A non-governmental organisation, Hope for Family Development Initiative, has said the non-payment of workers’ salaries in Osun State is having serious negative effects on the health of some persons living with HIV in the state. The Executive Director of HFDI, Mr. Stephen Aremu, who said this at a press conference in Osogbo on Monday, stated that the strike embarked upon by workers was preventing PLWHIV from accessing their drugs at government hospitals. According to Aremu, the unpaid salaries have led to the untimely death of many residents, saying some sick pensioners and workers had died because they did not have money to buy drugs to cure their ailments. He said, “Most of the persons living with HIV are finding it impossible to get their drugs because government hospitals are closed due to the strike embarked upon by some categories of health workers. “Also, the level of poverty in Osun State today is high and no measure is put in place by the state government to prevent the poverty, which has caused many diseases affecting children and even the aged in different parts of the state. “Also, many lives have been lost as a result of the present economic hardship in the state. It is on record that over 238 pensioners have died in Osun State in the last one year as a result of the non-payment of their pension and other allowances. “It is on record that the death rate in the state has increased geometrically, and this is caused by the present prevailing situation in the state. A lot of people died of hunger while many died of minor curable sicknesses. The cause of this death centres on lack of money. “Causes of these deaths are preventable if the victims had sufficient money to cater for their health and personal needs. It is clear that the economic hardship in the state was responsible for the death. Kaduna State governor, Nasir Ahmad El-Rufai has been judged to be ‘Nigerian Governor of the month’ based on a comparative analysis of governors’ performance in the country. The study tagged CIAPS Governors Performance Index (CGPI) is a monthly performance review of what governors across the country are doing in their offices and it is conducted by the Lagos-based Centre for International Advanced and Professional Studies (CIAPS). In a statement released by the Centre, Olumuyiwa Ayoola, the CGPI coordinator, explained that the variables used as indexes for performance were mathematically calculated and this month’s variables included “Readiness for Office, Innovation in Office, Ability to be in tune with the mood of the nation, Security and Leadership by example”. According to Ayoola, the action of each state governor was monitored and studied from their first day in office and the findings were graded and compared to those of fellow governors across the country. In this first month of the new administration, the CGPI results show that governor Nasir Ahmad El-Rufai of Kaduna State scored a total of 82 percent to win the CGPI Governor of the month award, whilst governors Abdullahi Ganduje and Aminu Tambuwal of Kano and Sokoto both scored a total of 62 percent for joint second place. All in third place with a total of score of 60 percent, are the governors of Edo, Lagos and Oyo States. Commenting on the CGPI report, Anthony Kila, CIAPS Centre director and CGPI chair, stated that the “CGPI is a useful tool for democracy and good governance, as it allows government to be objectively measured against their peers and compels all in power to be mindful of accountability”. The variables used for measuring governors’ performance this month take into account that most governors are new to office, whilst some have been there for a longer period. Kila further explained that he hopes the CGPI monthly reports will spur governors to sit up, improve their performance during their tenure and even enter into healthy competition among themselves for the benefit of their states and the country as a whole. The CGPI committee will continue to meet monthly at CIAPS to review performance of state governors in the country. CIAPS is the first paperless institution in Africa and it is running career-oriented programmes aimed at getting graduates and professional into jobs in their chosen professions. The main areas of studies are: Journalism, Business Administration, Banking and Finance, Office management, Education and Project Management.
