The government of South Sudan recently issued a social media ban of up to 30 days, following the release of videos showing the purported murders of South Sudanese citizens in the state of El Gezira Sudan.

These videos are said to have been responsible for the rioting and violent retaliatory assaults, around the area.

Last week’s rioting in the country’s capital, Juba, and a few other places led to the murder of roughly 16 Sudanese people.

According to authorities, youths in several cities set fire to various homes.

They looted and damaged stores owned by Sudanese citizens in revenge for what they perceived to be the participation of Sudan’s military and affiliated organizations in the murders in El Gezira.

As a result, on Wednesday, Napoleon Adok, the country’s director general of the National Communications Authority, via a letter to internet service providers, instructed that they implement the ban on Wednesday.

“This is culminating from the recent upheaval in Sudan, that has exposed the South Sudanese population to unprecedented levels of extreme violence through social media posts,” Adok wrote in the letter seen by Reuters.

As per the directive, clients of mobile providers MTN South Sudan and Zain will be unable to access Facebook, TikTok, and a few other social media services for up to 90 days, according to announcements released on Wednesday.

The Sudanese army called the unrest in El Gezira “individual violations.”

“The effect is a bit huge because as an artist, I depend so much on social media,” said Isaac Anthony Lumori, also known as Mc Lumoex, a popular South Sudanese musician and founder of a comedy show.

“My message to the government is to seek an amicable way of solving this issue, especially engaging the government of Sudan to make sure that (their) army does not misbehave to the extent of taking human life,”
he told Reuters.

The Independent National Electoral Commission (INEC) has shed light on the technical glitch that prevented the upload of presidential election results on the INEC Result Viewing (IREV) portal during the 2023 general elections.

According to INEC, the issue was caused by an unanticipated system error that occurred while mapping presidential election results to participating polling units.

The commission said this error led to internal server errors, which prevented the upload of results.

The INEC explanation is contained in the report from the commission’s stakeholder engagements and retreats held between July 11 and August 5, 2023, to review the conduct of the general elections.

Participants in these engagements included leaders of registered political parties, civil society organizations, Resident Electoral Commissioners (RECs), Administrative Secretaries, security agencies under the Inter-agency Consultative Committee on Election Security, and media executives.

Copies of the report have been made available to the Senate and House of Representatives Committee on Electoral Matters.

The report said: “During this review, many stakeholders repeatedly sought explanation for the technical glitch that affected the upload of the 2023 Presidential election results. During the review, details of the problem were provided by INEC’s technical experts.

“In a nutshell, the challenge of uploading the PU presidential election results on the IReV after the presidential and National Assembly elections on February 25 of 2023 was unique.”

The report added, “As voting ended across the country and POs began the process of uploading the images of the PU result sheets of the elections for the various constituencies around 4pm, the commission began to receive reports that the upload of presidential election result sheets was failing.

“Following these reports, the commission immediately engaged with its field officials for details to understand and trace the origin, source, scale and magnitude of the problem across the result management ecosystem to devise appropriate solutions.

“In the troubleshooting process, it was established that there was no issue in uploading the PU result sheets of the Senate and House of Representatives elections through the Election Result Modules. However, there was a problem with uploading the presidential election results to the system.

“Attempts to upload the results were generating internal server errors, which refer to a significant impairment that usually originate from within an application due to problems relating to configuration, permissions, or failure to create or access application resources correctly.

“Further interrogation of the Election Result Modules indicated that the system is encountering an unexpected configuration problem in mapping the presidential election results uploaded into the system to the participating PUs.

“Due to the complex, sensitive and critical nature of the systems and the real potential for malicious cyber-attacks, the commission immediately put in place several strict security and audit control measures to prevent any unfettered or elevated access to the Result Upload System.”

The report also revealed that “in the process of resolving the challenge, it was discovered that the backend system of the IReV was able to query and detect the base States for uploading the PU result sheets based on the mapping of all senatorial district and federal constituency elections to the respective 36 states of the Federation and the FCT as established in the database structure deployed within the system.

“In configuring and mapping the election results for the presidential and National Assembly elections, the commission created 470 election types consisting of one presidential constituency covering the entire country, 109 senatorial districts and 360 federal constituencies.

