The Ethics and Anti-Corruption Commission ( EACC) is investigating 22 members of the Nakuru County Assembly for engaging in physical fights recently. Five of the MCAs have been summoned to appear before the EACC Friday, to shed light on their role in the chaos witnessed in the chamber Thursday, March 5.
The anti-corruption body has also launched a probe into 17 MCAs following the brawl in the chamber on Tuesday which led to the abrupt adjournment of the proceedings. EACC regional officer Japheth Baithalu said the MCAs are being probed for breaching Chapter Six of the Constitution on ethics, leadership and integrity. “We had initially summoned five MCAs over last week’s chaos but following what transpired on Tuesday, we are looking at another 17 over the fight in the assembly,” said Baithuli. Chaos rocked the assembly on Tuesday as MCAs exchanged kicks and blows following a stalemate over who is the right holder of the majority leader's seat.

Urhobo youth give FG ultimatum on marginalisation at PTI
According to Ovie Igho, Urhobo working at PTI are mainly casual staff, contracted to non-Urhobo labour suppliers, adding that they have been working for over 10 years at the institute. He said that Urhobo interest was not represented in the Governing Council of the institute.
He added that the manner of recruitment in the institute overtime has favoured the Yoruba, Hausas and others “in line with the master plan of the cabal arrangement of principal offices which is unfavourable to the Urhobo.”
Igho alleged that in 2013, the management of the institute conducted “a back door recruitment that brought in a lot of Hausa, Yoruba and Igbo without any Urhobo being recruited, saying such an action was tantamount to an open invitation to anarchy, breakdown of law and order.
“We are calling for outright cancellation of the ongoing recruitment as it is against the collective good of the Urhobo people. We also call for a review of the staff structure of the institute in line with the Local Content Act and catchment area policy to ascertain the position of Urhobo.

WHY PETROLEUM TRAINING INSTITUTE STUDENTS STAGE MASS PROTEST
The students of Petroleum Training Institute, Effurun, Delta State took to the streets in the morning of February 11, 2014, Tuesday, to protest against the continuous black out and lack of water in the school for three months.
The students initiated the protest at about 7.30 a.m., demanding that the school authority find immediate solution to their plight, especially considering the fact that examination is coming soon.
Vanguard reports that the students have been allegedly angered by the claim that the school spends N9m to pay electricity bill and another N3m on diesel on a monthly basis.
They claimed there was no justification for such huge expenses, as the school is always in darkness, occasioned by lack of electricity supply.
The school was still under lock and key at the time of writing this article, lecturers and other management staff were stranded outside the school premises.
The appeal by the principal of the institute, Mrs. N’Denar, did not clam down the protesters, who demanded an assurance from higher authorities.
It would be noted this is the second time in three years that the PTI students would be staging the protest due to lack of electricity supply and portable water on campus.
The All Progressives Congress (APC) presidential candidate, Maj. Gen. Muhammadu Buhari, yesterday, debunked insinuations that he is a religious fanatic who will impose the Sharia Law on Nigerians, stressing that nobody can impose the law on anybody in the country.
This is even as the duo of Buhari and Prof Yemi Osibanjo also vowed to implement the report of the recent National Conference if elected as president and vice president respectively.
“Yes, the APC government will implement the CONFAB report and will look at every good thing about the conference report with a view to implementing it. But don’t forget that the president agreed to submit the report to the National Assembly for implementation, but that has not happened, rather he is making it a campaign issue,” Buhari said.
The presidential hopeful who spoke through Osibanjo in Kaduna at an APC presidential religious interactive session, said, “All my life, I have never supported extremism of any kind and nowhere in my record of service to this nation can this false toga which political opponents have tried so hard to pin on me be substantiated.”
He noted that the nation’s constitution identifies the Shariah Law as synonymous with Customary Law applicable only in matters of personal status such as marriage, divorce and inheritance.
“This has been the case since the 1999 Constitution and just as no one can make any customary or any other religious law the law of Nigeria, Shariah cannot, therefore, be the law of Nigeria. Wicked propagandists continue to spread vicious lies about me for political gain, including the claim that I once asked Muslims not to vote for Christians. This must be the height of absurdity. How can I ever say that, when whoever votes for me would be voting for the Christian running with me on the same ticket?” Buhari queried.
The programme which attracted Muslim and Christian clerics as well as the APC national chairman, Chief John Odigie Oyegun, Kaduna state guber candidate, Mallam Nasir El-Rufai, among other chieftains of the party.
“I would like to solemnly declare that in spite of what our detractors say, I am not a religious fanatic of any sort.
“For me, the issue of religion was and should always be a matter of personal personal conviction and this approach to religion has defined my work and interactions all my life, including my tenure in office as military Head of State.
“The religion of all those I worked with was never a factor in their progress or in what happened to them.
“All that mattered then and should still matter today, are competence, integrity and readiness to be fair to all.
“Government has no business preferring one religion to the other as the role of government is to protect lives and property of citizens and to respect and protect their constitutional rights.
“One critical freedom that every government must strive to protect is the liberty for citizens to exercise their faiths, Christians and Muslims or others, in a lawful manner without fear or hindrance and to prosecute those who use religion as an excuse to destroy homes, schools and places of worship.”

