I can't doubt this ...I have a a person really close to me who went through this system to secure his card. He got it after 6years with this mother of 5 with 3 different dads.
I can only say enjoyed little moments of his marriage and he expected that. He had to reduce his ego and became a complete mugu. His unconditional card shouldn't have taken that long according to him though, but it's because the wife was benefiting housing and some other provisions from the government (they lived together in a government housing project)