“Each senatorial district and federal constituency election on the database was mapped to their respective states. However, the presidential election result is a single, countrywide constituency and therefore, does not belong to any one state.

“Consequently, while the uploads for the National Assembly elections succeeded as the application was able to identify the respective state and build the folder hierarchy for the results organisation process for the election, attempts to upload the presidential election results sheets, which does not belong to or mapped to any State on the database, failed.

“Instead, it returned a HTTP server error response. This failure is attributable to the inability of the application to create and build a folder structure to organise the uploaded images of the result sheets of the presidential election.

“Having identified and established the source of the problem, the commission quickly created and deployed “Hotfixes” which are software updates for fixing a bug or any vulnerability in a system. The deployed hotfixes eventually resolved the HTTP error on the system and the first presidential election result sheet was successfully uploaded at 8.55pm on the 25th February 2023.

“After the problem with the upload was resolved, the Commission noticed a high volume of uploads on the queue. All results that were scanned but could not be uploaded due to the error were queued waiting to be automatically processed.

“Due to the large volume and high traffic from the queue, the system was running slower, even though it tried to scale up automatically to handle the unanticipated heavy traffic.

“While the density of the traffic that slowed the upload was one issue, the requirement that the BVAS devices to be switched on and connected to the internet for the upload of results in the offline queue was another.

“However, some of the POs had at the time left their PUs, and the devices had either been switched-off, or were out of internet coverage. Switched off devices could not connect and upload the results sheets.

“It would be recalled that on 4th February 2023, about three weeks to the General Election, the commission conducted a mock exercise to test the transmission of election results from PUs to the IReV. This was a general test that was not specific to any given election.

“Perhaps had this mock exercise been tailored to specific elections, the hitch that was experienced in uploading Presidential election results would have been detected on time.

“Consequently, a major lesson for the Commission is that in addition to other technical and administrative preconditions, time is critical to the deployment of election technology. Adequate time to develop, test, embed and publicise the technology is essential to its success”.

On the management of election results, the report said: “The scanning of the Polling Unit results for display on the IReV drastically curtailed opportunities to manipulate results between the PUs and the collation centres. This is because the public already had records of the results before collation.

“Furthermore, the use of the Collation Support and Result Verification System (CSRVS), which supports and expedites collation, making for the improved management of election results.”

The Ugandan Foreign Minister Abubaker Jeje Odongo recently revealed that the East African country is looking to negotiate a nuclear deal with Russia.

The Minister divulged to the Russian newspaper Sputnik that the deal would involve the construction of a nuclear power plant in Uganda.

This new development is in line with Russia’s recent energy campaign in Africa. In July, the Russian-state owned energy company Rosatom signed a nuclear deal with Congo.

Earlier in June, Russia and the Republic of Guinea partnered on a nuclear project. They signed a memorandum of understanding in St. Petersburg to develop floating nuclear power stations.

In March, Algeria’s Ministry of Energy signed a memorandum of cooperation with Rosatom.

These sorts of deals have been very synonymous in Africa over the last few years, as African countries weigh the potential of a partnership with Russia, over the Western markets.


The Ugandan minister relayed that the deal stems from the fact that the demand for energy in Africa is increasing, particularly for industrialization.

He went on to say that the African country values nuclear energy.

Earlier in October, on the margins of the International Youth Festival, Uganda’s Minister of Energy, Okaasai Sidronius Opolot, had disclosed that the government had begun comprehensive planning to choose a location for a nuclear power plant and was looking into uranium deposits.

Opolot also revealed that Uganda inked a memorandum of understanding with Rosatom. Previous study was done on the project.
Minister Abubaker Jeje Odongo led a ministerial delegation to the First Ministerial Russia-Africa Partnership Forum which was held from November 9–10, 2024, in Sochi, Russia.

He was accompanied by Hon. Gen. Wilson Mbadi, Minister of State for Trade.

In Africa, where economic development often determines the rate of total progress across several domains, such growth projections for 2025 are particularly significant.

Forecasts of strong GDP growth attract investors. It suggests a strong economy with substantial potential for investment rewards.

