Asaba- THE Peoples Redemption Party, PRP governorship candidate, Delta
State Lucky Dikadi, has promised to provide good leadership and in
turn make the state better than Dubai if elected into office.
Dikadi stated this while fielding questions from newsmen in Asaba, Yesterday.
According to him, Delta State need true and quality leadership,
adding that despite the abundance of crude oil and other natural
resources, the state has not fared better under successive
governments.
The governorship hopeful said that leaders of the state over the
years, have been self-serving at the detriment of the masses.
Stressing that he would make the difference for the betterment of the
people if given the mandate.
“This is why I have come to salvage my people from unwarranted
poverty. I am in the race to positively impact on the lives Deltans”
he said.
While saying that through creative thinking, a person can achieve what
he wants, he would leave a legacy of high standard after first term if
elected into office.

The man have great ideas if you meet him one on one. According to him everything is not money as you assume. Great ideas is better than money as it will bring rapid development and even the money you are thinking about. Most people think that Dubai became rich due to it being a part of the Gulf, the oil well of the world, but the major part of around a $100 billion revenue of the state comes from prosperous areas like real estate, airlines and ports. If creative thinkers come on board Nigeria wont be the same again.

The Peoples Redemption Party (PRP)’s governorship candidate in Delta State, Lucky Dikadi Chukwunedum has Promised to make Delta State better than Dubai in four years, using creative thinking from May 29, 2019 if he is sworn in as governor of Delta state after the Mach 2nd Gubernatorial election 2019.

Speaking with news men in Utagba-Ogbe, Kwale Delta State, he listed what he will do in four years once sworn in as governor as from May 29th 2019.

He said all yahoo boys in Delta State will no longer go into
cyber crimes as they will be converted to I.T experts and will make
more money more than being a yahoo boy, have rest of mind enjoying their
wealth while sitting with SARS and EFCC men enjoying their beer
comfortably.

He also said that there will be no need for a Delta Indigene to be a
prostitute (runz girl) as government will provide all they need to be comfortable
in their respective homes. That, that kind of trade will be left for
outsiders not Deltans.

He also promised to pay the N30, 000 agitated minimum wage as he said the payment will not will not be a problem in Delta State. Civil servants will own their own houses and cars as the government will carry everyone along. The administration will cut cost
drastically. There will be no room for cabals to embezzle funds meant
for the wellbeing of Deltans so enough funds will be available to
carter for the needs of all civil servants and their families.
He also promised Oil companies in Delta State will smile as he wants a private sector
driven economy, unlike the present administration that members of house of
assembly wants to control every area of the petroleum industry in
their local governments, leaving ordinary people to suffer. Ordinary
Deltans who have experience in oil and Gas will set up companies and
be licensed to operate easily. You don’t have to be as rich as Ibori
or Okowa or the rest to start and grow your own company. Oil companies
will employ indigenes and provide basic amenities to their host
communities and peace will be guaranteed for them also to operate and
make huge profits more than now.


On the area of education he said he will provide an enabling environment for teachers
and learners, such as good classrooms in quiet and serene environments
to accommodate pupils.
His administration will also provide competent teachers to facilitate
the teaching and learning in a more effective manner. Adequate
teachers will be employed, at least to the ratio of 30 pupils to a
teacher. In addition, the administration will provide rural
infrastructure and amenities that can facilitate learning.
He will also provide good roads to schools, teaching and learning
materials, including registers, diaries, notebooks, desks, chairs and
maps, foods. There will be good access to potable water and functional
electricity, laboratory equipment such as test tubes, cylinder,
microscopes and other essential materials for all schools.
Provision of capital for the day-to-day running of affairs of the
education system will be given priority by government because the
school management might need petty cash to purchase stationery, pay
for transportation, medical and other necessities to run the school.
A university or polytechnic graduate into engineering and tech in
Delta State will be able to produce cars, tvs and all electronics
gadgets from scratch as experts will be on ground to teach them
everything they need to know to be self reliant.


