bellong: The bolded is your first mistake. Your account was flagged after the declined transaction. You shouldn't have tried a transaction for which you had insufficient funds, its a red flag for fraud. In addition, it was your first transaction and it came with a problem. Your account was monitored for subsequent transactions which led to this current problem.

When there is a bias about a country, one shouldn't give them an opportunity to have more doubts about one's sincerity. Never ever try a transaction for which you have insufficient funds except you already have minimum of 10 positive feedbacks.

I have been transacting on ebay since 2009 from Nigeria and never had any problem. I got a full refund once from a seller who shipped me a junk. I will not deny that ebay/paypal have issues but I understand that if their privacy policies are strictly followed, you will always prevail against them.

Next time you intend transacting biz with any ebay sellers, go through his profile and read his ratings as well as feedback from other buyers. Read through the listing to be sure he didn't put any caveat that may affect the transaction should a dispute arises in the future. Have enough funds in your account to cover the purchase else you will be suspected for fraud and your account will be flagged.

Read the shipping and return item policy of the seller to be on the safe side and if there is a problem with the transaction, file a claim within 21 days of purchase or else you lose your money.

If you're a new seller on eBay. EBay will hold your money for 21 days. You can get ur money released to u if

1. The buyer leaves you a positive feedback

2. The buyer has received the item in 3 to 5 day in which you'll have to call ebay and give them the tracking details to show that the item has been delivered.

3 if you have proved yourself as a worthy seller ebay will be releasing ur funds as soon as the buyers pays.

babseg: I guessed you just made a mistake. You should be contacting ebay to release your fund. DO NOT ESCALATE IT YET . if u do it might favour the seller and your money is gone. Had it been your account in not Nigeria then its a good decision to open up a case.

drakeskull: Guys, I just took the decision to open a dispute which i just did. I'm gonna escalate the claim if the seller doesn't respond or fails to deliver by 19th or 20th. Keeping my fingers crossed. I also replied the suspension mail asking for the exact reason i was suspended and proper verification of the issue cos it seems someone out there isn't doing his / her job rightly.

dsunmade: I think it depends on the ratings of the seller and it also takes some time for the money to clear. How long? I don't know.

dsunmade: I had a similar issue recently. Before I buy any item, I always make sure the seller has high ratings. If the seller has low ratings, I ask trick questions and verify the answers he gives. For example, I tell him to take additional pictures, upload and I verify the EXIF data.
Anyways, I saw an item I needed at a good price, close to $1000 and posted by a seller with high ratings. I loaded my account and paid for the item without contacting the seller beforehand(1st mistake). I then sent mails to the seller to tell him that I had paid and to ship the item.
For 2 days, he refused to reply. I got his phone number from ebay and called. Someone picked up and said it was his friend that listed the item and that he will tell his friend to call me. 24hrs down the line, no call and no message. Anxiety crept all over me at the thought of losing such a huge amount.
I instituted a paypal dispute to trap the money if he used a credit card( I read somewhere that if he used a debit card, the money will be long gone). I called the number on the contact info and got him to give me his friend's number. I called the friend but his voicemail was full and he never called back. Eventually, I got through to him and he gave a lame excuse that he was very busy. He told me he will ship the item ASAP. He never picks call except in the evenings and so, 24hrs later, he tells me he can't ship because the money is on hold. Since I started the dispute, I couldn't close it except he had shipped the item since I wouldn't be able to start the same dispute a 2nd time. After several days and calls, he agrees to a refund. All the while, I was posting in the paypal resolution center and he didn't post any reply. 48hrs and several messages pass without the refund showing up in my account. I then call him and stay on the line while he processes the refund. Refund currently being processed by ebay. One mistake I made was that I just assumed he had high ratings but the ratings are averages of seller and buyer ratings. After a more detailed review of his ratings, I noticed that he had similar issues in the past where he refused to ship items that had been paid for and paypal had to refund the buyers.
My advice is if you have not instituted a dispute, do so now on paypal. On the estimated delivery date, escalate it to a claim and hopefully, you should get your refund. You can submit documents to back your claim, for example screenshots of messages between you and the seller.