Unfortunately, this is not always the case in Africa. Some countries on the continent, considering the complications etched on their economies, have very low GDP prospects.

The China Development Bank has announced a $254.76 million (N420 Billion) loan to Nigeria for the construction of a railway project connecting the northern states of Kano and Kaduna. China’s involvement in Nigeria’s railway modernization program is part of its broader Belt and Road Initiative.

This financial support comes ahead of a visit to Nigeria by China’s top diplomat, Foreign Minister Wang Yi, who is expected to meet with President Bola Tinubu and other senior government officials during his annual New Year tour of Africa, Reuters reported.

The Kaduna-Kano railway project was initially launched by former President Muhammadu Buhari in July 2021 in Kano State, as part of the larger Lagos-Kano railway modernization initiative.

The railway line is expected to provide a much-needed boost to the region’s economy by facilitating the movement of goods and people, reducing the cost of transportation and improving access to markets.

"Once completed, it will provide direct rail connectivity between Kano, an important northern city in Nigeria, and the country's capital Abuja, offering local residents a safe, efficient, and convenient mode of transportation," the bank said.

However, the $973 million project has faced delays due to funding challenges. Nigeria's parliament initially approved China's Exim Bank as the financier for the Kano-Kaduna railway project in 2020, but the bank later withdrew its support.

The project is now being financed by the China Development Bank and is being constructed by the China Civil Engineering Construction Corporation (CCECC).

China’s involvement in Nigeria’s railway modernization program is part of its broader Belt and Road Initiative, which seeks to improve infrastructure and promote economic cooperation between China and other countries.

The initiative has been criticized by some as a form of neo-colonialism, with concerns raised about the high levels of debt that participating countries may incur.

At least 53 people have died after a devastating earthquake ripped through one of Tibet’s holiest cities.

The massive 7.1 magnitude disaster collapsed “many buildings” in Shigatse and injured 62 as well as causing havoc in parts of Nepal and India.

The quake has also left dozens missing with rescue teams desperately looking for survivors, the China Earthquake Networks Centre (CENC) has warned.

The CENC said in a statement today: “Fifty-three people have been confirmed dead, and 62 others injured as of Tuesday noon, after a 6.8-magnitude earthquake jolted Dingri County in the city of Xigaze in Xizang Autonomous Region at 9:05 am Tuesday,”
Hours later the US Geological Survey (USGC) reported the tremor as a magnitude 7.1.
They said data showed the earthquake had a depth of six miles.

Terrifying footage shows the moment the deadly tremors started to rock the Tibetan city as well as Nepal’s capital of Kathmandu.

A surveillance camera was left shaking as the quake tore through Tibet with 1,000 homes left in disarray, according to Chinese state media.

Images show how many buildings have turned to rubble in the region with walls knocked down and even cars left battered by the falling debris.

The streets are also still filled with broken bricks as teams continue on with their searches.

Chinese president Xi Jinping ordered his teams to help with the hunt and to aid with re-homing the affected residents.

The Chinese air force is even using specialist drones to scour the rubble around the bottom of Mount Everest which sits around 50 miles from where the epicentre of the quake sat.

Data from the USGC showed that the world’s tallest mountain faced tremors reaching up to 4.5 magnitude. 

It is unclear if any climbers were up Everest at the time and if they have been safely rescued.
Many villages in the Nepalese border area which were affected by tremors are extremely difficult to access making rescue missions hard.

These areas are often sparsely populated and are so remote that they can only be reached by foot with limited supplies.

Temperatures are well below freezing with both power and water being cut off for the tens of thousands of residents.
Shigatse is widely regarded as one of the holiest cities in Tibet for its rich history and traditions.

It is the seat of the Panchen Lam – a key figure of Tibetan Buddhism – who is seen as the second most authoritative spiritual figure behind the Dalai Lama.

CENC researcher Jiang Haikun warned that another earthquake around magnitude 5 could still take place in the coming hours.
But he added that “the likelihood of a larger earthquake is low”.