On road construction he said roads linking riverine communities in Delta state is in a very deplorable state. This has brought untold hardship to the people of those areas as mobility has become a nightmare!. The condition has brought economic activities to a standstill. From 1960 when Nigerian gained independent to the present, leaders in Delta State have kept on promising good roads only to abandon that once they get elected... We cannot remain in this sorry state. Roads linking streets in Asaba State capital is nothing to write home about. It’s time for masses to vote for visionary leaders because doing the same thing over and over again, but expecting different results is madness.


He said "what we see in Delta today is the best the past and the present
administration can do, and we refused to use a failed administration
as a yardstick for measurement by future administrations. We have to
get it right this time, he emphasized."
He said “ A vote for previous people that has been on power for years is a
waste of energy and a vote against your conscience. Please if you see evil
and turn a blind eye for selfish interest it will be very bad. Lucky
Dikadi Chukwunedum of Peoples Redemption Party (PRP) administration
will be in constant communication with the people. Not a governor that
will ignore the cry of his people.

Foreign investors in Delta will know when a creative thinker is in power,
Delta will be open for business and investors will come. Because the
government under Lucky Dikadi Chukwunedum will speak the language
investors will understand. Investors are not interested in hearing
that militants are disturbing companies or expatriates. They want to
hear that our economy is private sector driven and their investments
are guaranteed. This will open up all sectors of our economy including
power for massive foreign and local investment.”


He also promised single and searching youths that to marry will no longer be a problem as there will be enough jobs, more money and they will be able to afford a wedding and descent
family. No scarcity of husband for women as men from other states will
be rushing to marry a Delta woman in order to enjoy Delta good life since there will be identification number for all Deltans during his administration.


On business, he promised that his administration will assist business people in two main ways: financial help and administration. His administration will execute
most of its financial assistance through the Small Business
Administration. He Will help in a way that commercial banks will make
loans available to business men and women by guaranteeing to pay a
portion of defaulted loans to bank if peradventure they defaults which
is unlikely because the economy will be so good that business men and
women can easily pay back loans.


On entertainment, as a movie producer that he is, he lamented on the waste of talents in Delta state. He said talents are wasting in Delta state because of little or no
support. The entertainment industry will be given a boost as banks
will be more willing to lend and support entertainers with government
guaranty. You can easily get funds from a bank to host a show or
produce a music or promote your music or produce a blockbuster cinema
movie, make profit, pay back in instalment while you use the money to
host more shows or produce more music or films.

On contractors in the state he promised them that during his four years administration, as a contractor you won’t need to know anybody in government to get a contract. However you won’t make the type of billions made from contracts in this present
administration because you can’t roof one block of class room with
N100 million..
Under his administration local carpenters, welders etc will submit
proposals and he will call them to come and defend their proposals
and after which they will be awarded contracts and paid in full. It
will be policy in his administration, and any contractor who had
delivered can’t be owed more than 45 days. Ordinary Deltans will walk
into ministries and get contract without going to government house Asaba to
kiss the feet of powerful people in government house .
Power will move to ordinary Deltans. He said that is one of the the major reason why both
PDP and APC members are not happy with the strategies of Peoples
Redemption Party (PRP).


On job creation, he promised that as a job creator by nature . A business man, real Small and
medium-sized enterprises (SMEs) will be created and funded properly.
Not the staged skill acquisitions in Delta State given to few people
towards the end of tenure or meagre N10,000 being shared in Delta state to traders. He questioned what can N10,000 do for someone in this 2019.? So if you have a skill or you are
unemployed or have an idea. A government that will support and guide
you to make your dreams a reality is on the way.
On agriculture and manufacturing he promised that as a government that wants a people powered economy, priority will be
given to manufacturing. Adequate funding, easy access to fund. And as
manufacturing thrives, more employment is created directly and
indirectly. He is a strong believer of made in Nigeria.. He is the
type of person that can mandate civil servants to eat locally produced
foods for agriculture to thrive and encourage made
in Delta car as car manufacturers will be attracted to Delta state
because of the booming economy and technology.

On security, he said the level of jobs that will be created, will drastically reduce crime
rate, Cyber fraud and ritualists in Delta State. Girls can now wear
their pant safely without fear of yahoo plus boys and visit whomever they
like without fear. Security agents won’t be over stretched to fight
crime as technology will be used to fight crime instead of physical
strength and they will be well paid.