Chidi Adi Amaechi, the younger brother of the Governor of Rivers State and Director-General of the All Progressives Congress (APC) presidential campaign, Rt. Hon. Chibuike Amaechi, was violently attacked in the early hours of Wednesday.
A statement issued by the Chief Press Secretary to Amaechi, Mr. David Iyofor, said the younger Amaechi, who is a student of Igbinedion University, Okada, Edo State, was viciously attacked by assailants in his accommodation in the school.
He said the young Amaechi was attacked with machetes and life-threatening cuts and injuries inflicted on him. “At present, doctors say his condition is critical,” he said.
According to Iyofor, “We must note that the assailants did not remove or steal anything from Chidi Adi’s room.”
It is a crying shame that this guy managed to pick up the ticket for Alimosho Local Government, despite the earlier protestations of people from the constituency.

Scores of youths from Alimosho Local Government Area of Lagos State on Tuesday protested at the state secretariat of the All Progressives Congress (APC), against the senatorial ambition of a House of Representatives member, Solomon Olamilekan Adeola.
Popularly called Yayi, Adeola, who represents Alimosho Federal Constituency in the National Assembly, is aspiring to represent Lagos West Senatorial District in the next political dispensation.
However, the youth, under the aegis of Alimosho Youths for Good Governance, have said they do not want Adeola because he had earlier shown interest in contesting in the Ogun West Senatorial District, Ogun State, but turned around to pick the ticket for Lagos West when he was rejected.
Spokesperson for the group, Luqman Balogun-Johnson, said Adeola’s action was a slap on the people of Lagos, as the state should not be the second choice for any politician of repute.
“We have nothing against the person of Honourable Solomon Adeola. Our grouse against him is that he had earlier signified his interest to contest in Ogun West Senatorial District. He has put up a strong structure in Ogun State. We have series of posters here to back our claim. Also, if you go to Facebook today, you will see ‘Yayi for Senate, Ogun West’.
“But because he lost out in the power play in Ogun State, he now came to Lagos West seeking to realise his failed ambition.
“We are urging the leadership of APC in Lagos to consider this when the primary of the party comes up. Lagos State is dear to us and we will not allow anyone take it for granted,” he said.

