Foreign policy chief says banning Russian gas imports is not possible due to Hungary’s veto.

EU foreign policy chief Josep Borrell has announced that introducing a total ban on Russian gas imports has been ruled out because the bloc would not be able to pass a unanimous vote due to Hungary’s position.

“A unanimous decision cannot be taken because there is one country, Hungary, which has said it will veto it,” the politician said in an interview with the Spanish outlet COPE.

At the same time, Borrell seemed to acknowledge Budapest’s position, saying, “Giving up what you don't have is easy,” adding that countries that are much more reliant on Russian gas imports are in a difficult position right now.

Hungarian prime minister Viktor Orban, who recently won re-election, said last week that Russian gas is his country’s only option, as the country is landlocked and wouldn’t be able to directly receive liquified gas from the US.

It’s not about putting on a sweater at night, or turning down the heating a little or paying a bit more for gas, it’s about the fact that if there is no energy coming from Russia, Hungary will be left with no energy at all,” said Orban.

Nevertheless, Borell stressed the importance of EU countries becoming less reliant on Russian energy, arguing that buying gas from Russia is “financing the war.” He did, however, admit that it’s impossible to cut a 55% dependence on Russian gas overnight, referring to the situation in Germany, where the Federation of German Industries President Siegfried Russwurm said on Thursday that the German industry would “collapse” if it were cut off from Russian gas.

But Borrell insists that his bloc must reduce its reliance on energy from Russia as fast as possible, and proposes to start with oil, as it is easier and there is more of it. Moscow currently supplies around 40% of all the gas used by EU nations and around a third of their oil.


On Saturday, Lithuania became the first EU country to halt all purchases of Russian gas – although there are suggestions that current high prices were the main factor – while Poland has announced it will do everything possible to abandon Russian oil and gas imports by the end of 2022.

Later in the interview, Borrell also marked the difficult situation the EU has found itself in, saying that, on the one hand, officials want to help Ukraine, but on the other, they don’t want to intervene in the conflict and cause an escalation, arguing that the EU is not a military alliance.

He also noted how the Russian ruble has proven to be able to withstand the pressure of international sanctions, saying: “The ruble has shown a strong resistance capacity. Putin now insists that they pay him for gas in rubles to maintain the currency. We’ll see what happens.”

Last Thursday, Russian President Vladimir Putin signed a decree that required countries that have slapped Moscow with sanctions to pay for Russian gas with rubles starting from April 1. The Kremlin has warned that refusing to do so would mean the end of gas supplies, which it won’t be giving away “free of charge.” Moscow insists that it was left with no choice but to switch to its national currency, as dollars and euros could be “taken away.”

The measures meant to punish Moscow over Ukraine have been ineffective, according to the prime minister.


The recovery of the Russian ruble indicates that the West's sanctions on Moscow are not serving their purpose, Polish Prime Minister Mateusz Morawiecki said on Saturday. A large number of states, including all the EU's members, imposed restrictions on Russia after it attacked Ukraine in late February.

I must say this very clearly: the sanctions we have imposed so far don’t work. The best evidence is the ruble exchange rate,” Morawiecki said on Saturday.

The ruble exchange rate, this litmus test, has returned to the level it was before the Russian aggression against Ukraine. What does it mean? Poland has advocated for tougher sanctions against Russia over its actions in Ukraine.

In March, as Western nations started imposing sweeping sanctions on Moscow over Ukraine, the ruble plunged to historic lows of 132 per dollar and 147 per euro. However, by the end of March, the ruble was trading at around 85 per dollar and 93 per euro, almost the same as the rates before Russia launched its military campaign. The Russian currency recovered following a number of measures taken by the Central Bank, and Moscow’s announcement that it will require “unfriendly countries” to pay for gas in rubles.

Journalists have a right to “do their work everywhere,” spokesman says

British sanctions on Russian media, including RT, interfere with the right of journalists to work where they please, Stephane Dujarric, the spokesman for UN Secretary General Antonio Guterres, told journalists on Thursday.

As a matter of principle, we very much do believe in the right of journalists to do their work everywhere,” Dujarric told reporters.

Hours earlier, UK Foreign Secretary Liz Truss announced a new tranche of sanctions targeting state-sponsored ANO TV-Novosti, which runs RT, and Rossiya Segodnya, which operates Sputnik News.

