The soldiers should be banned from taking action on any civilian matter. No soldier should harass any civilian except in a case of emergency rule where civil law is suspended, heck our soldiers should not even be seen in uniform in public.
That was the way it was before the military came and bastardized everything.
Soldiers have no business protecting private property when the nation barely have enough to fight it's several wars on terror. If the ex naval chief needed protection for his land he can hire private security.

I even see soldiers doing driver work for ogas wives and family members. This shouldn't be so in a civilized setting.

This is the core question many are not asking. If things are not set aright and done appropriately problems like this would continue to occur. Military men should have no business in civilian matters. Their business should be at the barracks protecting the territorial integrity of the country or during a martial law or what we call state of emergency. Asides these soldiers must not be seen in public.
Do you know how rare it is to see South African soldiers in public? They are only see during periods of unrest. They maintain their respect that way but over here........

If Nigeria was a country of law and order with right thinking people, why should military men be guiding private property while the nation barely have enough men to prosecutor it's several wars against terrorists? This is the question we should be asking.
Soldiers are meant to protect territorial integrity of the country not private property.
In sane climes soldiers are rarely seen in public. You only see them in their barracks or fortes. But here every tom dick and Adamu can engage them in meaningless activity.
