Both the executive and legislative have to blame, the initial budget of fraud was presented by the executive,stolen and later padded which was also confirmed by the presidency. We all condemn it because that is the most corruption budget in the history of this volatile nation . In the process of righting the wrong legislative use that opportunity to add some clause to favour their constituency .

Budgets over the years have always been padded by a consortium of civil servants, ministers and legislators.

Why the scandal blew over now is because of Saraki trial and buhari's refusal to include ghana-must-go in the package as was the norm.

See it under GEJ who even confessed that it had been a practice since he entered as VP in 2007 but nothing was done and i doubt whether anybody was sanctioned

The reconciliation committee of the National Assembly on the 2016 budget may return the corrected details of the appropriation bill to President Muhammadu Buhari on Saturday (today), findings revealed on Friday.

The committee is chaired by the Deputy Speaker of the House of Representatives, Mr. Suleiman Lasun.

A second committee from the side of the executive is chaired by the Minister of Budget and National Planning, Udoma Udo Udoma.

Investigations by Saturday PUNCH revealed that the two committees would meet, fine-tune the details of the budget and forward it to Buhari possibly today.

The President and the leadership of the National Assembly had agreed to set up the committees after a brief meeting on Wednesday night in Abuja to reconcile the “grey areas” in the N6.06tn budget.

The Senate President, Dr. Bukola Saraki, and the Speaker of the House of Representatives, Mr. Yakubu Dogara, as well as the principal officers of both chambers attended the meeting, which was held at the Presidential Villa, Abuja.

Some senior officials of the National Assembly confided in Saturday PUNCH on Friday that the members of the Lasun committee worked all night on Thursday in a bid to speed up the reworking of the budget’s details.

“The Deputy Speaker and the other committee members slept at the secretariat on Thursday.

“They will likely sleep there today again (Friday) because their plan is to ensure that the budget details, as corrected, will reach Mr. President on Saturday,” one of the officials stated.

It was gathered that some members of the Senate and House Committees on Appropriations, which created the “distortions” in the first place, marveled at the work pace of the reconciliation committee.

Saturday PUNCH learnt that among the grey areas, which would now be deleted from the budget, were the N40bn lawmakers added to the original vote for zonal intervention projects.

Buhari initially proposed N60bn for the projects, but the lawmakers jacked it up to N100bn with an inflated N40bn.

Similarly, projects worth over N4bn, which the Chairman, House Committee on Appropriation, Mr. Abdulmumin Jibrin, allegedly earmarked for his constituency in Kano State without the knowledge of his colleagues, would be removed from the details.

Saturday PUNCH also gathered that Buhari opposed all cuts in his original projections that were up to 40 per cent.


A source said, “The President wants the original figures retained because he feels the cuts will affect the implementation of the projects the funds were meant to serve.

“Any cut that is up to 40 per cent will be reduced. Of course, this will still not affect the overall budget size of N6.06tn.

“What will happen is that we will juggle round the details and adjust the smaller figures but still retain the N6.06tn.

“Distortions that crept into the budget will be removed to get the document ready for Presidential assent hopefully by Tuesday, next week.”

The Chairman, House Committee on Media and Public Affairs, Mr. Abdulrazak Namdas, confirmed that it was the expectation of the National Assembly that the work would be “done with over the weekend.”

He added that the National Assembly hoped that the budget controversy would be resolved after May 1

Until 2014, Buhari has been the poster-child of the North's oppression of the South and he had been very vocal about it. He even outdid Babangida.

How else do you wish to be told that anyone, any one at all was better than the weakling we had in ado rock then?

Its an indictment on GEJ that his story as an "ineffectual buffoon" made a buhari presidency attractive.


Suddenly, the man who was protecting Boko Haram and even pointed out as a trusted negotiator promised to squash BH. A man who was oil minister under the most corrupt military regime claimed to be a man of integrity who would rid Nigeria of corruption.