While one must certainly take a closer look at how far the opposition is prepared to go, in this race to bottom, it amounts to blatant hypocrisy for the same individual who once lampooned Wole Soyinka's embrace of African Traditional Religion (ATR) to now position himself as a custodian of the same belief system. The truth is; Deacon FFK, who sees the handiwork of wizards and witches in all ill-fated disasters that have befallen Nigeria, is no defender of our traditional belief systems. To suggest otherwise is to peddle blatant falsehood.
And what's this I read about the events of 1966? Shouldn't the Presidency, which has sworn to uphold our constitution, call FFK to order; before a chain of unstoppable events are set in motion? Can our fragile polity really afford the opening of old wounds and seemingly intractable issues, just to score cheap points on the altar of political expediency?
Actually, it is a bit unfair to single out Mr Ayodele Fayose, the rigged-into-office governor of Ekiti State (just listen to the hottest audio record in Nigeria, the Ekiti Election Rigging Tape) as the one, within the ruling party’s crowded barracoon of desperate power-mongers, whose recklessness is fast approaching a suicide bomber’s.
Who, I ask you, plays second fiddle to another among these intrepid contestants for the prize of Enemy of Democracy No. 1: Fayose; or Call-Me-a-Bastard-if-APC-Survives Doyin Okupe, aka Dr Attack Lion; or Femi Fani-Kayode, whose congenital case of logorrhoea, “excessive and often incoherent talkativeness or wordiness,” is his only stock-in-trade; or AIG Joseph Mbu, non-card carrying member of the PDP; or Mujahedeen Asari Dokubo who threatens war if Jonathan loses the election; or National Security Adviser Dasuki, the de facto INEC Chairman; or Mrs Patience Jonathan, who doesn’t need change because she is not a bus conductor, who would have anybody shouting “Change!” stoned, and who knows a thing or two about “brain dead” people; or President Jonathan himself, whose refusal to curb the excesses of his troops and corresponding eagerness to reward high crimes (as in nominating the prime suspect in the criminal subversion of democracy in Ekiti for ministerial reappointment), betrays a clear preference, his public utterances notwithstanding, for a hand-picked interim government over a democratically elected one?
But I pick on Fayose for good reason: with his latest outing, he damns President Jonathan’s government as one founded on impunity. “The heavens will not fall,” Fayose counsels, if the president does what he sorely desires: sack Jega and replace him with a spineless chairman whose first duty would be to cancel the use of permanent voter cards for biometric accreditation before the elections can take place. Doubtless, Fayose would denounce impunity as vehemently as anyone but would not hesitate to recommend blatant illegality. “[T]he president,” says Fayose, “can determine whether or not Jega will go on the mandatory three months terminal leave which should commence on March 8,” and if he so decides, “what can the APC loudmouths do?” No matter, of course, that the INEC chairman is not subject to normal civil service rules and the president is not the Senate.
It seems to me that the PDP is traumatised by the shocking fact of having for once to confront a credible opposition party, especially one they had certified stillborn in its merger-bed. For Jega’s crime, lest we forget, is no more than a commitment, through electronic accreditation, to the elimination of rigging, the great bane of our electoral process. But the wind of change, blowing stronger by the day, has bared the proverbial rump of the fowl for all to see. Consequently, we hear now that to insist on rigging-free elections is to be an agent of the rival party! Makes sense. With all their hopes invested in rigging, the irony is lost on them that they have now conceded the moral high ground to the All Progressives Congress. Go ahead, defy the people, Fayose begs the president. “They boasted before the postponement of the elections that they would go on street protests, but did they do anything? They made noise when Justice Isa Ayo Salami was removed from office as President of the Court of Appeal, what did their noise amount to? Therefore, let me say it categorically that the noise being made by the APC and their agents will amount to nothing because if [you] remove Jega today, [the] heavens will not fall.”
From where does Fayose get this thuggish confidence? From his serial acts of unpunished impunity! Here is what he cleverly refrained from saying: “When the Economic and Financial Crimes Commission charged me with diversion of N860 million intended for a poultry project, did anything come of it? Despite the unending screams of the professional loudmouths about my alleged implication in murder, and my impeachment, did the good people of my state not reward me with another tenure? When I went to the High Court, and in my presence a mob halted the proceedings of a tribunal deciding my eligibility for political office, ransacked the chambers of a senior judge, shredded his robes and books, and manhandled him, did the sword of justice fall upon me? But, Your Excellency, here is the clincher, if you are still unpersuaded. Even with the tape of the rigging operation leaked by that traitor, Capt Koli, and APC and civil society making the usual noises, have you not insisted on reappointing Musiliu Obanikoro as a minister? Have the heavens fallen on you or me yet? Have I not broken a taboo by advertising my wish that your opponent die before the election?”
Fayose’s recklessness is emblematic of the desperation in the ranks of the ruling party. Former president Obasanjo suggests that it has something to do with the fear that Buhari will send many of them to jail. For Fayose, this fear turns to panic that he will be removed from the office that the unanswerable evidence of the Ekiti rigging tape suggests he occupies illegally. To be twice disgraced out of office? That is enough to unhinge a man clinging to power with his bare knuckles. If you desire a speedy end to the 16-year buffoonery and torture Nigeria has had to endure, you can only wish Fayose and his ilk even greater recklessness. And Nigeria a swifter march to March 28!
It was only yesterday that Atiku finished fence-mending with other aggrieved parties in his state.

The Adamawa State Chapter of the All Progressives Congress has reconciled warring factions within the party ahead of the general elections.
The party was polarized into two camps led by a former Nigerian Vice President, Atiku Abubakar, and ousted Governor of the state, Murtala Nyako.
The leadership tussle between Messrs. Nyako and Atiku deepened in 2014 when Atiku’s candidate suffered defeat twice in the party’s gubernatorial primaries which produced Muhammadu Bindowo as the candidate.
The former Vice President, at the end of a stakeholders meeting held in his Yola residence, agreed to lead the campaign team of the party’s gubernatorial candidate across the 21 Local Governments of the state.
The meeting, which lasted for several hours, was attended by notable figures from the two camps and was presided over by Atiku.
In attendance were a former chairman of Peoples Democratic Party in the state, Mijinyawa Kugama, Chief of Staff to Mr. Nyako, Abdurrahaman Jimeta, Mansur Toungo from Mr. Nyako’s camp as well as Ibrahim Mijinyawa Yayaji and Sajoh Gella from Atiku’s camp.
Mr. Bindowo alongside all the Senatorial and House of Representatives candidates of the party were also at the meeting.
Sources at the meeting told PREMIUM TIMES that it was candid and blunt as the two parties were frank and honest in their submissions and all the aggrieved parties pledged to sheath their swords for the sake of the victory of the party in the coming elections.
In the wake of the successful deliberations, Atiku has pledged to work tirelessly to ensure that all the candidates of the party emerge victorious in the coming elections.

