Consumption/use of narcotic drugs or psychotropic substances (including Indian hemp/cannabis) without lawful authority is itself a criminal offence under Section 19 of the NDLEA Act and carries up to 15 years imprisonment (or 10–15 years for cannabis-related consumption). So yes: Being high or showing obvious signs of recent cannabis use is enough for "reasonable suspicion". Officers do not need to find the drug on you. 2. What Counts as "Reasonable Suspicion"? NDLEA officers routinely use physical signs such as: Red or glassy eyes Dark or cracked lips (common among heavy cannabis smokers in Nigeria) Odor of cannabis Slurred speech, unsteady gait ("foot" as you called it) Trembling hands, excessive sweating, etc. If two or more of these are present, they consider it sufficient grounds to detain and test you. This is very common on Nigerian roads and in neighborhoods. 3. The Testing Process They usually start with a urine field test (using test kits/strips). If it shows positive for THC (cannabis metabolite), you are arrested immediately. They may take you to their office or a hospital for confirmatory blood or more detailed urine test. The initial positive field test is usually enough to charge you to court, even if you had no single wrap of weed on you. 4. Real-Life Practice This happens very frequently in Nigeria, especially in Lagos, Abuja, Port Harcourt, and northern cities. NDLEA and police "anti-narcotics" patrols specifically look for people who "look high" (dark lips + red eyes + smelling of weed is the classic giveaway). Many people have been arrested and charged solely for testing positive in urine, with no physical drug recovered. Summary Yes, NDLEA can legally: 1. Stop you based only on physical appearance and behavior ("fingering out a signboard" ![]() 2. Compulsorily test you (urine is most common) 3. AntiChristian:Hijab is not holiness. In Jos, fellow Muslims don't allow women with hijab into their shops because they will steal and hide it under the hijab. I have seen them in hijab with NOTHING under it, no bra, only a wrapper and it's not tied to the chest. I have seen where some guys were having a party in Jos around Gold & Base area, the ladies who were Hausa girls arrived in hijab inside keke napped but before you know it, they all changed into Jezebel. After the party, they changed back to the hijab. I served for NYSC in 2006-2007 batch at Gwarzo LGA in Kano. Our orientation camp was inside the heart of Kano town precisely Technical College Ungogo, hen the present NYSC Orientation Camp at Karaye LGA was under construction. One particular lady Aisha from Nasarawa state was pious and always in hijab 24/7. She starts in Kano town but comes once a while to Gwarzo and go back. One day she came but couldn't finish in good time and it was evening so she came to my lodge which was within the Sharia Court and she begged to sleep. Hmmm.... What happened ba, can't be explained. It's good for a lady to dress well but I want to assure you that it's beyond the hijab thing. A woman who dress indecently is general a wayward lady. |