I guess GEJ who also called BH his siblings was protecting them hence the inability of the army to crush them then? When Obasanjo ran for President in 1999, he was the most qualified ex-military dictator. Why? Because of his antecedent. He oversaw Nigeria's most prosperous economic period during the military era and handed over to civilian rule willingly. In contrast, Buhari oversaw Nigeria's worst economic period during the military era, when people queued to buy salt, and he overthrew a legitimate civilian government.

When you take over from govts like shagari and GEJ, the economy must have problems. Weaklings who should never have been given the headship of town unions controlling the destinies of millions is always an aberration. Thank God we kicked them out.

Buhari was oil minister under that same OBJ prosperous regime you just eulogised.


Soyinka, though a respected man of letter, and one I certainly have utmost respect for, failed with his support of Buhari. The only person worse than Buhari that could have contested was IBB. Every other Northern presidential hopeful at 2015 was better than Buhari. Atiku is better, even el-Rufai would have been a better choice, even Ribadu would have been a better choice.

Just as Donald Duke and even Peter Odili were better as VP in 2007 yet the gods picked a weakling. Just as Pat Utomi or Ribadu would have been better than GEJ in 2011. Just as Sule Lamido or even Atiku would have done better than GEJ in 2015.

Its to the shame of GEJ that Nigeria and the international community had no choice but to call up a retired soldier to come clear his mess.

If your girlfriend or wife starts eyeing your Gateman, its not the girl's or the Gateman's fault. You've become useless is the reason.


Everyone makes mistakes, and Soyinka's support of Buhari is the worst mistake of his post-1999 stint. A reformed democrat would show signs of being reformed years before saying so, he contested elections 3 times, in 12 years and never showed signs of being a reformed democrat, but someone who purports to be intelligent believed he would become reformed magically if he assumed the seat.

And you that assumed GEJ was the best the PDP had to offer is the intelligent one? You that believed a man who spent 8 years in bayelsa executive with nothing to show would make a good president is the one that is intelligent?

In the last administration, they took the payment of salaries, arrears and allowances for granted because it was always paid between 22nd to 25th of every month. But today they are praising and also begging for their allowances and arrears which are even their entitlements. Such is life.

When your main income earner loses 60% of its value and you're still able to meet up with your obligations, your family and workers if they have any sense will applaud you.

I think that's what's happening here so its right we allow them praise their employer.

Any man or family who has been dealt a blow by the ups and downs of life will surely understand this.

Jonathan was mediocre at best. He was a weak and indecisive leader. So much so that he can hardly get credit for the few good things he accomplished. It was easy for any person given to uncompromising standards to not like Jonathan. But then elections are about choices. And given not much of a choice between Jonathan and Buhari anyone with the love of civil liberties would have held their nose and supported Jonathan.

There is a Yoruba saying that even when we are crying we must still be seeing.

I could understand the generation that came of age after Hausa-Fulani military rule not having experienced the complete subjugation of other Nigerians to second class citizenship. But Soyinka's generation witnessed the conquest and effects first hand.

Obasanjo's greatest achievement as president was the neutralization of some of the institutionalized 'privileges' the military had built for the Hausa-Fulani oligarchs. This first grabbed my attention when during his regime when at a Nigerian Embassy I over heard a conversation between two northerners complaining bitterly how the unimaginable is happening at the villa as Yoruba language is being spoken in the corridors of power at Aso Rock Villa. Hither to Hausa had become the semi official language of the military and of government. By insisting on merit on many things Obasanjo began a roll back than at the end of his tenure he was the most hated Nigeria by the Hausa-Fulanis.

On a last note for those who say 'if they don't perform we will vote them out in 2019 just as we did Jonathan' you are on a long road. Obasanjo who was brought in by the north because the trusted him having been at their beck and call as military head of state became their biggest regret the second time around. The more time removed them from direct power at the center the more desperate they got. Jonathan became a nightmare for them. They imagined as an Ijaw man he could announce one day that Nigeria was dissolved. Now that they are back in charge they will never give that power away again.

You didn't answer my question which was "expatiate on why you think Soyinka hated GEJ"?