Nepal is particularly prone to earthquakes as it sits along the Indian and Eurasian tectonic plates. 
Today’s quake however is the most powerful recorded within a 200-kilometre radius in the last five years, the CENC said.

“The Royal Thai Embassy has the right to cancel the visa applications should the applicants fail to provide the evidence of their presence within the aforementioned countries while applying for the visa.” the statement added

The embassy advised that all travel booking confirmations must be provided upon submission of the visa application.

This includes return flight details showing applicant’s name, departure and return date, all flights en route from the aforementioned countries to Thailand.” the statement added.

The embassy mentioned that visa applications are usually processed within five working days upon receipt, although processing times may be longer in certain cases.

Applicants were also encouraged to submit their visa applications 4 – 6 weeks before their planned travel date, but not more than three months in advance.
Thailand-Africa relationship.

In the early 2010s, Thailand launched the “Look West Policy” to strengthen ties with Africa, with the 2013 Thai-Africa Initiative broadening engagement.

For instance, in 2023, trade between Thailand and Kenya reached $256.16 million, with Thai exports like cars, sugar, and rice totaling $226.82 million, while imports from Kenya, including chemicals and jewelry, were valued at $29.34 million.

Sudan is also a key partner, particularly in education and trade.

Sudan offers 80-100 annual scholarships to Thai-Muslim students, with over 500 currently studying Islam there.

In 2023, Thailand-Sudan trade totaled $23.05 million, covering exports like cars and chemicals and imports such as plants and medical instruments.

The Federal Government has allocated approximately N1.4 billion for the rehabilitation of repentant terrorists and the establishment of terrorism trial centres over the past year and a half.

Following former President Muhammadu Buhari’s assent to the Terrorism (Prevention and Prohibition) Bill on May 12, 2022, the National Counter-Terrorism Centre (NCTC) was established.

In December 2022, the government announced plans to build two disarmament, deradicalisation, rehabilitation, and reintegration centres for former Boko Haram members and other terrorist factions.

Punch reports that Rear Admiral Yem Musa (retd.), the coordinator of the NCTC, confirmed to the House of Representatives Committee on National Security and Intelligence that N2.4bn would be allocated to these centres as part of the NCTC’s N3.8bn capital projects for 2023.

According to data from the GovSpend platform, between December 2022 and May 2024, the Ministry of Justice expended a total of N1.4bn on these rehabilitation centres and the renovation of facilities for terrorism trials.

This included N612m spent in March 2023 to renovate abandoned structures for terrorism trials and build dormitories for the rehabilitation of repentant terrorists under Operation Safe Corridor.

In 2024, an additional N179m was spent on similar projects, including the procurement of equipment to aid terrorism case prosecutions.

Meanwhile, the NCTC recently announced that it had secured 325 convictions during the Phase 5 and Phase 6 trials at the Kainji Detention Facility. Convictions ranged from the death penalty to life imprisonment, with sentences depending on the severity of the crimes committed.

Despite this, concerns have arisen over the secretive nature of these trials. Security experts and civil society organizations have raised questions about why such trials are conducted behind closed doors, given the gravity of the crimes involved.

Some argue that transparency is critical for public trust, while others believe that secrecy is necessary for security reasons. The government has yet to provide a clear explanation for this approach.

AN aircraft carrying around 175 passengers and six flight attendants has driven off the runway and crashed at Muan International Airport in South Korea.

The plane was landing before it deviated from the runway and plunged into a fence on Sunday morning sparking a massive explosion.

The number of casualties has climbed to 85 people so far, Yonhap news agency reports.

Fire authorities were dispatched to the scene with plumes of smoke captured in images billowing from the site.

The aircraft involved in the incident is the Jeju Air Flight 7C2216, which had departed from Bangkok, Thailand.

It said two people were evacuated to safety.

A Muan airport official said the airport was handing the emergency situation.

Emergency officials said they were examining the exact cause of the fire.

The leaders of these states said that this move was made in the spirit of friendship and to reinforce centuries-old ties among African people, despite their impending withdrawal from ECOWAS, BBC reported. Their decision to leave follows the bloc’s insistence on restoring democratic governance, which the military-led governments have resisted.

