Please next time read between the lines before you quote me. I said the FG should "work towards creating" not "create". What I mean is they have a MAJOR ROLE to play in developing more commercial cities in Nigeria.

Tokyo has a land mass of over 2,000 square metre. Beijing's over 16,000. Lagos has a land mass of 1,000 square metre plus poor road network and urban planning. There is a huge difference.