If you could tell why you think that, it would make it easier to put your post which contains a lot of truth in proper perspective. However would it have been better if Aso rock continued to have Yoruba as lingual franca? Is it more appropriate to have ijaw as the official language? When will it be the turn of berom?

Why didn't we even vote Prof Pat Utomi in 2011 instead of mediocre(to use your words) GEJ?

Soyinka condemned OBJ in his book " You must set forth at dawn" published when OBJ was still President and he described him as devious. He condemned buhari in that same book. He fought for GEJ to be made acting President when most of those in PDP were wining and dining with Turai. The bottom line is that the old man has a right to change his stance and if you read him all through that period, you'd have heard him say how difficult it was to even look favourably in buhari's direction.

I, like Soyinka, believe we would have been in a worse situation politically, economically and security wise if GEJ had continued. Its a choice Soyinka was perfectly entitled to make.

How would you ensure an Hausa Fulani never get to aso rock again in a democracy with universal adult suffrage?

Why are you unable to see that Ganduje rightly wants to be his own man even if he rode on Kwankwaso's back?

Does Wike take orders from PEJ or GEJ because he rode on their power to win Rivers state?

If you could think, you'll praise Ganduje for standing up to his 'godfather'

Very soon, you will swear that God himself will have problems because he kept buhari alive to defeat GEJ in an election

The simplest way to calculate the numbers of blocks you need for your fence project, assuming you are fencing a land measuring 120 feet by 60 ft, a standard plot

This calculation is based on 9 inches block fence .
The measurement we are using is 120 ft (length) and since we have two lengths that is multiply by 2 which is 240 ft. (120 x 2) = 240

The breadth is 60 ft and also since we have 2 breadths that equal 120 ft (60 x 2) = 120
Then (240 + 120) that is 360 feet perimeter line fencing.

The calculation

(we are to convert this 360 feet to inches ) since a foot is 12 inches , now let us multiply 12 inches by 360 ft which is 4320 inches.

Now to get the line numbers of blocks that will go around the fence perimeters of 4320 inches or 360 feet, we would need to divide 4320 by 18 inches, since the length of any block be it 6 inches or 9 inches is 18inches.

Now 4320 inches divide by 18 inches is approximately 240 line of blocks , then we must multiply that by the numbers of coaches of blocks you want for your height, assuming 7 ft which is 9 coaches that means 240 multiply by 9 which is 2160 blocks and that is all you need anything aside from this is fake and fraud, this calculation is derive by me professionally and i have been using it without any mistake, but always remember to add 10 % of blocks to it because of broken blocks, and for this work, you only need 30 bags of cements, one bag of cement to 70 blocks, is standard.

for your pillars between the fence, let assume 6 blocks far from the next pillar, that means 6 divide by 240 which is 40 pillars, 1 bag of cement to 2 pillars standard, that is 17 bags plus 40 bags that is 47 bags is need by me to do this fence, if i'm in position and you should also to add 15 bags for floor blinding of the fence making 62 bags of cement.

Then, we need to minus the gate and the pillars that are also taking space in the fence.

The gate is 12 ft, let us assume the gate columns or pillars is 14 inches each, we have 2 pillars holding the gate, that is 28 inches or 2. 4 feet plus 12 feet that is 14.4 feet or approximately 15 feet.

Remember we already calculate the pillars that 40 pillars is need for the measurement.

Each pillar or column for 9 inches concrete is 9 inches square, 9 x 40 = 360 inches that is (30 feet + 15 feet = 45 feet ) / 18 inches = 30 blocks multiply by the number of coaches, 30 x 9 = 270 block minus 2160 blocks = 1890 blocks in total.

40 lengths of 12mm iron rod, since one pillar is equivalent to 1 length.

3 lengths of 16mm iron rod for the 2 big pillars holding the gate.

90 planks of soft wood for the framing.

1 truck of granite (granite would be use for the wall foundation and columns)

5 trucks of sharp sand

Actually the whole world is switching to solar and other clean sources of energy.

Its safer and becoming cheaper with better technology and I expect the FG to look into this alternative energy source seriously.

The future of fossil fuels is bleak indeed.
