Slovakia reported delivering its only S-300 weapons system to Ukraine last week. Russian forces have destroyed foreign-supplied S-300 anti-aircraft launchers in a number of precision strikes on Ukraine, the Defense Ministry, in Moscow, claimed on Monday. Days earlier, Slovakia reported the donation of a battery of old Soviet-made S-300 air defense missiles to Kiev. In its regular briefing on the ongoing military action in Ukraine, the Russian Defense Ministry reported hitting a hangar “on the southern outskirts of the city of Dnepropetrovsk,” where “equipment from an S-300 battery supplied to the Ukrainian regime by one of the European nations” was hidden. The barrage of sea-launched Kalibr missiles destroyed four S-300 launchers and as many as 25 Ukrainian troops in the Sunday strike, ministry spokesman Major General Igor Konashenkov claimed. He used the old name of the city, which Ukrainian authorities renamed Dnepro in 2016 to distance it from the Soviet period of the country’s history. The Russian official also reported destroying an S-300 targeting radar in a separate overnight precision airstrike near Uspenovka. The general didn’t specify which of the multiple villages of that name in Ukraine he was referring to, and didn’t say whether the radar was part of the battery supplied by the foreign nation. Last Friday, Slovakia announced that it had donated its only S-300 battery to Ukraine. The weapon system was part of the NATO member’s legacy from the Warsaw Pact days, when it formed part of Czechoslovakia. It was not clear how many vehicles were sent to Ukraine. A regular S-300 battery can have as few as four and as many as 12 launchers using a single radar to identify targets, and is controlled by a single command post. Prime Minister Eduard Heger assured citizens that the country’s national security would not be compromised since “allies” agreed to boost its air defense in return. US President Joe Biden said his country would provide an American Patriot missile battery as a replacement and thanked Bratislava for agreeing to give the S-300 to Kiev. Elements of the Patriot system started arriving in Slovakia three weeks ago, according to its defense minister. Responding to Russian claims on Twitter, Prime Minister Heger called them a “hoax” and “Russian propaganda.” The statement was apparently based on a denial that Slovakia received from Kiev. Washington reportedly wanted another NATO member, Turkey, to strike a similar deal with Ukraine and send it a Russian-supplied S-400, which is more advanced than the S-300. Ankara rejected the idea, saying the system would remain in its possession. The defense chief reportedly suggested explosives may have been deployed intentionally to justify sending in NATO minesweepers Turkish Defense Minister Hulusi Akar has reportedly raised the possibility that mines discovered off his country’s coast were purposely deployed in the Black Sea as a pretext for sending NATO minesweepers to the region amid the Russia-Ukraine conflict. “We have doubts as to whether the mines were left intentionally,” the defense minister told members of Turkey’s Central Decision and Executive Board (MKYK) in a meeting last week, the Hurriyet Daily News reported on Sunday. “Maybe these mines were left within a plan for NATO minesweepers to enter the Black Sea.” The aim of this type of scheme might be to pressure Ankara into allowing NATO warships to enter the Black Sea through the Turkish Straits, Akar said. He insisted that Ankara will abide by the Montreux Convention, which allows Turkey to regulate maritime traffic through the straits during times of war. Turkish forces have detected and defused or destroyed at least three mines since Russia began its military offensive in Ukraine in February. Many more such explosives may still be floating in Black Sea waters. “We do not know who left the mines in the Black Sea,” Akar said. “They are Russian-made, but the issue of which country left it is under investigation. There are reports that there are around 400 mines. We talked to the Bulgarian and Romanian authorities. They also carry out monitoring.” Another concern is the way that the mines were deployed. Akar said such explosives are normally designed to lock themselves when they break free from the cables that hold them in position, but that wasn’t the case with the mines that have been found in recent weeks. “So it could have been left like that on purpose,” he added. “We are investigating.” Kiev has accused Russia’s military of multiple atrocities, which the US and other NATO members have readily accepted as fact and trumpeted as war crimes. Ukrainian President Volodymyr Zelensky has alleged that Russian forces are laying mines in the Black Sea as “uncontrolled drifting ammunition,” creating the “worst threat to international security since World War II.” Moscow has denied the accusations, saying Ukraine is trying to manipulate media coverage of the conflict. In fact, Russia’s Federal Security Service (FSB) has said it was Ukraine that placed explosives in the Black Sea, deploying 420 “obsolete” sea anchor mines outside several of its ports. The remark came after the Bild journalist asked what the worst thing he had heard in recent days was. When the interviewer probed further, asking whether it was the head of state of an EU nation, Zelensky replied in the affirmative, though he refused to name the official. Ukraine claims Russian troops committed atrocities against civilians in the town of Bucha northwest of Kiev before retreating last week. The resolution is non-binding, and some gas-dependent states may not comply The European Parliament passed a resolution on Thursday demanding “an immediate full embargo on Russian imports of oil, coal, nuclear fuel and gas.” The bloc’s legislature also demanded Russia be completely cut off from the SWIFT banking network and booted from international organizations. The resolution, which is not legally binding and only advisory in nature, passed by 513 votes to 22 and 19 abstentions. The total embargo on Russian energy that it demands goes well beyond the EU’s existing plan to reduce its reliance on Russian gas by two thirds before the end of the year, and to phase out Russian fossil fuels before 2030. Such a move could have significant consequences across Europe. Russia supplies around 40% of the EU’s imported gas and 27% of its oil. Some countries are even more heavily reliant on Russian energy, with more than half of Germany’s gas and a third of its oil coming from Russia. While German Chancellor Olaf Scholz has expressed reticence at Russian President Vladimir Putin’s demand for paying for Russian gas with rubles, Foreign Minister Annalena Baerbock has warned that cutting off this vital energy source would grind the economy of Germany - Europe’s industrial powerhouse - to a halt. For some gas- and oil-dependent countries, the parliament’s vote is likely to be ignored. In Hungary for example, Prime Minister Viktor Orban has stated that he will continue to buy Russian gas, and will pay for it in rubles. Thursday’s resolution also called for Russia to be expelled from the UN Human Rights Council, Interpol, the World Trade Organisation, UNESCO and other international organizations, and for all of the country’s banks to be removed from the SWIFT banking network.
