in that aspect?

Mutaino7: Its only a senjutsu dat cause damage to jubito*since senjutsu was not created by the so6p*. On orochimaru's having a sage mode......according to kabuto orochi was not able to master the sage art because of his body while jiraiya mastered the frog sage mode but obtain imperfect features relating to a toad like rough skins and puffed skins unlike naruto who mastered it completely with perfect features which pa made an xcellent remark of. the only person dat could be of help with the xception of hashi is juugo. his abilities are senjutsu but jubito is going to speedblitz him if e tries making contact. i tink pa and ma shud b summoned by naruto to help with the gathering of nature chakra since naruto is now in gud terms with kurama.

Once again Jiraya didn't master it, he became quite competent @ it. In fact Naruto didn't master it till the latter part of his battle against pain, prior to that he needed clones to gather chakra for him.

Then there is the point the fine gentleman raised, Oro was watching Kabuto from behind the scenes.

Go back and read the chapter where kabuto was talking about the snake sage.