Works Ministry’s 2015 Budget drops to N11bn

Onolememen gave the budget details yesterday when he defended the ministry’s 2015 budget before the House of Representatives Committee on Works at the National Assembly. He hinted that of the N50 billion earmarked for the Second Niger Bridge, N10 billion has been so far made available for the project. The minister, who spoke passionately about the Second Niger Bridge, explained that piling, dredging and fabrication work on the project had been ongoing.

The Federal Ministry of Works owes contractors N230 billion for outstanding certificates that have been verified, the Minister, Mr Mike Onolememen said on Monday.
He also disclosed that there is no capital allocation to parastatals under his ministry, including the Federal Road Maintenance Agency (FERMA), thereby increasing the fears that federal roads across the country might further worsen in 2015.
Onolememen who disclosed this while defending the 2015 budget proposal of his ministry and parastatals before the Senate Committee on Works, pointed out that N39.5 billion was the total allocation to them in 2015, out of which N11 billion is capital and N300 million for recurrent for the main ministry only.
He also said out of the total budgetary allocation to the ministry, N20 billion is for recurrent of the parastatals. He lamented that the budget of the ministry, which used to be at the ratio of 1-5 for recurrent and capital respectively, is now at 1-0.6, saying this is not enough to execute projects of the ministry.
He explained that given this financial challenges, the ministry has decided to focus on only 33 projects out of 210 projects it has, which included only roads and bridges, which he said, must be ongoing and already awarded roads and bridge contracts.
According to the Minister, “aside the ministry’s capital budget proposal slashed from the projected N100 billion to just N11 billion by the Ministry of Finance in view of economic realities on ground, zero allocations were made for capital projects of FERMA and office of Surveyor -General of the Federation (OSGF)”.
“No provisions have been made for other Departments of the Ministry such as Road and Bridge Design Departments, Mechanical and Electrical Department as well as Service Department”, he added.
The Minister also disclosed that since 2011, the Ministry has always been owed outstanding budgeted funds, totaling N203.392 billion by the end of the 2014 fiscal year. He said: “Only N45, 682, 844, 395.00 billion was released for the Works Ministry out of 2014 capital appropriation of N98, 814, 368, 704 billion. This leaves a balance of N53, 131, 524, 309.00 not released as at December 2014.

Governor Babatunde Fashola of Lagos State, yesterday, said the solution to the problem of power sector could be achieved in six months if the Distribution Companies, DISCOs, were ready to yield some percentages of their concessions to the state government.
Fashola made this statement at the commissioning of the 1.2 kilometer Glover Road and 8.5 megawatts, Peninsula Integrated Power Project, PIPP, Lekki, Eti-Osa Local Government Area.
The governor, while commissioning the fifth IPP, said: “Let the EKO DISCOs sign a contract with me, giving part of their concessioning to the state government. In about six to eight months, there will be power in all homes in Lagos State.
“So, let no one say that he has no money to deliver power for the entire country. This is the limit to which the law allows us to do, but we have done this to make a statement that power can be generated.
‘’So, when they come with lies that power is impossible, you can tell them that we have power here; we make it possible.”
He opined that the project showed that the money to improve the Nigerian economy is here, “since we don’t need the World Bank to come and do this for us.”
Fashola noted that he felt fulfilled with the conduct of youths that delivered the project, despite the difficulties in getting to the finishing point.
Explaining the importance of the project, the governor said the project, courtesy of the state government, in partnership with PIPP and Heritage Bank, would help to provide power supply to power the Lagos State public water corporations in Lekki Phase 1, Oniru, Victoria Island and Ikoyi, as well as over 25km of public lighting in the Lekki axis.
Earlier, Commissioner, Ministry of Energy and Mineral Resources, Engr. Taofeek Tijani, said the new addition was about continuity in public infrastructure programme of the state government.
General Manager, Lagos State Electricity Board, Damilola Ogunbiyi, said the state had shown that reliable and sustainable power projects are possible through the youths.
Ogunbiyi said though it had been a successful story, the state was just scratching the surface in its “aggressive development plan,” in the area of power.
Promoter of the project, Faruk Agoro, noted that the new IPP was an innovative idea of world-class natural gas-fired power generating facility, sold to the government by youths and it was bought into, to support government institutions, especially in the area of water supply and security.
Stage One is 8.5 megawatts, with the capacity for 30 megawatts. Lagos IPPs now has a total of 47 megawatts of electricity in total, powering public institutions around the state. The generated megawatts is however a tiny drop in the over 9,000 megawatts power deficit in the state.

