Russian Defence Minister Sergei Shoigu has said Moscow was nearing full control of Ukraine’s southeastern region of Luhansk.

Pro-Russian separatists have controlled about a third of the region since 2014, and Russia recognised their “independence” days before invading Ukraine on February 24.

The Kremlin said it would “liberate” the Kyiv-controlled part of the region that has been heavily fortified amid a smouldering trench war with separatists.

“The liberation of the Luhansk People’s Republic is nearing completion,” Shoigu said at a televised ministry meeting.

NATO Secretary-General Jens Stoltenberg says that Finland and Sweden have officially applied to join the world’s biggest military alliance, a move driven by security concerns over Russia’s war in Ukraine.

“I warmly welcome the requests by Finland and Sweden to join NATO. You are our closest partners,” Stoltenberg told reporters on Wednesday after receiving their application letters from the two Nordic countries’ ambassadors.

“This is a historic moment, which we must seize,” Stoltenberg said at NATO headquarters in Brussels.

Neutral throughout the Cold War, the two countries’ decision to join the alliance is one of the most significant changes in Europe’s security architecture in decades.
The applications must now be weighed by the 30 member countries. That process is expected to take about two weeks, although Turkish President Recep Tayyip Erdogan has expressed reservations about Finland and Sweden joining.

If his objections are overcome, and accession talks go as well as expected, the two could become members within a few months. The process usually takes eight to 12 months, but NATO wants to move quickly given the threat from Russia hanging over the Nordic countries’ heads.

Harare, Zimbabwe – In Kuwadzana, a high-density residential suburb in the Zimbabwean capital Harare, the day begins as early as 5 am for many of the working class, from vegetable sellers to Thomas Gundawo (last name changed on request), a 19-year-old bus conductor.
For loading a 7-seater vehicle after soliciting passengers at the top of his voice at the bus stop, he gets ZWL$100 (US$0.45). By 8 am, he would have pocketed only about US$3, insufficient to buy food and either broncleer – a street drug mixture of cough syrup with alcohol and codeine – or dagga (marijuana).
So, he and his friends have resorted to a far cheaper alternative – adding water to the white residue found in used diapers and boiling it.
“After boiling, it forms a greyish substance and we drink the mixture,” Gundawo told Al Jazeera. “It’s semi-solid, it smells and tastes bad but we just drink. It helps us to get high [at] less cost.
“I need a little drink in the morning to have energy and confidence as I attract passengers,” said the teenager who has been abusing drugs since his third year in high school – six years ago.
Since October 2018, the Zimbabwean economy has been on a free-fall characterised by high inflation and low investor confidence, leading to hyperinflation and high levels of unemployment as the local currency plummeted in value.
Data is not readily available in Zimbabwe but sources from the country’s ministry of higher and tertiary education told Al Jazeera that more than 25,000 students graduate annually from the country’s universities and other institutions of higher learning.
But unemployment is also prevalent and the pool of the jobless swells every year.
"As a lecturer, I have seen students coming to lectures high and some of them admit that they are abusing it because of low morale,” she said. “The state is the first parent and it must look into it so that people’s needs are catered for.”
Amon Chinya, another youth, said depression led to him inhaling sodium polyacrylate with his friends in his back yard and open spaces in the neighbourhood.
“Because we are unemployed, and facing a lot of challenges, we sometimes drink to forget problems but alcohol cannot take us high,” the 25-year-old told Al Jazeera. “Therefore, we have opted for street drugs. But they are also getting expensive [so] we have resorted to cheap diapers.”

'Juice of Pampers’

Several drug users told Al Jazeera that sodium polyacrylate or waterlock is found in new and used diapers, as well as stain removers, bleach products and some detergents. It is the absorbent for blood on sanitary pads and urine on diapers and dissolves once boiled.

In street lingo, it is also known as “muto we ma Pampers” meaning “juice of Pampers” in the Shona language and referencing Pampers, a popular brand. Most youths prefer used diapers as, having been discarded, they are cheaper to find or procure.

“With the filthiness of most of the illegal solid waste dumping sites, we don’t always scavenge for the used ones,” said Gundawo. “Sometimes we have a local vendor who supplies us at the base. We don’t want to be seen buying diapers, it raises eyebrows.”

Mertha Mothema Nyamande, a Harare-based psychotherapist told news men that her findings concluded that “it is not particularly the substance in the diaper alone, but the gas released when the urine becomes mixed with atmospheric pressures.

“The mix-up creates the effect sought by drug addicts …the impact of the substance is numbing and more of a psychedelic [feel], and gives an out-of-body experience,” she added. “The cases are isolated, but it is mainly that people are not very open about this method. We see a lot of these guys on the streets. In the streets, it’s very common.

“Additionally, the addiction goes way beyond the psychoactive substances, into activities like gambling and work, which are equally damaging in terms of impact on relationships and health issues,” she said.

“The mix-up creates the effect sought by drug addicts …the impact of the substance is numbing and more of a psychedelic [feel], and gives an out-of-body experience,” she added. “The cases are isolated, but it is mainly that people are not very open about this method. We see a lot of these guys on the streets. In the streets, it’s very common.

Who decides to launch Russian nuclear weapons?

A 2020 document called “Basic Principles of State Policy of the Russian Federation on Nuclear Deterrence” says the Russian president takes the decision to use nuclear weapons.

A small briefcase, known as the Cheget, is kept close to the president at all times, linking him to the command and control network of Russia’s strategic nuclear forces.

The Cheget does not contain a nuclear launch button but rather transmits launch orders to the central military command – the General Staff.