ECOWAS leaders are convening in Nigeria to deliberate on the matter. Many fear the exit of Burkina Faso, Mali, and Niger could significantly undermine regional unity, as well as efforts to enhance economic integration and collective security cooperation.

The exit of these three nations will reduce ECOWAS’s population by 76 million, from 446 million, and will cut the bloc’s geographical land area by more than half. This change could weaken the bloc’s influence and undermine its efforts toward economic integration and regional stability.

On Saturday, Mali, Niger, and Burkina Faso reaffirmed their decision to withdraw from ECOWAS, declaring it irreversible. However, they jointly announced that their territories would remain visa-free for all ECOWAS citizens even after departure.

Ongoing struggles with ECOWAS

Mali, Burkina Faso, and Niger will enter a six-month grace period after their scheduled exit from ECOWAS, West Africa’s main political and economic bloc.

While January 29 remains the official withdrawal date, the effective exit has been extended to July 29.

During this transitional period, ECOWAS mediators will work to reintegrate the three countries into the bloc “without prejudice,” according to ECOWAS Commission President Oumar Touray at the conclusion of the summit.

Days after the Central Bank of Nigeria (CBN) issued an ultimatum mandating banks to ensure cash availability at Automated Teller Machines (ATMs) and banking halls, many Nigerians still struggle to access cash.

The cash scarcity has pushed Point of Sale (PoS) operators to seek alternative sources of cash, such as markets and fuel stations.

A visit to various bank branches revealed that only a few ATMs were dispensing cash, often with restrictions.

Customers with debit cards from other banks could only withdraw up to ₦10,000, while those using the bank’s cards were allowed a maximum of ₦20,000.

Despite CBN Governor Olayemi Cardoso’s assurances on November 29, 2024, to address the unavailability of cash, compliance among banks remains inconsistent.


The issue has persisted since February 2023, forcing bank customers to rely on PoS operators who charge exorbitant fees for cash withdrawals.

Governor Cardoso had vowed that the apex bank would conduct spot checks at Deposit Money Banks and penalize underperforming institutions.

He also encouraged Nigerians to report difficulties with cash withdrawals via designated phone numbers and email addresses provided by the CBN.

“We will not hesitate to impose stringent penalties on banks or financial institutions engaging in malpractices or deliberate sabotage,” Cardoso warned.

Despite these measures, bank customers continue to express frustration. At various ATM locations, many machines were either non-functional or dispensing limited cash.

A Lagos resident told Leadership newspaper, “I went to multiple ATMs, but none were dispensing cash. The situation is very frustrating, especially after the CBN claimed cash was available.”

In some cases, customers were directed to banking halls, where withdrawals were capped at ₦10,000 to ₦50,000, forcing many to seek alternatives.

The scarcity has shifted the burden to PoS operators, who now source cash from unconventional places like markets, fuel stations, and abattoirs.

A PoS operator explained, “Market women prefer cash transactions to avoid issues with fake alerts or failed transfers. We book ahead, transfer money to them, and collect the cash when available. The same applies to fuel stations.”

Another operator noted that operational challenges and the stress of sourcing cash have kept their charges high.

“The banks are no longer reliable. I operate with deposits from customers and cash sourced from traders. It’s the only way to keep my business running,” she said.

A Vietnamese court upheld the death penalty Tuesday for a property tycoon in a multibillion-dollar fraud case — but said her life could still be spared if she paid back three quarters of the assets she embezzled.

Property developer Truong My Lan, 68, was convicted this year of swindling money from Saigon Commercial Bank (SCB) — which prosecutors said she controlled — and sentenced to death for fraud totaling $27 billion.

She appealed the verdict in a month-long trial, but on Tuesday the court in Ho Chi Minh City determined that there was "no basis" to reduce her sentence.

However, there is still a chance for Lan to escape the death penalty.
The court said Tuesday that if she returns three-quarters of the stolen assets, her sentence could be reduced to life imprisonment.

That means she could still avoid execution if she returns $9 billion, or three-quarters of the $12 billion she embezzled, the BBC reports. It's not her final appeal and she can still petition the president for amnesty.

The convict is now essentially in a race to raise the funds she needs before her execution.