Moroccan King snubs President Jonathan, rejects telephone conversation over election

The Moroccan monarch, King Mohammed VI, has rejected a request from President Goodluck Jonathan for a telephone conversation, saying it was an “inappropriate” move by the Nigerian leader to curry electoral favour just weeks before a crucial poll.
Mohammed VI snubbed Mr. Jonathan’s request last week, saying it was more of an attempt to seek electoral favour than a genuine diplomatic act, the country’s foreign ministry said Friday.
“The request by Nigerian authorities for a phone conversation between HM King Mohammed VI and Nigerian President was refused by the Monarch who deemed it inappropriate on grounds of the upcoming elections in Nigeria,” the Moroccan Foreign Affairs ministry said in a statement.
The statement explained that the monarch rejected the request for a phone chat and the sending of a Nigerian envoy to the country because Mohammed VI viewed the overture as an attempt by Mr. Jonathan to take advantage of Morocco’s influence to secure Muslim votes in the forthcoming election.
Confronted by an increasingly popular opposition, in perhaps the closest election in Nigerian history, Mr. Jonathan is frantically exploring unusual avenues for support, particularly from the largely Muslim northern region of the country.
Mr. Jonathan’s closest rival, Muhammadu Buhari, comes from Northern Nigeria and has a cult following in the region.
A move to patch the diplomatic relation with the influential Moroccan monarch is seen as a potentially impressive step that may endear the president to some Muslims.
Relations between Nigeria and Morocco have been anything but cordial for years, largely over Nigeria’s decision to support the independence of the Western Sahara region of Morocco.
Nigeria recognises the Sahrawi Arab Democratic Republic declared by the separatist group, the Polisario Front.
The Algeria-backed Polisario Front has led an armed insurrection against the Moroccan government for decades. Western Sahara is a largely desert region but rich in petroleum and phosphate deposits.
Nigeria has lobbied the United Nation to set up human rights monitoring group to investigate right abuses by Moroccan forces in the area, a position the Moroccan monarchy frowns at.
The Moroccan foreign ministry made it clear in its statement that Mohammed VI refused to speak to Mr. Jonathan partly because of “Nigeria’s positions regarding the sacred national, Arab and Islamic causes”.
The Moroccan monarch is one of the two surviving sovereign monarchs on the continent.
While the monarch’s decision appears popular in the North African country, some Moroccans have also questioned the judgement of the King in apparently discarding a fresh opportunity to normalise relations with Nigeria, and win over a strong ally.
“If the Palace’s foreign affairs’ advisers recognize the role Morocco can play in Nigerian politics, why haven’t they use it to persuade the incumbent President Goodluck Jonathan to change his hostile positions on the Western Sahara?” asked Hassan Masiky, a Washington-based Moroccan blogger.
“Notwithstanding the fact that Abuja is strong supporter of Algerian positions, in reaching out to King Mohammed VI at the height of a close presidential election, Nigerian officials show how much they value the role the Monarch could play in their country,” Mr. Masiky wrote in an article published by the MoroccanWorld News.
“Moroccan diplomats give the impression that they don’t have a plan on how to use the Kingdom’s religious clout to advance ethnic and religious reconciliation in Nigeria. If Rabat takes the initiative once the political uncertainty ends, it will certainly offset Algeria’s plan in the region and create an opening for a smoother relations with Nigeria’s next president,” he added.
Mr. Masiky also criticised the Moroccan authorities for not offering “aggressive and vocal…religious advice and assistance to the Nigerian authorities in the fight against the extremists of Boko Haram”.

You will be surprised that in that school, student records dating as far back as 1932 are still intact. Out of the whole lot, Muhammadu Buhari’s 1961 final examination records were fished out. They were then entered into the standard result format issued to all secondary school students who graduated from schools in Katsina state.
For each school, the Principal and the Examination Officer are the signatories to results issued from the master list sent to the school by the relevant examination bodies as you must have seen it on the copies of the statement of result circulating in public.