London described the two outlets as “Russian propagandists and state media who spread lies and deceit about Putin’s illegal invasion of Ukraine,” although no examples of falsehoods or deceitful statements from RT or Sputnik were given. Instead, the British government claimed that RT has “propagated pro-Kremlin narratives around the invasion of Ukraine, including that neo-Nazis are present in the country and that Ukrainian soldiers have committed war crimes.”

The presence of neo-Nazis in Ukraine has been reported by both RT and the Western media, members of the Ukrainian military have openly stated that they intend to commit war crimes, and footage allegedly detailing such crimes is currently being investigated.

General Mikhail Mizintsev, a senior Russian military planner, and Sergey Brilev, a Russian TV anchor, were also among the 14 names and entities sanctioned on Thursday.

Truss’ latest sanctions came several weeks after British media regulator Ofcom revoked the broadcasting licenses of Russian media outlets, claiming they weren't in a position to cover the Ukraine crisis. Meanwhile, London's own state-controlled BBC has covered all conflicts involving the UK in living memory, including the “weapons of mass destruction” pretense for the 2003 invasion of Iraq, which turned out to be false.

While UN Secretary General Antonio Guterres has condemned Russia’s military offensive against Ukraine, his office has not supported all of the west’s retaliatory measures. In a briefing on Tuesday, Dujarric said that Guterres does not support proposals by US lawmakers to exclude Russia from the UN Human Rights Council, and that such a move would set “a dangerous precedent“

Kiev's official accused Moscow of trying to reduce Ukraine to a “destroyed territory” in which “no one would be interested”

Russian forces have almost completely destroyed the Ukrainian defense industry and are “finishing off” the civilian one, an adviser to Ukrainian President Volodymyr Zelensky, Alexey Arestovich, said.

Commenting on the most recent round of the negotiations between Kiev and Moscow, which took place on Tuesday in Istanbul, Arestovich underlined that any “large-scale military aggression and peace agreement are always compromises between the sides.”

“Because both sides suffer losses. If you think that we do not suffer losses, then you are deeply mistaken. They have practically destroyed our military industry and in many ways are finishing it off. And in many ways they are finishing off the civilian one, deliberately destroying it,” he explained.

He claimed that Russia’s goal is to reduce Ukraine to a state when “no one would be interested” in it, “like a destroyed territory.”

“This is exactly what they are doing and will keep doing,” he stressed.

Russia insists that it has not targeted the civilian objects and accuses “Ukrainian nationalists” of using civilians as a “human shield.”

In Arestovich’s opinion, the recent round of negotiations has marked “a significant victory” of Ukraine’s diplomacy. The presidential advisor claimed that Kiev did not go for any compromises and, vice versa, improved its position “in all negotiating lines.” He explained that, before the meeting in Istanbul, Ukraine was “a neutral state, without any guarantees, twice deceived.”

Guarantees are now appearing. Numerous countries – USA, UK, Poland, all permanent members of the UN Security Council, many other countries, China is being considered, Turkey - all these countries gave their consent to give us guarantees. And it’s not 1994, when no one believed in any war in Ukraine, but now, after the war happened and they understand that it may be repeated, and yet they are providing guarantees,” Arestovich said.

However, in apparent contradiction to Arestovich’s claims, the White House Director of Communications Kate Bedingfield, when asked on Wednesday about Washington’s preparedness to serve as a security guarantor for Kiev, said that there was nothing “specific” she could share “at this time,” though the US government was “in constant discussion with the Ukrainians.”

German authorities, meanwhile, confirmed that Ukraine could “100%” rely on their support when it comes to security guarantees. The Foreign Ministry of the country Annalena Baerbock emphasized though that, at this point, the negotiations between Ukraine and Russia had not advanced enough and thus Kiev and Moscow’s understanding of the proposals could be entirely different.

The round of negotiations between Ukraine and Russia in Istanbul on Tuesday was seen by many as a significant step to reaching an agreement.

Moscow attacked its neighbor in late February, following Ukraine’s failure to implement the terms of the Minsk agreements signed in 2014, and Russia’s eventual recognition of the Donbass republics in Donetsk and Lugansk. The German and French brokered protocols had been designed to regularize the status of those regions within the Ukrainian state.

Russia has now demanded that Ukraine officially declare itself a neutral country that will never join the US-led NATO military bloc. Kiev insists the Russian offensive was completely unprovoked and has denied claims it was planning to retake the two republics by force.

The restrictive measures could propel the formation of smaller currency trade deals.

Sanctions against Russia could undermine the global dominance of the US dollar, according to Gita Gopinath, the first deputy managing director of the International Monetary Fund.