On technology, he said as a lover of technology, tech start-ups will be funded greatly and
the industry will boost the economy. He is a strong believer of made
in Nigeria, so home grown tech companies will have a boost in his
administration in Delta State.


On health he promised that government hospitals staff will enjoy the kind of comfort private
hospitals enjoys presently and patients will be attended to swiftly,
no more lazy workers. Cars will be provided to health workers in order
to ease their movements to and from work. There will be no need to fly
people abroad for treatment as hospitals will be equipped to take
care of any ailment and many sickness will be treated for free because
he believes good health is wealth.

The state party Chairman also urged all Deltans young and old to support the young man Lucky Dikadi Chukwunedum of People Redemption Party (PRP) candidate. He said PRP will focus on governance while the private sector is allowed to grow and power the
economy.

Buhari approved N640 billion oil contracts from his sick bed in London, NNPC chief Baru indicates.

President Muhammadu Buhari was granting approvals for oil deals to the Nigerian National Petroleum Corporation during the time he was on his sick bed in London – and when he had relinquished presidential powers to his Vice President – the head, Maikanti Baru, has indicated.

Mr. Baru said Mr. Buhari approved at least two separate oil contracts on July 10 and July 31 worth $1 billion and $780 million, respectively.

The N640.8 billion contracts (at N360/$ exchange rate) were approved when Mr. Buhari was receiving treatment for undisclosed ailments in London, and when he was not supposed to be exercising presidential powers, having named Vice President Yemi Osinbajo acting president in a formal correspondence to the National Assembly.

Mr. Buhari was flown to London on May 7, barely two months after he returned from his first 2017 medical vacation which saw him spend 50 days in the United Kingdom.

On May 9, a letter Mr. Buhari wrote to the Speaker of the House of Representatives and President of the Senate notifying them that he had relinquished presidential authorities in accordance with the Nigerian Constitution was read on the floor of both chambers.

Despite rumours of his early return, Mr. Buhari ultimately spent 103 days receiving treatment in London, returning on August 19.

On August 21, the president notified the National Assembly of his return in writing, saying he had “resumed” his “functions as the President of the Federal Republic of Nigeria with effect from Monday, 21st August, 2017.”

THE CONTRACTS

But on Monday, Mr. Baru revealed that Mr. Buhari had been exercising presidential powers by granting approvals for NNPC joint venture contracts when he was supposedly on his sickbed and not exercising presidential powers.

The disclosures were made when the NNPC responded – on behalf of Mr. Baru – to the allegations of contract fraud and insubordination raised by Ibe Kachikwu.

Mr. Kachikwu, the Minister of State for Petroleum Resources, had in an August 30 memo to Mr. Buhari said Mr. Baru unilaterally approved contracts without recourse to him or the NNPC board, amongst other concerns. The memo surfaced on social media on October 3, sending ripples through the country’s polity.

On October 9, the NNPC responded to Mr. Kachikwu’s allegations by publishing the above contract details, which it said was at the instance of Mr. Buhari, who had kept mum since the scandal broke.

But a look at the dates of the three contracts shows that two of them received presidential approval on dates Mr. Buhari was not in the country, July 31 for the second contract with Chevron Nigeria and July 10 for the contract with Shell. Mr. Baru’s name was placed against the contracts as the person who administered the contract in his capacity as the Group Managing Director of the NNPC.


Only the September 1, 2015, contract which Mr. Kachikwu oversaw during his tenure as the GMD of NNPC received presidential approval on a date Mr. Buhari was in the country and wielding presidential powers.

A compilation of Mr. Buhari’s travels reveals that he was in the country from early August 2015 when he returned from Cotonou until September 7 when he visited Accra.

But while it is clear that the presidential approval granted when Mr. Kachikwu was the head of NNPC happened when Mr. Buhari was exercising presidential powers; it appeared like Mr. Baru received his approval when Mr. Buhari was in London.

GETTING OSINBAJO’S CONSENT

In his memo to Mr. Buhari, Mr. Kachikwu stated that when Mr. Buhari was unwell in London for several months between May and August, Mr. Baru tried to get direct approval from Acting President Osinbajo for some personnel changes at the NNPC.

But Mr. Osinbajo asked Mr. Baru to go back to Mr. Kachikwu and get his input and approval first before making the changes. Mr. Baru refused to consult Mr. Kachikwu on that.