If Putin gives the nuclear order, what happens?

The Russian General Staff has access to the launch codes and has two methods of launching nuclear warheads.

It can send authorisation codes to individual weapons commanders, who then execute the launch procedures.

There is also a back-up system, known as Perimetr, which allows the General Staff to initiate the launch of land-based missiles directly, bypassing all the immediate command posts.

The number of coronavirus cases and deaths in Africa have dropped to their lowest levels since the pandemic began, marking the longest decline yet seen in the disease, according to the World Health Organization.

In a statement on Thursday, the U.N. health agency said COVID-19 infections due to the Omicron surge had “tanked” from a peak of more than 308,000 weekly cases to fewer than 20,000 last week. Cases and deaths fell by 29 percent and 37 percent respectively in the last week; deaths decreased to 239 from the previous week.

“This low level of infection has not been seen since April 2020 in the early stages of the pandemic in Africa,” WHO said, noting that no country in the region is currently seeing an increase in COVID-19 cases.

The National Council of State has okayed the national population census for April 2023 after the general elections.

Director-General of National Population Commission (NPC), Nasir Isa-Kwarra, disclosed this to State House Correspondents after a meeting of the Council of State presided over by President Muhammadu Buhari on Thursday

Isa-Kwarra also said the NPC would be conducting a pilot census from June 2022 after political parties must have concluded their pre-general elections activities.

The NPC boss, who recalled the last census exercise held in 2006, disclosed that the commission will deploy high technology for the exercise.

He said through census data is generated for planning, noting that the data currently being used are mere projections and obsolete.

Isa-Kwarra said: “It is very crucial because I have highlighted that the census is a very important exercise for the nation.

“Because through census we generate the data that we use for policy making, for planning, for development, by the three tiers of government, and the private sector, they all need this.

The head of the World Health Organisation (WHO) says the world does not give equal attention to emergencies affecting black and white people.

Tedros Adhanom Ghebreyesus said only a fraction of the help given to Ukraine was given to other humanitarian crises.

Assisting Ukraine is “very important” because it “impacts the whole world”, he said.

But Tigray province in Ethiopia, Yemen, Afghanistan or Syria are not receiving the same attention, he said.

“I don’t know if the world really gives equal attention to black and white lives,” Mr Tedros told a news conference.

“I need to be blunt and honest that the world is not treating the human race the same way. Some are more equal than others. And when I say this, it pains me. Because I see it. Very difficult to accept but it’s happening,” he added.

Tedros, who is from Tigray, said the United Nations had determined that 100 trucks per day of life-saving humanitarian supplies were needed for the Ethiopian region.

War broke out in Tigray between the TPLF – a group that dominated Ethiopian politics for nearly three decades – and the government in November 2020 following months of simmering tension.

The fighting has seen thousands killed – including civilians – while millions are in desperate need of humanitarian aid, with the federal government accused of hampering relief efforts.

All warring parties have allegedly carried out extrajudicial killings and used sexual violence.

At least 50 people have been killed and dozens abducted by gunmen in Plateau state in central Nigeria, residents and a community leader said on Monday.

It is the latest in a spate of attacks by armed gangs in central and northern parts of Africa’s most populous nation.

“This is again very sad and we strongly condemn it. The security (forces) should ensure the immediate rescue of all abducted persons,” said Jonathan Ishaku, spokesman for Plateau Elders’ Forum

He said at least 50 were dead and 70 people, including women and children, were kidnapped from nine villages late on Sunday afternoon. A spokesman for the state governor, Simon Lalong, said “many people were killed, with houses and properties destroyed”. He did not give a death toll.
Such attacks are not common in Plateau. But the state shares a border with the northwestern Kaduna state, where suspected bandits – a loose term for gangs of outlaws carrying out robberies and kidnappings – blew up train tracks, killed eight people and kidnapped dozens last month.

Fifteen soldiers were last week killed by gunmen who attacked a Kaduna army base.

Telephone service is patchy in most of Nigeria’s rural areas, making it difficult for villagers to seek immediate help from security forces, who are stretched fighting armed groups like Boko Haram and the Islamic State West African Province (ISWAP) in the northeast.

Isahya Solomon from Kukawa, one of the villages that was attacked, said when he heard shooting he fled with his family in a car and returned at night after the gunmen had left.
His house and several others had been torched while shops were looted and villagers were retrieving bodies of relatives, he told Reuters by phone on Monday from Jos, Plateau state’s capital city.

“In our community … 38 persons were killed. Many of our houses were burnt to ashes, many shops were looted,” said Solomon.

A Burkinabe court has sentenced former President Blaise Compaoré to life imprisonment for the murder of his predecessor, the revered Thomas Sankara.

The long-awaited verdict on Wednesday brought to close a six-month trial about the murder of Sankara, who was assassinated during a coup led by his friend and comrade-in-arms Compaoré on October 15, 1987.

Military prosecutors in Burkina Faso’s capital, Ouagadougou, had requested a 30-year sentence for Compaoré, who was being tried alongside 13 others.

Two other main suspects were also handed life imprisonment sentences. They are Gilbert Diendéré, one of the leaders of the 1987 putsch and leader of the 2015 coup, as well as Hyacinthe Kafando, leader of Compaoré’s guards at the time.

Compaoré, who was unseated in a 2014 uprising, fled to neighbouring Cote d’Ivoire where he was given citizenship. He was tried in absentia, like Kafando unlike Diendéré who is in custody.

A pan-Africanist leader who had taken power in 1983, Sankara was killed aged 37 along with 12 other government officials. Compaoré became his successor, ruling until his 2014 ouster.