“The dollar would remain the major global currency even in that landscape but fragmentation at a smaller level is certainly quite possible,” Gopinath said in an interview with the Financial Times on Wednesday.

She added that some countries are already renegotiating the currency in which they are paid for trade. Russia and India are currently preparing a rupee-ruble mechanism which would allow them to trade in national currencies while evading the dollar.

According to Gopinath, the radical restrictive measures introduced by Western countries amid Russia’s military operation in Ukraine could lead to the emergence of small currency blocs based on trade between individual groups of countries. Furthermore, the use of currencies other than the dollar or the euro in global trade would lead to further diversification of the reserve assets held by national central banks.

Country provides critical supplies to global market, energy minister says…

The world’s energy markets need Russian oil and no producer can replace it, United Arab Emirates (UAE) Minister of Energy Suhail al-Mazrouei said on Monday.

Russia produces some 10 million barrels of oil a day, which makes it a critical member of the OPEC+ energy alliance, al-Mazrouei explained during an energy forum in Dubai.

“Leaving the politics aside, that volume is needed today,” he insisted, adding that “unless someone is willing to come and deliver that amount, we don’t see that someone can substitute Russia.”


Russia is the world’s second biggest crude exporter after Saudi Arabia. Following Russia’s military operation in Ukraine, some nations, led by the US, have pledged to stop buying Russian oil and gas. The United States, Europe, and others have been calling on Gulf Arab oil producers to ramp up production and help bring down crude prices, which at one point shot above $120 a barrel.

The International Energy Agency announced earlier this month that it had decided to release 60 million barrels of oil from its emergency reserves, saying that global oil markets were already tight with highly volatile prices and commercial inventories at their lowest level since 2014.

Many have expressed doubts, however, about whether it was possible to ditch Russia’s energy resources.

Last week, the EU stepped back from imposing an embargo on Russian crude and petroleum products, despite pressure from the US. An immediate embargo on Russia’s fossil fuels “from one day to the next would mean plunging our country and the whole of Europe into a recession,” German Chancellor Olaf Scholz said last week. Europe gets nearly 30% of its crude and [b][/b]roughly 50% of its petroleum products from Russia.


Reducing dependence on natural gas – something that the EU hopes to achieve over the next few years – may prove difficult as well. Qatar – which holds the third-largest natural gas reserves in the world – said last week that it was practically impossible to replace Russian gas on the European market, as between 30 and 40% of the total volume of gas supplied to the world market comes from Russia.

A mechanism allowing the switch to domestic currencies is expected to be operational this week.

A system allowing direct rupee-ruble payments in trade between Russia and India could be launched this week, the president of the Federation of Indian Export Organizations (FIEO), A Sakthivel, told CNBC on Wednesday. The arrangement would allow India and Russia to carry out financial operations bypassing the US dollar. Russia is effectively blocked from using US currency due to Western sanctions over the conflict in Ukraine.

According to the official, the Indian government is working on a proposal to allow up to five nationalized Indian banks to be engaged in the rupee-ruble trade mechanism, and discussions between the central bank governor, the finance minister, and the banks on the matter have already been held. The arrangement would let Indian exporters continue doing business with Russia despite sanctions banning, among other things, international payment mechanisms in the country, such as SWIFT. It would also let India continue buying Russian energy exports and other goods.

According to Sakthivel, the Indian economy could profit from sanctions Russia is facing, as they give Indian exporters an opportunity to expand on the Russian market.

India’s finance ministry and the Reserve Bank of India have not yet commented on the new trade arrangement.

Unlike the US and the EU, India has not criticized Russia over its military operation in Ukraine, and has abstained from condemning Moscow during the recent UN voting rounds. When asked whether India’s continued commerce with Russia would draw Western ire, Sakthivel said his country had taken a “neutral stand” on the situation in Ukraine.

“The government will take into account all the factors. The government is playing it very carefully,” he stressed.

India exported $3.3 billion worth of goods to Russia in 2021, mostly pharmaceutical products, tea, and coffee. In terms of imports, India bought $6.9 billion worth of Russian products, including arms and defense goods, mineral resources, fertilizers, metals, diamonds and other precious stones. India also imports Russian oil, with recent media reports stating that the country’s major refiner, Indian Oil Corp, has stepped up purchases of Russian crude over the past month. India is also reportedly considering buying raw materials from Russia and Belarus for fertilizer production amid skyrocketing commodities’ prices.