For weeks, the changes were not made, until Mr. Buhari returned on August 19. By August 29, Mr. Baru announced the changes.

This prompted Mr. Kachikwu’s letter to the president on August 30, complaining that he learnt of the development in the media.

Sources at the presidency corroborated Mr. Kachikwu’s claim that Mr. Osinbajo rebuffed Mr. Baru’s attempts to get presidential approval behind Mr. Kachikwu.

Neither the vice president’s office nor Mr. Baru also denied that claim by Mr. Kachikwu.

It is not immediately clear if Mr. Baru also attempted to get approval for the multi-billion dollar contracts from Mr. Osinbajo. But presidency sources said it was unlikely that Mr. Osinbajo, who did not allow Mr. Baru to make personnel changes, would allow the NNPC GMD to circumvent Mr. Kachikwu with such high-profile contracts.

Ndu Ughamadu, spokesperson for the NNPC, would not confirm or deny if Mr. Baru got the approval from Mr. Buhari in London.

“Presidential approval is presidential approval,” Mr. Ughamadu said.

When PREMIUM TIMES reminded him of potential legal implications of Mr. Buhari exercising presidential powers even when he had relinquished same in accordance with the constitution, Mr. Ughamadu dug his heels in.

“Presidential approval is presidential approval,” the spokesperson insisted.

For several hours on Tuesday, presidential spokespersons Femi Adesina and Garba Shehu, did not respond to PREMIUM TIMES’ requests seeking their comments about this and other problematic parts of the NNPC revelations.

Sola Adebawo, Director of Communications at Chevron, did not immediately respond to PREMIUM TIMES’ requests for comments Tuesday evening. His counterpart at Shell Nigeria, Bamidele Odugbesan, simply told PREMIUM TIMES to “direct enquiries to relevant government authorities.”


Yet, the N640.8 billion oil contracts might not be the only one Mr. Baru got Mr. Buhari to approve while he was still unwell in London.

For instance, the NNPC announced on February 2 ‎that it received 128 bids from local and international firms willing to participate in its 2017-2018 Direct-Sale–Direct-Purchase crude programme, which was adopted by the Buhari administration last year to replace the crude oil swap initiative and the offshore processing arrangement.

Mr. Buhari was not around in on February 2 when the announcement was made, having been flown to London on January 19 for his first medical trip of the year. He didn’t return to the country until March.

On May 19, when NNPC sources told Daily Trust and a few other media houses that it had finally entered into a $6 billion deal with 10 companies for 2017-2018 edition of DSDP contracts, Mr. Buhari was also not in the country.‎

The NNPC spokesperson declined comments about DSDP contracts.

LEGAL EXPERT WEIGHS IN

Mr. Kachikwu previously doubled as the Minister of State for Petroleum and GMD of NNPC until he was relieved of the latter post by Mr. Buhari on June 4, 2016, same day Mr. Baru was named as a replacement.

When Mr. Buhari named Mr. Baru the GMD, he made Mr. Kachikwu the chairman of the NNPC board.

The NNPC Act designates the board to oversee the affairs of the state-owned oil giant.


The Act states that the Minister of Petroleum must be the chairman of the NNPC board. Mr. Buhari is the substantive Minister of Petroleum. But he is allowed by the NNPC law to delegate powers, including chairmanship of the board.
However, the law also allows Mr. Buhari to act concurrently as the chairman of NNPC board even while the appointment of the person he delegated powers to is still valid.

Legal analyst, Liborous Oshoma, said the president’s action may be “unprocedural” but might not be entirely illegal.”

“This is similar to what we have witnessed since the president was away yet he was still issuing presidential statements and taking calls from President Donald Trump and other presidents to discuss matters concerning Nigeria.

“All that happened despite the fact that we had an acting president in place and Nigerians raised concerns at the time,” Mr. Oshoma said.

He said Mr. Buhari might not be in a good state of mind when the presidential approvals were procured and their validity could be challenged in court.

“The contracts could be challenged and possibly rendered invalid by the courts because he didn’t have presidential powers at the time he was exercising same,” Mr. Oshoma added. “The acting president ought to have approved those contracts because no one knew what state of mind the president was at the time.”
